Vexations, volumes, and volunteers: institutionalization and the veneration of information at a small international NGO

The author performed action research over the two years between March 2006 and February 2008 with the Instituto Dois Irmãos (i2i), a non-governmental organization (NGO) in a low-income area of Rio de Janeiro, Brazil consisting of a group of approximately 3-5 locals and 2-30 foreigners at any one time that in March 2006 offered few services and lacked the expertise or confidence to offer more. Together, participants and the author improved and increased the NGO’s services and implemented a reading room – a place of information and literacy – for Portuguese-speaking students of English. This dissertation describes participants’, the organization’s, and the author’s journey to transform the i2i into a better functioning organization and to create the NGO’s reading room. The analysis focuses on the practical learning that took place within the i2i. Throughout the research process, the author both made use of and questioned the concepts of participation and development. In the text, she also draws on the experiences of the i2i’s leaders and volunteers to question the prevailing notion of information as a social good. A critical understanding of these three notions is essential for the work of librarians, development professionals, and policymakers alike. / text

For this, the option was to conduct in-depth interviews with the technicians and experts directly and indirectly involved in the urban transformations which occurred in Barcelona (Spain) for having hosted the 1992 Olympic Games; in Lisbon, for the 1998 Lisbon World Exposition (Expo’98) and in Rio de Janeiro due to its recent experience in hosting the 2016 Olympic Games. The City of Rio de Janeiro, object of this study, was analyzed notedly regarding its political agenda, here considered essential for understanding the goals to be attained by the urban changes demanded for hosting the 2016 Olympic Games. Seeking to meet the aims of analyzing the political and ideological contents surrounding the mega events, this research focuses on the analysis of the relations of the power and interests circumscribing the application and election of the city. In the same perspective, aiming to identify the influence of the IOC in the management of urban public policies associated to mega events, the option was to analyze documentary sources (Report of the 2016 IOC, Olympic Charter) aiming to investigate the quality of its demands, counterparts and recommendations. For being a multidisciplinary theme, the theoretical framework permeates different knowledge areas. The theoretical approaches are concentrated on the urban sociology field, on public policies and on the neoclassical economics theory. From the public administration viewpoint, a great interest for real estate valorization could be verified as a way of regaining the investments made for carrying out mega events. This kind of management demonstrated the trend of spatial concentration of income, causing an aggravation in the city social inequalities. A strong influence of foreign urban models was observed, notedly from the Barcelona Model, characterized by the appropriation of capital gains on land and for transforming mixed-use public spaces into areas restricted to the wealthier social classes. The strategies for promoting mega events were verified to follow a standard dynamic which conditions the design of public policies of urban intervention to the “cost-benefit” logic (solely considering the quantitatively measurable aspects) to the detriment of social interests. The strategies for carrying out mega events were revealed to be markedly turned to the interests of the real estate market supported on managerial practices widely represented by neoliberalism / Este trabalho analisa os efeitos sociais e econômicos em cidades que promoveram profundas reformas urbanas para sediar megaeventos de reconhecimento global, especialmente a cidade do Rio de Janeiro (Brasil). Para tanto, optou-se pela realização de entrevistas em profundidade com técnicos e especialistas envolvidos direta e indiretamente nas transformações urbanas ocorridas nas cidades de Barcelona (Espanha) por ter sediado os Jogos Olímpicos de 1992; na cidade de Lisboa, em função da Exposição Mundial de 1998 (Expo’98) e na cidade do Rio de Janeiro em virtude de sua experiência recente na realização dos Jogos Olímpicos de 2016. Analisou-se a cidade do Rio de Janeiro, objeto desse estudo, notadamente quanto a sua agenda política, aqui considerada fundamental para o entendimento dos propósitos a serem alcançados pelas reformas urbanas demandadas pela realização dos Jogos Olímpicos de 2016. Buscando responder aos objetivos de analisar o teor político e ideológico que circundam os megaeventos, esta pesquisa concentra sua análise nas relações de poder e interesses que circunstanciaram a candidatura e eleição da cidade carioca. Na mesma perspectiva, com vistas a identificar a influência do Comitê Olímpico Internacional (COI) na gestão de políticas urbanas associadas aos megaeventos, optou-se por analisar fontes documentais (Report of the 2016 IOC Evaluation Commission, e Olympic Charter) com o intuito de averiguar a qualidade de suas demandas, contrapartidas e recomendações. Por se tratar de um tema multidisciplinar, o referencial teórico perpassa por diversas áreas do conhecimento. As abordagens teóricas concentram-se no campo da sociologia urbana, das políticas públicas. Constatou-se, do ponto de vista da administração pública, elevado interesse pela valorização imobiliária como forma de reaver as inversões empenhadas para a realização dos megaeventos. Esse tipo de gestão demonstrou a tendência à concentração espacial da renda fazendo agravar as desigualdades sociais na cidade. Percebeu-se forte influência de modelos urbanísticos forâneos, notadamente o Modelo de Barcelona, caracterizado pela apropriação de mais-valia fundiária e por transformar espaços públicos de uso misto em áreas restritas às classes sociais mais abastadas. Verificou-se que as estratégias para a realização de megaeventos obedecem a uma dinâmica padrão que condiciona o desenho das políticas públicas de intervenção urbana à lógica do “custo-benefício” (considerando apenas os aspectos quantitativamente mensuráveis) em detrimento dos interesses sociais. Revelou-se que as estratégias de realização de megaeventos são marcadamente voltadas aos interesses do mercado imobiliário e se apoiam em práticas gerenciais amplamente representadas pelo ideário neoliberal

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / Este trabalho tem como objetivo estudar o mercado de etanol combustível e estimar as elasticidades preço e renda da demanda de etanol hidratado, no Brasil, no período de janeiro de 2003 a setembro de 2012. O método econométrico utilizado para analisar os dados e obter os resultados referentes à estimativa dos parâmetros das equações de demanda foi a metodologia de Johansen. Baseado na teoria da demanda incluiu-se, num primeiro momento, como variáveis explicativas: o preço do bem, o preço do bem substituto e a renda, num segundo momento incluiu-se também a frota de veículos, estimando assim o modelo VAR/VEC. Os resultados encontrados foram significativos e estão de acordo com a teoria econômica, nos levando a concluir que a demanda por etanol é bem elástica ao preço do etanol e ao preço da gasolina. Antes de desenvolvermos o modelo, analisamos o mercado de cana-de-açúcar, de etanol e da commodity concorrente ao etanol, o açúcar. Destacando a preocupação com o meio ambiente e a importância do etanol como energia renovável. / This work aims to study the market for fuel ethanol and estimate the price and income elasticities of demand for hydrous ethanol in Brazil from January 2003 to September 2012. The constitution of illicit orders

Within the context of a modern globalizing world, this thesis investigates governance in fragile areas where unconsolidated territorial-sovereign statehood offers niches for 'illicit' forms of social order to develop. Through recursive theoretical and empirical research rooted in the 'abductive' method of Pragmatism, the analysis has three overarching objectives: First, it offers a different conceptual approach by moving away from negative categorization of the phenomena, e.g. failed states, ungoverned spaces, limited statehood etc., towards a positive conceptualization, i.e. illicit orders. By casting off the legal-rational, sovereign-territorial lens, the pursuant conceptual reconfiguration of territory, authority, and institutions recognizes and more directly conveys the existence of local social organization apart from the modern state via the agency of social groups acting in violation of domestic and/or international legal norms, rules, and institutions. Second, it seeks to explain the constitution of 'illicit orders' by offering a sociologically-cognizant analytical framework capable of elucidating the 'micro' processes inherent to governance in territories where state institutions remain nominal and ineffective. Based on insights from theoretically-informed empirical fieldwork in Rio de Janeiro, Brazil's favelas, I maintain that inter-subjective relations of authority can be produced when a given actor asserts predominance in three co-constitutive domains; namely, organized violence, socioeconomic security, and social legitimacy. Resultant authority then gives rise to the 'structuration' of norms, rules, and institutions, which also recursively reinforces the institutionalization of authority - a process inherent to the constitution of social order in these circumscribed territories. Third, it provides an understanding of how inherently local 'illicit orders' at once form part of a diffuse mosaic of social, political, and economic structures that collectively constitute 'global society', while simultaneously existing in dramatic juxtaposition to the Western-led 'international order' of states within it. Such an understanding purports to further challenge 'neoutilitarian' and 'macro-structural' theoretical approaches predominant in contemporary International Relations discourses.

Pedro I after his coming to Brazil as part of the "Mission" Artistica Francesa, closely following all the events of the monarchy in the tropics. Through the study of his works, we realized that his role was not only as a historical painter, but also a picturesque painter, with a vast collection of representations of the daily life and culture of the Brazilian people, especially in the city of Rio de Janeiro / Com o objetivo de analisar a maneira como os viajantes estrangeiros relataram e retrataram o Brasil, a seguinte pesquisa se dedica às análises das fontes iconográficas e escritas de Jean-Baptiste Debret. O histórico artístico de Debret na corte de Napoleão Bonaparte, influenciara amplamente na sua escolha como pintor histórico da corte de D. João VI e futuramente de D. Pedro I após sua vinda ao Brasil como componente da “Missão” Artística Francesa, acompanhando de perto todos os acontecimentos da monarquia nos trópicos. Por meio do estudo de suas obras, percebemos que seu papel não foi somente como pintor histórico, mas também um pintor pitoresco, com um vasto acervo de representações do cotidiano e da cultura do povo brasileiro, principalmente da cidade do Rio de Janeiro
