The activity of Vilnius non-governmental organisations (NGO’s) working with children at risk while strengthening social cohesion is analysed in the research work. The problems of children at risk are multiplying and public institutions need help of NGO’s. General characteristics of NGO’s are reviewed and systematised in the theoretical part of the work. The legal regulation and topics of activity in strengthening social cohesion are presented in this part as well. Besides the analysis of social exclusion and its factors, the situation of children at risk in Lithuania is described and the politics of Lithuanian government in regard to children at risk is discussed.

English Summary - Error Analysis of Czech Written Expression of the Romani Pupils in the 9th Grade of the Secondary Practical Schools Based on the Corpora ROMi Zuzanna Bedřichová ÚČJTK FFUK Prague 2014 The study is focused on practice of error making in written expressions of the Romani pupils in the 9th grade of Secondary practical schools (schools for children with special educational needs). Here 130 written school works of these pupils, which are available through the database ROMi (database of written and spoken accounts in Czech language of children and youth of Romani origin), have been analysed. The author offers innovative concept of new and elaborate scheme of error analysis, and qualitatively - quantitative analyses of the pupils' written accounts. Beside the qualitatively - quantitative analyses, the study outlines current situation of issues such as education of Romani children in the Czech language, the Romani ethnolect of Czech language, and spoken language as a source of stigmatisation. Furthermore, details about the ROMi database, 130 original written accounts in full length and practical proposals of compensation in the practice of error making are provided.

Cette étude, intitulée « Représentations de l’Occupation et le parcours de l’identité féminine dans Η μητέρα του σκύλου de Pavlos Matessis », examine la collaboration sexuelle de la femme avec l’ennemi au cours de l’Occupation italo-allemande, son châtiment à la Libération et sa protestation envers la punition infligée. L’analyse des techniques narratives combinée à celle du contexte historique permettent d’approfondir les représentations de l’Occupation élaborées par ce roman et cernent la question centrale qui concerne la position tenue par ce dernier face à un événement que l’Histoire officielle a considéré comme secondaire après l’avoir frappé d’une condamnation allant de soi. Il s’ensuit de l’analyse que cette fiction au caractère éminemment dramatique combine de façon unique l’histoire à ses modes d’énonciation narrative. Sa particularité est aussi qu’elle s’éloigne sensiblement de la version officielle des événements et articule un discours différent sur un sujet tabou, celui de la collaboration sexuelle des femmes avec l’ennemi qui a été reliée à la prostitution et à la trahison de la patrie. Il fait de cette collaboration l’occasion de l’éveil de la conscience sociale du sujet et de la composition d’une identité sur la base de la libre disposition de soi et de l’auto-détermination, et considère le châtiment public comme un mécanisme de déstructuration du sujet auquel répond le silence comme forme de protestation. Il s’agit d’une œuvre « à l’écoute » de la révolte contre l’injustice de l’Histoire, qui répond dans le présent à la demande insatisfaite de la réhabilitation du sujet et défend des idéaux humanistes qu’elle place au dessus des idéaux nationaux. / The title of the present doctoral research is “Representations of the Occupation and the evolution of female identity in Η μητέρα του σκύλου [The Mother of the dog] by Pavlos Matesis”. This novel revolves around the “erotic” collaboration of a woman with the enemy during the years of the Italian-German Occupation, the public disgrace that she suffered at the wake of Liberation and her protest for the punishment that was inflicted on her. Through a methodology consisting of a narrative analysis in combination with the historical context, I examine the representations of the Occupation that the novel offers in a period that was crucial for Greek history and society, and also the historical fact of the sexual collaboration, which was judged to be of “secondary” significance by official History which filed it as self-evidently condemnable. The conclusion stemming from this research is that the novel, through a fictional narrative with strong dramatic characteristics, combines the story with its narrative ways of expression in a unique way. Its peculiarity, however, lies in its distinctive differentiation from the given facts of the dominant version and in its articulation of a discourse on a taboo subject, for literature as for Historiography, this of the erotic collaboration of women with the enemy, the official evaluation of which connects them with prostitution and national treason. Through this collaboration, which stands as a pretext for the awakening of the subject’s social conscience and the constitution of an identity on the basis of self-determination and self-designation, it sees punishment as a deconstruction mechanism of the subject but also silence as a reaction to the former. Η Μητέρα του σκύλου is a book that “listens” to the protest for the historical injustice, brings forward to the present the unfulfilled request for the subject’s moral restoration and supports the humanistic ideals, putting them above the national ones.

The thesis deals with the role of the state and society in their attitudes to poverty and social exclusion. The introductory part aims at characterising the phenomenon of poverty and social exclusion, and deals with the issue of how the society perceives poverty. It focuses on the concept of the culture of poverty, and attention is given to the need of solidarity, social justice and the social state. The following part of my thesis deals with the extent of poverty and social exclusion in the Czech Republic, as well as possibilities of a social safety net in the Czech Republic. It describes particular examples of the manifestation of social exclusion and poverty in the Czech society, especially in the sphere of housing, opportunities in the labour market and falling into destructive debts. It sheds light on the situation of Romanies as the worst affected population group. The current situation in the Czech Republic shows that the attitude of the society to poverty as a personal fault and failure, impedes mutual solidarity, and generates strategies connected with repression that fail to understand the causes of poverty. For this reason, they cannot be adequately efficient. The society should react to, consider and efficiently solve poverty-related problems. Inspiration may be found in Christian ethics and its concept of human dignity.

The theoretical part of this presented text specifies circumstances of social exclusion of caring families and the system of supportive measures in the Czech republic that should prevent the above mentioned social event. In compliance with the title of the work there has been a goal set: to identify the risks causing social exclusion of families caring for children with a disability.. To get the most complex view of the said problems the author undertook a partial inquiry by both social workers, by whom she was assessing the limits of their knowledge and skill potential, and by political representatives of municipalities, by whom she concentrated on the causes of limited application of municipal policy determining social exclusion of families caring for children with a disability. The above mentioned goal of this research was carried out by means of sociological qualitative and quantitative methods. The investigator was at the same time interested in how the caring families themselves used the means of civilian participation relating to improvement of their life situation.

Ostracism and social vulnerability : impact on cognitive control, emotions and fundamental needs / Ostracisme et vulnérabilité sociale : impact sur le contrôle cognitif, les émotions et les besoins fondamentaux

L'exclusion sociale est considérée comme l'une des situations les plus douloureuses pour les êtres humains. Les travaux dans ce domaine montrent que même de brefs épisodes d’ostracisme (paradigme du Cyberball) ont des effets importants aux niveaux neurophysiologique, émotionnel et comportemental, l’impact de cet ostracisme au niveau cognitif néanmoins n'a pas reçu beaucoup d'attention. Des résultats récents mettent en évidence une influence négative de l'ostracisme sur les marqueurs électrophysiologiques du contrôle cognitif, il n'y a cependant à ce jour aucune preuve directe d’une réduction de contrôle cognitif sous l’effet d’une exclusion sociale. Dans nos travaux nous avons étudié l'impact de l'ostracisme (Cyberball) sur le contrôle cognitif avec la tâche standard de Simon couplée à des analyses distributionnelles des temps de réaction auprès de populations caractérisées ou non par des expériences chroniques d’ostracisme (i.e., des étudiants ordinaires dans l’Étude 1, des personnes illettrées dans l'Étude 2 et des chômeurs de longue durée dans l'Étude 3). Dans les trois études, de brefs épisodes d'exclusion sociale suffisent à dégrader le niveau de satisfaction exprimé par les participants à l’égard des besoins fondamentaux (appartenance sociale, existence significative, estime de soi, contrôle des événements). Ces effets, cependant, s’avèrent réduits dans les populations chroniquement frappées d'ostracisme, suggérant leur moindre sensibilité à l'exclusion sociale en jeu dans le Cyberball. Plus important encore, cet ostracisme provoque chez les participants non stigmatisés une diminution du contrôle cognitif (Étude 1), mise en évidence dans nos travaux par un effet Simon stable (plutôt que réduit) sur les temps de réaction les plus longs pourtant les plus sensibles à l’expression d’un processus d'inhibition. Cependant, nos résultats ne montrent aucune différence de sensibilité entre les participants chroniquement ostracisés et leurs groupes contrôle (les Études 2 et 3), suggérant une certaine faiblesse du paradigme Cyberball auprès des personnes en situation d'exclusion sociale dans leur vie quotidienne. Nos résultats remettent donc en question la prédominance de ce paradigme pour la compréhension des effets cognitifs de l’exclusion sociale, au moins chez les individus caractérisés par un ostracisme chronique. / Impact on cognitive control, emotions and fundamental needsRésumé : Social exclusion is considered as one of the most painful situations for human beings. Past research showed that even brief episodes of ostracism (the Cyberball paradigm) have strong effects at the neurophysiological, emotional, and behavioral levels, its impact at the cognitive level however did not receive much attention. Recent findings revealed a negative influence of ostracism on electrophysiological markers of cognitive control, yet there is no direct evidence that being socially excluded reduces cognitive control. Here, we investigated the impact of ostracism (using the Cyberball) on cognitive control using a standard Simon task and distributional reaction time analyses with non-chronically-ostracized and chronically-ostracized populations (regular students in Study 1, illiterate people in Study 2, and long-term unemployed people in Study 3). In the three studies, brief episodes of social exclusion had negative effects on participants’ self-reports of fundamental needs' satisfaction (belonging, meaningful existence, self-esteem, and control). These effects, however, were substantially reduced in chronically-ostracized populations, suggesting that ostracism based on the Cyberball is a bit less meaningful for those populations. More importantly, this ostracism caused a transitory reduction in cognitive control in the non-chronically-ostracized participants (Study 1), as indicated by a stable (rather than decreased) Simon effect on longer reaction times where inhibition yet is more likely. However, we found no evidence of a differential sensitivity between the chronically-ostracized participants and their control groups (Study 2 and Study 3), suggesting that the Cyberball paradigm is not powerful enough with people experiencing social exclusion in their ordinary life. Our findings therefore call into question the predominance of the Cyberball paradigm for our understanding of the cognitive effects of ostracism, at least in chronically ostracized-individuals.

In the theoretical part of this thesis is the definition of social politics and principles and models of social politics. Next, this thesis describes models of social politics in the selected states of EU- in Sweden, Germany, Great Britain, France and Slovakia. Following of this section follows description of the social politics and system of social services (definition, quality standards and types of the social services) in the Czech Republic. The last section of the theoretical part compares legislations of the social services in the Czech Republic,France and Slovakia. The practical part of this thesis is focused on social services in Pardubicky region. The introduction of the practical part describes the planning of social services in Pardubicky region. The next section analyse the accessibility of social services for different groups in Pardubicky region. More detailed analyses of accessibility of social services in Pardubicky region is focused on area around the town of Usti nad Orlici

Ambivalenz der Ausgrenzung: Der Lebensort Villa Itatí in Buenos Aires als Ressource gesellschaftlicher Teilhabe. Perspektiven einer integrativen Planung

Die Arbeit beschreibt im Kontext eines gesellschaftspolitischen und sozialräumlichen Wandels Prozesse der Ausgrenzung benachteiligter Bevölkerungsgruppen am Beispiel eines Marginalviertels, der Villa Itatí in Buenos Aires. In Form der Beschreibung der Effekte des Lebensortes Villa Itatí, der Effekte seines materiell-physischen Substrates, seiner Sozialstruktur sowie seines symbolischen Systems, sollen die ambivalenten Wirkungen einer Ausgrenzung dargestellt werden. Der Lebensort wird als Beschränkung und gleichzeitige Ressource gesellschaftlicher Teilhabe bewertet. Als Planer in einem städtebaulichen und soziologischen Verständnis erfasse ich damit den Status Quo als Ausgangslage, um darauf aufbauend Möglichkeiten und Grenzen einer verändernden, integrativen Planung zu erörtern. Die Erkenntnisse aus einem fremdkulturellen Kontext sollen dabei in die hiesige Diskussion um Ausgrenzung bzw. um Quartiere der Ausgrenzung eingebunden werden. Die vorhandenen Daten basieren zum überwiegenden Teil auf einem Feldforschungsaufenthalt vor Ort. Sie wurden mittels einer Kombination verschiedener qualitativer Methoden erhoben: einer teilnehmenden Beobachtung im Feld im Sinne einer ethnographischen Feldforschung, ergänzt durch leitfadengestützte Interviews mit Bewohnern und Schlüsselfiguren des Viertels sowie verschiedenen externen Experten mit professioneller Beziehung zur Villa Itatí. Daneben wurde, gleichbedeutend, die räumliche Gestalt und Einbindung sowie die infrastrukturelle Ausstattung des Viertels im Sinne einer städtebaulichen Bestandsaufnahme kartiert und durch Fotografie illustriert. This paper considers the issue of social housing and possibilities of cooperation between organized civil society, the municipality, and private landlords regarding social housing in the 5th district of Prague. I focused on the potential hidden in the possible involvement of private landlords and non profit organizations in the system of social housing. In the qualitative research I dealt with the role individual actors play in social housing, as well as possible parallels with social entrepreneurship. I made eleven interviews and one focus group with representatives of the target group households. The paper includes also a description of foreign trends in social housing, and closely considers the German and Dutch cases. It brings forth an analysis of the housing situation in Prague 5, and a proposition of an innovative model of social housing in this particular district.
