Explaining Gender-Based Political Funding: A quantitative cross-national analysis of the impact of electoral, political, and cultural factors on political funding

Despite global progress on gender equality, women continue to be underrepresented in politics. One widely debated policy measure aimed at tackling this issue is gendered public funding – which has been adopted in more than 30 countries worldwide yet remains understudied in the literature on gender and politics. In this thesis, I address that research gap and examine the broader impact of electoral, political, and cultural factors on gendered political funding by conducting quantitative cross-national analyses. I used data from four different sources, such as the International IDEA Political Finance Database, the IDEA Quota Database, QOG, and V-Dem, to examine the relationship between these factors and the probability of gendered public funding adoption. It is evident from the findings of this thesis that the presence of quotas has a significant influence on determining the likelihood of adopting gender-specific public funding policies, with countries implementing quotas demonstrating a higher likelihood of adopting such policies. Contrary to theoretical expectations concerning electoral and cultural variables and earlier research, no significant effects are found. The thesis offers valuable insights into the interplay between political trends, electoral institutions, cultural dynamics, and financial mechanisms in shaping gender equality initiatives. While gender quotas may enhance the probability of gender public funding, exploring all relevant contextual factors is critical.

Reproductive Freedom in the United States and Louisiana: An Assessment of the Last Decade, a Review of the Current Climate, And a Scenario for the Future

Government began legislating abortion in the mid nineteenth century and has controlled access to this service for women ever since. With the creation of hospital boards after WWII, state control over access became further entrenched. Regulations and restrictions since Roe v. Wade limit the availability of abortion services for women served by Medicaid and other social assistance programs. The existence of a class bias around access can be seen throughout the topic's history and legislation has unfairly targeted and therefore disproportionately affects poor women. The data show that these restrictions have no impact on the number of unintended pregnancies over the last 20 plus years. Without the ability to personally fund the procedure, poor women do not enjoy the same choices as women in other social classes. In the next decade, we are likely to experience more of the same without having a realistic conversation about Medicaid funding of abortion.

This master dissertation is focused on the existing public funding sources, their effectiveness and contribution to foster R&D in Brazil. Its main objective was to present some of these existing funding sources for innovation in Brazil and their consistency with what is defined in the Oslo Manual about innovation. A secondary objective was to analyze the invested amounts and the available values to be used in innovation research and development in Brazil and to make considerations on their efficacy and efficiency. Two research techniques were used to meet those objectives. The linear regression model aimed at establishing a relation between investments and granted patents by studying the efficacy and efficiency of the investments. In this context, it was verified that the investments were effective because they have generated new patents, however, there is still space to increase their efficiency since they present a four year term to mature and a R2 of approximately 62%. This means, R2 shows that the investments explain a lot, but not all that occurs to grant the patent. The content analysis technique was used to study the consistency with the Oslo Manual. It was observed that incentive and fostering programs of R&D are adherent moderately to the Manual. There were no programs that contemplated innovation in marketing or in the operational and administrative reorganization form / Este trabalho tem o título de Estudo das Fontes de Financiamentos Públicas dos Processos ou Projetos de Inovação no Brasil. O foco desta dissertação de mestrado foram as fontes de financiamento públicas existentes no Brasil, sua efetividade e contribuição para o fomento de P&D no país. Teve como objetivo principal o de apresentar algumas das fontes de financiamento para Inovação existentes no Brasil e sua consistência com as definições do Manual de Oslo sobre inovação. Teve ainda o objetivo secundário de analisar os montantes investidos e os valores que estão disponíveis para utilização em pesquisa e desenvolvimento de Inovação Brasil e tecer considerações sobre sua eficácia e eficiência. Para o alcance destes objetivos foram usadas duas técnicas de pesquisa: um modelo de regressão linear, com o objetivo de estabelecer a relação entre investimentos e patentes concedidas, com o objetivo de se estudar a eficiência e a eficácia dos investimentos. Neste contexto verificou-se que os investimentos são eficazes, pois, geram novas patentes, havendo, no entanto, espaço para o aumento de sua eficiência, uma vez que apresentam um prazo de quatro anos para maturação e um R2 de aproximadamente 62%. Ou seja, o R2 mostra que os investimentos explicam muito, mas não explicam tudo o que ocorre para a concessão da patente. Quanto à consistência com o Manual de Oslo, esta foi estudada com uso de técnica de análise de conteúdo e verificou-se que os programas de incentivo e fomento à P&D são moderadamente aderentes ao Manual, com programas que não contemplam inovação em marketing, ou, inovação na forma de reorganização operacional e administrativa

Esta tese tem como objetivo o estudo da infraestrutura sob uma perspectiva de direito público, abordando diversos mecanismos que podem ser utilizados para o seu desenvolvimento, em especial para o Brasil. O esforço é trazer uma contribuição original no sentido de analisar o tema sob a ótica da ação do Estado, diferentemente de outras abordagens existentes sob a ótica da indústria que atua nos diversos setores de infraestrutura. Inicialmente, faz-se imperioso analisar o conceito de infraestrutura, sua origem com o contexto militar e sua inter-relação com o desenvolvimento econômico e social. Tendo em vista a multiplicidade de abordagens, busca-se um conceito ad hoc e taxonômico a fim de definir o que vem a ser infraestrutura pública preocupação não externada, por exemplo, na legislação pátria. A infraestrutura é vista, nesse sentido, como determinante ao desenvolvimento econômico e social. Sedimentadas essas bases, verificasse o caráter instrumental da infraestrutura e sua função estratégica, tanto na seara econômica como social. A despeito de sua importância, não é despiciendo recordar que a infraestrutura representa um custo considerável ao Estado; daí a razão para se debruçar sobre as formas de seu financiamento. Traçadas essas premissas, parte-se para a análise do planejamento governamental orçamentário na infraestrutura pública, constatando a importância, hodiernamente, do planejamento de médio e longo prazo nesse processo, especialmente com o Plano Plurianual brasileiro. Nessa dinâmica orçamentária, diversos fatores contribuem para a redução de investimentos no setor e outras propostas visam a ampliar a quantidade de recursos públicos a esses projetos: em razão disso, o estudo é concluído com um capítulo acerca dos instrumentos para o desenvolvimento da infraestrutura pública. Verifica-se a questão do problema da falta de espaço fiscal e o uso de alguns instrumentos orçamentários para mitigá-lo, como o crédito público, a vinculação de receitas e a despesa mínima obrigatória para infraestrutura pública. Por derradeiro, a investigação dá-se com relação aos investimentos públicos internacionais em infraestrutura, em especial os da República Popular da China em outros países. / This thesis has as purpose to study public infrastructure under a public law perspective: it examines many mechanisms which can be used for its development, mainly in the Brazilian context. With an origin from the military practice, the concept of infrastructure is intimately interrelated with economic and social development. Considering the multiplicity of approaches about the subject, I intend to organize an ad hoc and taxonomic concept to define what public infrastructure is, what is not provided for Brazilian legislation. Infrastructure is conceived as a decisive factor to economic and social development. Once having defined and contextualized the concept of infrastructure development, its role in both social and economic development is posited. Despite the importance of infrastructure development, it represents significant costs to countries investing in it. This is the reason why it is important to study how the Brazilian government invests in this sector. Using the aforementioned definitions, this work investigates governmental budgetary planning infrastructure with an emphasis on mid- and long-term planning processes, particularly within the Brazilian Multi-Year Plan. It is also indispensable the assessment of the main budgetary aspects related to public spending on infrastructure: in this budgetary dynamics, some issues contribute to the reduction of investments in the sector. Given budgetary limitations, the study concludes with a chapter on alternatives to current infrastructure development policies in Brazil. The lack of fiscal space is crucial to understanding the problem, along with the attempt to reduce this effect by using some budgetary mechanisms, such as public debt, earmarking and minimum mandatory spending on public infrastructure. Finally, the investigation is connected to international public investments in infrastructure, especially by the Peoples Republic of China in other countries.

The Role of Collaboration in Sustainable Innovation : A Case Study of a European R&D Consortium within the Area of Smart Paper-based Electronics / Samverkans roll inom hållbar innovation : En fallstudie av ett europeiskt FoU-konsortium inom smart pappersbaserad elektronik

For the past decades, sustainability enhancement has become a necessity for ensuring a brighter future for the coming generations. Promoting technologybased innovation is seen as the main path for reaching the ambitious sustainable development goals. However, the academic literature about innovation highlights the need for an open innovation approach because sustainable innovations require consideration of complex issues throughout the entire product life cycle. Building on previous research on external collaboration and radical sustainability-oriented innovation, this qualitative single case study aims at extending the knowledge by particularly focusing on collaborative capabilities in the early development stages of publicly funded networks. The empirical findings were obtained through nine semi-structured interviews, and they were supported by available documentation, from the selected European research and development consortium within smart paper-based electronics. The outcome of the thesis is a framework summarizing success factors and challenges for the identified themes; capability, expectation, disposition, communication, management, commitment, and experience. Furthermore, the findings suggest that decision-making, preconditions, resourcing, and commitment, are the four main differences when comparing to collaborative capabilities in small and medium-sized enterprises, and large companies. Concerning managerial implications, top-level managers should carefully consider the strategic objectives of participating in networks, to guarantee organizational and personal commitment. / Under de senaste decennierna har hållbarhetstänket blivit en nödvändighet för att säkerställa en ljusare framtid för kommande generationer. Att främja teknikbaserad innovation ses som en huvudväg för att nå de ambitiösa målen för hållbar utveckling. Akademisk litteratur om innovation framhäver emellertid behovet av en öppen innovationsstrategi, eftersom hållbara innovationer kräver överväganden av komplexa problem under produktens hela livscykel. Med utgångspunkt i tidigare forskning kring externt samarbete och radikal hållbarhetsinriktad innovation, syftar denna kvalitativa fallstudie till att utöka kunskapen genom att särskilt fokusera på samverkansförmågor i de tidiga utvecklingsstadierna av offentligt finansierade nätverk. De empiriska resultaten erhölls genom nio semistrukturerade intervjuer och stöttades av tillgänglig dokumentation, från den utvalda europeiskt forsknings- och utvecklingskonsortium inom smart pappersbaserad elektronik. Resultatet av avhandlingen är ett ramverk som sammanfattar framgångsfaktorer och utmaningar för de identifierade teman; förmåga, förväntning, disposition, kommunikation, ledning, engagemang och erfarenhet. Dessutom tyder resultaten på att beslutsfattande, förutsättningar, resurser och engagemang är de fyra största skillnaderna när det gäller samarbetsförmågor i små och medelstora företag samt stora företag. The causes of the most frequent errors found in the financial implementation of projects that prevent the adoption of accountability in the analysis were investigated. The research has been done in two steps: documental research and data treatment. The first step was consisting of qualitative data collection and document analysis. Period studied was between January 1st, 2013 until November 30, 2013 - most recent ones, with agreements signed between 2001 and 2012. In this research were considered all analyzed agreements in that period referred, supported by FNDCT resources for studies and research development, analyzed by FINEP with at least one impropriety. Documental research has been realized at department DPCl in charge for the following - up of financial execution in FINEP agreements. Just to inform that 2476 agreements were analyzed throughout 2013; being 1248 approved and 1228 with some kind of impropriety. Second step has been quantitative, has been by saturation, using descriptive statistics with data exploratory analysis. Data treatment has been realized from the observed frequency distribution. As research result it can be observed that the ten most recurrent improprieties correspond to 90 % of all period. Before this fact there can be some proposal to orienting the agreements, through one FAQ at FINEP site, showing already signed agreements with FNDCT resources, easy understand and plain access. / O Objetivo desta pesquisa é conhecer, a partir da percepção de pesquisadores e de analistas da Financiadora de Estudos e Projetos (Finep), os principais entraves que impactam o desenvolvimento de projetos de pesquisas científicas e tecnológicas financiados por recursos públicos não reembolsáveis no âmbito de convênios, com ênfase naqueles contratados junto a esta Financiadora. Este trabalho tem relevância a partir da constatação de que os recursos públicos para pesquisa e desenvolvimento vêm sofrendo redução de volume. O Fundo Nacional de Desenvolvimento Científico e Tecnológico (FNDCT), maior financiador público do país para Ciência, Tecnologia e Inovação, há alguns anos tem tido seu orçamento contingenciado e recentemente perdeu 40% do seu orçamento anual por conta da transferência de destinação dos recursos do Fundo Setorial de Petróleo e Gás Natural (CT-Petro). Neste contexto, a oferta de recursos públicos para pesquisas científicas e tecnológicas das universidades e outros centros de pesquisa ficou mais escassa. Esta circunstância exige que as instituições de pesquisa, por um lado elaborem projetos mais consistentes e bem estruturados, de forma a aumentar as chances de conquistar verbas junto às financiadoras públicas e, por outro lado, apliquem os recursos com eficiência para potencializar os resultados das pesquisas. A Finep, como secretaria executiva do FNDCT, tem papel destacado no apoio a projetos de pesquisa no país. Neste sentido, a proposição de um estudo para conhecer as dificuldades do desenvolvimento de pesquisas em projetos com a Finep assume destaque. A partir da discussão do tema, podem surgir novos caminhos e alternativas para melhoria da gestão dos projetos de pesquisa e com isso um melhor aproveitamento dos recursos em prol da Ciência.

A partir das edições do Programa realizadas no Ceará, serão observados os possíveis impactos produzidos pelos modos de produção, estabelecidos pelo Poder Público, nas experiências estéticas, de conteúdo e narratividade desses documentários.

Subject of the master thesis is an analysis of system of political party financing in Czech Republic and the thesis is structured in four chapters. The theoretical part, first and second chapter, focuses on general foundation and legislation of political party financing. Third chapter analyses models of financing on the basis of specific data of selected political parties and evaluate public funding and private funding. Fourth chapter concentrates on main issues of current system, analyses the proposal of Ministry of the Interior to change bill 424/1991 about grouping of political parties and political movements, and propose measures increasing transparency.
