Magistro baigiamajame darbe išanalizuota ir įvertinta Europos Sąjungos parama vandentvarkos sektoriui Lietuvoje, vandentvarkos sektoriaus teisinio reglamentavimo pagrindai, iškeltos sektoriaus teisinio reguliavimo ir ekonominio gyvybingumo problemos, Europos Sąjungos Sanglaudos fondo paramos įtaką šiam sektoriui bei pateikti pasiūlymai, kaip spręsti sektoriaus problemas ir užtikrinti, kad ES parama skatintų teigiamą sektoriaus reformą. Pirmoje darbo dalyje teoriniu aspektu tiriamas Lietuvos Respublikos poreikis naudotis Europos Sąjungos parama, ES ISPA ir Sanglaudos fondų reikalavimai ir jų pritaikymas Lietuvoje, apžvelgiama fondų valdymo sistema ir finansuojamos vandentvarkos sektoriaus priemonės. Antroje dalyje nagrinėjamas vandentvarkos sektoriaus reguliavimas Lietuvoje, Sanglaudos fondo paramos planavimo ir skirstymo principai, įvertinama paramos teikimo tvarkos trūkumui ir privalumai ir Sanglaudos fondo poveikis šiam sektoriui. / Master’s work covers analysis and assessment of the European Union assistance to water sector in Lithuania, basics of water sector legal regulation, identification of problems related to the sector’s legal framework and economic viability, assessment of EU Cohesion fund impact on this sector and submission of proposals how to solve those problems and ensure that EU assistance has a positive effect on propmotion of the reform in this sector. In the first part of the work a need for the Republic of Lithuania to use the European Union assistance, requirements of EU ISPA and Cohesion funds as well as their adoptation in Lithuania is analysed and review on the funds’ management system and measures financed in the water sector is presented. The second part of the work analyses regulation of water sector in Lithuania, principles of planning and allocation of Cohesion fund assistance. It also assesses shortages and benefits of the current system of assistance distribution and impact of Cohesion fund to water sector.

Magistro darbo objektas – ES struktūrinė politika bei jos administravimas žinių visuomenės aplinkoje. Darbo tikslas - išnagrinėti ES vykdomą struktūrinę politiką Lietuvoje, supažindinti su pagrindiniais šios politikos prioritetais artimiausiu laikotarpiu ir perspektyvoje iki 2013m. Pagrindiniai darbo uždaviniai - apžvelgti ES struktūrinių fondų tikslus; instrumentus bei pagrindines iniciatyvas; išnagrinėti ES struktūrinė paramą Lietuvai; išanalizuoti ES struktūrinių fondų administravimo sistemą Lietuvoje; atlikti visuomenės apklausą ir nustatyti jų informuotumą struktūrinių fondų panaudojimo srityje, taip paneigiant arba patvirtinant darbe iškeltą hipotezę bei pateikti išvadas. Naudojant literatūros analizę buvo aptarta ES struktūrinė politika samprata ir instrumentai, tikslai, principai, iniciatyvos, parama Lietuvai bei ES struktūrinių fondų paramos administravimas Lietuvoje. Atlikus visuomenės informuotumo ES institucijų funkcijų bei struktūrinių fondų panaudojimo srityje analizę, gyventojų nuomonės dėl gaunamos paramos panaudojimo efektyvumą, šios paramos prioritetines sritis bei jų susidomėjimą šiais klausimais ir aktyvumą dalyvaujant šiame paramos procese galime daryti išvadas jog visuomenėj šie klausimai yra aktualūs, tačiau dėl informacijos bei žinių stokos nėra panaudojamos visos įmanomos galimybės bei įsisavinama ES parama Lietuvai. It means that our country took all rights and responsibilities that are related to membership of EU. Economic changes of globalization were accompanied with growing local economic parts of systems. Under such conditions regional politics gained a big meaning because each region that gets not the same use from above mention changes, tries to improve their position and national Governments and appropriate institutions of EU tries to decrease these inter-regional differences. Relevance of this Thesis is defined by importance of structural policy for Lithuania’s economic and social development, variety of tools nominated for implementation of this policy, also problems that administrating institutions, legal entities or natural person face up with while trying to use funding from structural funds. The assistance from the EU funds is a contribution to Lithuanian economic development, upturn in the economy, better quality of life and it plays the significant role for the environmental protection. The project is the main measure for using the EU support. The EU financed projects management has a very complicated management mechanism, which involves a number of national and other interested authorities, as well as fulfils a number of necessary procedures. The management system efficiency of the water sector projects financed by the EU Cohesion fund is the research object in this work. The aim of this work consists of the project cycle analysis through the management system. There were identified significant problems in the each stage of the project cycle as well as evaluated administration capabilities of the EU support managed institutions and project final beneficiaries. There were presented proposals for the EU Cohesion fund water sector projects management system efficiency increasement.

Heute ist der Umweltschutz eine der größten Herausforderungen für Europa. Umveltschutz ist ein so großes Problem geworden, dass es einzelne Länder alein nicht methr lösen können, deswegen müssen sie sich vereinigen und sich bemühen dieses Problem auf internationaler Ebene zu bewältigen. Im Bezug darauf, stellt die Europäische Union (EU) verschiedene finanzielle Instrumente zur Verfügung, die eine wichtige Rolle bei der Umsetzung der EU-Umweltpolitik in Liteuen spielen, und deren Analyse und der Einfluss auf die Umweltschutspolitik in Litauen der Hauptziel dieser Arbeit ist. Litauen, als EU-Beitritsland, hat die geltenden EU-Umweltstandards mit Hilfe von drei EU-Finanzhilfsprogrammen PHARE, SAPARD und ISPA übernommen, die auf dem Weg zu der Mitgliedschaft in der Europäischen Union im Mittelpunkt standen und die Grudlage für die Verwaltung der Strukturfonds und des Kohäsionsfonds geschaffen haben. Der Kohäsionsfonds ist heute in Litauen das Hauptfinanzinstrument zur Bewältigung der Umweltprobleme. Einige Umweltschutzprojekte werden auch in den jeweiligen Regionen auch durch die Strukturfonds finanziert. Mit Hilfe der Strukturfonds und des Kohäsionsfonds löst man heute in Litauen die Umweltprobleme der prioritäten Wasser-und Abfallbereichen.
