O sistema de Bretton Woods 2 propõe a existência, nos dias atuais, de uma dinâmica semelhante à vigente até 1971, na qual os EUA continuam como economia central e os países asiáticos passam a ocupar o papel de nova periferia, com estratégias de desenvolvimento baseadas na competitividade de seu setor exportador de modo a construir um estoque doméstico de capital capaz de competir nos mercados internacionais. O debate sobre esse sistema ganhou relevância durante a década de 2000, associado às discussões sobre os desequilíbrios globais, e se intensificou com a crise de 2008-09. As previsões feitas pelos críticos do arranjo de Bretton Woods 2, que anteviam um movimento de fuga dos ativos denominados em dólar e a desvalorização da moeda norte-americana, não se confirmaram. Ao contrário, nos momentos de maior aversão a risco, a demanda por títulos do Tesouro dos EUA cresceu significativamente. O desempenho econômico dos países alinhados ao sistema também foi aparentemente melhor do que a média global durante a crise, com menor desaceleração e retomada mais rápida, sendo a China frequentemente destacada como exemplo de sucesso econômico no período. Este estudo tem como proposta avaliar em que medida o desempenho econômico dos países alinhados ao sistema de Bretton Woods 2 realmente diferiu daquele dos não alinhados, durante e logo após a crise. Conjuntamente, o estudo investiga se o desempenho na crise teria servido como incentivo a outros países para um alinhamento ao modelo e conclui que, embora tenha havido ações pontuais nesse sentido, as políticas que caracterizariam uma adesão mais evidente ao sistema de Bretton Woods 2 são ações de difícil compatibilização em países democráticos, com contas de capital relativamente abertas e objetivos conflitantes de política econômica, particularmente em momentos de crise. / The Bretton Woods 2 system proposes the existence, at the current time, of a system similar to that which was in force up until 1971, whereby the US remains as the central economy and the Asian countries assume the role of a new periphery, with development strategies based on their export sectors so as to build a domestic stock of capital capable of competing on the international markets. The debate over this system assumed greater importance during the 2000s, in connection with the discussions regarding global imbalances, and intensified during the financial crisis The predictions made by the critics of the Bretton Woods 2 system, who had foreseen that there would be a flight out of dollar denominated assets and a devaluation of the US currency, failed to come about. To the contrary, there was a marked increase in the demand for US treasury bills at times of increased risk aversion. The economic performance of those countries which were linked to the system was apparently better than the global average observed during the crisis, with less deceleration being registered along with faster recovery, with China frequently being pointed to as an example of economic success during this period. The aim of this study is to determine to what degree the economic performance of the countries aligned with the Bretton Woods 2 system really differed from that of countries which were not aligned, both during as well as shortly after the crisis. In addition the study examines whether the performance during the crisis encouraged other countries to align themselves with the model and concludes that, although there were specific actions in this sense, policies which would characterize a clearer compliance to the Bretton Woods 2 system would be hard to reconcile in democratic countries, with relatively open capital accounts and conflicting economic policy objectives, particularly in times of crisis.

Reservas legais: critérios para localização e aspectos de gestão / Legal reserves: allocation criteria and management aspects

A destruição de ambientes naturais é um dos mais reconhecidos problemas ambientais de âmbito global que, entre outras conseqüências, provoca impactos como perda de biodiversidade e degradação dos solos e da água. Tais impactos se refletem nos sistemas econômicos e sociais, o que tem conduzindo a discussão das estratégias de conservação da natureza por rumos que incluem, não somente questões técnicas, como também aspectos políticos. Além das estratégias de proteção baseadas em terras públicas, a conservação da biodiversidade e dos recursos hídricos em áreas sob domínio privado, é uma necessidade amplamente reconhecida. Seja em terras públicas ou particulares, a conservação de áreas naturais implica na imposição de limites às ações humanas, o que tende a gerar conflito de interesses. No Brasil, a chamada reserva legal - instrumento estabelecido pelo Código Florestal, Lei no. 7.441 de 1965, com a finalidade de garantir o uso sustentável dos recursos naturais, conservar biodiversidade e processos ecológicos limita o uso da propriedade rural e é foco de discussão entre proprietários, governos e setores da sociedade ligados à área ambiental. O presente trabalho analisa e propõe estratégias para a conservação da biodiversidade e dos recursos hídricos por meio do instrumento reserva legal, considerando critérios de alocação e aspectos de gestão, com ênfase na realidade dos biomas Mata Atlântica e cerrado. São analisados aspectos políticos, legais e institucionais relacionados à questão, identificados conflitos de interesses e sugeridos caminhos para o equacionamento desses conflitos. Sob o aspecto técnico, são propostos critérios e parâmetros para auxiliar o processo de tomada de decisão na escolha de áreas prioritárias para locação de reservas legais e apresentados cenários de ocupação do solo de uma região específica, considerando tais critérios. As informações levantadas permitem concluir que a estratégia brasileira baseada em instrumentos de comando e controle tem sido ineficaz no que tange à questão das reservas legais. Pontos de menor conflito entre os atores envolvidos, como a possibilidade de compensação de reservas legais fora dos limites das propriedades - utilizando instrumentos como o zoneamento ambiental e incentivos econômicos - podem tornar o instrumento reserva legal mais eficaz desde que: a) sejam definidos recortes territoriais adequados para a gestão compartilhada de florestas e água e b) sejam utilizados critérios técnicos claros para determinação de áreas prioritárias para locação de reservas legais, de modo a minimizar a subjetividade das normas gerais. Os resultados das simulações, materializados em oito cenários de ocupação, mostram que é possível, com a adoção de critérios técnicos objetivos, identificar locais mais propícios para implantação de reservas legais e, com isso, alterar parâmetros como tamanho, área central e conectividade entre fragmentos. Tais alterações podem tornar a paisagem mais favorável aos fluxos de fauna, à manutenção de espécies dependentes de grandes áreas de vida e de habitats sob menor efeito de borda, além de promover maior proteção dos solos e dos recursos hídricos. Questões como a responsabilidade por eventuais danos às reservas legais administradas em condomínios e aquelas relativas ao manejo de tais áreas para garantir sua conservação em longo prazo, entretanto, ainda exigem mais esforços para serem equacionadas. Esses esforços deverão se concentrar em estratégias inovadoras que, possivelmente, incluirão a participação da sociedade civil na gestão dessas áreas como, por exemplo, administradoras das reservas ou condomínios de reservas. / The destruction of natural environments is one of the most recognized worldwide environmental problems, which, among other consequences, causes impacts such as the loss of biodiversity and soil and water degradation. Such impacts reflect upon social and economic systems, which have lead the discussion on nature conservation strategies through paths which include not only technical but also political aspects. As well as protection strategies based on public land, biodiversity and water resource conservation in areas under private domain is a widely recognized need. On public or private land, the conservation of natural areas means imposing limits on human action, which tends to generate a conflict of interests. In Brazil, the so called legal reserve - a tool established by the Brazilian Forestry Code, Law 4,771 of 1965, with the aim of guaranteeing the sustainable use of natural resources, biodiversity conservation, and ecological processes - limits the use of rural properties and is the focus of discussions among landowners, governments, and entities linked to the environmental arena. This paper analyzes and proposes strategies for biodiversity, soil and water resource conservation through the legal reserve tool, considering designation criteria and management aspects, with a focus on the Atlantic Rainforest and cerrado. Political, legal, and institutional aspects related to the issue are analyzed, conflicts of interest are identified, and paths for the balance of these conflicts are suggested. Under a technical aspect, criteria and parameters to aid in the decision-making process for designating priority areas for legal reserves are proposed and scenarios for soil occupation of a specific region are presented, considering such criteria. The information gathered lead to the conclusion that the brazilian strategy is inefficacious. Points with less conflict among those involved, with the possibility of compensation for legal reserves outside property limits - based on tools like environmental zoning and economic incentives - could make the legal reserve instrument more efficient as long as: a) adequate territorial patches are defined for the co-management of forests and water and b) clear technical criteria are used to determine the priority areas designated as legal reserves, in a manner which minimizes the subjectivity of the general norms. The results of simulations, materialized in eight occupation scenarios, show that it is possible, with the adoption of objective technical criteria, to identify areas more susceptible to the implementation of legal reserves and thus change parameters such as size, central area, and connectivity between fragments. Such changes can make the landscape more favorable for fauna fluxes, for the maintenance of species dependent upon large area and habitats with less border effect, as well as promote greater protection of soils and water resources. Issues such as the responsibility for subsequent damage to legal reserves managed in shared natural areas and those related to the management of such areas to guarantee long-term conservation, however, still require more effort to be calculated. These efforts should concentrate on innovative strategies, which will include, for example, the participation of civil society in the management of reserves or shared natural areas.

Effet de la nutrition azotée avant le débourrement sur le développement précoce du jeune peuplier / Effect of nitrogen supply before bud break on early development of the young hybrid poplar

Dans un sens large, le statut azoté de l’arbre impacte largement sa physiologie au printemps. Cependant la plupart des recherches conduites sur la remobilisation du carbone et de l’azote en cette période ont négligé l’hypothèse d’un rôle significatif de l’absorption d’azote avant le débourrement, en particulier, celui agissant en interaction avec l’utilisation des réserves carbonées et azotées et qui interviendrait dans la qualité de la croissance des jeunes pousses. Cette recherche a été entreprise avec une approche expérimentale et a été conduite avec de jeunes peupliers hybrides (Populus tremula × Populus alba, clone INRA 717-1B4). Ils ont été utilisés en nombre limité, mais présentaient, par construction initiale, des architectures différentes. Trois séries d’expériences ont ainsi été conduites en trois ans : tout d’abord avec le scion d’un an, puis une petite souche de deux ans et enfin, en associant les deux types de structure, une petite souche portant des réitérations équivalentes au scion d’un an. Les essais ont été conduits en environnement contrôlé et ont fait appel à trois régimes de fertilisation azotée appliquée en solution nutritive recyclée et pendant la transition « repos végétatif et reprise de croissance foliaire » : une fertilisation sans aucun apport en azote (i), un apport d’azote strictement limité à la période amont au débourrement (ii), un apport permanent en azote (iii). Les résultats montrent que le peuplier peut absorber de l’azote avant le débourrement et que son absorption produit des effets significatifs. Elle conduit en particulier à une forte poussée racinaire qui permet d’augmenter la teneur en eau des tissus caulinaires. Selon les essais, l’effet de l’absorption d’azote avant débourrement et sur le débourrement lui-même dépend de la structure de la plante, de la structure des bourgeons et de la température de conservation hivernale pour le traitement de la dormance. D’autre part, l’application d’azote avant débourrement améliore significativement la croissance des nouvelles pousses en augmentant, avec un temps de croissance identique dans les essais, la surface foliaire et la matière sèche. L’absorption d’azote pendant la transition de croissance maintient en partie la teneur en azote des tissus des plantes et en améliore même la teneur dans les jeunes racines et les jeunes pousses. Elle influence aussi l’utilisation des réserves carbonées. Les résultats de cette étude montrent que l’azote appliqué au printemps et avant débourrement joue un rôle significatif sur la physiologie du jeune arbre et sa reprise de croissance au printemps. / Nitrogen status widely impacts tree physiological process. However, most research concentrated on endogenous carbon and nitrogen remobilization in spring neglected the hypothesis of significant effect of nitrogen uptake before bud break on nitrogen and carbohydrate reserve used, and the quality of new growth. This study undertook experimental-based research on young poplar (Populus tremula × Populus alba, clone INRA 717-1B4) with different structures. Three series of experiments were conducted in a coordinated manner : the one year old scion (i), the young stump (ii), and the system then reiterated associated the “stump”, and the “scion” (iii). The experiments were to study plants in a controlled environment with soilless culture and three terms of nitrogen supply: without nitrogen supply (i), with a limited supply prior to bud break (ii), and with continuous nitrogen supply (iii). Results show that poplar can uptake nitrate before bud break and it found to have significant effect by induce a strong root pressure which in turn increased water content of all tissues. Accordingly, the effect of nitrogen uptake before bud break on bud break time depended on plant architecture, bud structure, and temperature during winter to break down bud dormancy. In addition, nitrogen uptake before bud break had significantly effect on the growth and development of new shoots after bud break by increase leaf area and dry weight of new shoots. It also influenced on the quantity of nitrogen and non-structural carbon reserves in all tissues especially increase nitrogen contents in roots and new shoots. Therefore, results indicate nitrogen supply before bud beak plays a significant role on plant physiology and quality of the re-growth.

Towards ranger resilience: a social work model to assist rangers in dealing with workplace challenges

Rangers, as vanguards of wildlife conservation, are constantly fighting off armed poachers. That makes their work stressful and dangerous. In spite of this, their needs are neglected and are not considered as the focus is on saving wildlife. Undoubtedly, the African continent is not spared from the unrelenting poaching menace that threatens to drive the world’s wildlife spicies into extinction. In response to this scourge, countries, in their quest to safeguard these species from extermination, have signed various treaties, continuously come up with different strategies and pledged their support to fight illegal wildlife trading. This study was conducted at Hluhluwe-iMfolozi Park (HIP) and Mkhuze Game Reserve, which are under the management of Ezemvelo KwaZulu-Natal (KZN) Wildlife Management. These parks have turned into a battlefield between poachers and rangers. The intrinsic case study approach, which is explorative and interpretive in perspective, was used to unravel and describe the experiences from the world view of rangers. A descriptive qualitative research design was used to gain insight from the rangers about their challenges and needs in the workplace. Furthermore, developmental research was used to design and develop a tailor- made technology – a ranger resilience-building model – to assist rangers to deal with their workplace challenges. Focus group discussions were conducted with a group of rangers, while individual semi-structured interviews were conducted with managers in order to solicit information from purposively selected sample of rangers and managers at HIP and Mkhuze Game Reserve, that assisted in the development of the model. Ethical considerations, which involve the informed consent of the participants, confidentiality and privacy, participants’ right to withdraw from the study and the management of information, were applied to ensure that the participants were protected from harm. The collected data was analysed by using codes and themes that best described the experiences of the rangers, and data verification was done before the process of model development. It was evident that rangers are faced with a variety of workplace challenges, such as poor quality of work life, unpleasant living conditions, coupled with poor amenities, inadequte wellness interventions, and the poor management and implementation of policies by the Human Resources (HR) Department. Nevertheless, teamwork and their cultural practices were positive aspects that promoted their coping capacities in dealing with their everyday challenges. / Social Work / D. Les causes évolutives de certaines formes de vie en groupe sont bien identifiées mais pas celles des agrégations de diapause des arthropodes (rassemblements monospécifiques d'adultes dans des sites à localisation constante). Dans cette thèse, j'ai testé si, selon l'hypothèse du lek caché, les arthropodes se rassemblent pour trouver leurs partenaires sexuels chez la coccinelle Hippodamia undecimnotata. J'ai montré que les coccinelles se rassemblent dans des endroits avec un repère proéminent et où le risque de pesticides est faible, puis que les conditions abiotiques dans les sites sont défavorables à la survie des coccinelles. Ensuite, j'ai mis en évidence l'occurrence de nombreux accouplements dans les sites d'agrégation. Enfin, j'ai montré que ces accouplements sont peu coûteux en énergie pour les femelles, qui conservent de l'énergie pour les comportements post-agrégation. Cette thèse atteste que les agrégations de diapause font partie du système de reproduction des arthropodes. / The evolutionary significance of some kinds of group living are well-known, some others such as the diapause aggregations remain poorly known although widespread. In this thesis, I tested if the arthropods form diapause aggregations to find their mates according to the hidden lek hypothesis with the ladybird Hippodamia undecimnotata. By using a Species Distribution Model, I showed that ladybirds aggregate in places with a prominent object and where the risk of being sprayed by pesticides is low. Then, I highlighted that abiotic conditions are unfavourable to ladybirds' survival. In a third part, I found that mating is widespread activity in the aggregation sites. Finally, I showed that energetic costs linked to mating are low, and thus allow the ladybirds to disperse and display post aggregations behaviour. This thesis shows that the diapause aggregations are part of the mating system of the arthropods and that sexual selection can be a driver of the evolution of diapause aggregations.

This research project explores ways in which place-based Indigenous perspectives can inform national park ‘visitor experience’ planning, management, and information delivery. Engaged in collaborative processes with Tseshaht First Nation, this project explores knowledge of Tseshaht-identified places of cultural significance in Tseshaht traditional territory, discussed in the context of creating a web-based digital map. In attempting to explore Nuu-chah-nulth-informed ways in which to more widely share cultural history and knowledge in Pacific Rim National Park Reserve, I learned of the many dynamics that are revealed when the depth of Nuu-chah-nulth connections to place are made visible. This research project examines knowledge, power, and place in the context of Indigenous self-representation. Informed by Indigenous ways of knowing and Indigenous principles of knowledge-sharing, this thesis is an ethnography of knowledge-sharing in modern contexts fraught with issues of state power, commodification, and colonialism. / Graduate

The second part of the text is devoted to formulas for the mean squared error of prediction and its estimate. Finally, a numerical example shows comparison of these methods.

Indikátory měnových a bankovních krizí / Indicators of currency and banking crisis

This diploma thesis focuses on indicators of currency and banking crises and examines their reliability. The analysis is performed on real economic events - the monetary crisis analysiswill be related to the crisis in Russia in 1998 and in the banking crisis we will examine events in Ireland in 2008-2010. In case of both crises we will try to make a strict definition because the economic literature nor any law regulation do not offer any, whereas for time series analysis is the determination of the outbreak and the end of the crisis crucial. We also look at the change in the understanding of the financial crisis, from the concept of monetary, banking and debt crises typical for the end of the last century and gradually transitioning to a comprehensive approach to the financial crisis as a systemic crisis that represents the current direction of economic thought. The main objective is to analyze the reliability of currency crisis and banking crises indicators on the example of selected economic events. We will try to follow the development of indicators within a few years and look for the development trend, predicting the impending problems. There are also described some methodological problems concerning the research of indicators of financial crises. In the end we will have a comparison of both countries and emphasize what they have in common and what is different.

Evaluating social media participation for successful marketing and communication by selected private game reserves, Eastern Cape, South Africa

Social media has become one of the defining features of the technological advances known as Web 2.0. As social media has increased in popularity, so businesses are expected to participate. Social media platforms enable businesses to widely broadcast a message as well as interact directly with individual customers. Customers are also able to interact directly with one another and share information and reviews about products and services offered. This suits the tourism industry particularly well. Internationally, research has shown that individuals use social media and other online tools to research potential holiday destinations. In addition social media is used during travel to share snapshots and commentary as well as after travel, through reviews and recommendations on platforms such as TripAdvisor. However, few studies have investigated how tourism destinations use social media to attract new clients and retain existing clients. Very little research has been done on tourism and social media in South Africa despite the importance of this industry to Gross Domestic Product (GDP). This study focused on four-star establishments within the photographic wildlife tourism industry in the Eastern Cape of South Africa. An initial survey of social media participation was carried out within the framework set out by Chan and Guillet (2011); this was then followed up with interviews with selected managers. Results showed that, in general, Private Game Reserves (PGRs) had embraced social media as a communication and marketing platform; despite concerns raised about the lack of control over content as well as poor understanding of the influence social media might have on the bottom line. TripAdvisor, Facebook and Twitter were the most commonly used platforms due to management familiarity with the platform and their ease of use. Few lodges utilised blogs or content sites such as YouTube and management cited time commitments associated with this type of platform as a reason for non-participation. However, although most PGRs or lodges had a profile on social media, this did not always mean active participation. Frequently, lodges began updating but gradually stopped after a few months. It was noted however that only one of the lodges interviewed retained an individual whose sole responsibility was social media; generally lodges did not feel that a dedicated person was necessary. This may result in a lack of time available on the part of the individual responsible or simply be a case of not understanding the platform or how to use it effectively. However, none of the PGRs with poor social media participation responded to interview requests and therefore it was not possible to determine the reasons for their poor participation. Among those lodges that actively participated, most succeed in retaining fans and followers through consistent posting of relevant and interesting content as well as customised responses that encouraged fans or followers’ interaction. However, there did not appear to be any evidence of using social media to learn about fans and followers in order to better customise the lodge offerings. This may not be necessary in this type of industry as PGRs sell a specific product and have a limited ability to customise offerings. In addition, there may be other sources of market information which lodges prefer to use. Special offers, competitions and promotions had limited success on social media. Generally, lodges used social media to promote links to a dedicated competition or promotions page. In conclusion, the managers interviewed felt strongly that social media had made a measureable impact on the tourism industry and was a channel that was here to stay. Further research around the best practice and most effective use will enable PGRs to develop and maintain effective strategies for social media participation.

Corporate social responsibility of private game reserves in the Eastern Cape Province

The primary aim of this research study was to determine the current state of practice of corporate social responsibility (CSR) within the ecotourism based private game reserve (PGR) industry in the Eastern Cape Province of South Africa. According to Carroll (1991) four kind of responsibilities constitute total CSR, namely economic, legal, ethical and philanthropic responsibilities. Given the context of this research a fifth responsibility concerning environmental responsibilities was added to Carroll 's (1991) pyramid ofCSR. A descriptive and illustrative case study approach, within the phenomenological research paradigm, was used for the purpose of this research. The unit of analysis is the Indalo group, the Association of Eastern Cape Private Game Reserves, made up of 12 ecotourism based PORs. As the current research focused on eight of the twelve PGRs a mUltiple case study was employed. To give effect to the aim a number of research objectives were identified. Firstly to desclibe and assess the current practice in implementing CSR within the ecotourism based PGR industry in the Eastern Cape Province. Secondly, to assess and evaluate the involvement of ecotourism based PGRs in the Eastern Cape Province in each of the five responsibilities comprising CSR. Thirdly, to identify the challenges faced by ecotourism based PGRs in the Eastern Cape Province with regard to the implementation of CSR initiatives. Lastly to provide pertinent conclusions and recommendations with regard to CSR strategies within the ecotourism based PGR industry in the Eastern Cape Province. Data were collected by means of in-depth interviews with the managers of each reserve. In addition the researcher conducted focus interviews with administrative employees at each of the member reserves of the Indalo group. Additionally the managers of each reserve were requested to respond to a structured five point Likert scale questionnaire based on the research by Aupperle, Carroll and Hatfield (1985). This research study found that the current practice at the Indalo group is towards a strategic, long term approach to CSR that aids in the development of a 'sustainable organisation.' The aspect of ' empowerment' emerged as the essence of the current practice ofCSR of the Indalo group. Based on the current practice it was concluded that the Indalo group is actively involved in the specific components of CSR namely, environmental, economic, legal, ethical and philanthropic responsibilities. With regard to the environmental responsibilities it was concluded that the environment is the foundation upon which all other components of CSR rest. In addition it was concluded that the economic responsibilities, if managed well, are key to unlocking the CSR potential of a reserve as well as ensuring widespread economic development. In terms of the legal and ethical responsibilities it was concluded that tourism policies both at the national and international level have not aided in the development of a CSR agenda of the Indalo group. Furthermore managers of the reserves have been instrumental in cultivating their own legal culture of CSR based on their experience in the tourism industry and their ethical stances. In terms of the philanthropic responsibilities it can be concluded that charitable activities that are long term and strategic in nature allow for direct and indirect benefits to all parties involved. Overall, it can further be concluded that despite Hudson and Miller's (2005:5) view that the "tourism industry is well hehind other industries in terms of CSR" the Indalo group is moving forward in terms of rooting CSR into their everyday operations.
