Image und ökonomischer Erfolg der Deutschen Bahnen - eine verkehrshistorische Analyse

Kaum ein Unternehmen in Deutschland steht derart häufig im Fokus einer kritischen Betrachtung durch die Öffentlichkeit wie die Deutsche Bahn. Über Themen wie “Pünktlichkeit”, “Service/ Kundenorientierung” oder die Fahrzeugproblematik wird nicht nur in den Medien regelmäßig berichtet und kontrovers diskutiert. Sehr oft wird hierbei das bestehende Bahn-Image als verbesserungsbedürftig betrachtet. Ausgehend von der These, dass sich die Bahn schon länger mit einem eher schlechten Image auseinanderzusetzen hat, die Eisenbahn früher jedoch einen besseren Ruf genoss, werden die Bahnen in Deutschland näher untersucht. Die Forschungsfrage lautet: Wie haben sich die beiden Parameter “ökonomischer Erfolg” und “Image” verkehrshistorisch betrachtet in den vergangenen acht Jahrzehnten im jeweiligen verkehrspolitischen und gesellschaftlichen Umfeld für die Eisenbahnunternehmen in Deutschland verändert? Welche Aussagen können zum Ruf der Bahn in der jeweiligen Öffentlichkeit getroffen werden? Die Arbeit gliedert sich in drei Teile, bestehend aus dem Theorieteil, dem verkehrshistorischen Teil und dem empirischen Teil. Teil 1 Ausgangspunkt ist der Theorieteil. Das theoretische Fundament bildet die wissenschaftliche Einordnung der Begriffe „Verkehrshistorie“, “ökonomischer Erfolg“ und “Image“. Teil 2 Der Hauptfokus der Arbeit liegt im Aufzeigen der verkehrshistorischen Entwicklung der Eisenbahnen in Deutschland unter wirtschaftlichen Aspekten, dem jeweiligen verkehrspolitischen Umfeld sowie imagerelevanten Gesichtspunkten. In einer Zeitreihenanalyse werden für die Jahre von 1925 bis 2003 die ökonomischen relevanten Geschehnisse von der Deutschen Reichsbahn-Gesellschaft, über die Deutsche Bundesbahn bis zur heutigen Deutschen Bahn AG aufgezeigt, dies unter dem besonderen Blickwinkel imageprägender Begebenheiten. Teil 3 Der dritte Teil setzt sich mit empirischen Untersuchungen zum Image der Deutschen Bahnen auseinander. Imagerelevante Aussagen zur Bahn, in Auftrag gegeben entweder von der DB AG selbst oder von externen Organisationen, werden vorgestellt. Kernstück ist ein eigener empirischer Studienansatz, der aufzeigt, wie das Bahnimage über einen langen Zeitraum zu ermitteln ist.

The accidental deregulation : essays on reforms in the Swedish bus and railway industries 1979-2009

The Swedish bus and railway sectors have been recognised as important early cases of regulatory reforms that led to both vertical and horizontal disintegration as well as market-opening. This thesis investigates the origin and evolution of these reforms from 1979 to 2009, focussing on the markets for passenger services. The aim is to improve our understanding of the background, resulting nature, and consequences of these regulatory reforms. A combination of qualitative and quantitative analyses has been applied; e.g. the thesis makes use of a unique database of longitudinal industry statistics. This thesis shows that the origins of the Swedish reform process were internal and largely unrelated to any objectives of deregulated market-opening. However, a combination of the nature of the initial reforms, the behaviour of market actors, and certain key events accidentally sparked a trend towards deregulation, which has had profound effects on market structure and performance. The step-by-step evolution, in particular the introduction and expansion of competitive tendering, is shown to have had path-dependent characteristics. Swedish competitive tendering of bus and railway services has had important effects on costs and subsidies, but has also generated the problematic behaviour of strategic bidding. Included within are detailed articles which make additional contributions to relevant theories and offer normative advice concerning the design and implementation of regulatory reforms in these as well as other sectors.

Total quality management as the basis for organizational transformation of Indian Railways: a study in action research

The basic objective of this research was to assess the suitability of Total Quality Management (TQM) via the International Standards Organization (ISO) 9000/2000 quality accreditation system route for bringing about organisational transformation in the Indian Railways and to develop an India specific model for taking an ISO certified organization towards TQM.The first part of the research aimed at getting the ‘as is’ and ‘should be’ status of Indian Railways from an organisational change point of view. Based on the work carried out by Khandwalla (1995), a series of open-ended and close-ended questions were asked to the senior members of Indian Railways. Analysis of their responses was undertaken. It indicated that the way they thought Indian Railways should change was in line with the TQM model of change.The culture-TQM fit was studied as a part of this research. ‘Hierarchy’ (or power distance) and its related concept ‘collectivism’ were identified as the two cultural constructs which affect the successful implementation of TQM. The second part of the research aimed at measuring the hierarchical orientation among the employees of Indian Railways. This was measured on three dimensions of ‘dependency proneness’, ‘personalised relationship’ and ‘status consciousness’ based on the work done by Sinha (1995). It was found that among the three dimensions, ‘status consciousness’ and ‘dependency proneness’ were more deeply entrenched cultural traits among Indian Railway employees as compared to ‘personalised relationship’. On the two dimensions of ‘status consciousness’ and ‘dependency proneness’, the class 1 officers of Indian Railways were less hierarchy conscious than the class 2 officers who, in turn, were less hierarchy conscious than the supervisors. The tendency for ‘personalised relationship’ did not vary significantly either across the class 1 officer, class 2 officer and supervisor categories or across different age groups. Further, employees less than 30 years old, from 31 years to 50 years old and more than 50 years old, demonstrated similar level of ‘status consciousness’ and ‘dependency proneness’. This shows that at least in the Indian Railways, even among the younger generation, notwithstanding 15 years of liberalisation, hierarchical orientation continues to be a powerful cultural trait.The third part of the research aimed at understanding the impact of ISO 9000 implementation in the Indian Railway units. It was found that, contrary to the literature, there was no resistance to implementation of ISO based change in the Indian Railways. This research argues that because of their strong sense of identity with their work group, the employees of Indian Railways are more amenable to an internal leader initiated change. Hence there was no resistance to change.The fourth part of the research was an action research project aimed at ISO 9000:2000 certification of a warehousing unit in the Indian Railways. This was carried out to investigate the way organisational learning occurred during ISO certification. Three action cycles were conducted over a period of two months. Seven months later, one additional cycle was completed. Special care was taken to see that the conclusions arrived after one cycle were validated from other sources. It was found that departmentalism and lack of team spirit are major problems in Indian Railways. Both are ascribed to the caste system in India. It is hypothesised that since an Indian Railway employee remains in a department throughout his/her career, the department becomes his/her ‘professional caste’. The research then identifies an Indianised version of leadership in the context of organisational change. It hypothesises that hierarchical teacher-student (guru-shishya) relationship with the leader invokes personal bases of power which promotes change in India. The teacher-student (gurushishya) relationship with the leader is conceptually similar to ‘intellectual stimulation’ factor of transformational leadership. The ‘personalised relationship’ with a more equitable slant can be elevated to the status of ‘individualised consideration’ factor of transformational leadership and the Nurturant Task (NT) leadership model of India is conceptually similar to the contingent reward factor of transformational leadership.In the context of TQM, this research hypothesises that there is a sequential relationship among the critical success factors (CSFs) of TQM. For this, one should begin by framing process-based quality procedures and quality objectives. Process based quality procedures and quality objectives lead to development of team orientation in the context of TQM implementation. Similarly, a multi-tier Corrective and Preventive Action (CPA) reinforced with a reward and recognition system, positively intervenes in the transition of an ISO certified organization towards TQM.The learning arrived at in different parts of the research was finally integrated into a model for transforming an ISO certified unit towards TQM. The model shows that propagation of customer satisfaction as a value and not just as a measurement- as in a customer satisfaction index – is key for replacing some of the dysfunctional traditional Indian values which do not fit in a liberalised economy. More specifically, the compulsion of implementing a ‘Corrective / Preventive Action’ makes a person come out of his/her traditional moorings and thus begins his/her socialisation outside his/her ‘professional caste’. The reinforcing effect of successive improvement inculcates a feeling of team spirit among members of different functional groups. Successive CPAs supported by a suitable reward system and an Indianised version of leadership mentioned earlier create a spiral vortex which continually pulls the organization towards achieving TQM.Finally, this research establishes a link between the soft system methodology and an India specific cultural dimension called ‘context sensitivity’. The researcher argues that it is because of context sensitivity of Indians that no resistance to change was found during ISO implementation in Indian Railways. This also explains why post liberalisation Indians have been able to make a mark in the world.

Tais experiências ocorreram na década 1970, em Fortaleza-CE, quando a RFFSA já mantinha escolas para os filhos dos ferroviários e, promovia cursos de alfabetização de adultos direcionados aos trabalhadores de níveis mais baixos de escolarização; o domínio das habilidades de leitura e escrita e das operações básicas de matemática dava-lhes a possibilidade de acesso a novos cargos, de acordo com o que determinava a empresa. Trata-se de pesquisa descritiva e explicativa, de abordagem qualitativa, caracterizada como estudo de caso histórico baseado em Bogdan e Bicklen. Os dados empíricos foram colhidos através de entrevistas semiestruturadas com seis sujeitos idosos, bem como pesquisa documental. O referencial teórico utilizado para as categorias conceituais de educação e alfabetização de adultos foram Freire, Haddad e Di Pierro, Saviani, Fernandéz, Carvalho, Costa e Furtado; para as Teorias Clássicas da Administração: Silva, Taylor, Fayol, Zanatta e Kuenzer; para a Teoria do Capital Humano: Schultz e Frigotto. Para contextualização das ferrovias, teve como suporte os estudos de Telles, Pereira e Muniz, Mota, Almeida, Azevedo, Possas e Segnini. Outros autores foram incluídos para referendar a análise que, pautada na dialética, busca analisar as circunstâncias e as contradições que ligaram o contexto histórico ao sentido das experiências construídos pelos sujeitos. Constatou-se que as experiências educativas ocorreram sob a égide da pedagogia tecnicista, de visão utilitarista e orientada pelos princípios das Teorias Clássicas de Administração e da Teoria do Capital Humano, presentes nas políticas e nas práticas administrativas; desvelavam-se assim aspectos internos característicos de uma cultura assistencialista e clientelista, bastante comum à época. Evidencia-se que as repercussões das experiências de alfabetização e de qualificação foram muito mais no âmbito pessoal e profissional. Neste sentido, se apresentam para os trabalhadores como a oportunidade de alfabetização e qualificação técnica que, apesar de aligeiradas, podem ter contribuído para o acesso a outros cargos e resultado na elevação da autoestima, sem que isso representasse significativas mudanças nas condições de vida e de trabalho. Quanto às experiências nas escolas, propiciou o acesso à educação aos filhos dos trabalhadores, e quando interrompidas geraram perdas tanto para os trabalhadores e suas famílias, como para as professoras. Constata-se, portanto, que os sentidos das experiências não confluem na mesma direção para todos os sujeitos, mas podem ser traduzidos como movimentos constantes de luta dos trabalhadores no sentido de mobilização-desmobilização, dominação-resistência, controle-ousadia. Verifica-se que, nos anos 1970, triunfa o poder desmobilizador do Estado autoritário que, em nome da racionalidade, provoca a diminuição do quadro de empregados, o fechamento das escolas com a supressão do ensino primário para, nas décadas seguintes, culminar no processo de privatização da estatal, em consonância com a pauta neoliberal.

La lutte contre les discriminations dans le travail en France. Sociogenèse d'un dispositif d'action publique (1980-2004) « Lutter contre les discriminations » résonne aujourd'hui en France comme un mot d'ordre naturel accompagné d'un dispositif d'actions et d'un réseau d'acteurs. Mais ceci n'est que très récent. Ce n'est qu'à la fin des années 1990 que la question des discriminations entre dans l'arène publique et qu'elle est perçue comme un problème crucial à traiter. L'ambition de cette recherche doctorale est de mieux comprendre le dispositif d'action publique français de lutte contre les discriminations dans le travail, à travers l'étude de sa genèse et de ses usages. Dans cette perspective, la loi relative à la lutte contre les discriminations du 16 novembre 2001 est essentielle, venant symboliser l'émergence et la formation de cette action publique et déterminer sa mise en œuvre. C'est au travers et à partir de son étude que l'analyse de la conception, de l'institutionnalisation et de l'application de ce dispositif a été conduite. Ce travail doctoral permet de saisir le processus d'émergence de la lutte contre les discriminations en France et sa formation en catégorie d'action publique. Il propose également une étude des pratiques d'acteurs ayant contribué à la cristallisation de cette cause dans l'espace public. Il s'intéresse aussi aux usages de cette politique au travers et à partir du cas d'une entreprise publique, la SNCF ; l'objectif étant de saisir le processus de transposition de l'action publique de lutte contre les discriminations en objectif entrepreneurial. / The fight against discriminations in the workplace in France. Sociological genesis of a public policy device (1980-2004) "Fighting against discriminations" sounds today in France like a natural motto and mobilizes a set of public devices and a network of social actors. The issue of discriminations was only introduced in the public area in the late 1990s and seems to be a crucial problem that has to be cured. The aim of this PhD research is to better understand the system of French antidiscrimination public policy in the work area through the study of its genesis and its uses. From this perspective, the law of fight against discriminations of November 16th, 2001 is an essential point : this legal framework symbolizes the emergence and formation of this public policy and determines its implementation. The analysis of the conception, the institutionalization, and the implementation of this device is guided by its study. This PhD thesis aims at analyzing the emergence of the fight against discriminations in France, and its building process as a category of public action. It proposes a study of the practices of actors who have contributed to the crystallisation of this cause in the public space. This study is also focused on the uses of this public action device and is based upon the case study of a French public company, the SNCF (National Railways Company). The objective is to highlight the process of transposition of the antidiscrimination public policy into an entrepreneurial goal.

Trata-se de um estudo sobre a incorporação do futebol na cidade de Rio Claro, com destaque para a emergência do Rio Claro Futebol Clube, apresentando sua relação com o avanço dos trilhos da Companhia Paulista de Estradas de Ferro e a instalação das oficinas ferroviárias. A ideia é analisar o desenvolvimento da agremiação, ou seja, de 1909, ano de sua fundação, até 1948, momento em que adere ao profissionalismo. Discutiremos os contornos históricos que balizam o surgimento do clube, o processo de disseminação do futebol através das linhas férreas, a dependência do Rio Claro F. C. em relação aos auxílios concedidos pela direção da Companhia Paulista, a inserção gradativa dos comerciantes e filhos de imigrantes italianos na rotina da agremiação e o enfraquecimento do paternalismo da empesa ferroviária. Importante lembrar que o desenvolvimento econômico no Oeste Paulista a partir da cafeicultura e a consequente chegada dos trens estimularam o processo de urbanização, criando as bases para o contato com novos costumes e práticas, e propiciando a formação dos espaços de sociabilização, como os clubes de futebol / This is a study on the incorporation of soccer in the city of Rio Claro, highlighting the emergence of Rio Claro Football Club, showing its relationship to the advancement of rails Companhia Paulista Railways and the installation of the railway workshops. Em 2012 foi anunciado um pacote econômico do governo que concede à iniciativa privada a operação de estradas e ferrovias pelo Brasil, onde serão investidos R$ 133 bilhões, incluindo a construção de 10 mil quilômetros de estradas de ferro. O dormente é um dos componentes estruturais mais importantes na construção de ferrovias, com a função de receber esforços produzidos pelos veículos ferroviários, amortecer parcialmente as vibrações, transmiti-las ao lastro e manter invariável a distância entre os trilhos (bitola). As madeiras utilizadas no Brasil para a produção de dormentes são de essências nobres. Porém, com a escassez cada vez maior dessas espécies e a exploração ilegal de madeiras nativas consideradas de elevada resistência buscaram-se madeiras alternativas para esse uso como o Eucalipto ou o Pinus de florestas plantadas. Objetivo deste trabalho foi a análise experimental da viabilidade técnica da produção de dormentes pelo método de fabricação da Madeira Laminada Colada utilizando a madeira da espécie de Pinus oocarpa e adesivo poliuretano para atender os requisitos da recém aprovada norma de dormentes ABNT NBR 7511:2013 Dormentes de madeira - Requisitos e métodos de ensaio. Após intenso programa experimental em que foram estudadas diversas configurações de disposição de lamelas visando à otimização do processo de fabricação, foram produzidos dormentes de MLC com configurações diferentes de seção transversal, e realizados ensaios preliminares com a finalidade de atingir as especificações mínimas de norma. Os resultados mostraram que os dormentes em MLC de Pinus oocarpa atingiram os requisitos da norma ABNT NBR 7511:2013 Dormentes de madeira - Requisitos e métodos de ensaio. / In 2012 it was announced a government economic package that grants to private operation of roads and railways in Brazil, which will be invested R$ 133 billion, including the construction of 10,000 km railroads. Sleepers are one of the most important structural components in the construction of railways with the function of receiving actions produced by the rail vehicles, diminish dampen vibrations and transmitting them to the ballast and remain invariant distance between rails (gauge). The timbers used in Brazil to manufacture sleepers are from tropical forest. Considering the scarcity and tropical illegal logging, Eucalyptus and Pines planted forests are a interesting alternative. The aim of this study was experimental analyze of the technical feasibility to produce Glulam sleepers using Pinus oocarpa species and polyurethane adhesive to reach the requirements of the recently approved sleepers standard ABNT NBR 7511:2013 Wood sleepers - Requirements and test methods. After intensive experimental program using various layout settings of lamellae and different configurations of cross-sectional an optimization of the manufacturing process of MLC sleepers was done in order to achieve the minimum standard specifications. Results showed that in MLC sleepers of Pinus oocarpa reached the requirements of the standard ABNT NBR 7511:2013 Wood sleepers - Requirements and test methods.

Tokyo est une ville mature qui se caractérise par une contraction de sa population active à la suite du vieillissement démographique et par une stagnation de ses indicateurs économiques (Produit Urbain Brut, prix immobiliers, stagflation). Néanmoins, malgré cet état, le tissu urbain de ses espaces centraux a été rénové à un rythme soutenu à partir du tournant des années 2000. Le dynamisme de la livraison de tours de grande hauteur contraste avec le contexte de maturité. La politique de renaissance urbaine mise en place en 2002 par le gouvernement central participe de la grande mutation des espaces centraux et péri‐centraux de la capitale japonaise. Elle permet d’articuler acteurs publics et privés autour d’opérations de rénovation urbaine de grande ampleur, qui concentrent les investissements dans des espaces précis. Ce travail de recherches doctorales analyse les impacts de la maturité urbaine sur la production immobilière et les recompositions spatiales du tissu tokyoïte, en interrogeant la mutation des stratégies des acteurs publics et privés impliqués dans la fabrique urbaine. La maturité est au cœur des questionnements : qu’est ce qu’une ville « mature » ? Comment continuer de créer de la richesse dans un contexte de quasi stagnation économique et démographique ? Cette thèse de doctorat aboutit à trois constats. La ville mature évolue peu à l’échelle macro, mais connaît d’intenses recompositions internes aux échelles méso et micro, traduisant une maximisation de la concurrence et de la compétition entre acteurs et entre territoires. Fruit de cette concurrence généralisée, Tokyo se recompose en points chauds qui concentrent les investissements et en points froids sur‐déprimés dans lesquels les pertes économiques et démographiques sont importantes. Afin de maintenir des taux de rentabilité intéressants pouvant garantir les opérations de renaissance urbaine, un nouveau régime d’accumulation du capital se met en place : un régime d’accumulation « dynamique ». Ce nouveau régime maximise les profits en accélérant la rotation du capital et des investissements immobiliers par le biais d’une obsolescence accélérée du bâti et par la mise en place d’une rotation cyclique des investissements par catégorie (bureau, Résidentiel de luxe, équipement, hôtellerie de luxe). La Contrepartie en est la contraction continue des espaces économiquement rentables ou intéressants les investisseurs privés. La Ville mature entraîne alors une contraction spatiale et temporelle des investissements et aboutit à des logiques de plus en plus concentrées et de plus en plus court‐termistes. / Tokyo is a mature city characterized by two elements: its working population shrinks because of the demographic ageing, and its economic indicators stagnate (Growth Urban Product, real estate prices, stagflation). Nevertheless, in stead of this state, the urban frame of central spaces has been rapidly renewed since the turn of the 2000s. The dynamism of high rise building construction contrasts with the urban context. The urban renaissance policy initiated in 2002 by the central government encourages the great transformation of Tokyo’s central and sub‐central spaces. It allows to articulate public and private agents developing big urban renaissance projects, which concentrate investments in few urban spaces. This doctoral research work analyzes the impacts of urban maturity on real estate activities and on spatial restructurations of Tokyo’s urban frame. It investigates the strategy mutations of public and private agents involved in urban making. Maturity is the core of this PhD: What is a « mature » city? How to continue to create values in such a context of economic and demographic stagnation? This PhD thesis makes three conclusions. The mature city slightly changes at the macro scale, but faces intense internal recomposition at the meso and micro scales. It maximizes competition between agents and territories. As a result of this general competition, Tokyo is recomposed in hot spots, where are concentrated the investments, and in cold spots where economic and demographic losses are important. In order to maintain interessant rentability levels, a new capital accumulation regime appears: a « dynamic » capital accumulation regime. This new regime maximizes profits by speeding the rotation of capital and real estate investments speeding up the obsolescence of buildings and developing a cycle rotation of investments by category (commercial, residential, equipments, hotels). The counterpart is the shrinkage of economically profitable spaces. The mature city is therefore characterized by a spatial and temporal shrinkage of investments, and leads to more and more concentrated and more and more short- termist logics.
