Esta dissertação propõe um modelo tecnológico de automação para realização de pesquisas no setor do transporte público, com o objetivo de contribuir para o aprimoramento da coleta de dados, avaliação e manutenção da qualidade dos serviços prestados à população. O trabalho justifica-se pela necessidade de superação de lacunas existentes para obtenção de informações, o que repercute na gestão do sistema de transporte público como um todo. Devido à relevância crescente do tema da mobilidade urbana e os impactos que provoca na qualidade de vida das pessoas, o objeto de estudo escolhido foram os deslocamentos dos passageiros por meio do uso de ônibus na cidade de São Paulo. O modelo proposto integra a tecnologia de identificação por radiofrequência (RFID - Radio Frequency IDentification), em cartões inteligentes, utilizados atualmente para pagar a tarifa, com tecnologias de rastreamento da frota, que, por meio de GPS (Global Position Systems), fornecem informações sobre os locais de circulação dos ônibus. Os resultados obtidos mostram que esta integração pode resolver os problemas da falta de precisão no levantamento de dados sobre os locais onde são iniciadas e finalizadas as viagens de passageiros, bem como tornar sistemáticos os levantamentos de tais dados, sem necessidade de pesquisas manuais, o que representa economia de recursos. Constitui uma proposta inovadora com grande utilidade para ampliar as condições que favorecem a mobilidade urbana e é convergente no desenvolvimento de cidades inteligentes. / This dissertation proposes a technological model for automation for conducting surveys in the public transport sector, in order to contribute to the improvement of data collection, evaluation and maintenance of quality of services rendered to the population. The work is justified by the need to overcome gaps for obtaining information, which affects the management of the public transport system as a whole. Due to the increasing relevance of the issue of urban mobility and its impact on quality of life, the chosen object of study were the passenger movements through the bus use in the city of São Paulo. The proposed model integrates the radio frequency identification technology - RFID, on smart cards currently used to pay the fare, with fleet tracking technologies, which, through GPS (Global Position Systems), provide information on the bus traffic locations. The results show that this integration can solve the problems of lack of precision in data about where passenger trips are initiated and completed as well as make systematic withdrawals of such data without the need for manual searches, saving features. It is an innovative proposal with great use to expand the conditions that improve urban mobility and is convergent to the development of smart cities.

Distributive justice and transportation equity : inequality in accessibility in Rio de Janeiro

Public transport policies play a key role in shaping the social and spatial structure of cities. These policies influence how easily people can access opportunities, including health and educational services and job positions. The accessibility impacts of transport policies thus have important implications for social inequalities and for the promotion of just and inclusive cities. However, in the transportation literature, there is still little theoretically informed understanding of justice and what it means in the context of transport policies. Moreover, few studies have moved beyond descriptive analyses of accessibility inequalities to evaluate how much those inequalities result from transport policies themselves. This is particularly true in cities from the global South, where accessibility and equity have so far remained marginal concerns in the policy realm. This thesis builds on theories of distributive justice and examines how they can guide the evaluation of transport policies and plans. It points to pathways for rigorous assessment of the accessibility impacts of transport policies and it contributes to current discussions on transportation equity. A justice framework is developed to assess the distributional effects of transport policies. This framework is then applied to evaluate recent transport policies developed in Rio de Janeiro (Brazil) in preparation to host sports mega-events, such as the 2014 FIFA World Cup and the 2016 Olympic Games, which included substantial expansion of the rail and Bus Rapid Transit (BRT) infrastructure. This research presents ex-post analyses of the policies implemented between 2014 and 2017 and ex-ante analysis of an as yet unfinished BRT project. It evaluates how the planned transport legacy of those mega-events impacted accessibility to sports venues, healthcare facilities, public schools and job opportunities for different income groups. The results show that there were overall accessibility benefits from the expansion in transport infrastructure between 2014 and 2017, but these were generally offset by the reduction in bus service levels that followed an economic crisis that hit the city after the Olympics. Quasi-counterfactual analysis suggests that, even if the city had not been hit by the economic crisis, recent transport investments related to mega-events would have led to higher accessibility gains for wealthier groups and increased inequalities in access to opportunities. Results suggest that those investments had, or would have had, greater impact on inequalities of access to jobs than in access to schools and healthcare facilities. The evaluation of the future accessibility impacts of the unfinished BRT corridor, nonetheless, indicates that such project could significantly improve access to job opportunities for a large share of Rio's population, particularly lower-income groups. Spatial analysis techniques show that the magnitude and statistical significance of these results depend on the spatial scale and travel time threshold selected for cumulative opportunity accessibility analysis. These results demonstrate that the ad-hoc methodological choices of accessibility analysis commonly used in the academic and policy literature can change the conclusions of equity assessments of transportation projects.

A presente pesquisa analisará as características das políticas de transporte coletivo no Município de São Paulo, entre os anos de 2001 e 2010. Partindo do entendimento do modelo de desenvolvimento urbano vigente, o qual priorizou o transporte privado sobre rodas, individual, além de um perfil sócio-espacial segregador procuraremos definir quais foram as principais ações realizadas neste setor, considerando: a evolução histórica das políticas de transporte a partir do início do século XX; principais políticas públicas de transporte a partir de 2001 (implementações de corredores de ônibus, integração de modais, implantação de bilhete único etc); análise das repercussões destas políticas na dinâmica concreta da mobilidade urbana. Também pretendemos interpretar as relações das administrações municipais que governaram a cidade nesse período (gestão Marta Suplicy 2001 - 2004 - gestão José Serra/Gilberto Kassab 2005 - 2008 - e gestão Gilberto Kassab 2009 - 2010) com os principais agentes urbanos envolvidos (elite política municipal, empresários e empreendedores urbanos, sociedade civil e usuários de transportes públicos e privados, principalmente) e outros grupos de interesse, analisando de que maneira e por meio de quais instrumentos as políticas públicas de mobilidade urbana foram desenvolvidas. / This research aims to analyze the characteristics of collective transportation policies in São Paulo, between 2001 and 2010. Based on the understanding of the current urban development model, which gave priority to individual and private transport on wheels, as well as a socio-spatial segregated role - we will try to define what were the main actions undertaken in this sector, considering: the historical evolution of transport policies from the early twentieth century, major public transport policy since 2001 (implementation of bus corridors, modal integration, implementation of the Bilhete Único ticket etc.), analysis of the impact of these policies on the dynamics of the urban mobility. We also intend to interpret the relationships between the municipal administrations that governed the city during this period (governments of Suplicy - 2001 2004, Serra / Gilberto Kassab - 2005 2008, and Gilberto Kassab - from 2009 to 2010) with the main agents involved with the urban dynamics (municipal political elite, businessmen and urban entrepreneurs, civil society and users of public and private transport, mainly) and other interest groups, analyzing how and through which instruments the urban mobility public policies have been developed.

Towards understanding and improving the safety of informal public transport in Sub-Saharan Africa : a real-time sensing and reporting system for minibus taxis

Thesis (MScEng)--Stellenbosch University, 2013. / ENGLISH ABSTRACT: Developed countries have led the way in the implementation of Intelligent Transport Systems (ITS), with the main objectives of improving road safety and efficiency. Current ITS solutions are heavily dependent on advanced and expensive technologies, and do not necessarily meet the unique requirements of public transportation in Sub-Saharan Africa (SSA). The informal minibus taxi sector dominates public transport in SSA in general, and in South Africa in particular, and is notoriously dangerous – leading to many fatalities annually. This work presents the design and testing of a sensing and reporting system for public transport in SSA. The system contributes to improving the safety and efficiency of minibus taxis in SSA. The system provides three core functions, namely, reckless driving detection, multiple occupancy detection, and wireless reporting to a visualised online platform. The reckless driving detection system implements a novel model that augments inertial vehicle acceleration data with GPS speed information. The model is based on standards used in road design, and takes into account the relationship between a vehicle’s tyres and the road surface. A lateral acceleration threshold, which is speed dependant, and a longitudinal acceleration threshold are suggested to detect reckless driving. Acceleration data is filtered to remove both high-frequency noise and zero-frequency offset, and compared to the thresholds to detect reckless driving events. The occupancy detection system detects multiple occupants in the minibus taxi using low-cost capacitive sensor electrodes, which utilise the electrical field properties of a human body for presence detection. A simplified mathematical model was created to calculate the expected capacitance on the occupancy sensor electrode, and was compared to the measured capacitance in the minibus taxi. The theoretical and empirical results demonstrate that the capacitance of an occupied seat is more than double that of an unoccupied seat. Occupants were clearly detected in various scenarios, such as different occupant sizes, water on seat, various seated positions on the sensor, etc. The wireless reporting inside the vehicle is implemented using a ZigBee network on an Arduino platform. The extra-vehicle wireless reporting uses the existing SSA cellular network, and the online data visualisation is implemented on Trinity Telecoms’ SMART platform. The complete sensing and reporting system is implemented as a prototype, and tested in South African and Ugandan minibus taxis. The results demonstrate that the system achieves the set goals, and could be used to make transport in SSA safer and more efficient. / AFRIKAANSE OPSOMMING: Ontwikkelde lande neem die voortou met die implementering van Intelligente Vervoer Stelsels (IVS) met die hoof doelwit om padveiligheid en vervoerstelsels se effektiwiteit te verbeter. Huidige stelsels wat ontwikkel is vir IVS is baie afhanklik van duur en gevorderde tegnologieë en bevredig dus nie die huidige vereistes binne die openbare vervoer stelsel van Sub-Sahara Afrika (SSA) nie. Die minibus taxi sektor domineer die openbare vervoer stelsel in SSA en meer spesifiek in Suid-Afrika, en daar is jaarliks duisende ongelukke waarvan baie tot sterftes lei. In hierdie werkstuk word daar ’n stelsel voorgestel wat minibus taxi’s in SSA kan monitor. Die doel van die stelsel is om die openbare vervoerstelsel se effektiwiteit en padveiligheid te verbeter. Die stelsel bestaan uit: roekelose bestuur opsporing, veelvoudigepassasier waarneming (monitor van aantal passasiers in voertuig) en network verslagdoening na ’n aanlyn platform. ’n Nuwe model is ontwikkel om roekelose bestuur op te spoor – deur die voertuig se versnelling en spoed te kombineer in berekenings. Die model se berekenings is ook gebasseer op die verwantskap tussen die voertuig se bande en die padoppervlak. Roekelose bestuur word bespeur deur ’n laterale en longitudinale drempel wat spoed afhanklik is. Versnellingsdata word gefilter om hoë-frekwensie geraas en nul-frekwensie afwykings te verwyder. Gefilterde data word dan met die gepaste drempel vergelyk om te bepaal of die bestuurder ’n roekelose beweging uitgevoer het. Die veelvoudige-passasier waarnemingstelsel is getoets in ’n minibus taxi en bestaan uit ’n lae-koste kapasitiewe sensor stelsel. Die stelsel meet ’n passasier se liggaamlike elektriese lading. ’n Wiskundige uitrukking van die kapasitiewe sensor stelsel is bepaal wat ’n teoretiese kapasitansie waarde gee. Dié waarde is met die gemete kapasitansie op die sensor elektrode vergelyk. Die resultate bevestig dat die ontwikkelde stelsels duidelik ’n sittende passasier kan identifiseer. Verskeie toetse is gedoen om te verseker dat die kapasitiewe stelsel gepas is vir die heterogene minibus taxi omgewing. Draadlose verslagdoening word binne die voertuig uitgevoer met behulp van ’n ZigBee netwerk wat geïmplementeer is op ’n Arduino platform. Die buite-voertuig verslagdoening stelsel gebruik bestaande sellulêre kommunikasie netwerke en die inligting word dan op Trinity Telecoms’ SMART platform visueel vertoon. Die volledige ontwikkelde stelsel is as ’n prototipe geïmplementeer en getoets in Suid-Afrikaanse en Ugandese minibus taxi’s. Die resultate toon aan dat die stelsel die doelwitte bereik en dat dit gebruik kan word om die vervoer stelsel in Suid Afrika veiliger en meer doeltreffend te maak.

We used municipal level retail sales tax (ICMS) collection as a 'proxy' of income and estimated the impact of the BUI program through three variations of a differences-in-differences model (DD), for three different definitions of treatment and control groups, considering the period from January 2006 to January 2010 as pre-intervention and February 2010 to December 2014 as post-intervention. The first definition of control and treatment groups compared the evolution of the ICMS retail sales tax collection between municipalities participating in the program as the treatment group and unaffected municipalities located in the border region to RMRJ as the control group. The second definition employed the same control group, but used only the municipalities subject to intervention located more than 30 km away from the capital Rio de Janeiro as the treatment group. Finally, as a robustness test, treatment and control groups were selected via matching. We find generally positive impacts of the BUI on ICMS retail sales tax collection for the municipalities subjected to the public transportation fare subsidy policy, especially for the second and third definitions of control and treatment groups, suggesting an increase in income of its inhabitants after the introduction of the BUI program. / Este trabalho objetiva verificar o impacto na renda gerado pelo programa de subsídio tarifário para passageiros de transporte intermunicipal da região metropolitana do Estado do Rio de Janeiro (RMRJ), denominado Programa Bilhete Único Intermunicipal (BUI). Para cálculo do impacto foi utilizada a arrecadação do ICMS do comércio varejista como 'proxy' da renda. O método para cálculo do impacto foi o de diferença de diferença (DD) para três definições distintas de grupos de tratamento e controle, considerando o período de janeiro de 2006 a janeiro de 2010 como pré-intervenção e fevereiro de 2010 a dezembro de 2014 como pós-intervenção. A primeira definição comparou a evolução de arrecadação do tributo entre os municípios participantes do programa e os municípios fluminenses situados na região limítrofe à RMRJ como grupo de controle. O segundo exercício manteve o mesmo grupo de controle, porém utilizou apenas os municípios sujeitos à intervenção situados a mais de 30 km de distância da capital Rio de Janeiro como grupo de tratamento. Por fim, como teste de robustez, os grupos de tratamento e controle foram selecionados utilizando o método de pareamento (matching). Através de três variações do modelo de DD para cada definição, foi possível encontrar resultados de impacto positivos na arrecadação de ICMS do comércio varejista para os municípios participantes do programa, em especial para os segundo e terceiro exercícios, o que sugere um aumento na renda de seus habitantes após a introdução do Bilhete Único.

"Paz entre nós, guerra aos senhores!": uma etnografia sobre o Bloco de Lutas pelo Transporte Público e a ocupação da Câmara de Vereadores de Porto Alegre

Esta pesquisa tem como principal objeto de estudo os repertórios de ação e mobilização utilizados durante e ao redor da Ocupação da Câmara de Vereadores de Porto Alegre (10-18 de julho de 2013). A partir da experiência etnográfica e do engajamento militante no Bloco de Lutas pelo Transporte Público, busca-se compreender de que formas o Bloco se organizou e quais são os valores que nortearam esta organização. Ao mesmo tempo, atenta-se para os sujeitos responsáveis por essas práticas e por esses meios, procurando identificar as redes sociais que os aproximam e suas trajetórias de vida. Assembleias, atos, comissões, ocupações, redes sociais e cine-debates servem para analisar as disputas dentro do Bloco de Lutas e ao redor da Ocupação da Câmara de Vereadores de Porto Alegre. É priorizado o recorte etnográfico e o diálogo com outros autores que pensam as práticas de governo e os sentidos das políticas nesses tempos e nesses espaços. Finalmente, identificam-se as divergências estratégicas como o principal problema do Bloco, as ocupações como uma forma de ação coletiva integral e a potencialidade da antropologia pública e das camadas de autoria. / This research has as its main object of study the repertoires of action and mobilization used in and around the Occupation of the City Council of Porto Alegre (10-18 July 2013). From the ethnographic experience and militant engagement in the Fight Block for Public Transportation, we seek to understand what this Block was organized like, and what values are the ones that guided this organization. Meanwhile, we focused on the subjects responsible for these practices and means, trying to identify social networks that link them and their life trajectories. Meetings, acts, commissions, occupations, social networks and cine-debates served to analyze disputes within the Fight Block and about the Occupation of the City Council of Porto Alegre. It is prioritized the ethnographic research and dialogue with other authors who think government practices and senses of policies in these times and spaces. Finally, it identifies the strategic divergences as the main problem of the Block, the occupations as a form of full collective action and the potential of public anthropology and authory layers.

The main goal of this theses is to evaluate the public transportation service in České Budějovice. The theoretical part of this thesis offers the reader, basic information about services, their characteristics, features, but also information about pricing and types of services. Reader will be also acquainted with information about transportation services. Analytical part of the thesis describes actual status of public transportation in České Budějovice. The various routes, means of transport and conditions for transportation are described in detail. The financial development of public transport provider, Dopravní podnik města České Budějovice, is also evaluated. In order to achieve the main goal of thesis, the questionnaire with the focus on customer needs, was created. Thanks to the responses of the passengers, it was possible to determine which are the most important positives and negatives of public transportation in České Budějovice. Subsequently, the SWOT analysis was made. The SWOT analysis determined, what strategy the company should select in the future. Based on the results from performed analysis, it was then possible to suggest some proposals, that would in the future lead to improvement of public transportation service of České Budějovice.

We have investigated the extensions of PMCMV on the context of the access to the city, debating some concepts attached to the capitalist mode of production such as residential segregation and peripherization. We have aimed to identify the accessibility conditions in the new housing complexes from three primal categories, namely, the localization of the complexes, the disponibility of public equipments, services, leisure and cultural properties on the neighborhood and the offer of public transport. Our theorical references are based on the ideas of the british geographer David Harvey on his work Social Justice and the City , from 1980. Harvey s studies made us debate on the locational choice for the social-matter habitation, and also let us discuss the price to accessibility on these new programs and its implications on the income of those who are benefited by them, specially because this is about a low-income population. To the achievement of these objectives, we made use of case study, including desk research, photographic documentation, records of field observations and informal conversations with locals, composing a qualitative study. In light of what has been researched and considering the guiding research questions, we reflect on aspects of the program that can greatly influence the processes of residential segregation and housing periphery of the lowincome population from the precarious conditions of accessibility to the referred population / A presente disserta??o busca refletir sobre a acessibilidade nos conjuntos habitacionais do Programa Minha Casa Minha Vida, Faixa 1, que compreende as pessoas que recebem de 0 a 3 sal?rios m?nimos, no ?mbito da Regi?o Metropolitana de Natal RMNatal - entre os anos de 2009 e 2012. A pesquisa abrange os munic?pios beneficiados pelo programa: Cear?-Mirim, Extremoz, Maca?ba, Monte Alegre, Natal, N?sia Floresta, Parnamirim e S?o Gon?alo do Amarante. Investigamos os desdobramentos do PMCMV no que se refere ao acesso ? cidade, discutindo alguns conceitos ligados ao modo de produ??o capitalista como segrega??o residencial e periferiza??o. Buscamos identificar as condi??es de acessibilidade nos novos conjuntos habitacionais a partir de tr?s categorias que consideramos fundamentais, a saber, a localiza??o dos empreendimentos, a oferta de transporte p?blico coletivo e a disponibilidade de equipamentos p?blicos, servi?os, lazer e bens culturais no entorno desses. Nosso referencial te?rico se concentra nas ideias do ge?grafo brit?nico David Harvey na obra A Justi?a Social e a Cidade , de 1980. Os estudos desenvolvidos por Harvey nos levaram a debater sobre a escolha locacional para a habita??o de interesse social, bem como nos permitiu discutir o pre?o da acessibilidade a esses novos empreendimentos e suas implica??es na renda dos indiv?duos beneficiados pelo programa, principalmente porque tratamos de uma popula??o de baixa renda. Para a consecu??o desses objetivos, nos valemos do estudo de caso, incluindo pesquisa documental, documenta??o fotogr?fica, registros de observa??es de campo e conversas informais com moradores, compondo um estudo de natureza qualitativa. ? luz do que foi pesquisado e, considerando as quest?es norteadoras da pesquisa, buscamos refletir sobre os aspectos do programa que podem influenciar sobremaneira nos processos de segrega??o residencial e periferiza??o da habita??o da popula??o de baixa renda a partir da precariza??o das condi??es de acessibilidade para a referida popula??o
