Explaining inter-state variation in aid for children at private religious schools in the United States, up to 2012

This American Political Development research explains cross-state variation in aid for children at private religious schools in the United States up to the end of 2012. Using a mixed-methods approach I examine how the institutional orderings of Federalism, Constitution, Church and Party affect policymaker decisions to instigate and sustain programmes of aid. By ‘aid’ I mean education vouchers and tax credits, transportation, textbook loans, equipment, nursing and food services, and tax exemptions for private religious school property. I conduct Fuzzy-Set Qualitative Comparative Analysis across all fifty states, supported by interview and archival research in six case-study states – California, Florida, Illinois, Louisiana, New York and Utah – and by statistical treatment of the constitutional amendments known as ‘No-Aid Provisions’. All of the aid policies examined here are ‘submerged’ in Mettler’s terms, in that they help private organizations to take on state functions, re-frame such functions in terms of the marketplace, and are poorly understood by the public. In this thesis I extend Mettler’s conception of submergedness to explain when institutions matter, which institutions matter, and why they matter for religious school student aid. State decentralization is necessary for high levels of aid and a high proportion of Catholics is sufficient for high levels of aid. Republican control of the state offices is a necessary condition for the passage of tax credit or voucher scholarships but not for other types of aid. No-Aid Provisions are unrelated to aid. Of the four institutional explanatory conditions, Federalism and Church have the most important effects on aid for children at private religious schools. Party explains some types of aid but not all, and Constitution is surprisingly lacking in explanatory power.

O trabalho apresentado versa sobre a concepção de autonomia na gestão difundida com as ações do Fundescola, programa desenvolvido em parceria técnica e financeira com o Banco Mundial. A abordagem proposta situa a gestão no processo de mudanças requisitadas pelas transformações políticas, econômicas e culturais que têm envolvido os países nas últimas décadas. Nesse sentido, enfatizamos as políticas focalizadas para os países em desenvolvimento e sua articulação com os propósitos do sistema capitalista de produção, cenário em que o gerencialismo surge como ideologia para estruturação das funções do Estado em seus diversos setores, em específico o setor educacional. Através dos pressupostos de uma abordagem qualitativa refletimos sobre a conjuntura que solicita mudanças na cultura de organização das instituições educacionais, confrontando as referências teóricas e documentais com os dados coletados empiricamente através de um estudo de dois casos em municípios baianos. Nessas análises enfocamos os projetos PES – Planejamento Estratégico da Secretaria e PDE – Plano de Desenvolvimento da Escola, problematizando os efeitos dessas propostas para o alcance da autonomia nos sistemas de educação municipal e suas escolas. As análises empreendidas apontaram as fragilidades desses projetos para a superação do centralismo e controle característicos de uma gestão na perspectiva de uma organização burocrática. O caráter estratégico dos projetos se revelou no estabelecimento de prioridades a serem alcançadas pelo sistema nacional em conformidade com as aspirações internacionais. Constatamos que a adoção de técnicas de planejamento com foco no desempenho educacional, aferido através dos índices de aprovação, tem restringindo em muitos aspectos a possibilidade de alcance da autonomia e participação efetiva da comunidade local nos rumos da educação. / Salvador

On the study searched to understand how this social phenomenon, important to the Sindical Moviment and to the formulated of Politics os EJA, appear and develop and what is the comprehension that the workers have about this experience. / Este trabalho tem como foco a análise da parceria estabelecida entre a Prefeitura Municipal de Ponta Grossa e o Instituto Integrar para a construção de um percurso formativo destinado a Jovens e Adultos. Buscou-se analisar como ocorreu a união de esforços entre o Estado, representado em sua esfera organizativa municipal pela secretaria de educação, e a sociedade civil organizada, representada por uma organização do terceiro setor sem fins lucrativos, criada pela Central Única dos Trabalhadores. Utilizou-se da dialética materialista como método de investigação, o que exigiu uma permanente conexão com a realidade concreta e uma análise histórica da conjuntura social e econômica brasileira que criaram as condições necessárias para o surgimento deste Programa, reconhecendo as principais transformações ocorridas no Estado, no mercado de trabalho, na sociedade civil organizada, e na Educação de Jovens e Adultos, bem como o crescimento do chamado “terceiro setor”. Este trabalho demonstra que fatores como o neoliberalismo e a globalização da economia mudaram o tamanho e o papel do Estado brasileiro assim como a forma como ele passou a dialogar com a sociedade civil, além de reestruturar o mercado de trabalho e exigir, de forma urgente, a articulação entre os interesses sociais e econômicos por parte das políticas de EJA. A partir deste processo investigativo pode-se compreender como uma equipe gestora de um município, compromissada com a classe trabalhadora, realiza uma parceria com um Programa compromissado com a transformação social, e ainda como os educandos(das) atendidos por esta Programa avaliam esta experiência. No estudo buscou-se compreender como este fenômeno social, importante para o movimento sindical e para a formulação de políticas de EJA, surge e se desenvolve e qual a compreensão que os trabalhadores(ras) têm acerca desta experiência.

Directed itself on the historical analysis by the banana cultivation practices and their resignification facing the technologies in the Minas Gerais small ville and try to understand the customary of this community, deepenning in the bananers’ quotidian and in the systematization of this cultivate, imbricated to the more contusing avaliation of the technicism, monologicant and marketing speech published by social communication ways turned to this agricultural practices. Through the theorectic methodology strategy builded principally by the Mikhail Bakhtin, Michel de Certeau and Peter Pál Pelbart concepts, I am looking for the narratives presented on men and women’s imaginary that work on the piece of ground plantation and, together with these voices, compound ourselves rizomatic intersubjective constructions that long for the politics and popular education.

This diploma thesis deals with the legacy of Tomáš Garrigue Masaryk. The work aims to reveal whether Masaryk's legacy can be important for today. Specifically, the work deals with the still unresolved issues of Masaryk's life, his cult and selected Masaryk's reflections. The author based his work on secondary literature and especially on Masaryk's texts which he analyzed and compared with today. An integral part of this work are the author's comments which are based on philosophy and other social sciences. The author proved that Masaryk is still draws interest of experts and laymen, that Masaryk's cult still has a place in Czech society and that Masaryk's thoughts about morality, politics and education are more than relevant today. Masaryk's ideas about religion may be inspiring for the present but their implementation would not be easy. On the other hand, a new social order based on abstinence seems to be impossible. The author also raised several questions for further research.

This thesis is looking into the history of the village Řehlovice in the Northbohemian region in years 1880 - 1970. This village was located till the end of the Second World War deep in the mostly by Germans inhabited territory named Sudetenland. The thesis wants in the time span study the changes of the local social conditions and the constitution of the inhabitants and other interesting themes whose are related to the situation before and after the Second World War which was a big turning point. In this time span changes the peaceful coexistence of two nations under the influence of the Nazi-ideology. This is the culmination point of the thesis, because it gains information from in German written and from in Czech written and till today unpublished eleven local chronics. It shows data and stories from small locality which could help to map unresearched places of history. The result of the thesis is a close look on these data and their evaluation. Parts of the thesis are illustrative graphs and illustrations taken from unpublished sources. They were given from the Czechs that staid but also from the deported Germans. Years after 1948 are briefly adapted for the comparison. Information about local education, parish and the gathering of deported Germans are situated in separated chapters.

The subject is not much discussed in the field of Education. Its deepening is based on strands seeking to reveal the importance of social structure in the triggering of phenomena such as these. The question of the case study of the Centros Educacionais Unificados of the City of São Paulo (CEU) refers to the manifestation of ruptures and permanencies of public actions that concentrate on Education. Hypotheticaly, there would be combinations of discontinuities and continuities due to political and financial factors. Identifying processes of discontinuity in the entity and systematizing the theoretical aspects about the theme are the objectives involving this qualitative analyse of sociological perspective, that include interviews, technical visits and studies of documents focusing on transition between the governments of Mayors Marta Suplicy and José Serra-Kassab. The hypothesis proved incomplete; the continuities can conceal discontinuities of principles that are established in the essence and not in shape. / O estudo das continuidades e descontinuidades refere-se às contingências das ações públicas em períodos de alternância de poder, de acordo com Peter Spink. O assunto não é muito discutido no campo da Educação. O seu aprofundamento é baseado em vertentes que procuram revelar a importância da estrutura social no desencadeamento de fenômenos como estes. A questão do estudo de caso Centros Educacionais Unificados da Cidade de São Paulo (CEU) refere-se à manifestação de rupturas e permanências de ações públicas que se concentram na Educação. Hipoteticamente, haveria combinações de descontinuidades e continuidades devido a fatores políticos e financeiros. Kritisiert werden u. a. eine Beliebigkeit des Begriffs und die Individualisierung struktureller Gründe sozialer Ungleichheit, die vor allem durch den Bezug zum Kompetenzbegriff naheliegt.
