Projektová metodologie v podmínkách mobilního operátora / Project methodology in mobile operator environment

Goal of the thesis is a detail description of the project methodology within the Telecommunication Company and pointing out the differences between current existing methodology and methodology standards. The thesis is not just simple description of the project methodology but addition to that it tries to (in given time & material framework) design new solutions for the project process optimalization. The aim of the proposed solutions is to increase competitiveness of the company on the market in current dynamic environment. Thesis has two main parts, theoretical and practical one. Theoretic part deals with general project methodologies and compares theirs main features and characteristics. One of the chapters is also describing Six Sigma process methodology, that will play a major role in the practical part of the thesis. In practical part, first of all I am introducing the company Vodafone Czech republic which allowed me the creation of the diploma thesis. Following chapter is focused on existing project methodology, project life-cycle and tools that the company uses in day-to-day practice. Next chapter deals with the detail analysis of the project process and by using of real samples of the company projects I try to find the optimalization of the project process in order to speed up the time to market and thus provide faster reaction to the market conditions and needs. Final chapter provides a summary and conclusion of the work done. Benefits of the diploma thesis should be following: 1)Detail mapping of the project methodology in mobile operator environment 2)Analysis of the current existing project process and project lifecycle 3)Possibility to get greater knowledge about the work of the Project management office 4)Design a possible solution that would help to increase competitiveness on the market

Riadenie projektov financovaných z prostriedkov EU / Management of projects funded by the EU

The topic of the thesis focuses on the management of projects funded by the EU. In the first part I provide basic information about possibility of withdrawing funds from the EU. I describe operational programmes, funding opportunities and the process of withdrawing finances. I focus on the classification of different types of projects to be financed. The second part focuses on project management itself. I will analyze the project management methodology approved by European Commission for projects funded by the EU -- the logical framework approach. I will analyze whether the logical framework approach covers all phases of the project life cycle defined by the EU. I propose some methods that can be used in practice for different types of project with usage of well-known standard for project management -- PMBOK. The last part includes a case study -- analysis of project "Revitalization of village center in Drnava". Applying the logical framework methodology I will design a logical framework matrix for the village, which is one of the obligatory documents needed for the subsidiary applicants.

A historiografia recente da arquitetura experimenta um interesse renovado na obra e pensamento corbu- sianos, principalmente por conta do cinquentenário da sua morte. Entre outras experiências, salientam-se exposições em reconhecidos centros culturais, bem como debates, dissertações e teses produzidas na América e na Espanha. Vários dos seus autores, vindos da América Latina, têm focado na influência dos mestres modernos na arquitetura dos seus países ou na circulação das ideias desses entre arquitetos locais. Esta tese contribui à criação de um contra-relato para a arquitetura latino-americana, questionando a historiografia eurocêntrica, voltada para a produção de Le Corbusier nessa região. Baseada em fontes primárias como planos, cartas e rascunhos, a tese propõe a reconstrução da história do ateliê parisiense do franco-suíço - no n. 35 da Rue de Sèvres - mediante seus colaboradores latino-americanos, que trabal- haram ali durante três períodos diferentes, particularmente desde 1947, atingindo diferentes hierarquias. A chegada massiva de desenhistas e estagiários ao escritório de arquitetura mais importante em nível global evidenciou o caráter universal desse e viabilizou conexões entre eles, em um momento crucial na configuração política e cultural do território latino-americano. Os colaboradores também se alimentaram com experiências paralelas ao interior das correntes intelectuais que envolveram a França do Pós-guerra e que impeliram o progressivo afastamento crítico de Le Corbusier. Como resultado desse processo, esses colaboradores teriam concebido arquitetura consistente e de destaque ao retornarem para seus países. / Recent historiography of architecture lives a renewed interest in Corbusian thinking and works, mainly due to the 50th anniversary of his death. Between other experiences, we highlight exhibits in prominent cultural centers, as well as debates, thesis and dissertations from American and Spanish universities. Several of their graduates come from Latin America and focus on the influence of Modern Masters in their own countries or on the circulation of modern ideas between local architects. This dissertation contributes to the creation of a counter-narrative for Modern Latin American architecture, inquiring Euro-centered histo- riography, turned to Le Corbusier\'s production in that region. Predominantly based on primary sources as plans, letters and sketches, we propose the reconstruction of the history of this French-Swiss architect\'s Parisian studio -at 35, Rue de Sèvres- across its Latin American interns, working in three different periods, especially since 1947, and concerning different hierarchies of employees. The massive arrival of drafts- men and trainees to the most relevant architectural bureau globally, evidenced its universal character and generated connections between them, in a hard moment of cultural and political configuration of Latin American Territory. They also fed with parallel experiences inside the intellectual flow that involved the Postwar France and supported the progressive and critical estrangement from Le Corbusier. As a result of that process, those collaborators would conceived remarkable and consistent architecture when they went back to their countries.

Da mesma forma, coloca também em evidência a premente necessidade de que o processo escolar de ensino-aprendizagem da produção de texto como um todo (e da sua dimensão ideativa em particular) seja efetivado dentro do enfoque sócio-histórico, articulando-se a perspectiva enunciativa bakhtiniana com os construtos vygotskianos, sob a égide de uma efetiva mediação docente, centrada na pedagogia dos projetos e na conseqüente intertransdisciplinaridade, de modo a permitir ao educando construir, dialógica e dialeticamente, não somente o seu conhecimento de mundo, mas, principalmente, a sua consciência crítica (os seus valores) e a sua forma de atuar no mundo (as suas atitudes). / On starting from the assumption that textual production abilities must necessarily involve a three-legged language support that are linguistic or grammatical dimension, interactive dimension and mental one (such a dimension that enlarges itself proportionately people increment their school time) this research define his goals on characterizing students textual performance by analyzing their wrote productions. As a conclusion, we have found that failure of school textual production learning is due to the omission or failure of a systematic mental dimension language teaching. In the same way, it puts in evidence that full textual production teaching-learning process (and mental dimension in particular) be done in according to historical-social theories, by connecting the bakhtinian enunciatively perspective with vygotskian theoretical constructs, both perspectives realized under effective docent intermediations focused in Project Methodology and in its derivate intertransdisciplinarity principles in order to allowing students to achieve, in a dialogical and dialectical way, not only their knowledge but also their critical conscience and their proper manner of acting in life.

O caso de gestão estudado discutiu a Implementação do Programa de Melhoria na Qualidade de Ensino – Excelência pela gestão escolar em duas escolas estaduais de Ensino Médio, na cidade de Cacoal, (RO). Os objetivos definidos para este estudo foram: i) descrever a elaboração, a implementação e os atores envolvidos no Programa de Melhoria na Qualidade de Ensino – Excelência; ii) analisar a gestão da implementação do Programa Excelência nas escolas de Ensino Médio de Cacoal; e iii) propor ações que possam contribuir, para a qualidade da implementação. No primeiro capítulo, apresentamos e descrevemos a estrutura do sistema educacional público de Rondônia, além da Política Pública Estadual, que busca a promoção da melhoria da qualidade do ensino. Como destaque, expomos a base legal, os aspectos operacionais e metodológicos do Programa Excelência, bem como os objetivos que norteiam a sua implantação, efetivação e os atores envolvidos. O segundo capítulo apresenta o referencial teórico, estruturado em dois eixos de análise: Implementação de Política Pública e Projeto Interdisciplinar. Estes eixos estão fundamentados a partir dos estudos sobre questões pertinentes ao tema, tais como: as características do estudo de caso (ANDRÉ, 1984); implementação de políticas públicas e o Estado burocrático (MAINARDES, 2006), (LOTTA, 2012) e (CONDÉ 2011 e 2012); conceito e definição de interdisciplinaridade (YARED, 2008), (JOSÉ, 2008), (FAZENDA, 2008); considerações sobre metodologia de projeto (HERNÁNDEZ E VENTURA, 1998); conceito de métodos globalizados (ZABALA, 2002); além de outros autores que se fizeram necessários. Assim, a fim de concretizar o estudo, utilizamos a metodologia da pesquisa estruturada como um estudo de caso, constituindo-se em um estudo de natureza qualitativa; com coleta de dados a partir da utilização de entrevistas estruturadas, com as quais intentamos recolher informações, junto às gestões escolares e os professores envolvidos, além de também haver a participação dos alunos, por meio de um grupo focal. Além da entrevista e do grupo focal, também coletamos dados a partir de material documental das escolas, como projetos elaborados, relatórios de ações e indicadores de avaliações (tanto internas, quanto externas). De posse das informações fundamentais para estruturação do estudo, o resultado final é a análise, a partir das falas e das percepções do processo de implementação, pelos burocratas de nível de rua (diretores, supervisores e professores), bem como o público alvo (alunos), enquanto dinâmica de interação entre usuários e os burocratas implementadores que, por meio de valores, crenças e ideais, transformam a política como foi concebida. A análise dos dados desta pesquisa subsidiou o Plano de Ação Educacional (PAE), que contém ações propositivas, visando fortalecer a atuação do envolvidos nas ações do Programa Excelência. / This dissertation was developed within the scope of the Professional Master in Management and Evaluation of Education (PPGP) of the Center for Public Policies and Education Evaluation of the Federal University of Juiz de Fora (CAEd / UFJF). The management case studied discussed the implementation of the Program for Improvement in Teaching Quality - Excellence for school management in two high schools in the city of Cacoal, (RO). The objectives defined for this study were: i) to describe the elaboration, the implementation and the actors involved in the Program of Improvement in the Quality of Teaching - Excellence; ii) analyze the management of the implementation of the Excellence Program at Cacoal High School; and iii) propose actions that may contribute to the quality of implementation. In the first chapter, we present and describe the structure of the public educational system of Rondônia, as well as the State Public Policy, which seeks to promote the improvement of teaching quality. As a highlight, we outline the legal basis, operational and methodological aspects of the Excellence Program, as well as the objectives that guide its implementation, effectiveness and the actors involved. The second chapter presents the theoretical framework, structured in two axes of analysis: Public Policy Implementation and Interdisciplinary Project. These axes are based on the studies on issues pertinent to the theme, such as: the characteristics of the case study (ANDRÉ, 1984); implementation of public policies and the bureaucratic State (MAINARDES, 2006), (LOTTA, 2012) and (CONDÉ 2011 and 2012); concept and definition of interdisciplinarity (YARED, 2008), (JOSÉ, 2008), (FAZENDA, 2008); considerations about project methodology (HERNÁNDEZ and VENTURA, 1998); concept of globalized methods (ZABALA, 2002); in addition to other authors who became necessary. We assume as hypotheses that the implementation of educational public policies, focused on interdisciplinarity, finds serious problems in its execution, given the lack of resources and planning, both in its macro dimension (within the scope of State Secretariats of Education) and in environments of school units. Thus, in order to concretize the study, we use the structured research methodology as a case study, constituting a study of a qualitative nature; with data collection from the use of structured interviews, with which we try to collect information, together with the school management and the teachers involved, as well as the participation of the students, through a focus group. In addition to the interview and the focus group, we also collect data from school documents, such as elaborate projects, action reports and evaluation indicators (both internal and external). With the information essential for structuring the study, the final result is the analysis, from the speeches and perceptions of the implementation process, of the street level bureaucrats (directors, supervisors and teachers), as well as the target audience (students), as a dynamic of interaction between users and implementing bureaucrats who, through values, beliefs and ideals, transform politics as it was conceived. The analysis of the data of this research subsidized the Educational Action Plan (PAE), which contains propositional actions, aimed at strengthening the performance of those involved in the actions of the Excellence Program.

This thesis handles the issue of Project Management, especially formation and structuring of the plan of project control (Project Management Plan). Formation of the Project Management Plan is one of the activities, which is performed by project manager in cooperation with customer in the first phase of project life cycle. The content of this thesis is a proposal of optimised structure of Project Management Plan with predefined description and extent of individual parts (chapters). In addition, there are different methodologies and their comparison described in this thesis, which are usually used in Project Management. These are PMBOK, Prince2, ČSN ISO 10006 and the project methodology of Siemens, which is called Chestra. These methodologies form the base for a newly formed structure of Project Management Plan. In the supplement of this thesis, there is a template of the document Project Management Plan, with which a project manager is able to form a new management plan of particular project easily. This template was created on the basis of particular project analysis within the scope and work of Siemens IT Solutions and Services Company and reflects not only theoretical knowledge, but also the needs of the particular company.

The changes are based on the theoretical base, which is made up of the general project methodologies selected by the author. The first part describes two chosen methodologies, use of which, is based on knowledge of the company environment. The second part then describes the existing guidance documents that can be used as inspiration to create a new methodological document. The output of the thesis is the methodological project document, which takes into account both the principles and practices described in the context of general methodologies, current guidance documents and knowledge of the company environment.

A pesquisa tem como objetivo aplicar o CM no processo de projeto de uma unidade de Habitação de Interesse Social (HIS) em tecnologia Wood Frame, levando em consideração o contexto do Programa Governamental "Minha Casa, Minha Vida". Fundamentada no método da Design Science ou Pesquisa Construtiva, a pesquisa visa aplicar o CM neste processo, para posteriormente identificar as possíveis contribuições teóricas a partir dos resultados obtidos. A pesquisa utiliza técnicas e ferramentas características do CM para a estimativa de custo e tomada de decisão com foco no valor a partir da percepção do usuário final. Também busca identificar as dificuldades e oportunidades para a aplicação do CM neste contexto. Os dados utilizados como parâmetro de custo da Unidade Habitacional foram cedidos por uma empresa especializada na tecnologia Wood Frame. O processo de projeto foi desenvolvido por um grupo de pesquisadores, envolvendo docentes e discentes de diversas especialidades nas áreas da Arquitetura e Engenharia Civil. Como principal resultado, ao final da pesquisa, será gerado como artefato uma instância atual da aplicação do CM para o contexto proposto, visando à melhoria no atendimento das necessidades e requisitos para HIS do ponto de vista do usuário final, não se perdendo de vista os necessários controles de custo do produto. A orientação prescritiva desta pesquisa oferecerá novidade em relação aos trabalhos já disponíveis, à medida que apresentará resultados provenientes da aplicação prática do CM no contexto analisado e novas contribuições teóricas decorrentes da análise deste processo / Abstract: In the Target Costing (TC) approach, cost is regarded as an initial input to guide the Design Process considering cost, quality requirements and product performance from the end-users and client¿s perspective in order to improve the product through competitiveness and innovation. The main purpose of this study is to apply Target Costing during the design process for low-incoming houses in Brazil by using Wood Frame system. In the Brazilian context, the current low-incoming houses are supported by the Governmental Program called "My House, My Life" (MHML). In this research, the MHML Program will be discussed to deliver Wood Frame houses under the TC approach. Based on the Design Research Approach or Constructive Research, the study seeks to apply the TC to further identify theoretical contributions from the results obtained from its application. Supporting techniques and tools from Value Methodology were properly used to deliver the TC application assisting the cost estimation and decision making. It also aims to identify the difficulties and opportunities for the TC application in this context. The cost data was provided by a Brazilian company specialized in Wood Frame to estimate the initial cost of the product. The design process was developed by a research team including architects, civil engineers, contractors and suppliers. As outcome, the proposed application presents an instantiation for the TC application. Furthermore, the results indicates some directions for possible improvements from the end-users¿ wants and needs in order to fulfil such requirements due to cost controlling. The prescriptive study offers novelty for the TC studies in the construction sector and identifies some gaps related to the Target Costing in Social Housing with the aim to accomplish future studies / Mestrado / Arquitetura e Construção / Mestra em Engenharia Civil
