An exploration of the role of waterfront development in urban regeneration : Mossel Bay as case study / Ruan le Roux

This study evaluated the role of waterfront development in urban regeneration, as waterfronts are used as the element that re-establishes the physical links between parts of the city. Consequently, waterfront development is an essential open resource where visitors can carry out diverse social and cultural activities on a daily basis. Furthermore, CBDs benefit from lively waterfronts, which become popular tourist attractions. There is a dire need for urban regeneration. The study focuses on the evolution of waterfront development through the urban morphology modelsto identify the starting point of central places and the factors that may have an effect on the growth of a city. Just as urban regeneration forms part of the evolution of cities and waterfronts, and as the cities and waterfronts developed so did the term urban regeneration evolve to its present form. Thus, one has to understand what components have an influence on the term urban regeneration and what the benefits are. Thereafter, the different aspects of urban development and urban regeneration are incorporated into waterfront development to understand the role of waterfront development in urban regeneration. As waterfront development took place, the first port was developed to ensure transportation of goods from one place to the next. Subsequently, the role of the waterfront became economically driven. As time passed and the old harbour fronts fell into disuse, a new role for the waterfront was needed, and the new role came with waterfront regeneration. Historically, waterfront regeneration was only seen as imperative when a waterfront area is critical for the growth of the city. Notably, when there is no use for the area and the city is in the decline period, waterfront regeneration will be a priority. Consequently, the empirical study focused on exploring this role of waterfront development by means of two international case studies (Baltimore Inner Harbour, Toronto Harbour Front) and two national case studies (V& A Waterfront, Mossel Bay CBD and Port Precinct Plan). A qualitative approach was selected because it focuses on collecting and analysing information in as many forms as possible. Furthermore, a qualitative approach aims to achieve an in-depth understanding of the matter, which is important to allocate the role of waterfront development in urban regeneration. As the study focuses on understanding the role of waterfront development as part of urban regeneration within cities, it explores the methodological framework of case studies. The case study approach involves one or more circumstances within a bounded system. As some of the case studies can be irrelevant to a study, the qualitative approach was appropriate for this study, because it focuses on eliminating unwanted case studies. This is importantto ensure that case studies do not influence the result. To ensure that the relevant information is selected, the multiple case study design was used. The study concludes that waterfront development has three primary roles in urban regeneration and that these roles have evolved over time. 中低收入弱勢家庭之住宅租金補貼額度研究-以台北市為例 / A study on the amount of rent subsidy for low-income households- example for Taipei

食、衣、住、行是人生基本需求,其中「住宅」與人民的生活息息相關,鑒於社會及經濟進步的根基,主要來自住屋的安定。因此,如何協助民眾解決居住問題,使能安心工作,是政府重要施政要項之一。 由於近年來所得最低家庭實質可支配所得已呈負成長現象,惟購屋負擔卻不減反增,參考《住宅需求動向季報》調查,台灣五大都會區「房價年所得比」,已從2002年的6.1倍增加至2008年的7.3倍,而台北市最高,由7.3倍增至9.8倍。換言之,民眾若將全部所得均用於住宅支出,而不做其他消費,需長達7至10年,始能購置住宅。若從「購屋貸款負擔」來看,房貸支出佔家庭月所得比亦從2002年的27%增加至2008年的33%,台北市則由30%增至42%,且這種情況要持續20年以上。若從「房屋購買力指數」來看,台灣七大都會區所得最低家庭購屋指數卻從2003年的0.249下降至2007年的0.206,而台北市則從0.279下降至2007年的0.206。在房價遠超過所得成長的情況下,實無力購屋,故政府以協助「租屋」方式保障中低收入弱勢家庭基本居住權,應比協助「購屋」容易多,且有其必要性,並可照顧更多家庭。 鑒於政府住宅補貼資源有限,如何有「效率」且「公平」的補貼最需要照顧的對象,是政府當前重要的課題,本研究透過文獻回顧及資料分析,了解在住宅補貼制度中,「租金補貼」相較「出售國宅」、「出租國宅」及「購屋貸款利息補貼」是較有效率且公平的作法。惟現行內政部齊頭式固定額度租金補貼的作法,並未考量受補貼者住宅費用負擔能力,有違垂直公平,且以優惠購宅貸款每月利息補貼金額的2.5倍估算租金補貼額度,其理論基礎亦有待探討。 本研究建議在所得負擔25%及最低居住面積下,依受補貼家庭之總收入、人口數及居住地區的不同,研訂差額的租金補貼額度,供政府未來政策參考。

Essays on fiscal policy and political economy

This thesis consists of three essays concerned with endogenous fiscal policy and its interaction with political economy constraints. The first essay presented in Chapter 2 examines the cyclical behavior of endogenous government consumption over the business cycle absent a commitment mechanism in a neoclassical economy with Total Factor Productivity (TFP) shocks and investment shocks. Tax rates that finance public consumption are chosen in a time consistent way in a dynamic game between the government and a representative agent that values public goods in his utility. It is found that government consumption set without commitment behaves procyclical in response to the mentioned shocks. The government-consumption-output ratio is mildly procyclical or countercyclical depending on the selected calibration. Particularly, the elasticity of substitution between private and public goods plays an important role. The second essay showed in Chapter 3 extends the model studied in Chapter 2 adding agent heterogeneity in wealth and labor productivity. The aim of this study is to identify how policy outcomes are affected by inequality of households, particularly the median voter's choice of tax rates that finance public goods. For a standard RBC calibration to the U.S. economy the result is a strong procyclical comovement of public consumption with output, and a relatively weak procyclical comovement of the output share of public consumption with output, that becomes stronger with rising inequality. The politico-economic channel induces causality from output to lagged tax rates, therefore after a Hicks neutral productivity shock the median voter tries to delay the increase in the tax rate, such that the increment will take place just after the accumulation of more capital. In the case of equal agents the response is to decrease the tax rate in the first year after the shock. Additionally, the model predicts that the size of government consumption decreases with inequality. The last essay in Chapter 4 presents a stylized model of external sovereign debt that incorporates corruption in the form of rent-seeking groups by which the choice to cooperate or non-cooperate in providing public goods, in extracting rents and in issuing debt, is endogenized. More than one rent-seeking group originates a "tragedy of the commons" over fiscal resources that make the borrower economy to show collective fiscal impatience. External creditors envision that impatience and require higher interest rates for buying bonds, exacerbating the problem of high debt. The high level of interest rates decreases the wealth of the country and endangers its ability to repay the debt. We show that bailout plans, defined as temporary loans with lower than market level interest rates, are not effective in such economies.

What Goes Up Must Come Down: The Relationship between the Housing Market Boom and the Subsequent Economic Downturn: Evidence from the MSA Level

Using MSA level data, the paper shows, that geographic areas which experienced the largest housing bubble generally suffered a more serious subsequent economic downturn. More specifically, the paper establishes that MSAs with larger declines in housing permits had larger increases in unemployment. There also appears to be strong evidence of a correlation between the magnitude of a housing boom and the timing of the decline in housing permits. MSAs which experienced larger real housing inflation offered early indications of the subsequent Great Recession.

The Small Area Fair Market Rent System in the Richmond Region: An Evaluation of Current Voucher Concentration, Move to Opportunity Counseling, and Value Capture Planning

In June of 2015, the U.S. Department of Housing and Urban Development released an Advance Notice of Proposed Rulemaking to establish a more effective Fair Market Rent System using Small Area Fair Market Rents (SAFMRs) in the Housing Choice Voucher Program (HCVP) instead of the current 50th Percentile FMRs. The 50th Percentile FMR is currently in use in the Richmond, Virginia region, and the region is likely to be among early adopters of the new SAFMR System. This thesis assesses existing conditions that will affect implementation of the Small Area Fair Market Rent (SAFMR) System. First, it evaluates where voucher holders have located and concentrated with limited mobility counseling and without the SAFMR System intervention. Second, this evaluation assesses the theory of opportunity and targeting metrics currently in use by the local Move to Opportunity Program administered in the region, because the SAFMR System has a stated objective to enable voucher holders to de-concentrate from low opportunity areas. Finally, this evaluation assesses the SAFMR System’s potential for value capture, estimating total savings and a discrete number of potential new vouchers that may be created with those savings. This research attempts to answer these dimensions of SAFMR System implementation by evaluating key characteristics of current voucher holder concentration in the metropolitan region.

Accurate spatial population data are an important requirement in many applications. In this thesis, the problem of disaggregating the spatial distribution of population density and rent costs using a machine learning model is studied. An approach based on freely available ancillary data such as OpenStreetMap and Urban Atlas is proposed and implemented in the form of an automated Python toolbox for ArcGIS. The applications on the urban areas of Prague, Vienna and Ljubljana show promising results, overperforming the competing population disaggregation solutions in spatial resolution and displaying a satisfying degree of transferability. Os objetivos consistem em analisar a expansão da malha urbana e a evolução dos preços fundiários em Londrina, no fito de apreender o processo de valorização seletiva do espaço pelos mecanismos próprios do circuito imobiliário. Assim, a conjuntura da última década foi base do processo investigativo. No entanto, a compreensão da expansão físico-territorial da cidade de Londrina diz respeito às ações historicamente engendradas por agentes responsáveis pela produção do espaço urbano sob o modo capitalista de produção, quais sejam: os agentes privados, o Estado, e a sociedade civil. Desse modo, realizamos uma reflexão sobre a atuação dos incorporadores de loteamentos nas últimas quatro décadas, bem como da atuação do Estado na promoção da habitação e estruturação da cidade. Constituído esse quadro analítico, a compreensão volta-se ao estudo da evolução do preço da terra urbana a partir do levantamento e mapeamento das variáveis disponíveis nos classificados de terrenos do principal jornal de circulação local. Por fim, tratamos de analisar a estruturação do espaço urbano pela dinâmica da atividade imobiliária, investigando o caso mais específico da Zona Leste da cidade de Londrina, onde atualmente ocorre valorização imobiliária e incorporação de novos empreendimentos imobiliários bastantes elucidativos da reestruturação urbana contemporânea / Abstract: This dissertation examines the production of urban space and their interaction with the real estate market, from the reality investigated in Londrina - PR. The objectives are to analyze the expansion of urban land and price developments in Londrina, the aim of understanding the process of selective recovery of space by the mechanisms of the circuit housing. Thus, the conjuncture of the last decade was based on the investigative process. However, understanding the physical and territorial expansion of the city of Londrina with respect to shares historically engendered by agents responsible for the production of urban space under the capitalist mode of production, namely: the private agents, the state and civil society. Thus, we held a discussion on the role of developers of subdivisions in the last four decades, and the role of the state in housing promotion and structuring of the city. Consisting this analytical framework, the understanding back to the study of the evolution of urban land prices from the survey and mapping of the variables available in the classifieds of land from the main newspaper of local circulation.
