Výběrové řízení na post ředitele školy z pohledu českého učitele a zřizovatele / Selection process of the school director position from the point of view of Czech teachers and headmasters

This master's thesis deals with the selection process of the school director position. The work is divided into the theoretical and the research part. The theoretical part is concerned with the school director position and its competence, on the other hand with the legislation relevant to the selection process of the school director. In the end of the theoretical part author analyses the selection process in Slovakia. In the practical part author used the questionnaire to find the ideas of Czech teachers and headmasters of the selection process and of the Education Act novelisation. The goal of this thesis is to find how these interested sides perceive the selection process, whether the opinions are the same or different. The conclusions of the literature analysis and the research can be used for the improvement of the school director selection process in the Czech Republic. The work is based on the literature listed at the end and on the questionnaire survey, which was performed with 115 teachers and 13 headmasters. Vuxnas lärande i praktiken : En studie av rektorers praktikgemenskaper och hur de påverkar lärande

This thesis investigates the importance of the work community and its social organisation and the role it has for the participants' ability to learn and to form a professional identity as pedagogical leaders. Furthermore, the thesis wants to investigate if it matters to the directors’ learning how the principal (municipality or private company) organises for learning. The empirical material for the study comes mainly from semi-structured interviews with participants in the directors’ programme and close colleagues. An expression for the working community in a workplace is a community of practice. Learning and social interaction are about negotiation of meaning, making sense in everyday life. All four interviewed participants have contexts with features of communities of practice. In a few cases, it is clear that the context is about educational leadership, in a practice that is designed in collaboration with colleagues. Although there are significant differences in both the scope and the structure of supporting structures between the two investigated private contexts, it becomes clear that their structure leads to learning. The lack of structure in municipal schools leaves their directors with little access to guidance for their learning and identity development.

This thesis deals with defining the role of the school director in the development and dissemination of educational or alternative innovations. Even if the school director has many roles and perform many different duties, he may not forget the quality control of the educational process and its continuous improvement through innovations. The aim of this thesis is to describe instruments that can be used in dissemination of educational and alternatives innovations. To specify the extent of school director's influence in this process and find obstacles which may appear during implementation and propose options to eliminate and overcome. The work is divided into a theoretical and an empirical part. The theoretical part is based on a current scientific knowledge of these issues and contains definitions of necessary theoretical terms, that are used in thesis. The thesis includes also generally known and used approaches, which allows to gain awareness of the chosen theme to the reader. The empirical part of the thesis than contains a description of the carried out scientific research and findings learned through it . We adopted the statements from Socio-Historic Psychology methodologic-theoric, scaffolded under the Dialectic-Historic Materialism, in particular the ones stated by Vigotski and its followers with highlight to the categories: Historicity, Mediation, Senses and meanings, subjectivity and activity. For the production of the information we used and iteractive interview a direction assistant that worked for a year as the School director. The research occurred in a Sao Paulo`s municipal school, voluntarily becoming in 2005 the research site and as offspring of the study group named after "Grupo de Atividade Docente e Subjetividade (GADS), from the "Pontifícia Universidade Católica de São Paulo" (PUC-SP). In front of its compromise, the GADS made 4 meetings in this school, in 2016, comprehending the managing team. Those meetings were recorded and transcribed promoting dialogue theoricallys caffolded for which the ones taking part of the meeting could develop under the process of critically understanding their own way of thinking, feeling and doing. It was mainly the transcription of one of these meetings that worked as secondary data for this work, with the intention of guiding the elaboration of “guiding questions” used on the first interview. The information interpretation analysis happened by the means of a process called "Núcleos de Significado" as proposed by Aguiar and Ozella (2006; 2013; 2015). The analysis showed that the managing team intends to work collaboratively but that does not happen. One factor that could favor the collaborative work between the managing team and all of the school would be the fact of managers to gather weekly to discuss the promoting of the active managing in the school and also to plan and execute the teacher’s formation, under the light of their formative needs and the PPP. Unfortunately this does not occur given to the fact that the coordinators do not understand their main function. Which means to get together all of the segments for the construction and execution of a common ideal, expressed by the means of the PPP, focused on the development of the education quality and taking the responsibility for the teacher’s formation. As much as the municipal law and the formation offered, make it more difficult for the collaborative work to happen. The laws do not offer material condition so that the segments of the school can get together to discuss the PPP. The formation aimed at the direction exclusively reinforces the idea that it is yours the unique responsibility for the teachers and pedagogic therefore dividing the team. The fact that the direction and its assistants did not participate on the formation of the teachers is very worrying looking at the relevance of the reflection and the questioning over the school day-by-day looking after development and transformation. This way it is possible to question if São Paulo’s educational politic values the collaborative work and provides objective condition for it to happen / Esta investigação adotou como objetivo geral apreender as significações de uma diretora sobre a atividade da equipe gestora a fim de compreender que elementos favorecem ou dificultam um trabalho colaborativo entre os membros dessa equipe. Assumimos os pressupostos teórico-metodológicos da Psicologia Sócio-Histórica, fundamentados no Materialismo Histórico-Dialético, em particular os postulados por Vigotski e seus seguidores, com destaque às categorias: historicidade, mediação, sentidos e significados, subjetividade e atividade. Para a produção da informação, utilizamos entrevista recorrente realizada com uma assistente de direção que assumiu a direção da escola durante um ano. A pesquisa ocorreu em uma escola da rede municipal de ensino de São Paulo que, voluntariamente, tornou-se, em 2015, campo de pesquisa e formação do grupo de estudos denominado Grupo Atividade Docente e Subjetividade (GADS), da Pontifícia Universidade Católica de São Paulo (PUC-SP). Perante seu compromisso, o GADS realizou quatro encontros nesta escola, em 2016, envolvendo a equipe gestora. Tais encontros, gravados e transcritos, promoveram diálogo, teoricamente fundamentado, para que os envolvidos avançassem no processo de entendimento crítico sobre seus modos de pensar, sentir e agir. Foi justamente a transcrição de um desses encontros que serviu de dado secundário para esta dissertação, prestando-se a guiar a elaboração das questões norteadoras utilizadas na primeira entrevista. A análise e interpretação das informações ocorreram por meio do procedimento denominado “Núcleos de Significação”, conforme proposto por Aguiar e Ozella (2006; 2013, 2015). As análises realizadas revelam que a equipe gestora tem a intenção de trabalhar de forma colaborativa, mas isso não se concretiza. Um fator que poderia favorecer o trabalho colaborativo entre a equipe gestora e entre toda a escola seria o fato das gestoras se reunirem semanalmente para discutir formas de promover a gestão participativa na escola e também para planejar e executar a formação dos docentes, baseando-se nas necessidades formativas deles e no PPP. No entanto, isso não ocorre devido ao fato delas não compreenderem sua função principal. Ou seja, envolver todos os segmentos para a construção e a execução de um ideário comum, expresso por meio do PPP, voltado para a melhoria da qualidade da educação e responsabilizar-se conjuntamente pela formação dos professores. Tanto a legislação municipal como a formação oferecida dificultam que o trabalho colaborativo aconteça. A legislação não oferece condições materiais para que os diferentes segmentos da escola possam se reunir para discutir o PPP. A formação voltada apenas à coordenação reforça a ideia de que é sua a responsabilidade única pela formação dos docentes e pelo pedagógico, fragmentando a equipe. O fato de a direção e suas assistentes não participarem de formações é muito preocupante frente a relevância da reflexão e do questionamento sobre o cotidiano escolar para que haja avanço e transformação. Dessa forma, cabe questionarmos se a política educacional do município de São Paulo valoriza o trabalho colaborativo e proporciona condições objetivas para que ele ocorra

Impacto de programas de formação continuada da Secretaria Estadual de Educação de São Paulo na gestão escolar /

Para tal, buscou identificar a opinião dos diretores de escola acerca dos referidos programas e as possíveis contribuições dos mesmos na gestão escolar. Foram estudados 19 diretores de escola das Diretorias de Ensino de Catanduva (n = 8) e Taquaritinga (n = 11) por meio do uso de questionário contendo perguntas fechadas e abertas. Os resultados mostraram que a maioria dos diretores é do sexo feminino (68%), possui idade superior a 41 anos (95%), apresenta mais de 10 anos na direção de escola (42%) e atua em escolas de 5ª a 8ª série e ensino médio (79%). Com relação às atuais demandas para a gestão escolar, 37% dos diretores referem-se ao desempenho de atividades de ordem pedagógica. As dificuldades que emergem no cotidiano escolar são solucionadas principalmente por meio da implementação de colegiados (41%) e incentivo à participação da família na escola (25%). O suporte mais importante na solução de eventuais dificuldades encontradas no cotidiano da escola foi o apoio da supervisão de ensino (32%). A maioria dos diretores (69%) participou dos três programas de formação continuada (Circuito Gestão, Progestão e Gestão Educacional). A contribuição desses programas para a gestão escolar possibilitou principalmente a reflexão sobre a gestão escolar (32%) e mudanças na prática (28%). Concluindo, esses programas contribuíram para o redirecionamento de ações no cotidiano e na gestão da escola. Os conteúdos abordados nos três programas constituíram-se em aspectos positivos para a maioria dos diretores. (Resumo completo, clicar acesso eletrônico abaixo) / Abstract: This research aims at investigating the impact of continuing formation programs implemented by the Secretaria Estadual de Educação (SEE) of the State of São Paulo during the period of 2000 to 2006 in the school management. For its accomplishment, this work aimed to identity the opinion of school directors about these programs and its possible contributions in the school management. A total of 19 school directors of the Education Board Districts of the Catanduva (n= 8) and Taquaritinga (n=11) were studied through use of questionnaire containing open and closed questions. The results showed that the majority of directors is female sex (68%), has age higher than 41 years (95%), present more than 10 years in school direction (42%) and works in fundamental and high schools (79%). Regarding the current demands for the school management, 37% of the directors refer to the performance of pedagogical activities. The difficulties that occur in the school quotidian are solved mainly by means of the implementation of committees (41%) and stimulation to the family participation in the school (25%). The support more important in the resolution of eventual difficulties found in the school quotidian was the support of educational supervision (32%). The majority of the directors (69%) participated of the three continuing formation programs (Circuito Gestão, Progestão and Gestão Educacional). It also intends to gauge the view that the studied subjects have over those policies. The certification and performance evaluation of school directors policies are part of the Educar para Vencer Program, elaborated in 1999, during the César Borges government, according to the managing reform of the state public administration that had been planned since the government of Antônio Carlos Magalhães (1991-1993) and to the managing administrative reform in Brazil, brought about from 1995 on, during Fernando Henrique Cardoso s presidential mandate. In order to develop our analysis we firstly approached the changes that happened in the work world, starting in the 1970 s and its influences over the professional graduation and certification process (based on competences). Next, we discussed the logic that guides the evaluation of elementary school professionals in Brazil. In the methodological process, besides the bibliographic research, we used the documentary research and the empiric research. The empiric research had as target school directors from the state educational network in the municipality of Salvador. With this study, we could attest that the school directors evaluation policies adopted in Bahia s school network assume a ruling character of those professionals work, based on personal merit. The interviewed directors present a wrong and contradictory vision in relation to the logic that rules those policies.(AU) / Este trabalho analisa o processo de implementação das políticas de certificação ocupacional (de competências) e de avaliação de desempenho (em serviço) de dirigentes escolares, na rede estadual de ensino da Bahia. Busca também aferir a visão que os sujeitos avaliados têm sobre essas políticas. As políticas de certificação e de avaliação de desempenho de dirigentes escolares integraram o Programa Educar para Vencer, formulado em 1999, no Governo de César Borges, em consonância com a reforma gerencialista da administração pública estadual que já vinha sendo planejada, desde a gestão do Governador Antônio Carlos Magalhães (1991-1993) e com a reforma administrativa gerencialista do Estado brasileiro realizada a partir de 1995, durante a presidência de Fernando Henrique Cardoso. Para desenvolver nossa análise, abordamos inicialmente as mudanças ocorridas no mundo do trabalho, a partir da década de 1970 e suas influências nos processos de formação e certificação profissional (baseados em competências). Em seguida, discutimos sobre a lógica que vem norteando a avaliação de profissionais da educação básica no Brasil. No percurso metodológico, além da pesquisa bibliográfica, utilizamos a pesquisa documental e a pesquisa empírica. A pesquisa empírica teve como público-alvo dez diretores escolares da rede estadual de ensino do município de Salvador. Com o estudo realizado, pudemos evidenciar que as políticas de avaliação de dirigentes escolares implantadas na rede estadual de ensino baiana assumem um caráter regulatório do trabalho desses profissionais, com base no mérito individual. The diploma Thesis stems from the finding that the human behaviour is a combined result of the push from outer environment and the human personality. The theoretical part of the study is based on the scientific literature, on documents dealing with the social standing of a school director in the society, and on the research studies dealing with the director's personality. It treats the characterisation of the personality, personal typology, properties and motivations. It brings information about the present-day concept of the success. Primarily, the attention is payed to the directors' competency a their roles in the management of the school. The research part of the diploma Thesis deals with the question of personal prerequisites and competencies, as they were found on the basis of quentionairies and data obtained from individual directors, who perform their leading role in the real environment of schools, and from the founders of these schools located on the territory of the capital of Prague. Sebeřízení jako prostředek pro rozvoj a udržitelnost osobních kompetencí ředitele školy / Self-management as a means for advancement and maintenance of personal competence of school directors

The thesis deals with self-management of head teachers and its application in the present which is characterized by an environment of never-ending changes which place considerable demands on the overall preparedness of school management to face these demands. This theses has been completed using search of available literature and free Internet resources related to this issue. The theoretical part explains the basic concepts related to the topic. The personality and skills of managers are also described there. Based on the analysis and comparison of scientific literature I describe the techniques and procedures recommended by the authors who deal with this issue. With the help of a survey in the form of half-structured interviews with managers of education in different types of schools in a district town I try to find out what self-management techniques covering the biological, psychological and social areas are practised by head teachers in order to maintain and develop relevant skills. In conclusion, based on the acquired data I suggest a process of self-management of head teachers. Recommended methods and procedures can be used as a strategic tool for maintaining and developing their competencies necessary to carry out their profession in a quality way. Τις δύο τελευταίες δεκαετίες ο ρόλος και τα καθήκοντα των διοικητικών οργάνων της εκπαίδευσης και των υποστηρικτικών θεσμών έχουν γίνει αντικείμενο θεμελιωδών αλλαγών και έχουν αποκτήσει εξαιρετική σημασία ως αποτέλεσμα των εξελίξεων εντός και εκτός της εκπαίδευσης. Object of present work is the role, the place, the duties and the competences of directors of compulsory education school units in the reason of European Union (EU) and his comparison with that they are in effect in three European countries: Greece - Finland – Cyprus. It is attempted to be described the landscape and to be found possible influences, convergences or divergences. It is supported that the Neoliberal reason that is developed in the past few years, influences in smaller or bigger degree so much the EU as the other under review countries depending on the particularities that it presents each one.
