A Crise do Sindicalismo e o Caso do Sindicato APEOC: uma anÃlise a partir da greve de 2011 / The crisis of the trade unionism and the case of Trade Union Apeoc: an analysis from 2011 strike

Conselho Nacional de Desenvolvimento CientÃfico e TecnolÃgico / O objetivo geral desta dissertaÃÃo de mestrado à discutir a crise do sindicalismo contemporÃneo, tendo como foco empÃrico as relaÃÃes entre professores da rede estadual do Cearà e sua entidade representativa, o sindicato APEOC, abarcando o perÃodo que vai da greve de 2011 atà o presente. Essa discussÃo buscarà elucidar as consequÃncias daquela greve na relaÃÃo entre base e sindicalistas, visto que aquele movimento foi encerrado deixando tensÃes entre os sujeitos relacionados. Para a realizaÃÃo desta pesquisa, o campo empÃrico eleito se compÃe dos ambientes de interaÃÃo da base com o sindicato, tais como: manifestaÃÃes pÃblicas, assembleias gerais e outros. AlÃm disso, foi realizado levantamento de dados em duas escolas da rede estadual do CearÃ: uma na capital, Fortaleza, e outra no interior. O objetivo disso à buscar apreender as visÃes desses sujeitos sobre a atuaÃÃo do seu sindicato no perÃodo analisado. A pesquisa de campo na escola da capital ocorreu entre fevereiro e maio de 2014. Jà na escola do interior, a investigaÃÃo ocorreu entre julho e dezembro do mesmo ano. O texto da dissertaÃÃo apresenta a narrativa da greve, a partir do recurso metodolÃgico dos dramas sociais, seguindo as formulaÃÃes de Victor Turner, a anÃlise dos elementos de tensÃo e conflito entre as partes, durante e apÃs o movimento grevista e as posturas dos professores entrevistados das duas escolas escolhidas como campo empÃrico. Alguns resultados encontrados foram: que a greve de 2011 gerou conflitos entre direÃÃo sindical e base, que se mantÃm atà os dias atuais; que esses revelam processos de oligarquizaÃÃo, burocratizaÃÃo e relativa estatizaÃÃo do sindicato APEOC, que fomentam sua crise de representatividade, desmobilizando a base. Ademais, os docentes percebem em sua profissÃo o que GraÃa Druck denomina de desmantelamento, o que foi confirmado pela anÃlise de leis relacionadas à atividade, alÃm da forma como o Plano de Cargos, Carreiras e SalÃrios foi estruturado apÃs 2011. A dissertaÃÃo conclui que o desmantelamento se apresenta como uma forma de fragmentaÃÃo da categoria ao pulverizar as demandas dos professores, o que à potencializado pela sua fragmentaÃÃo interna, isto Ã, pelos conflitos internos à categoria relacionados à forma como a greve de 2011 foi encerrada. / This Masterâs dissertation general goal is to discuss the contemporary labor union crisis, having as empirical focus the relationship between teachers from the state of Cearà and their representative entity, the APEOC union, covering the period from the 2011 strike until now. This discussion will seek to elucidate the consequences of that strike on the relationship between the grass roots and the union leaders, given that that movement was ended leaving tensions between the related subjects. To carry out this research, the chosen empirical field consists of the interactions environments between the grass roots and the union leaders, just as: demonstrations, general assemblies and others. Moreover, data was collected in two schools from the state of CearÃ: one in the capital, Fortaleza, and another in the interior. The goal is to understand these subjectsâ visions on the role of their labor union in the analyzed period. The field research in the school of the capital occurred between February and May of 2014. In the interior one, the investigation occurred between July and December of the same year. The dissertation text presents the narrative of the strike, from social dramas methodological resources, following Victor Turnerâs formulations, the analysis of elements of tension and conflicts between the parts during and after the strike movement and the position of interviewed teachers from the two schools chosen as empirical field. Some of the results founded out were: the 2011 strike has generated conflicts between the union leaders and the grass roots; these conflicts reveal processes of oligarchization, bureaucratization and relative nationalization of APEOC union, that foster its representativeness crisis, demobilizing the grass roots. Furthermore, the teaching staff perceived in their profession what GraÃa Druck names dismantling, what was confirmed by the analysis of laws related to the activity, besides how the Plan of Posts, Careers and Salaries was restructured after 2011. The dissertation concluded that the dismantling appears as a way of fragmentation of the category when it sprays teacherâs demands, what is enhanced by its intern fragmentation, namely, by the categoryâs intern conflicts related to the way the 2011 strike was ended.

<p>According to the heuristics and biases approach, the representativeness heuristic (RH) is one of the heuristics available for assessing subjective probabilities (A. Tversky & D. Kahneman, 1974). A subjective probability assessed by the RH is determined by how representative the target object is of the target category. Several aspects of the RH are argued to cause systematic biases, for example: (<i>i</i>) When the RH is used, the category is represented by one single prototypical exemplar. This feature is argued to cause biases such as misperception of chance and insensitivity to sample size. (<i>ii</i>) The RH assesses the inverse rather than the conditional probability. This feature is argued to cause biases such as the conjunction fallacy and base-rate neglect.</p><p>The present thesis focuses on the cognitive aspects of the RH. Three studies were conducted. Overall, data indicated that the RH does not play a major role when subjective probabilities are assessed. Study I indicated that subjective probabilities are not typically determined by how representative the target object is of the target category. Study II indicated that the category is not represented by one single prototypical exemplar when subjective probabilities are assessed. Study III indicated that conjunction fallacies are not caused by the RH. </p><p>The results presented in Studies I-III cast serious doubts on the claim that subjective probabilities are routinely assessed using the RH. Rather, Studies I-II suggested that subjective probabilities are based on exemplar memory and Study III suggested that the conjunction fallacy is caused by people combining component probabilities in a an inappropriate way. In the General Discussion, it is suggested that people use a weighted average rule when combining component probabilities into conjunction probabilities. A simulation showing the ecological relevance of the weighted average rule is presented.</p>

Gotta survey somebody : Methodological challenges in population studies of older people

Conducting representative surveys of older people is challenging. This thesis aims to analyze a) the characteristics of individuals at risk of being underrepresented in surveys of older people, b) the systematic errors likely to occur as a result of these selections, and c) whether these systematic errors can be minimized by weighting adjustments.   In Study I, we investigated a) who would be missing from a survey that excluded those living in institutions and that did not use indirect interviews, b) how prevalence rates would be affected by these exclusions, and c) whether post-stratifying the data by sex and age (weighting adjustment) would correct for any systematic measurement error. In Study II, we compared mortality and hospitalization rates in those who responded to a postal questionnaire with rates in the target population. In addition, we tested whether a weighting variable created with a number of auxiliary variables could correct for the differences.   In Study III, we followed a longitudinal cohort sample for 43 years. By recalculating baseline characteristics at each follow-up, we investigated how the sample changed after a) selective mortality and b) survey non-participation. In Study IV, we investigated whether the systematic non-participation that is likely to occur in surveys of older people affects the association between education and health. In sum, the results of these four studies show that people in the oldest age groups, women, those of low socioeconomic position, and those with the poorest health tend to be underrepresented in surveys of older people. This systematic underrepresentation might lead to an underestimation of poor health and function, a bias that is unlikely to be corrected by weighting adjustments, and to an underestimation of health inequality between educational groups. The results also show that the selective mortality that occurs in longitudinal samples might be compounded by selective non-participation among the most disadvantaged groups. / <p>At the time of the doctoral defense, the following papers were unpublished and had a status as follows: Paper 1: Manuscript. Συμπεριφορική χρηματοοικονομική : τα φαινόμενα του συντηρητισμού και της αντιπροσώπευσης στο London Stock Exchange

Σκοπός της παρούσας Διδακτορικής Διατριβής (ΔΔ), είναι να ελέγξουμε το εύρος των επιδράσεων δύο ευρέως διαδεδομένων ψυχολογικών φαινομένων (γνωστικά σφάλματα), του συντηρητισμού και της αντιπροσώπευσης, στο Χρηματιστήριο του Λονδίνου για την περίοδο από το 1980 έως το 2012. Για να ικανοποιήσουμε τον παραπάνω σκοπό, χρησιμοποιήσαμε τις προσέγγιση των τάσεων και της σταθερότητας στις χρηματοοικονομικές επιδόσεις . Αναλύσαμε αν η σταθερότητα των παρελθουσών επιδόσεων σε συγκεκριμένους χρηματοοικονομικούς δείκτες, έχει προβλεπτική ικανότητα για τις μελλοντικές τιμές των μετοχών, ελέγχοντας τρεις διατυπωμένες υποθέσεις (Hypothesis Tests). Προκειμένου να απαντήσουμε θέματα ευρωστίας και αξιοπιστίας, υπολογίσαμε και συγκρίναμε τις υπερβάλλουσες αποδόσεις (abnormal returns) με διάφορες μεθόδους (single, three and four factors). Επίσης για αξιοποίηση των πολυπαραγοντικών μοντέλων, χρησιμοποιήσαμε μια εναλλακτική μέθοδο υπολογισμού των three and four factor models, που παρουσιάστηκε από τους Gregory et al. (2013) και ελέγχθηκε αποκλειστικά για την αγορά του Λονδίνου. Τα αποτελέσματα είναι μικτά, και υποστηρίζουν το βαθμό επίδρασης των δύο φαινομένων στις αποδόσεις, ανάλογα με την περίοδο εξέτασης και τις μεθόδους υπολογισμού των αποδόσεων. Ειδικότερα, οι υπερβάλλουσες αποδόσεις που παρατηρήθηκαν με τα πολυπαραγοντικά μοντέλα, επιβεβαιώνουν ευρέως την ύπαρξη των υπό εξέταση γνωστικών σφαλμάτων, σε αντίθεση με τα αποτελέσματα που προκύπτουν από το μονοπαραγοντικό μοντέλο. / The aim of this academic research is to examine the potential magnitude of the impact of two well known psychological phenomena, such as representativeness and conservatism, in the London Stock Exchange (LSE) for the period of 1980 to 2012. To fulfil this purpose, the approaches of trend and consistency in the accounting performance are followed. We analyzed whether the stability of past performance in specific financial ratios, has predictive power for future stock prices, by testing three formulated hypotheses (Hypothesis Tests). In order to address questions about robustness and reliability, we calculated and compared the excess returns (abnormal returns) with various methods (single, three and four factors). Also in order to take advantage of the multifactor models, we used an alternative method of calculation for three and four factor models, presented by Gregory et al. (2013) and tested exclusively for the London market. The results are analysed thoroughly and compared in sub periods, namely, before and after the recent financial crisis. The conclusions are mixed, and the findings support the dependence of the two cognitive biases upon the examined period and the abnormal returns calculation method. Specifically, the results of abnormal returns obtained by the multifactor models largely confirm the existence of the psychological phenomena examined, which is in contrast to those of the single factor model, which derives variations depending on the examined biases.

The Brazilian government, only in 2003, established the National Conference on Environment and its state-level stages as a tool for a wider social participation. For this board to be constituted as a legitimate arena of public deliberation, a prerequisite is that they are able to attract the involvement of various sectors of society. Although formulated strategies and standards are adopted nationally, the effective social participation will be subjected to local contexts. Thus, it becomes relevant to assess in practice how the general processes of mobilization triggered by national conferences of the environment produced their reflections in the context of the state of Amazonas, in particular. In addition, one must question whether this process of public consultation has been extended to influence the formulation and implementation of public policies in effect. The evolution of the composition and social representativeness of plenary and delegation of the state conference of environment (CEMA) and the degree of implementation of its resolutions were analyzed based on the investigation of all previous editions in the Amazon. Data were collected through a survey of government documents, interviews with representatives of the organizing committee and delegates and a participatory assessment made with public managers of key government agencies. While the trajectory of environmental conferences in the Amazon points to a social balance in gender representation, the representation of generations still seems far from ideal. The geopolitics of plenary representation and delegations is marked by the predominance of representatives from the state capital and the low participation of the private sector / employer is committing the social representativeness of the conference. The State Conference on the Environment, by not having hitherto been legally formalized as a deliberative body SISNAMA, its decisions do not become binding, which leaves to the discretion of the government to consider them as a guiding instrument of environmental policy. Taking as reference the level of implementation of 156 resolutions of II CEMA, it was found that among sixteen key government agencies, the secretaries of Environment and of Production accounted for most of the actions and programs that resulted in the implementation of 77% the resolutions adopted. Although lately the state has created several specialized thematic councils, such mechanism should not replace the State Conference, therefore, much more than those, conferences are public spaces that can mobilize society more broadly. / A partir dos anos 90, a participação dos diversos setores sociais se tornou uma importante estratégia dos governos na formulação e implementação de políticas públicas. O governo brasileiro, somente no ano de 2003, instituiu a Conferência Nacional de Meio Ambiente e suas etapas estaduais como instrumento de ampla participação da sociedade. Para que este fórum se constitua legitimamente enquanto arena pública de deliberações, uma condição indispensável é que seja capaz de atrair a participação dos diversos setores da sociedade. Ainda que estratégias e padrões formulados nacionalmente sejam adotados, a efetiva participação social estará sujeita aos contextos locais. Assim sendo, torna-se relevante avaliar na prática como os processos gerais de mobilização desencadeados pelas conferências nacionais de meio ambiente produziram os seus reflexos no contexto do estado do Amazonas, em particular. Além disso, cabe questionar se esse processo de consulta pública ampliada vem sendo capaz de influenciar a formulação e implementação de políticas públicas de fato. A evolução da composição e representatividade social das plenárias e delegações das conferências estaduais de meio ambiente (CEMA) e o grau de implementação de suas deliberações foram analisadas com base na investigação de todas as edições já realizadas no Amazonas. Os dados foram obtidos mediante o levantamento dos documentos governamentais, entrevistas com representantes da comissão organizadora estadual e delegados e a avaliação participativa feita com gestores públicos dos órgãos governamentais chaves. Enquanto a trajetória das conferências de meio ambiente no Amazonas aponta para um equilíbrio na representatividade social de gêneros, a representatividade de gerações ainda parece muito distante do ideal. A representatividade geopolítica das plenárias e das delegações é marcada pelo predomínio de representantes da capital do estado e a baixa participação do setor empresarial/patronal vem comprometendo a representatividade social das conferências. A Conferência Estadual de Meio Ambiente, por não ter sido até então formalizada legalmente como uma instância deliberativa do SISNAMA, suas deliberações não se tornam obrigatórias, o que deixa a critério do governo considerá-las ou não como um instrumento norteador da política ambiental. Tomando-se como referência o grau de implementação das 156 deliberações da II CEMA, constatou-se que dentre dezesseis órgãos governamentais chave, as secretarias de Meio Ambiente e de Produção foram responsáveis pela maior parte das ações e programas que resultaram na implementação de 77% das deliberações aprovadas. Apesar de ultimamente o estado ter criado diversos conselhos temáticos especializados, tais conselhos não deveriam substituir a Conferência Estadual, pois, muito mais do que aqueles, as conferências são espaços públicos capazes de mobilizar mais amplamente a sociedade.

Orientou o foco investigativo do presente estudo o questionamento sobre como se expressam a participação e a representatividade dos diversos setores da sociedade brasileira no contexto da etapa nacional da CONAE 2010. Estabeleceram-se como objetivos: a) analisar os processos utilizados para acionar a representatividade necessária às discussões no âmbito da CONAE 2010; b) perceber como atores sociais vinculados e não vinculados às associações, órgãos públicos, sistemas de ensino, instituições privadas perceberam sua participação nesse espaço e c) verificar que setores revelaram maior organização e apresentaram participação coesa que traduzam uma posição articulada. A metodologia usada privilegia a abordagem qualitativa. A entrevista e a análise documental foram os meios pelos quais se buscou a coleta dos dados. Fundamentam-se as concepções de participação e representatividade a partir da reflexão de pensadores como Bobbio, Nogueira, Teixeira, Avritzer, Young, Lüchmann, Touraine, Lavalle; Houtzager; Castello, entre outros, que, a partir de seus universos de pesquisa, contribuíram com as discussões empreendidas neste trabalho. A análise dos dados nos permite afirmar que a CONAE 2010 inovou por permitir que segmentos, dantes ausentes de debates mais amplos, como os pais, estivessem representados, além de setores sociais diferentes daqueles agregados à representação sindical e profissional. Nesse sentido, em termos de ampliação do canal de abertura a vozes de diversos matizes, pode-se dizer que a conferência foi permeável a um número maior de vozes. Observou-se que, permeada à representação institucional, aparece a participação pautada em interesses pessoais, vinculada, também, à atuação dos sujeitos na sociedade, conforme consta nas normas regimentais da CONAE 2010. Evidenciou-se que, mesmo diante dessa ampliação quanto à representatividade e à participação, as entidades/segmentos que se envolveram com mais organicidade são aqueles que já estiveram, anteriormente, mergulhados na luta por uma Lei de Diretrizes e Bases da Educação Nacional e por um Plano Nacional de Educação que respondesse às demandas da sociedade brasileira, com exceção da Campanha Nacional pelo Direito à Educação. / This research was carried out within the scope of the Post-graduation Programme in Education of the Federal University of Juiz de Fora and was aimed at studying the level of participation and representativeness in the National Conference on Education – CONAE 2010 - created during the government of President Luiz Inácio Lula da Silva. The investigation was oriented into analyzing how the participation and representativeness of a number of segments of society are expressed in the national stage of CONAE 2010. The objectives outlined for the study were: a) to analyse the processes developed for activating the necessary representativeness in the discussions within the scope of CONAE 2010; b) to capture the way social actors- either linked to associations, government agencies, educational institutions and private enterprise or not – perceived their participation in this event; and c) to verify which sectors displayed higher level of organization and thorough participation translating into a solid position. As for methodology, a qualitative analysis was carried out, and data collecting was based on interviews and documental analysis. The concepts of participation and representativeness are based on the reflection of theorists such as Bobbio, Nogueira, Teixeira, Avritzer, Young, Lüchmann, Touraine, Lavalle; Houtzager; Castello, among others, who, from their research perspective, contributed to the discussions carried out in this study. Data analysis allowed us to state that CONAE 2010 proved itself innovative in the sense that previously banned segments from such debates, for instance, the parents, were represented, apart from a number of social segments linked to either union or professional representativeness. In this sense, in terms of broadening the scope of the conference so as to include different voices, it may be said that the conference worked positively in this respect. Permeating institutional representativeness there appears representativeness based on individual interests, also tied to the role of social actors, as found in the normative guidelines of CONAE 2010. We found that, in spite of a broader representativeness and participation, the entities/segments that were more organically involved were the ones who had already been devoted to the struggle of a Law of Directives and Bases of National Education and a National Education Plan which meet the needs of Brazilian society, with the exception of The National Campaign for the Right to Education.
