Who invests in renewable electricity production? Empirical evidence and suggestions for further research

Transforming energy systems to fulfill the needs of a low-carbon economy requires large investments in renewable electricity production (RES-E). Recent literature underlines the need to take a closer look at the composition of the RES-E investor group in order to understand the motives and investment processes of different types of investors. However, existing energy policies generally consider RES-E investments made on a regional or national level, and target investors who evaluate their RES-E investments according to least-cost high-profit criteria. We present empirical evidence to show that RES-E investments are made by a heterogeneous group of investors, that a variety of investors exist and that their formation varies among the different types of renewable sources. This has direct implications for our understanding of the investment process in RES-E and for the study of motives and driving forces of RES-E investors. We introduce a multi-dimensional framework for analyzing differences between categories of investors, which not only considers to the standard economic dimension which is predominant in the contemporary energy literature, but also considers the entrepreneurship, innovation-adoption and institutional dimensions. Expansion, Random Graphs and the Automatizability of Resolution

We explore the relationships between the computational problem of recognizing expander graphs, and the problem of efficiently approximating proof length in the well-known system of \emph{resolution}. This program builds upon known connections between graph expansion and resolution lower bounds. A proof system $P$ is \emph{(quasi-)automatizable} if there is a search algorithm which finds a $P$-proof of a given formula $f$ in time (quasi)polynomial in the length of a shortest $P$-proof of $f$. It is open whether resolution is (quasi-)automatizable. We prove several conditional non-automatizability results for resolution modulo new conjectures concerning the complexity of identifying bipartite expander graphs. Our reductions use a natural family of formulas and exploit the well-known relationships between expansion and length of resolution proofs. Our hardness assumptions are unsupported; we survey known results as progress towards establishing their plausibility. The major contribution is a conditional hardness result for the quasi-automatizability of resolution.

A Rotating Electrode System for the Generation of Metal Alloy Microspheres

TerraPower LLC is designing a fast breed and burn reactor intended to operate for up to 40 years without refueling, designated as the Travelling Wave Reactor (TWR). Various U-Zr alloy fuel designs have been proposed for the TWR that may require a powder feed for fabrication. A simple and economic option for laboratory scale powder production is the Rotating Electrode Process (REP), which produces microsphere shaped powder by melting the tip of a rotating bar with an electric arc. In order to fully characterize this process for various U-Zr alloys and provide the feed material for testing fabrication techniques, a Rotating Electrode System (RES) was designed and built. The RES is largely based on a combination of two designs; an early REP system developed by Starmet Corporation in the 19xxa and a later design optimized for U-Mo powder production by Idaho National Laboratory (INL). The RES designed for this work was improved based on input from vendors specializing in their respective areas of expertise and is capable of atomizing up to a 1.26 cm diameter metal alloy rod at 40,000 RPM. Every component of the machine can be disassembled and transferred through a 35.56 cm (14 in) diameter air lock of a glovebox so that it can operate in a controlled environment. The RES was tested by atomizing various diameter copper rods to prove system functionality. The tests were carried out in air using an argon cover gas in the powder collection chamber, known as the catch pan to limit oxidation rates of the newly generated microspheres. The powder produced showed strong sphericity ranging from 50 µm to 500 µm in diameter. Problems and areas of concern that were encountered during operation have been addressed so that the RES can be further optimized to better atomize U-Zr alloys once transferred into the glovebox.

The results showed that higher concentrations of biofilter shell / gravel / gravel tend to clean up the culture medium, reducing compounds nitrogen, residues of animal metabolism and allowing an increase in survival, but not always imply increase in improvement of water parameters. Substrates cultures with different concentrations of shell / gravel / pebble give a better response to reduced nitrogen compounds, properties of water and therefore improves the culture medium.

The experiment was conducted at the UFVJM?s Laboratory of Aquaculture, between July 21 and August 3, 2011. Post-larvae of Nile tilapia in the density of 13.3 post larvae/L were grown in aquariums containing biofilters with 100% calcareous shell, 70% calcareous shell/30% gravel, 50% calcareous shell/50% gravel, 30% calcareous shell/70% gravel, 10% calcareous shell/90% gravel and 100% gravel; and as control sample, a aquarium without biofilter in DIC, summing seven treatments with three replications. Limnological and biometric data were submitted to ANOVA and measurements were compared by Duncan test at p?0.05. To compare the treatments that have evolved a proportion of calcareous shell/gravel, there has been carried out a regression analysis considering a significance level of 5%. All concentrations of calcareous shell/gravel did not influence negatively on morphological parameters and kept water conditions suitable for the cultivation of Nile tilapia, except for the observed levels of ammonia, which were mostly above the recommended for tilapia. However, the apparent non-toxicity of ammonia in the present study may be related to pH values, which remained close to neutral allowing a lower toxicity of the ammonium ion. The proportion of 30% calcareous shell and 70% gravel substrate is recommended as biofilter for presenting the best rate of nitrification during the experiment.

Para tanto, é necessária a integração de conhecimentos de diferentes áreas como: ciências sociais, saúde, geografia, meteorologia, entre outros. O objetivo desse estudo foi aplicar indicadores de vulnerabilidade socioambiental e de saúde para municípios do Espírito Santo, em função das mudanças ambientais atuais e projetadas, assim como identificar os principais fatores que contribuem para esta vulnerabilidade. Para tanto foram utilizados indicadores compostos divididos de acordo com os três componentes chaves da Vulnerabilidade: Sensibilidade, Exposição e Capacidade Adaptativa. Afim de incorporarmos a variável climática ao estudo, além dos três índices supra citados, o trabalho fez uso de Cenários Climáticos originando um Índice de Vulnerabilidade Municipal (IVM) para o RCP 4.5 e outro pra o RCP 8.5. Os municípios que apresentaram maior valor de IVM para o cenário climático 8.5 foram Ponto Belo, Ibatiba e Vila Pavão. Já para o IVM do cenário 4.5 os municípios de Itaguaçu, Ibatiba, Afonso Cláudio foram os que apresentaram maior índice. O IVM é capaz de sintetizar uma série de informações que permitem uma melhor compreensão da realidade e especificidades municipais, é um instrumento de fácil compreensão e análise o que o torna um eficiente, eficaz e efetivo instrumento de gestão a ser usado por tomadores de decisão a fim de aumentar a resiliência e diminuir a vulnerabilidade dos municípios / The analysis of climate vulnerability should cover characteristics that place the risk on both people and places, as the factors that increase or decrease the responsiveness and forward recovery to extreme events. Therefore, the integration of knowledge from different fields is necessary: social sciences, health, geography, meteorology, among others. The objective of this study was to apply social and environmental vulnerability and health indicators for municipalities of the Espírito Santo, according to current and projected environmental changes as well as identify the key factors contributing to this vulnerability. For both indicators divided compounds were used according to the three key components of Vulnerability: Sensitivity, Exposure and Adaptive Capacity. The goal was to incorporate climate variables to the study, in addition to three indices mentioned above, the work has used Climate Scenarios resulting in a Municipal Vulnerability Index (IVM) for the RCP 4.5 and another for the RCP 8.5.The municipalities that had higher values IVM for the climate scenario 8.5 were Ponto Belo, Ibatiba, Vila Pavão. As for the IVM scenario 4.5 municipalities of Itaguaçú, Ibatiba, Afonso Claudio showed the highest rate. The IVM is able to synthesize a series of information that allow a better understanding of reality and local specificities, and is an instrument easy to understand and useful to analyze data, constituting an effective and efficient management tool to be used by decision makers in order to increase the resilience and reduce the vulnerability of municipalities

Relativização da coisa julgada material na investigação de paternidade

Não obstante a importância do instituto da coisa julgada, não se pode olvidar que a própria razão de existir de qualquer ordenamento jurídico tem como maior escopo a efetivação da justiça. Por essa razão, não há como se admitir que um instituto, mesmo que se leve em conta a nobreza de sua finalidade, venha a albergar, processualmente, a perpetuação dos efeitos de sentenças inequivocamente incompatíveis com a verdade real do caso posto à apreciação estatal. Sob essa premissa, o advento do exame do DNA trouxe à tona uma infinidade de julgados que retratam essa hipótese, eis que, ante a ausência do aludido teste científico, determinados decisórios acabavam por atribuir a paternidade a quem, de fato, não a possui. A par dessa problemática, não se pode perder de vista que o reconhecimento da paternidade reflete um direito inerente à pessoa humana, quiçá, o primeiro direito cuja tutela se pode pensar em pleitear. Assim, o presente estudo traça um paralelo entre o instituto da coisa julgada e o direito à paternidade, concluindo pela necessidade de que o primeiro seja relativizado, de modo a evitar a eternização de sentenças injustas. Em contrapartida, sugere-se que sejam traçados cuidadosos parâmetros de modo que não se possa desconstituir sentenças prolatadas em processos de investigação de paternidade, mesmo com trânsito em julgado, resgatando-se a segurança jurídica

The analyzed universe comprises a sample of mortar to the grouting of conventional ceramic plates type II (reference sample) and five more samples to the grouting of ceramic plates type II, which were made up of the addition of unusable tire rubber powder in the respective proportion (in mass) of 4%, 8%, 12%, 16% and 20%. These mortar samples were subject to the trials of determination of the consistency index (Brazilian Standard NBR 13276:2005), water retention ( Brazilian Standard NBR 14992 Attachment B:2003), permeability in 240 minutes (Brazilian Standard NBR 14992 Attachment G:2003), absorption of water by immersion (Brazilian Standard NBR 9781:2013), resistance to compression (Brazilian Standard NBR14992 Attachment D: 2003), resistance to traction in the flexion (Brazilian Standard NBR 13279:2005), resistance of traction adherence (Brazilian Standard NBR 14081 part 4:2012) and hardened mass density (Brazilian Standard NBR 13280: 2005). It has been found out from the analyzes of the results in the trial the following situation: the reference mortar used met the established requirements in the norms of specifications corresponding to only six from the eight parameters assessed in the research; the mortar with addition of 4,0% of tire rubber powder met the established requirements corresponding to only the resistance to compression and the resistance of adherence to traction. Thus, the other kinds of mortar with addition of 8,0 %, 12,0 %, 16,0 % and 20,0 % of tire rubber powder met the requirements of specifications corresponding to only the resistance to compression and the resistance of adherence to traction. This result concludes that the adding of tire rubber powder does not grant improvement to the mortar of type II grouting to the laying of ceramic plates.

Com isso, este trabalho tem como objetivo analisar o uso do res?duo de scheelita em substitui??o a areia na formula??o de argamassas de revestimento, devido ?s suas caracter?sticas favor?veis. Foram coletadas amostras do res?duo da scheelita na mina Breju?, Munic?pio de Currais Novos/RN, e ap?s sua caracteriza??o inicial, observou-se a aplica??o do res?duo grosso nas argamassas em estudo. Foram preparadas argamassas de tra?os, 1:1:6 e 1:3, ambos em volume, com percentuais de 0%, 25%, 50%, 75% e 100% de substitui??o da areia pelo res?duo grosso de scheelita. Utilizou-se o cimento Portland CP II-Z 32 e a cal hidratada CH-I, com fator ?gua/cimento entre 0,16 e 0,18 para uma consist?ncia de 260 ? 5mm. Posteriormente as argamassas foram analisadas no estado fresco atrav?s dos ensaios de consist?ncia, densidade de massa, reten??o de ?gua e teor de ar incorporado e no estado endurecido atrav?s dos ensaios de resist?ncia ? compress?o e ? tra??o na flex?o, densidade de massa, absor??o de ?gua por imers?o, absor??o de ?gua por capilaridade e m?dulo de elasticidade din?mico. Os resultados encontrados demonstram uma razo?vel melhoria nas propriedades de resist?ncia mec?nica, m?dulo de elasticidade din?mico e reten??o de ?gua das argamassas produzidas com res?duo da scheelita. No entanto, algumas propriedades como a densidade de massa, absor??o de ?gua por imers?o e por capilaridade apresentaram resultados acima do que foi encontrado para as argamassas de refer?ncia, ocasionando argamassas com maior peso, menor trabalhabilidade e maior absor??o de ?gua que as argamassas de refer?ncia. / The state of Rio Grande do Norte has a large concentration of scheelite, the main source of tungsten, an important chemical element for production in various industries. When extracting the raw mineral material, tons of residue are generated and lunges in the environment. This work aims to analyze the use of this residue as a substitute for sand in the formulation of coating mortars. Scheelite residue samples were collected in Breju? mine, Currais Novos/RN, and after its initial characterization, it was observed the application of the thick residue in the mortars in study. Were analyzed mixing mortars by 1:1:6 (cement:lime:sand) and 1:3 (cement:sand), both in volume with percentages of 0%, 25%, 50%, 75% and 100% of the sand replaced by scheelite thick residue. It was used Portland cement CP II-Z 32 and CH-I hydrated lime with ratio water/cement between 0.18 to 0.16 and a consistency of 260 ? 5mm. Subsequently, the mortars were analyzed in the fresh state through the consistency testing, bulk density, water retention and incorporated air content and in the hardened state by the compressive strength test and tensile strength in bending, bulk density, water absorption by immersion, water absorption by capillary and dynamic modulus of elasticity. The experiments of initial characterization of the residue showed that the natural thick residue has a granulometric distribution very close to the natural sand, has a larger amount of fines and a specific mass higher than natural sand, which resulted to an improvement in mechanical resistance and dynamic modulus of elasticity. X-ray fluorescence (XRF) and x-ray diffraction (XRD) analyzes indicated a pozzolanic propensity of the scheelite residue, but the minimum parameters according to NBR 12653 (2014) to be classified as pozzolanic material were not achieved. In the fresh state, the mortars have improved water retention, allowing greater retention of kneading water. The bulk density presented higher results (about 5% higher) and the incorporated air content, smaller (about 2% lower) in relation to the reference mortar, resulting in dense mortars with less workability, compensated because the natural thick residue had a higher content of fines than sand. In the hardened state, the mechanical resistances recorded higher results. The best results for mortars with 100% replacement of the natural aggregate by residue and trace of 1:3. The bulk density in the hardened state kept the bulk density pattern fresh. And the water absorption by both immersion and capillarity were predominantly larger than the reference mortar. In this way, it is possible to affirm that the residue from the extraction of the scheelite is suitable for use in the manufacture of conventional mortars.
