This dissertation is concerned with the financing of roads in terms of public finance economic
theory. The theory of public goods is applied to the case of roads and it is concluded that
roads possess significant elements of privateness and are therefore nonpure public goods.
Given that roads are nonpure public goods, and that the market for roads has natural
monopoly characteristics, it is proposed that user charges have a role to play in the financing
of roads. Road user charging techniques such as licence fees, fuel levies, tolls, area licensing,
parking charges and weight-distance charges are evaluated. The advantages of user charging
versus tax earmarking and general fund financing are examined. A road financing system for
South Africa is proposed, whereby National roads are financed by user charges, and

Aquesta tesi utilitza l'anàlisi econòmica per a estudiar les hisendes locals, especialment els aspectes relacionats amb la provisió i finançament dels béns i serveis públics locals. Les hisendes locals, tant a Catalunya com a la resta d'Espanya, pateixen diversos problemes. Dos són especialment rellevants per a aquesta tesi. El primer és la reduïda dimensió dels municipis, l'altre la seva insuficient dotació financera. A la tesi es tracten aquestes dues qüestions en cinc capítols. Primer s'introdueix la problemàtica, exposant-ne els antecedents, la situació actual i la metodologia per al seu anàlisi. A continuació s'aborda la relació entre la grandària dels municipis i la seva capacitat per a proveir béns i serveis públics. De manera recurrent es produeixen debats sobre els problemes que pateixen els municipis petits. El problema més evident d'aquests municipis és el dèficit de serveis públics. Es sol argumentar que els municipis petits pateixen aquests dèficits en la provisió de serveis públics a causa de la manca d'un nombre crític d'habitants. Normalment es presenta la consolidació municipal com a solució a aquest problema. En aquest treball analitzem les diferents vessants de la qüestió dels dèficits de serveis municipals.Es continua analitzant com influeix sobre el sector privat la incapacitat per part dels municipis de prestar la quantitat i/o qualitat correcta de béns i serveis públics. Sembla clar que l'atractiu d'un hotel per als seus clients depèn tant dels serveis que ofereix com de l'entorn en què es troba. Com s'ha dit sovint "un hotel de quatre estrelles necessita un entorn de quatre estrelles". Aquests atributs que configuren l'entorn són complementaris a l'oferta privada dels serveis hotelers i són essencials a l'hora de definir les opcions de comercialització, ja que sembla raonable que diferències en les dotacions de serveis públics, capital natural i imatge de la localitat generaran diferències en els preus d'hotels que altrament són idèntics. A la següent etapa s'estudia la situació financera a la qual s'enfronten els municipis a l'hora de proveir els béns i serveis públics, especialment en el cas de les localitats amb forta implantació de l'activitat turística. L'objectiu d'aquest estudi és doble. Primer, realitzar una anàlisi i un diagnòstic del finançament als municipis turístics i, segon, discutir diferents vies de millora. En una primera part s'exposa el marc que cal tenir en compte a l'hora de considerar les qüestions de provisió de serveis públics i els consegüents aspectes pressupostaris. Després es presenta un model estilitzat de provisió de béns públics i d'estructura pressupostària que explicita, amb la intenció de portar a terme l'anàlisi economètrica, les interrelacions rellevants entre provisió de serveis públics, ingressos fiscals i despeses. Tot seguit es presenten les dades que han de servir per a una anàlisi empírica que té dues vessants. Primer, estudiar si realment els municipis amb un fort pes de l'activitat turística presenten diferències en l'àmbit pressupostari i, segon, concretar quantificar en què consisteixen i de què depenen les diferències. El sisè apartat tracta la complementarietat entre béns i serveis públics des d'un marc normatiu, posant de manifest els aspectes que ha de tenir en compte un municipi turístic en les qüestions de provisió i finançament dels béns públics i que fan que tingui un comportament diferent d'un municipi no turístic. El penúltim apartat del treball inclou la discussió i l'avaluació d'algunes propostes correctores dels problemes detectats a l'anàlisi estadística i economètrica. El treball conclou amb un resum de les principals conclusions.La tesi conclou amb una discussió dels resultats obtinguts. / This thesis employs economic analysis to study local public finance, especially the aspects related to the provision and financing of local public goods.The second chapter analyses the deficit in the provision of public services in small municipalities. I begin with a theoretical setting where there are several municipalities each inhabited by a representative individual who must choose the quantity of public services given their prices. I develop an empirical analysis which focuses in testing our model and quantify the effects. With these results I question the common reasoning that, in order to suppress the deficit in the provision of services, municipality consolidation is unavoidable.The third chapter identifies and isolates the attributes which explain the variability of hotel supply prices. I proceed in two steps. First, I develop a "traditional" model of hedonic prices in a competitive market. Second, the paper builds a model of hotel price setting to estimate supply and demand functions. The main results are, first, to quantify the importance the effect of the tourism town in hotel prices and, second, to have the implicit prices for different hotel attributes.The fourth chapter deals with the claim that municipalities in tourism regions suffer from an endemic financial disequilibrium: quite high expenses (related with a de facto population which exceeds by far the de iure population) and inadequate revenues, which often depend on the de iure population. This might result either in higher deficit and borrowing figures or in lower provision of public goods. The latter would be particularly worrying for the quality of the tourism product, given the local government's essential role in tourism policy. This chapter models the decision of public good provision with the purpose of contrasting the existence of financial disequilibrium in tourism municipalities, as well as of explaining its origin. The evidence I present is conclusive, but not completely in favor of the thesis sustained by tourism municipalities: although it exists in general and strongly a financial deficit, the position of small tourism municipalities is quite different.The thesis ends with a summary of the main results.

This thesis investigates the economic theories on the role on non-profit organizations, their creation, and factors for the size of the non-profit sector. An analytical approach was taken to determine what factors seem to affect the size of the non-profit sector. Firstly a literature review was conducted of the existing, and predominant economic theories relating to the role of the non-profit sector, and several hypotheses where suggested from the analysis of past research. Then an empirical model was created to test the validity of the hypotheses on a cross-national sample, in an effort to deduce what factors affect the size of the non-profit sector.

Cooperation in joint enterprises poses a social dilemma. How can altruistic behavior be sustained if selfish alternatives provide a higher payoff? This social dilemma can be overcome by the threat of sanctions. But a sanctioning system is itself a public good and poses a second-order social dilemma. In this paper, we show by means of deterministic and stochastic evolutionary game theory that imitation-driven evolution can lead to the emergence of cooperation based on punishment, provided the participation in the joint enterprise is not compulsory. This surprising result - cooperation can be enforced if participation is voluntary - holds even in the case of 'strong altruism', when the benefits of a player's contribution are reaped by the other participants only. Fines, externalities, and transaction costs: essays in common-pool resources management / Multas, externalidades e custos de transação: ensaios sobre gerenciamento de recursos comunsMagalhães, Matheus Albergaria de 27 October 2017 (has links)
The present dissertation evaluates the internal dynamics of a specific type of common-pool resource, an information commons. Employing a novel dataset related to more than 800,000 transactions in distinct libraries during a 10-year period (2005-2015), I address distinct questions in the fields of organizational economics, law and economics, and public economics. This dissertation contains three chapters in the format of academic papers, besides the introduction and conclusion. The second chapter evaluates the behavioral responses of library users to monetary sanctions. I exploit variation in the timing of introduction of fines in a library, as well as differences among users, in terms of fine incidence. In the case of this chapter, I report two results: first, the introduction of fines reduces users\' delays, as predicted by standard models of law enforcement. Second, when evaluating the dynamic effects of such an introduction, I uncover a result in which fines lose efficacy over time since its nominal value remains the same after instauration. The third chapter measures externalities in an information commons. I estimate the magnitude of the impacts of actions of library users who were subject to a non-monetary sanction (professors and university employees) over users who were subject to a monetary sanction (students). Additionally, I estimate peer effects among users, considering the number of items they borrow from the library. When investigating external effects, I uncover a \"crowding-out\" effect: for an additional unity in professors and employees\' counts, there is an approximate one-to-one decrease in students\' counts. In the case of peer effects, I find that a rise in the borrowings of a user\'s peer group correlates with her own borrowings, an evidence of positive peer effects. Finally, the fourth chapter explores the interplay between common-pool resources and transaction costs. In particular, I try to answer the following question: what happens when transaction costs go down in a common-pool resource setting? I exploit variation in the timing of introduction of a cost-saving technology (return boxes) and its impacts on library performance measures. Contrarily to standard arguments based on transaction costs, I find a result in which the instauration of return boxes tend, on average, to raise the probability of delays and borrowings\' effective durations. The results reported in this dissertation have important implications for theories based on common-pool resources\' management, and constitute novel empirical evidence for the areas of law and economics, public economics, and organizational economics. / A presente tese avalia a dinâmica interna de um tipo específico de recurso comum, um \"information commons\". Utilizando uma nova base de dados contendo mais de 800.000 transações ocorridas em distintas bibliotecas, ao longo de um período superior a 10 anos (2005-2015), o trabalho busca responder distintas questões relacionadas às áreas de economia das organizações, direito econômico e economia do setor público. A tese contém três capítulos, em formato de artigos, além da introdução e conclusão. O segundo capítulo da tese avalia as respostas comportamentais de usuários de uma biblioteca a sanções monetárias, ao explorar variação no timing de introdução de multas, assim como diferenças entre usuários, em termos de incidência dessas multas. No caso deste capítulo, são reportados dois resultados: em primeiro lugar, a introdução da multa tende a reduzir atrasos dos usuários, conforme previsto por modelos convencionais de cumprimento da lei. Em segundo lugar, uma análise dos efeitos dinâmicos de instauração da multa sugere que ela perde eficácia ao longo do tempo, uma vez que seu valor nominal permanece o mesmo, desde a data de instauração. O terceiro capítulo da tese apresenta estimativas das magnitudes de externalidades em um recurso comum. Neste capítulo, são estimados os impactos das ações de usuários da biblioteca sujeitos a uma sanção não-monetária (professores e funcionários) sobre usuários sujeitos a uma sanção monetária (alunos). Adicionalmente, são estimados efeitos sobre pares (peereffects), considerando o número de itens emprestados por usuários da biblioteca. A análise da magnitude de efeitos externos leva à descoberta de um efeito \"crowding-out\": para cada unidade adicional emprestada por professores e funcionários, há uma redução, na escala de um por um, nos empréstimos de estudantes. No caso de estimações de efeitos sobre pares, um aumento nos empréstimos por parte do grupo ao qual um usuário pertence é correlacionado com seus próprios empréstimos, o que constitui evidência favorável à ocorrência de efeitos positivos sobre pares, no caso. Finalmente, no quarto capítulo, explora-se a interação entre recursos comuns e custos de transação. Especificamente, busca-se responder a seguinte questão: o que ocorre quando custos de transação são reduzidos em um contexto envolvendo recursos comuns? Para tanto, explora-se a variação no timing de introdução de uma tecnologia redutora de custos de transação (caixas de devolução), assim como seus impactos sobre medidas de desempenho na biblioteca. No caso deste capítulo, tem-se um resultado onde a instauração de caixas de devolução tende, em média, a aumentar a probabilidade de atrasos entre usuários da biblioteca, assim como a duração efetiva dos empréstimos, contrariamente a argumentos baseados em custos de transação. Os resultados reportados nesta tese têm importantes implicações para teorias baseadas no gerenciamento de recursos comuns, assim como correspondem a um novo conjunto de evidências empíricas relacionadas às áreas de direito econômico, economia do setor público e economia das organizações.

This thesis investigates variation in human cooperative behaviour in naturally occurring contexts. I critically assess the prevailing consensus on human cooperation derived from laboratory games (such as the dictator and public goods games), by identifying real life analogues and conducting extensive field observation and experiments. My second chapter investigates the importance of context on social behaviour by taking a commonly used laboratory game, the dictator game, and studying analogous behaviour, giving to mendicants in the street. I conclude that individuals cooperate less in the wild than they do in the laboratory and that monetary pay-offs are important in cooperative decision-making. My third chapter examines how social cues influence peoples' likelihood of giving to mendicants. I conclude that increased group size and crowd density negatively affect donation behaviour. My fourth chapter investigates dog fouling in public parks to understand the causes of variation in cheating in a naturally occurring public goods game. I conclude that despite evidence that a social game is being played, the cues that influences decisions are unclear, and behaviour may depend on local social norms. My fifth chapter investigates social influences on red light jumping by cyclists at pedestrian crossings. I find that the probability of cheating is higher with fewer observers and when other cyclists also cheat.

The thesis is focused on an overall assessment of the appropriateness of the provision of public goods in the Czech Republic in the form of Public Private Partnership (PPP). The theoretical part of the thesis deals with the general issue of providing public goods and characteristics of PPP as an alternative to the institute of public contracts. This theme is further developed by analysis of the possible forms of PPP projects with financial assistance from the Structural Funds. The practical part is devoted to analysis of the implemented municipal PPP project of construction and operation of parking house. For the project effectiveness evaluation are used outputs from the calculated financial model which are supplemented by the application of theoretically possible co-financing from EU funds.

In this paper, we propose and develop a model for a prototype research tool based on a social dilemma game which use is widely spread in social psychology and experimental economics, the Public Goods Game. This tool generates from the necessity to expand the accessibility and versatility of this popular game as well as reach for newer audiences that might be otherwise deterred by the traditional Public Goods Game. Also, using this tool, we perform an experiment to try to find a possible preference towards either punishment or reward in the current population and find a possible correlation between said preference and three different cultural spheres (geographical, generational and gender).
