The first part summarizes the theory, which contains the necessary theoretical background within which the analytical and solution proposal part is processed. The second main part is the analytical part, which summarizes the results of the questionnaire survey and strategic analysis. In the last solution proposal part, the business plan itself is created.

The development of management skills of officials for the enhancement of effective service delivery in Limpopo Province: The case of Vhembe District Municipality

DAdmin / Department of Public and Development Administration / The focus of this study is on skills development at the management level of local government. Quality service delivery can only be attained when there are properly trained and skilled officials. Officials who have relevant knowledge and skills on what they are employed to do, are treasurable assets to their employers. The South African public and Vhembe District Municipality`s residence in particular expect the delivery of services that are of acceptable standard. It is therefore, imperative to have properly trained workers at this sphere of government. The study therefore, investigates whether middle and senior level officials (managers) are properly skilled to be able to provide required services to communities. The study uses a mixed research method, i.e. both the qualitative and quantitative research methods. Senior level managers were taken through an interview process to try and gather data that will help to determine any challenge and even where the Municipality is managing well in providing services by virtue of it having qualified competent personnel. This process will help to identify gaps if any and thereafter suggest ways to close/overcome them. This will be done by asking these officials open-ended questions wherein they could give the researcher more information on the topic. Middle level managers were requested to complete a questionnaire with close-ended questions. This helps in bringing statistical data that focuses on relevant issues about the topic. The main findings of the study are therefore the following: ➢ Senior officials possess some skills, especially with regards to leadership although specific areas of functioning were not indicated. Besides this, a number of problem areas were highlighted ranging from planning; organising; v communication; interpersonal relations; financial management; strategic management; and labour relations. This could be instigated by the fact that available skills are misdirected through the misplacement of officials with regards to the actual skills they have and positions they are placed on. ➢ Although not everyone is the Municipality is consulted on an individual basis when the analysis of training needs is undertaken and when designing training programmes, a reasonable number of officials are however involved. In doing this, the Municipality partners with SALGA and the LGSETA. All officials are thereafter given an opportunity to attend trainings as per the identified skills gaps, however, a number of officials, especially elderly people are reluctant to attend such trainings because they know they are close to retirement and to them is like being punished as they won`t be using such skills for long. ➢ Poor skills impact negatively on the Municipality`s efforts to provide acceptable services as it hampers the delivery of quality goods and services. This is further exacerbated by the exodus of officials with scarce skills who are difficult to retain due to their demand by institutions. The deployment of cadres without the requisite skills for the jobs, costs the Municipality dearly as they fail to execute what they are employed for due to lack of knowledge. Furthermore, the approach of outsourcing the provision of goods and services does not always benefit the Municipality and communities as private companies try to minimise costs in order to attain profit and in that process, end up providing poor quality goods and services. ➢ Accountability is well maintained at the lower level positions in the Municipality as work is regularly monitored by supervisors, however, the challenge is with senior level officials who should account for the institution holistically. This is necessitated by the fact that senior level positions are mostly occupied by deployed cadres which makes it difficult to pin point accountability because such people turn to get directives from deployers and they also report to them, to the demise of the internal system. vi The following recommendations are therefore made based on the findings of the study: ➢ As the Municipality conducts a training needs analysis every-time before designing training programmes for officials, in ascertaining the real skills gaps, the Municipality should continue to conduct such skills audit exercises that will also lead to proper placement of officials in positions they qualify for and after determining genuine skills gaps institute relevant and effective intervention strategies and mechanisms that could help improve officials` knowledge and skills. ➢ Attending training by officials should be mandatory when a skills gap has been identified and in applying this, appointment letters and performance contract agreements for those already in the employment of the Municipality should have a clause about mandatory training, where and when deemed necessary. ➢ The Municipality should consider sending officials to reputable service providers on issues that are problematic to officials, for example, planning; communication; financial management; strategic management; and labour relations and this should be done twice a year. ➢ In line with the proposed skills training model on figure 2.4, the Municipality should expect trainees to be assessed after a training to determine their level of competence and good performance be rewarded. ➢ The merit principle be followed, in appointing and promoting employees even with deployed cadres, to avoid placing people on positions they do not qualify for. ➢ The EPWP that is run by the Municipality in partnership with the Department of Public Works be extended to train professionals and people who deserve be put on beneficial programmes that will give them skills that are required to develop the Municipality instead of confining them to the task of de-bushing grass and trees along roads. vii ➢ Managers continue to give their subordinates a chance to act on their behalf during their absence from work to help in equipping juniors to be ready for more challenging responsibilities in future. ➢ The Municipality should appoint credible service providers when outsourcing services. ➢ The Municipality should make sure that the procurement section functions properly. ➢ Retention of officials with scarce skills be a priority. ➢ The Municipality should always implement audit recommendations to improve its governance. ➢ The Municipality should warn officials, especially politicians (councilors), not to promise communities goods and services that might be difficult to honour and be realistic based on affordability. ➢ The Municipality should establish reliable control and monitoring measures and systems in place in order to enforce accountability. ➢ Officials to sign a code of conduct expecting them to be loyal to the Municipality and not to outside people. ➢ The Municipality should develop a proper performance management system with clear key performance areas to make officials committed to their work. ➢ / NRF

L’objectif principal de cette thèse est d’analyser comment les biais cognitifs et émotionnels affectent les décisions des investisseurs lorsqu’ils achètent ou vendent des immeubles de bureaux. Pour atteindre cet objectif, cette recherche adopte, dans un premier temps, une démarche qualitative. Les entretiens semi-structurés permettent de détecter et d’analyser les biais les plus importants qui apparaissent au cours de la transaction. Parmi les différents biais décelés « l’oubli de la fréquence de base » a été sélectionné. Ce biais peut apparaître avant l’acquisition lorsque les investisseurs évaluent la performance attendue d’un immeuble. Une analyse quantitative suit pour développer une échelle qui mesure l’effet du biais. Les résultats ont montré que l’incertitude conduit certains investisseurs à supposer que le rendement qu’ils obtiendront à la fin de leur investissement sera égal à celui du rendement initial. En d’autres termes, certains investisseurs estiment que les conditions du marché resteront les mêmes qu’aujourd’hui / The main objective of this thesis is to analyse how cognitive and emotional biases affect investor decisions when buying or selling office buildings. To meet this aim, this research embarks on a qualitative research. Semi-structured interviews permit to detect and analyse the most important biases that appear in the transactions. Among the different biases discovered, the "base-rate fallacy" was selected. This bias may appear before the acquisition when investors evaluate the expected performance of a building. A quantitative analysis follows to develop a scale that tries to measure the effect of the bias. The results showed that uncertainty leads some investors to assume that the yield they will obtain at the end of their investment will be equal to that of the initial yield. In other words, some investors believe that market conditions will remain the same as today.

The subject of the diploma thesis is the process of online persuasion in the case of higher education applicants for bachelor's and master's programmes at the Faculty of Social Sciences, Charles University (FSV UK) subject to tuition fees. The selected programmes form a specific class within the set of study programmes offered by the faculty resulting in necessity of different promotion strategies. The specificity of these programmes lies in the primary focus on multidisciplinarity, specific target group and the requirement of tuition fee payment. Online marketing and the recipient's persuasion being an effective tool gaining attention rapidly in recent years is the focus of this thesis. The attitudes of the main actors involved in the online persuasion in case of FSV UK are analyzed employing both quantitative (a questionnaire survey) and qualitative (semi-structured interviews with applicants and students) approaches. A SWOT analysis is performed based on a theoretical framework of information from universities, university marketing, marketing mix of universities and the persuasive principles and tools used to persuade the applicants to apply for studies at FSV UK. The diploma thesis deals with the comparison of regional differences in long-term plans of education development in these regions. The theoretical part begins with the definition of key terms related to education policy, then with the legislative framework for the creation of long-term plans and links these documents to national and European strategic documents in education. In the research part are analyzed both documents, their logical interconnection and relation to national strategic documents and outputs of each part. The main part is focused on the comparison of both documents and their influence on the development of education in the given region. The conclusion of the thesis summarizes the form, outputs and differences of both documents both in relation to national strategic documents in education. Utvärdering av Posten Scannings kundärendehanteringssystem CIS

Detta examensarbete har utförts på uppdrag av Posten Scanning AB, ett helägt dotterbolag till Postnord-koncernen, tillsammans med sina systerbolag, Data Scanning A/S i Danmark och Data Scanning Finland AB. Företaget arbetar med scanning, datafångst och dokumenthanteringstjänster. Posten Scanning använde sedan 2013 av ett kundärendehanteringssystem, Customer Information System (CIS), för all hantering av ärenden som berör kunder och/eller intern utveckling. Efter ca 1,5 år som företaget har använt sig av CIS 1.0 önskas nu ett underlag för planering av version 2.0 av CIS. För att kunna planera för CIS 2.0 behövde uppdragsgivaren att undersöka, sammanställa och prioritera de nya krav som olika intressenter ställer på systemet. Utvärderingen har fokuserat på de interna och externa kundernas krav och kända förändringsbehov. Målet var att utifrån utvärderingsresultatet ta fram ett beslutsunderlag i form av en sammanställd, prioriterad och tidsestimerad kravspecifikation som även kan utgöra ett underlag för ett utvecklingsprojekt. Den relativa betydelsen av behoven avgjordes med hjälp av metoden om översättning av kundernas behov till verkställande kravspecifikationer som grundade specifikationen för förändringsarbetet. Resultatet av arbetet visade att kundärendehanteringssystemets kravlistor kunde prioriteras baserad på vad CIS användes mest till och samt efter hur ofta förändringar upprepades av olika användargrupper. / This thesis has been carried out on behalf of Posten Scanning AB, a wholly owned subsidiary of PostNord Group, together with its sister companies, Data Scanning A/S in Denmark and Data Scanning Finland AB. The company works with scanning, data capture and document management services. Posten Scanning has been since 2013 using a client case management system, Customer Information System (CIS) for handling all matters pertaining to customers and/or internal development from 2013. After about 1.5 years that the company has used the CIS 1.0, they wish to develop a gathered basis for planning the version 2.0 of the CIS. In order to plan for the CIS 2.0, they wanted to investigate, compile and prioritize the new requirements imposed by various stakeholders in the system. The evaluation has focused on internal and external customer requirements regarding usage of CIS and known need for changes in the system. The goal has been based on evaluation findings to develop a decision support in the form of a compiled, prioritized and time estimated requirements specification that can also serve as a basis for a development project. The relative importance of the needs was determined using the method of translation of customer needs for managing requirements document based specification for change. The results of this project showed that customer case management system requirements lists could be prioritized based on what CIS were mostly used to and how often changes were repeated by various user groups.

Kiš, Kish or Kiški? : A Bibliometrics study of the domain Assyriology / Kiš, Kish eller Kiški? : En bibliometrisk studie av domänen assyriologi

This thesis aims to examine how the domain Assyriology can be analyzed with bibliometrics. It uses the domain analytic perspective by Birger Hjørland and Hanne Albrechtsen. The metadata was collected through the Web of Science and the dataset covers the years 2016-2020 from the journals Akkadica, Journal of Near Eastern Studies, Ancient Near Eastern studies, Journal of Ancient Near Eastern Religions and Zeitschrift für Assyriologie und Vorderasiatische Archäologie. The domain was studied by analyzing citations, the documents, languages, place of publication, the age of references and the authors by visualizing patterns in figures and tables. Co-authorship analysis was used to display collaboration between countries. The content was analyzed with co-citation analysis of references and co-word analysis of title words to visualize the knowledge structures within the domain. The study found that Co-word analysis did give a general idea of different knowledge patterns but there were few clear structures. The co-citation analysis was found to reveal more clear structures though the references had a low citation rate and so might not be representative of the whole domain. It was found to be effective to use tables and figures to visualize certain aspects and patterns within the domain. In conclusion, bibliometrics was found to be effective to gain knowledge about the domain Assyriology. Uppsatsen använder ett domänanalytiskt perspektiv av Birger Hjørland and Hanne Albrechtsen. Innehållet analyserades med en cociteringsanalys av referenser och en cowordanalys av titelord för att visualisera kognitiva strukturer inom domänen. Studien fann att cowordanalys gav en generell bild av olika kongnitiva strukturer men det fanns få tydliga strukturer. Cociteringsanalysen hittade fler tydliga strukturer men referenserna hade få citeringar och det är därmed möjligt att det inte representerar hela domänen. Det var effektivt att använda sig av tabeller och figurer för att visualisera olika aspekter inom domänen. Sammansfattningsvis, bibliometri var användart för att få nya kunskaper om domänen assyriologi.

This paper brings critical sociological analysis of contemporary situation on the EMS field in Czech Republic and discovers several topics which seemed to be less emphasized at that time. The result of the study is complex description of the EMT's personality, particular types, the population as a whole, specific relationships between variables and a few problems identified during the survey. Using mixed design research methods, the author deals with the emergency medical services in Czech Republic and it's employees. Based on the narrative data collected in speeches with the EMS staff, the typology of EMT's was created, considering their work attitudes, and a set of hypothesis was created as well. On this basis the continuing quantitative research was designed, verifying the validity of previous findings. The paper offers possible directions, how to continue in forthcoming research.

The Impact of Transformational Leadership Style on the Success of Global Virtual Teams

Organizations in the age of modern technology have a diverse workforce, who are spread around the globe, and the business leaders of the 21st century need to understand how best to manage, overcome new challenges, and know the various skills of team members to capitalize on their differences and unique skills. To allow those geographically dispersed workers to reach their full potential and facilitate team success. Global virtual teams (GVTs) operate in complex environments characterized by diverse cultural and organizational elements. The primary purpose of this correlational and nonexperimental quantitative research was to examine the impact of transformational leadership on GVTs, their productivity, and job satisfaction with leadership effectiveness. Using the Multifactor Leadership Questionnaire (MLQ) and the Job Satisfaction Survey (JSS), data analyzes were completed through SurveyMonkey.com and SPSS software. The study measured transformational leadership, the independent variable, by the leader's ability to motivate workers to be satisfied and productive, and by the leader's effectiveness in the organization. Data were assessed by frequency analysis, moderation analyzes, and multiple regression analysis on the dependent variables of job satisfaction, leadership effectiveness, and productivity. The findings from this study reinforced the positive relationships found between transformational leadership, employee productivity, and leadership effectiveness in GVTs. Results also showed that motivated employees increase productivity and help in the organization's growth. Implications for positive social change included improvements in GVT interactions to increase the exchange of diverse ideas that lead to increased productivity and job satisfaction.

Data-driven decision making and its effects on leadership practices and student achievement in K–5 public elementary schools in California

The enactment of the NCLB Act of 2001 and its legislative mandates for accountability testing throughout the nation brought to the forefront the issue of data-driven decision making. This emphasis on improving education has been spurred due to the alleged failure of the public school system. As a result, the role of administrators has evolved to incorporate data-driven decision-making practices to help make educational choices. While the underlying assumption of implementing data-driven decision making is that it will lead to improvements in education, this has yet to be empirically proven. The purpose of the study was to analyze the relationships among school characteristics, principals' level of experience, principals' data-driven decision making practices, and student achievement. This census study addressed principals of k-5 public elementary schools. In this quantitative study, a web-based survey was used to measure principals' data-driven ion-making practices. The student achievement data examined were the California Standards Test results for English language arts and mathematics for the 2009–2010 and 2010–2011 school years. Through a series of multiple regression analyses, the study examined the relationships among school characteristics, principals' level of experience, principals' data-driven decision making practices, and student achievement. Specifically. this study explored the amount of variance in student achievement scores in language arts and mathematics that could be explained by school characteristics, principals' level of experience, and data-driven decision-making practices. The results showed principals are incorporating data-driven decision-making practices in k-5 public elementary schools in California. In addition, the results showed that principals believe the quality of their decision making has improved due to implementing data-driven decision making. Principals indicated they were incorporating practices identified in the four constructs used in the present study: (a) establishing a data-driven culture, (b) data-driven decision making by teachers to improve student achievement, (c) supporting systems for DDDM, and (d) collaboration among teachers using data-driven decision making. A strong negative correlation was found between the number of students on free and reduced lunch and student achievement.
