Regioninė Europos Sąjungos politika Lietuvos regiono atveju / - / Regionale Politik der Europäischen Union in fall des Regiones LitauenGudjonienė, Regina 17 March 2006 (has links)
Lietuva, kaip ir kitos Europos Sąjungos valstybės narės, įgyvendina ES regioninę politiką, t.y.
politiką, kurios pagalba siekiama socialinės ir teritorinės Sąjungos „sanglaudos“. Šios politikos
įgyvendinimas užtikrinamas struktūrinių fondų finansine parama.
Šiame darbe keliama problema - ES lygmenyje Lietuva pripažįstama kaip vienas regionas,
kuriam parama skiriama kaip regionui, kurio BVP nesiekia 75 proc. ES vidurkio. Mano hipotezė-
Lietuvos politikai ir institucijos turi skirti daugiau dėmesio šalies regionų sanglaudai.
Darbo tikslas - išanalizuoti ES vykdomą regioninę politiką, valstybių narių skaičiui padidėjus iki
dvidešimt penkių, supažindinti su pagrindiniais šios politikos prioritetais, įgyvendinimą nusakančiais
teisės aktais, apibūdinti ES valstybių narių regioninės politikos prioritetus ir naujų tikslų būtinumą
perspektyvoje iki 2013 m., taip pat apžvelgti Lietuvoje vykdomą regioninę politiką bei jos mastą.
ES valstybėse narėse vykdomą ES regioninę politiką, siekdama apibrėžti, kokia
skirtinga ši politika atskirose valstybėse narėse, priklausomai nuo to, koks šalies išsivystymo
lygis. Visos šalys skirtingos, daugumos Naudojami tyrimo metodai - tai: 1) ES ir Lietuvos
Respublikos teisės aktų ir kitų šaltinių regionine tematika analizė, 2) regionų lyginamoji analizė tiek ES,
tiek Lietuvoje , siekiant įvertinti struktūrinės paramos būtinumą pagal regioninės politikos tikslus bei
iškeltos hipotezės patvirtinimui.

Politik, mit welcher Hilfe die sozialen und territorialen Unterschiede der Union verringert werden können. Die Verwirklichung dieser Politik wird durch die finanzielle Hilfe der Strukturfonds der EU gefördert. Bei der Überprüfung stellt man fest, dass Litauen als einzelne Region genannt ist, die einer solchen Strukturförderung bedarf, da hier das BIP weniger als 75 % des EU- Mittelwertes beträgt. werden. Meine Hypothese: die Politisch Verantwortlichen Litauens sollen mehrer Aufmerksamkeit für die Kohäsion der inneren Regionen widmen.

The Aim of the Thesis Is to Evaluate, whether the Implementation of Projects under Call no. 35 "Training Is a Chance" Can Be Considered Successful, Both from the Governing Body- and the Applicant's Perspective. The Operational Objective Is to Identify Causes of Difficulties in Administration of Projects Founded by EU by using Ishikawa diagram. In accordance with Pareto principle, the Main Causes Are Defined Together with a Proposal of their Solution. Industrialização e políticas de desenvolvimento regional: o Vale do Paraíba Paulista na segunda metade do século XX / Industrialization and regional development politics: the Vale do Paraíba Paulista in the second half of twenty centuryVieira, Edson Trajano 04 December 2009 (has links)
Na história econômica do capitalismo, a busca pelo desenvolvimento econômico sempre esteve associada à industrialização. Os países que fizeram a primeira e a segunda revolução industrial são aqueles considerados desenvolvidos e esse caminho da industrialização passa ser a grande busca dos países em desenvolvimento. Vários deles conseguiram êxito no século XX, entre eles, o Brasil. Entretanto, com a internacionalização da produção e a inovação tecnológica mais intensa, a industrialização não resolveu o problema do subdesenvolvimento. A produtividade econômica não resultou na produtividade social. O objetivo da tese foi analisar essa relação entre industrialização e desenvolvimento econômico e os limites das políticas públicas regionais nesse processo. Em especial, como ocorreu em escala regional no Estado de São Paulo e, sobretudo, no Vale do Paraíba paulista, após a segunda guerra mundial. A partir do levantamento de séries de informações quantitativas históricas, mesmo limitadas em relação ao desenvolvimento, foi possível concluir que as políticas de desenvolvimento econômico no Vale do Paraíba tiveram êxito em relação ao crescimento econômico, mas falharam em relação ao processo de distribuição espacial da renda, com uma concentração ainda maior depois dessas políticas na década de 1970, por conta da redução do efeito de transbordamento para as demais áreas vizinhas. Observou-se também ineficácia dos modelos de desenvolvimento regional reduzindo o efeito multiplicador dos investimentos, como o ocorrido no Vale do Paraíba paulista, onde a industrialização ficou limitada a uma microrregião. As limitações dos indicadores sociais não permitem fazer uma análise mais aprofundada do desenvolvimento econômico resultante da industrialização na região. Conclui-se, portanto, que há necessidade de serem incluídas novas variáveis na busca qualitativa que ultrapassem a barreira econômica já que entendemos que o desenvolvimento econômico envolve variáveis, além das econômicas. A política de desenvolvimento regional deve ser repensada e reclassificada em outras categorias como as realizações feitas com os recursos disponíveis na busca da melhores condições de vida, o estabelecimento de valores conforme a cultura local, nas relações sociais entre os indivíduos da região e, principalmente, a busca dos valores além dos econômicos. Não precisamos de modelos econométricos de desenvolvimento econômico regional, mas de ações que favoreçam as políticas endógenas nesse mundo econômico cada vez mais global e com responsabilidades sociais locais. / In the capitalism economic history the search for the economic development was always associated with industrialization. The countries that made the first and the second industrial revolution are those considered developed and this kind of industrialization becomes the great search of the developing countries that obtained success in century XX, including Brazil. However, with internationalization of the production and the great technological innovation, the industrialization did not solve the problem of underdevelopment. The economic productivity did not result in social efficiency. This thesis wanted to analyze the relation between industrialization and economic development and the limits of the regional public politics in this process, especially what happened in the region of Vale do Paraíba in São Paulo state after the Second World War. Analysing the series of historical quantitative information, limited in respect to development, it was possible to conclude that the politics of economic development in Vale do Paraíba succeeded in relation to the economic growth, but failed in the process of space distribution of the income, with your great concentration after these politics on 70s, due to the reduction of the spillover on the other neighbouring areas. The inefficacy of the models of regional development was also remarked, because it reduced the multiplier effect of the investments, as occurred in Vale do Paraíba, where industrialization was limited to a few towns. The precariousness of the social statistics does not allow making a deep analysis of economic development resulted of the industrialization in the region. So, it concludes that it is necessary to include new variables in the search for quality that exceeds the economic barrier, understanding that the economic development involves such variables. The politics of regional development must be reconsidered and be reclassified in other categories as the accomplishments made with the available resources in the search of the best conditions of life, in agreement with the establishment of values according to local culture, in the social relations between the individuals of the region, and mainly the search of the values beyond the economic ones. It needs not econometrical models of regional economic development, but actions that favours the endogenous politics in this economic world more and more global and with local social responsibilities.

<p>Regionalism is a concept of extensive proportions and as such is complex to define. This phenomenon becomes much clearer by studying it from different perspectives. This paper focuses on regional political parties and description of their political ideas. The goal of this paper is to examine and compare regional political parties in two Swedish regions: Norrbotten and Skåne. By studying two biggest regional parties in these regions, namely Norrbottensparti and Skånepartiet, I will try to get an insight into the regional politics, as well as illustrate regionalism and its meaning. My primary intention is to examine how these two regional parties experience their regions and what they consider of importance in regional development. By studying these regional parties and their opinion/apprehension about regional politics and their ideological/political affiliation, I will try to illustrate an ideological dimension of regionalism. Regionalpolitik i förändring : en fallstudie av regionalpolitikens aktörer och former i Åre kommunNyhlén, Sara January 2013 (has links)
Regional politics is changing; it is transforming from being mainly a responsibility of the central state to a concern that is more for the regional or local governments. At the same time, there are signs of a transformation of the political system in general. The development indicates a decreasing hierarchy as the power of the state is challenged and the political agents are increasing in number. This indicates that the political agents are changing but there are also indications that the political forms are transforming. The politics is increasingly characterised by project and process politics, networks, cooperation and partnerships. This transformation is generally described as the transformation “from government to governance”. New governance is one of the most frequently discussed issues in contemporary political science literature, and this has led to a wide variety of conceptualizations. Considering the changing regional politics and general changes as the political forms and agents, this thesis studies who governs the regional politics and how regional politics is governed.The purpose of this thesis is to provide empirical contributions in order to increase the understanding of changes in regional politics at the local level. This is done by dividing governance modes into typologies. Four political processes at the local level in the municipality of Åre between the years 1973-2007 are analyzed. The thesis is based on qualitative semi-structured elite interviews. The informants have been selected by snowball sampling. The interviews have also been complemented by documentary studies. The documents that have been studied are the protocols from the municipal assembly from 1973, when the municipality was created, to2007. The documents also consist of the parish archives (sockenkrönikor) governmental reports and official documents of the local and state-level government. The material has been analyzed by using process tracing.The main results of the study are that there have been changes in the regional politics at the local level in relation to the political agents and the forms of politics. The 1970s were characterized by strong state power and hierarchy. The political processes have increasingly been characterized by the typology of the new governance. The study has shown that in practice the regional politics in Åre is characterized by both traditional governance and new governance at the same time there has not been a paradigmatic shift. The elements of new governance are increasing but there are still significant signs of the traditional bureaucratic system such as hierarchy and ordered rule. As the signs of new governance increase, the political entrepreneurs play a bigger role in the processes being analyzed. The study also shows that the critique of traditional forms of governance relating to participation and influence has not become irrelevant as the signs of new governance increases.

<p>Abstract</p><p>The aim of this study is to investigate the implementation process and the implementation steering of the social development aspects, gender equality and integration, in the program for regional development of the region Kronoberg in the period of 2004-2007.</p><p>The study asks three questions: 1) How have the social development aspects, gender equality and integration, been implemented in the program for regional development of the region Kronoberg? 2) What has facilitated or hindered the implementation of the two social development aspects? 3) What possibilities to steer the implementation process of the two social development aspects exist at the governmental and at the regional level?</p><p>In order to answer these questions a qualitative method has been used. To be able to analyse the empirical material, which consists of documents and interviews, the theoretical framework comprehends the policy process and implementation steering. The conclusion is that the incorporation of the social development aspects in the regional development program does not fully correspond with the central intentions, and that is due to circumstances at the regional level.</p>

Regioninė politika šiandienos demokratinių Europos valstybių gyvenime tampa svarbiausia ir patikimiausia priemone siekiant visuotinės žmonių gerovės. Lietuvos regionų plėtros problematika susilaukia menko ne tik politikų, bet ir tyrėjų dėmesio, todėl siekiant efektyvesnio regioninės politikos funkcionavimo būtina Lietuvos regionų ekonominių netolygumų analizė, juos nulemiančių priežasčių įvertinimas.
Šio darbo tikslas – įvertinti Lietuvos regionų ekonominio išsivystymo netolygumus. Siekiant įgyvendinti šį tikslą, buvo iškelti uždaviniai: išnagrinėti regioninės ekonomikos plėtros teorijas, išanalizuoti Lietuvos Respublikos regionų ekonominius netolygumus, juos lemiančias priežastis, regionų konvergencijos galimybes.
Tyrimo tikslą ir uždavinius siekiama realizuoti pasitelkiant šiuos tyrimo metodus: mokslinės literatūros, spaudos publikacijų, elektroninės informacijos ir statistinę duomenų bei regresinę analizę.
Nustatyta, kad tiek trumpu, tiek ilgu laikotarpiu išsiskiria didėjanti diferenciacija tarp regionų. Vertinant regionų BVP vienam gyventojui komponentus, matyti, jog BVP vienam gyventojui augimą teigiamai įtakojo produktyvumo ir užimtumo augimas, o neigiamą įtaką darė darbo jėgos mažėjimas. Beta-konvergencija tiriamuoju 1995 – 2006 m. laikotarpiu vyko, tačiau stebimas reikšmingas beta-konvergencijos lėtėjimas nuo 2000 m. Sigma-konvergencijos matavimas tiriamu laikotarpiu rodo, kad šiuo periodu vyko sigma-divergencija. Taigi beta-konvergencija nebūtinai reiškia... [toliau žr. visą tekstą] / The regional policy in life of the nowadays democratic European states becomes the most important and the most reliable tool, seeking for the people’s overall welfare. The topic of Lithuanian regional development is not properly studied. That is why there is a need of analysis for economic disparities between the regions of Lithuania.
The present thesis aims at analyzing regional economic disparities in Lithuania. Seeking for implementing of this goal, the following tasks were set: to investigate the regional development policies, to estimate regional disparities between Lithuanian regions and the potential of convergence.
Seeking to fulfill the tasks of investigation the following methods of analysis were used: nonfiction, press publication, electronic information, statistical data and regression analysis.
The author ascertained that certain regions, contribute more and more to the economic development of the country and recede from the other regions. The analysis of GDP per head components showed that growth of labor productivity and employment rate had positive impact on GDP per head growth and demographic dividend had negative impact. We say that there is beta-convergence over the period 1995-2006, but it is getting much lower since 2000. Also there is sigma-divergence among Lithuanian regions.

Through to Regional Geography study and the Historical Geography it s looking for to understand the regional speech and social representations and the political meanings of them. The local oldest newspaper play a part of the role to building this regional speech then it was chosen to indentify theirs subjects. This thesis uses a newspaper like a recognized public document whose is a space for dialogue between social subjects (journalists, academics, entrepreneurs, political etc.). Those subjects enunciate and consider the region as well as important territorial base in the relationships of power. In the group of speeches studied in this newspaper and others three referencial academic works it was possible to identify differents denominations for regional imaginary means contained in those speeches and social representations. From the of Paranapanema Valley to Presidente Prudente Region, going by Alta Sorocabana and 10th Administrative Region, it was traveled by centennial history identifying two forms socially represented: the region of the devir (to become economically developed) and the region of the delay (to fail economically). The hypothesis building is that a regional speech gives significations and new signifactaions for region that turning their borders volatile and indefinite. The effect of indefined borders is acting in the sense to enlarge the region area influence, what demonstrates that has great power importance in this space. The region is, therefore, the space of social identity and coexistence and the space of political conveniences.
