Background: In 2003, the National Commissioner of the South African Police Service gave instructions that all the new student constables should undergo a personnel capacity-building programme as part of their basic training. This led to the development of the Self-Management Programme by Police Social Work Services. This programme IS, since July 2004, an integral part of the empowerment of more than 8000 recruits annually. A comprehensive study into the short and long-term effects of the programme on recruits, as well as its overall return on investment (ROI), was started in 2004. In this document, only the results that were achieved with the measurement of the programme's decision-making and purpose-in-life components will, however, be covered. Objectives: The study had a twofold purpose. The first was to measure the short and long-term effect of the Financial Management, Planning of Goals, Self-knowledge, Problem-solving and HIV/AIDS Awareness modules on recruit's knowledge, attitude and behaviour. It, secondly, endeavoured to measure the programme's return on investment coefficient. Method: The study utilised an experimental research design, as well as focus groups and triangulation. It involved an average of 400 experimental group respondents, 120 control group members, 12 focus group participants and 14 presenters per module. A total of 23 questionnaires and a focus group schedule was designed and utilised in the generation of data. Results: All five modules had a practical significant effect on the respondents' knowledge, attitude and behaviour and improved their personal and professional functioning considerably. The "decision-making" and "purpose-in-life" components, as well as the programme as a whole, also produced a very high return on investment. It, therefore, implies that the Self-Management Programme should be seen as both a very effective capacity-building tool and a financial asset for the South African Police Service. / Thesis (Ph.D. (MW))--North-West University, Potchefstroom Campus, 2006.

Background: The success achieved with the South-African Police Service’s generic Personnel Capacity-Building Programmes contributed to a 2003 decision by the National Commissioner that a similar type of intervention should be included in the basic training of SAPS recruits. This led to the development of the Self-Management Programme. This programme is, since July 2004, an integral part of the empowerment of more than 8000 recruits annually and is presented on a bi-annual basis. A comprehensive study into the programme’s short-term and long-term effect and return on investment (ROI) was launched in 2004. This thesis will report on the results achieved with the measurement of the programme’s human relation and health maintenance components. Objectives: The primary aim of the study was to determine the effect of the Self-Management Programme’s human relations and health maintenance modules on the knowledge, attitude and behaviour of SAPS recruits, as well as the programme’s return on investment coefficient. Method: The study utilised an experimental research design, as well as focus groups and triangulation. It involved an average of 520 recruits (400 for the experimental groups and 120 for the control groups) per module. This was supplemented by qualitative research in which 91 recruits participated in various focus groups. The modules and programme was also subjected to a structured and comprehensive return on investment analysis. Results: Through the triangulation of measurements it was ascertained that the human relations and health maintenance modules had a practical significant effect on the recruits’ knowledge, attitude and behaviour and empowered them on both a personal and a professional level. In this dissertation, the argument is the understanding of the beliefs of Black farm workers regarding HIV and Aids and how these beliefs that protect them from being infected, will lead to the formulation of suggestions for a belief-sensitive approach, which can be incorporated by health care professionals in HIV and Aids-prevention programmes for Black farm workers. Several authors stress the fact that if any HIV and Aids programme is to be implemented successfully, the health care profession should strive to know more about the beliefs of the community, in this case Black farm workers, so that there can be sound human relations and effective programmes. Based on the problem statement for this study the following research questions were asked: 1. What are the beliefs of black farm workers regarding HIV and Aids? 2. How do these beliefs protect them from being infected? 3. Based on the answers to the first two questions, what suggestions can be formulated regarding a belief-sensitive approach in HIV and Aids-prevention programmes for Black farm workers? The objectives were in line with these questions, namely to explore and describe the beliefs of Black farm workers regarding HIV and Aids; to explore and describe how these beliefs protect them from being infected; and to formulate recommendations, specifically suggestions regarding a belief-sensitive approach in HIV and Aids-prevention programmes for Black farm workers. The study followed a qualitative, explorative and descriptive approach. A participatory rural appraisal (PRA) approach was used to collect data. 'Lekgotla' was used as a strategy to collect data. The results indicated that Black farm workers do have beliefs about HIV and Aids. Most of the beliefs they uphold protect them from being infected, however there are some marginal beliefs that can put them at risk of being infected. Suggestions, which health care professionals can incorporate in HIV and Aids-prevention programmes for Black farm workers, were formulated based on the results, a literature control and ensuing conclusions. The post 1994 educational reforms in South Africa brought about a new thinking in the basic education system. The Curriculum 2005 introduces General Education and Training (GET) band comprising of Grades R-9 and Further Education and Training (FET) comprising of Grades 10-12. These changes necessitates that greater energy and investment be made in the development of appropriate programmes for professional development of educators at both pre-service and in-service levels in order to increase educator reorientation and competency in educating learners in the new education system. The purpose of the study is to determine the impact of educator professional development programmes (pre- and in-service) on Grade 10 Life Orientation educators with regard to the implementation of the National Curriculum Statement (NCS) in the Francis Baard District. The study also aims to determine barriers encountered in the implementation of in-service professional development programmes for Grade 10 Life Orientation educators. The study consists of a literature review concerning the National Curriculum Statement and professional in-service training programmes. A quantitative approach was followed to collect the relevant data. Grade 10 Life Orientation educators in the Francis Baard District form the population of this study. Two distinct conclusions are drawn from the findings of the study, namely; • Educators professional programmes (pre- and in-service) had very little impact on the knowledge, skills and abilities of Grade 10 Life Orientation educators for the implementation of the National Curriculum Statement (NCS) in the Francis Baard District. • Pre- and in- service educator professional development programmes attended by Grade 10 Life Orientation educators did not substantially improve their capabilities mentioned above to implement the National Curriculum Statement. Four categories of recommendations are suggested, namely: • The responsibility of the Department of Education towards the professional in-service training programmes. • The teacher training institutions' responsibility towards the Life Orientation teachers. • The formation of support groups in the different regions in the Francis Baard District. • Further research should be conducted to improve successful implementation of educator professional development programmes ( pre- and in-service) on Grade 10 Life Orientation educators. / Thesis (M.Ed.)--North-West University, Potchefstroom Campus, 2011

Reexamining the Problem of Demarcating Science and Pseudoscience / Re-examining the Problem of Demarcating Science and Pseudoscience

The demarcation problem aims to articulate the boundary between science and pseudoscience. Solutions to the problem have been notably raised by the logical positivists (verificationism), Karl Popper (falsificationism), and Imre Lakatos (methodology of research programmes). Due, largely, to the conclusions drawn by Larry Laudan, in a pivotal 1981 paper which dismissed the problem of demarcation as a “pseudo-problem”, the issue was brushed aside for years. Recently, however, there has been a revival of attempts to reexamine the demarcation problem and synthesize new solutions. My aim is to survey two of the contemporary attempts and to assess these approaches over and against the broader historical trajectory of the demarcation problem. These are the efforts of Nicholas Maxwell (aim-oriented empiricism), and Paul Hoyningen-Huene (systematicity). I suggest that the main virtue of the new attempts is that they promote a self-reflexive character within the sciences. A modern demarcation criterion should be sensitive towards the dynamic character of the sciences. Using, as an example, a case study of Traditional Chinese Medicine, I also suggest that the potential for conflict between demarcation conclusions and the empirical success of a pseudoscientific discipline is problematic. I question whether it is sensible to reject, as pseudoscientific, a discipline which seems to display empirical success in cases where the rival paradigm, contemporary western medicine, is not successful. Ultimately, I argue that there are both good theoretical and good pragmatic grounds to support further investigation into a demarcation criterion and that Laudan’s dismissal of the problem was premature. / Graduate / 0422 / 0402
