A Comunidade para o Desenvolvimento da África Austral (SADC) é um dos principais processos de integração regional da África. A criação da Comunidade está fundada no processo de descolonização da África Austral e na mobilização dos Estados da Linha de Frente na contenção das políticas de desestabilização da África do Sul durante o período do apartheid. A concepção de regionalismo desenvolvimentista, na qual os processos de integração regionais têm objetivos mais amplos do que os meramente comerciais, vai ao encontro da realidade da África Austral. O conceito de comunidade de segurança também é útil para compreender as relações regionais que envolvem a criação e o desenvolvimento da SADC ao longo das décadas, tendo em vista a sua atuação também nas questões securitárias. O objetivo desse trabalho é analisar a evolução da SADC, desde a sua criação até os anos 2000, enfatizando os aspectos históricos e políticos desse processo. Parte-se do pressuposto de que há uma forte relação entre segurança, desenvolvimento, paz e integração e que não há como a integração econômica aprofundar-se em um contexto de instabilidade político-securitária regional. / The Community for the Southern African Development Community (SADC) is one of the main regional integration processes in Africa. The creation of the Community has its origins in the process of decolonization in Southern Africa and in the Front Line States the mobilization to contain the destabilization policies by South Africa during the apartheid period. The concept of developmental regionalism, in which the processes of regional integration have broader objectives than purely commercial, folows the reality of Southern Africa. The concept of security community is also useful for understanding regional relations involving the creation and development of SADC over the decades, concerning your activity also in security issues. The aim of this study is to analyze the evolution of SADC since its creation until the 2000’s, emphasizing the historical and political aspects of this process. Analytical frame work used in this study includes descriptive statistics, chi-square test for association and standardized residuals, two-way analysis of variance and logistic regression. Demographic, locational and socio-economic characteristics were studied using descriptive and inferential statistical analysis. Two-factor analysis of variance was used to examine the differences on average in the African immigrants; participation in the labour force, while logistic regression was used to investigate the effect of some demographic characteristics on employment and work status. / South Africa

Energy services were part of the Uruguay Round of negotiations, whose main achievement was the General Agreement on Trade in Services (GATS). The objective of the GATS is to achieve progressive liberalisation and reduction or elimination of trade barriers of all services sectors, including energy services. The GATS has made commendable progress in liberalising many service sectors, however it has not made meaningful progress with energy services. Furthermore though the SADC region engages in energy services trade through bilateral and regional agreements, a variety of barriers inhibit major successes from being achieved. Effective energy services trade and liberalisation has therefore proved problematic both at the multilateral, regional and bilateral level. Magister Legum - LLM / This mini thesis examines the repercussions of the establishment of institutions under the Tripartite Free Trade Area (TFTA) Agreement on countries that have multiple regional economic community (REC) memberships. The study notes that even though the TFTA initiative is being touted as a major milestone towards the ultimate establishment of the African economic Community (AEC) and that it will help solve problems associated with multiple REC memberships, the initiative may come at a cost to countries, especially those that have maintained multiple REC memberships. The study observes that the institutions that have been established under the TFTA are a mirror reflection of the already existing institutions in the three existing regional blocks forming the TFTA, thus the Common Market for Eastern and Southern Africa (COMESA), East African Community (EAC) and the Southern Africa Development Community (SADC). The mini thesis argues that the creation of new TFTA institutions, in addition to the similar existing regional institutions, will translate into more financial costs; increased human resource cost for government officers; increase in non-financial treaty related obligations; and a high possibility of reaping fewer trade related gains, for countries that have multiple REC memberships. The mini thesis further demonstrates how the lack of clarity and hierarchy in the relationship between the TFTA institutions and the RECs’ institutions may negatively impact on countries that have multiple REC memberships. The mini thesis concludes by offering recommendations on how these challenges or costs on countries with multiple REC memberships can be addressed or ameliorated. / Government of Malawi

The institutionalisation of the SADC protocol on education and training: a comprative study of higher education in two South African countriesWatson, Pamela January 2010 (has links)
Magister Educationis - MEd / Regional integration is being proposed as a means to development in Southern Africa. As a part of
the formal agreements regarding this cooperation, a Protocol on Education in the Southern African
Development Community region has been signed. This research set out to compare the higher
education systems of two Southern African countries and to examine the extent to which this
Protocol has had an impact on national policies and practices. The research sought to investigate
this by means of exploring the extent to which the Protocol has provided an institutional frame
which is guiding the development of higher education policy in each of the two countries.
The findings of the study indicate that the Protocol, rather than providing leadership in the area of
education policy, is to a large extent a symbolic document, reflective of norms already existent in
national policy in the two countries studied. The analysis found that the Protocol is not strong on
the regulative domain, and that this may reflect the general tensions that exist in the region between
regionalism and national sovereignty. Although, in general, educational practices in the two
countries were found to be in line with Protocol aims, no areas of national policy were found which
could be specifically ascribed to the Protocol. On the other hand, the accounts provided of policy
development in each of the national contexts illustrate clearly how policy has grown in these two
contexts, and how it is connected to broader national goals and previous education achievements.
The national logic thus appears to be a far stronger determinant of policy than regionalism aims.
The analysis also found that differences in higher education policy between the two contexts were
not as great as had been expected, and over time, the systems appear to be becoming, at policy and
structural levels, more similar. There is little in the Protocol itself which appears to be driving this
increasing isomorphism, although undoubtedly, the processes which the Protocol has set in motion,
such as regular meetings of the Education Ministers of the different countries, is acting to diffuse
models of appropriateness with regard to education policy. However, it seems more likely, given
trends in the global context towards apparent increasing uniformity in higher education policy, that
global isomorphic pressures are being exerted directly onto the two countries, and that similarities
between their polices can be explained as a result of this. / South Africa

(International Politics)) -- University of Limpopo, 2020 / South Africa’s foreign policy towards the Southern African Development Community (SADC) region, particularly during Thabo Mbeki’s tenure, has received substantial scholarly attention. Similarly, South Africa’s domestic political arena has been a subject of significant scholarly inquiry during Jacob Zuma’s tenure. Understandably, when one considers the domestic scandals that clouded Zuma’s presidency, the foreign policy of the Zuma administration, specifically towards the SADC region, has received underwhelming scholarly attention. Therefore, the present study is a contribution to the limited available studies on the Zuma administration’s foreign policy towards the SADC region. Noting the importance of the DRC in SADC region international relations, the DRC is used as a case study. The DRC’s experience of a seemingly ceaseless or recurrent conflict makes it a suitable case for the assessment of the Zuma administration’s foreign policy. This is because it would be difficult for a South Africa that is largely viewed as the SADC region’s regional leader to remain indifferent while a fellow SADC member state experiences continuous instability. To achieve its objectives, the study employed document review as a data collection method. The study found that South Africa under Zuma prioritised economic diplomacy. As such, it actively participated in the neutralisation, through military means, of rebel groups in the DRC. It would not be farfetched to submit that this was an attempt to create an environment that is more conducive to economic activity in the DRC so as to improve economic relations between the two countries.

Culture and corporate governance in South Africa.Magang, Tebogo Israel Teddy January 2012 (has links)
The main objective of this thesis is to investigate corporate governance practices in South Africa listed companies. Specifically, the thesis strives to achieve the following objectives. First, it investigates the extent of compliance with the best corporate governance practices as recommended by the King Committee on Corporate Governance prior to and post 2002 in order to understand whether there is improvement in corporate practices. Second the thesis investigates whether compliance with the best corporate governance practices are related to ethnicity of board structures (in particular Board Chairman, Board Dominance and Chief Executive Officer/Managing Director) and other factors such as company characteristics, market and performance related variables. Third it investigates the views/opinions of key stakeholders [e.g. regulators, King Code Commissioners, companies and institutional investors] regarding the state of corporate governance in SA and its influence in the Southern African Development Community (SADC) region.
The findings from regression results indicate that compliance with the King Code increased substantially between 2002 and 2008. The results also indicate that compliance is high for accounting and auditing and boards and directors issues and lowest for integrated sustainability reporting issues. The findings also indicate that ethnicity influences corporate compliance with best practice governance principles such as the King Code, as per prediction. Compliance was also found to be high for large firms, firms with multiple listings in other stock exchanges and firms audited by Big 4 audit firms.
Finally, the findings from the views of key stakeholders indicate that the Code has indeed improved corporate governance standards in South Africa, is suitable for the country because of its consideration of local circumstances and influences corporate practice in the SADC region.
