Uticaj odnosa s medijima na pojedine organizacione i poslovne performanse u preduzećima u Srbiji / The impact of media relations on certain organizational and business performances in companies in Serbia

<p>Disertacija se bavi uticajem odnosa s medijima (MR) na pojedine organizacione i poslovne performanse, u preduzećima u Srbiji. Konkretno, diesrtacija obuhvata uticaj odnosa s medijima (MR) na zadovoljstvo komunikacijom (CS), korporativni kredibilitet (CC), finansijske performanse (FP), distancu moći (PD), orjentaciju ka budućnosti (FO) i su&scaron;tinsko transformaciono liderstvo (CTL). Podaci su dobijeni anketiranjem N = 394 srednja menadžera iz 123 preduzeća u Srbiji. Od metoda statističke obrade podataka kori&scaron;ćeni su: deskriptivna statistika, korelaciona analiza, regresiona analiza, t-test i hijerarhijska regresiona analiza. Osnovni zaključci istraživanja su: 1. Korelacije između uticaja odnosa s medijima i organizacionih i poslovnih performansi su statistički značajne, snažne i pozitivne, u najvećem broju slučajeva. Najveći uticaj na organzacione i poslovne performanse imaju savremeni mediji. 2. Odnosi s medijima imaju mali uticaj na korporativni kredibilitet, a taj uticaj se ostvaruje, pre svega, preko savremenih medija. 3. Među finansijskim performansama, odnosi s medijima naročito pozitivno utiču na trži&scaron;ni udeo i rast prodaje. 4. Za povećanje organizacionih performansi, preduzeća bi posebno trebala da posvete pažnju savremenim medijima, kao i prisutnosti direktora u medijima. 5. Za povećanje finansijskih performansi, preduzeća bi posebno trebala da posvete pažnju, kako savremenim, tako i tradicionalnim medijima, pri čemu prisutnost preduzeća u medijima ima prednost nad prisustvom direktora u medijima. 6. Unapređenjem odnosa s medijima, preduzeće stvara dobru osnovu za podizanje nivoa organizacionih i poslovnih performansi.</p> / <p>The dissertation deals with the impact of media relations (MR) on certain organizational and business performances in Serbian companies. Specifically, the dissertation deals with the impact of media relations (MR) on communication satisfaction (CS), corporate credibility (CC), financial performance (FP), power distance (PD), future orientation (FO) and core transformational leader behaviour (CTL). The data were obtained using questionnaires completed by N = 394 middle managers from 123 companies in Serbia. The statistical methodologies that were used in the data analysis are: descriptive statistics, correlation analysis, regression analysis, t-test and hierarchical regression analysis. The main conclusions of the study are as follows. 1. The correlations between the media relations items and organizational and business performance are statistically significant, strong and positive, in most cases. Modern media have the greatest impact on organizational and business performance. 2. Media relations have little impact on corporate credibility, and that influence is achieved primarily through modern media. 3. In terms of financial performance, media relations have a particularly positive influence on market share and sales growth. 4. To increase organizational performances, companies should pay close attention to modern media, as well as to the presence of the CEO in the media. 5. To increase business (financial) performance, companies should pay considerable attention to both modern and traditional media, while the company&rsquo;s media presence has an advantage over that of the CEO.</p>

Radio-Television of Serbia (1989-2009): The Changing Role of State TV in a Post-communist Country

This study examined the differences in reporting in Radio-Television of Serbia's (RTS) main newscast, Dnevnik 2, between the period of Slobodan Milosevic’s rule (1989-2000) and the period after the establishment of democracy in Serbia (2001-2009). The data were gathered by the content analysis of 63 RTS newscasts in the period 1989-2009. The research included quantitative analysis as well as additional observations of RTS newscasts noted at the time of coding. The major findings suggest that in the democratic period (2001-2009) RTS newscasts become shorter, more consistent in duration, less dedicated to coverage of state and ruling party officials’ activities, and more inclined to reporting about social issues and other political events. The number of voices in RTS newscasts became significantly higher. The overall reporting became more balanced and more diverse. At the same time RTS kept the old priority in news reporting which put Official Stories in leading positions and remained occasionally inclined to increase the number of Official Stories in times of important political events. Based on these results this study derived the following hypotheses for state/public service television stations in countries in transition: 1) consistency of duration of newscasts increases as the regime in the country becomes less controlling 2) the dominance of Official Stories decreases as the regime in the country becomes less controlling 3) the number of sound bites in newscasts increases as the regime becomes less controlling (the number of voices in newscasts increases as the democracy progresses), and 4) the coverage of Official Stories increases in times of important domestic political events, possibly those that have endangered national security, even if the regime becomes less controlling.

Sustainable Development Perspectives for Serbian Mountain Areas: Lessons from the European Context

Starting from the hypothesis European countries have more experience in addressing problems in their mountain areas, the research was designed as a cross-country study mixed with a casestudy approach. Major European mountain massifs were embraced within the first phase of the research (exploratory-descriptive), indicating how similar problems in Serbian [SMA] and other European mountain areas [EMA] are and how their countries address them. The next task was to present how sustainable development of SMA alone can be enhanced, which was done in the explanatory phase. Multiple source analysis, also known as the triangulation method, enabled evidence cross-checking. In the case of SMA, data was collected from both available sources and interviews conducted in three rounds with experts, authorities and the local population (in four municipalities), while data for other EMA was obtained solely from written sources. Both qualitative and quantitative data were analysed. The research led to identification of five categories of problems: environmental, demographic, infrastructure, economic and management. In this regard, SMA have been shown to be similar to other EMA in terms of environmental and demographic issues, while differing from them in matters of the economy, physical accessibility, infrastructure endowment and management. The Balkan Mountain Massif and the Carpathians showed the greatest similarity to SMA. In contrast, the Alps showed a considerably lower extent of problems because of the length of time already spent on finding solutions for them. The identified problem categories in mountain areas Serbia has been dealt for the shortest period of time, including defining and promotion of principles, instruments and measures. The issues stressed are: Serbia lacks decision-making power below the national level, explicit measures for mountain area problems and their implementation. The greatest gap between EMA and SMA appeared to be in the sphere of management, where Serbia has done the least. The last part of the research argues and suggests the prospects for the sustainable development of SMA, split into three main fields of action - management, infrastructure and the economy, and additionally a couple of actions valuable for all the fields simultaneously – urban-rural dependences and activation of the civil sector and volunteers. Within the management field, active local population participation, responsible realisation of the full cycle of decision making - from research to evaluation – and the special status for SMA are highlighted as inevitable in the enhancement process. In the field of the economy, the suggestions made are economic diversification and the improvement of products and job attractiveness, which are expected to positively affect the dissemination of knowledge, product marketing and accessibility to the market. Finally, the sustainable development perspectives aligned in the field of accessibility and infrastructure are the endowment of roads, modernisation of education and ICT endowment. / Ausgehend von der Hypothese, dass europäische Länder bereits vielfältige Erfahrungen mit der Bewältigung von Problemen in ihren Berggebieten haben, ist die vorliegende Forschungsarbeit als länderübergreifende Fallstudie angelegt worden. In einem ersten, exploratorischdeskriptiven Teil der Forschungsarbeit werden die größten europäischen Gebirgsmassive vorgestellt. Es wird herausgearbeitet, wie sich Probleme in serbischen [SBG] und anderen europäischen Berggebieten [EBG] ähneln und auf welche Art und Weise sich die einzelnen Länder mit ihren Berggebieten auseinandersetzen. Dies geschieht in der Absicht, Wege aufzuzeigen, wie eine nachhaltige Entwicklung der Berggebiete in Serbien angegangen werden könnte. Daten aus verschiedenen Quellen sind zu diesem Zweck ausgewertet worden, wodurch auch die Prüfung der Daten, d.h. ihre Triangulation möglich war. Im Falle der SBG wurden Daten aus zwei verfügbaren Quellen herangezogen. Außerdem sind Interviews mit Fachexperten, Behörden und den Bewohnern in vier Gemeinden geführt worden. Zu den EBG sind verfügbare Daten aus der Literatur genutzt worden. Sowohl qualitative als auch quantitative Daten sind in die Analyse einbezogen worden. Fünf Kategorien von Problemen konnten auf diese Weise herausgearbeitet werden: ökologische, demographische, infrastrukturelle, wirtschaftliche und administrative Probleme. Es konnte gezeigt werden, dass die SBG und die EBG vor allem in Bezug auf die Umwelt und die Demographie Ähnlichkeiten besitzen. Unterschiede zeigten sich vor allem in Bezug auf Fragen der Wirtschaft, der physischen Zugänglichkeit, der infrastrukturellen Ausstattung und der Verwaltung. Das Gebirgsmassiv im Balkan und den Karpaten besitzt die größte Ähnlichkeit mit den SBG. Im Gegensatz dazu, zeigten die Alpen wesentlich geringere Probleme, da diese seit einem längeren Zeitraum angegangen werden. Im darauffolgenden, analytischen Teil der Arbeit werden zu jeder der identifizierten Problemkategorien in Serbien kurzfristig umsetzbare Entwicklungsprinzipien, Instrumente und Maßnahme vorgeschlagen. Herausgestellt werden folgende Aspekte: Serbien braucht mehr Entscheidungsbefugnis unterhalb der nationalen Ebene, es braucht besondere Instrumente zur Bewältigung der Probleme seiner Berggebiete sowie eigene Ansätze zu deren Umsetzung. Der größten Differenzen zwischen EBG und SBG werden im Bereich der Verwaltung gesehen, da Serbien hier bisher die wenigsten Anstrengungen unternommen hat. Im letzten Teil der Arbeit werden Perspektiven für die nachhaltige Entwicklung der SBG aufgezeigt, aufgeteilt in drei mögliche Haupthandlungsfelder– Verwaltung, Infrastruktur und Wirtschaft. Außerdem werden Maßnahmen vorgeschlagen, die alle Problemfelder übergreifen. Dazu gehören die Bezugnahme von Stadt und Land sowie die Aktivierung zivilen und ehrenamtlichen Engagements innerhalb der SBG. Für den Bereich der Verwaltung werden die aktive Einbeziehung der lokalen Bevölkerung, die verantwortungsvolle Umsetzung planerischer Entscheidungsprozesse – von der Forschung bis hin zur Evaluierung – sowie die Einrichtung eines besonderen Status für die SBG als notwendig für deren nachhaltige Entwicklung erachtet. Für den Bereich der Wirtschaft werden Diversifikation, die qualitative Verbesserung von Erzeugnissen sowie die Steigerung des Angebotes attraktiver Arbeitsplätze als Entwicklungsmöglichkeiten vorgeschlagen, da diese voraussichtlich positiv auf die Verbreitung von Wissen, Produktmarketing und die Zugänglichkeit zu den Märkten wirken. Darüber hinaus werden für nachhaltige Entwicklungsperspektiven der SBG in Bezug auf die Erreichbarkeit und die Infrastruktur die Einrichtung von Straßen, die Modernisierung von Bildungseinrichtungen und die Einrichtung von Informations- und Kommunikationswegen angeregt.

Politicizing humanitarian aid: the European Union's aid program and its role in the Kosovo Crisis

As the field of humanitarian aid continues to grow exponentially, the politicization of humanitarian aid is an increasing concern. The European Union's humanitarian aid office (ECHO) is the world's second largest aid donor and widely understood to be unpoliticized due to its multilateral nature, relative institutional isolation, needs-based mandate and use of standardized assessment indicators. Using primary and secondary literature and interview sources, this thesis takes a critical look at the EU's aid program and ECHO's work with operating partners using a framework of four degrees of politicization. These degrees are applied throughout the thesis and in a short case study of the EU's aid programs during the Kosovo crisis of 1999. It finds that while ECHO offers an outstanding example of official policy commitments to unpoliticized aid, in practice, it too is subject to the influences of politicization. The thesis concludes with an assessment of how ECHO might address the politicization of aid to improve future aid programs.

Negotiating tropes of madness : trauma and identity in post-Yugoslav cinemas

This thesis examines how madness has been used in post-Yugoslav cinemas to facilitate thinking about experiences of the break-up of the SFRY throughout the 1990s and 2000s, its consequences and implications for the future. The study conceptualises post-Yugoslav film cultures as public spheres in which artistic and industrial practices are often combined to create meaning around the core themes of trauma and identity in post-Yugoslav cultures. Working with seven feature-length titles from a range of post-Yugoslav successor states (Croatia, Bosnia and Herzegovina, Serbia, Macedonia and Kosovo) I illustrate how images of madness have been essential in the cultural processing of events of the 1990s. Whilst featuring individuals suffering mental instabilities and disturbances, and sometimes asylums or mental health institutions, I contend such films are not ultimately concerned – on a thematic level – with mental health, but instead focus on the use of such characters in a metaphoric capacity for engaging core themes of Yugoslav break-up, conflicts, and difficulties of subsequent transition. Using the semantic/syntactic approach to genre, I identify two common ways in which madness is used on a textual level to engage these core themes. The first of these, the ‘inside-out asylum trope of madness’, is concerned with the use of the asylum in films which assess critically the dominant political ideologies of the successor states in question at a time when political pluralism was not yet established by the transition process. Films discussed include Burlesque Tragedy (Marković, 1995), Marshall Tito’s Spirit (Brešan, 1999), and Kukumi (Qosja, 2005). The second trope is the ‘multiple realities trope of madness’ in which the presentation of diegetic reality on screen is adapted to reflect various conceptualisations of trauma and loss arising from Yugoslav break-up and transition. Here the films include Loving Glances (Karanović, 2003), Fuse (Žalica, 2003), Mirage (Ristovski, 2004) and Land of Truth, Love and Freedom (Petrović, 2000). Across the films selected, it is madness which ultimately provides a diverse pool of metaphors and images for an assessment of Yugoslavia’s traumatic demise and the ensuing process of picking through the debris of its ideology, cultural practices, values and ways of living for precisely what might be salvageable and what should be discarded.

The dispute between Bosnian Muslims and Serbs

In 1918, Serbs, Croats and Slovenes established a kingdom called "Yugoslavia." Serbs were considering this state as the state of Serbs. Bosnia Hercegovina's community or political powers did not help the establishment of Yugoslavia. The official ideology considered Muslims as the heir of the Ottoman occupiers in the Balkans. In the first Yugoslavia, Bosnian Muslims were under pressure and they were attacked by Serbs who had the official support of the administration. In time those attacks turned into ethnic cleansing. Bosnian Muslims were pushed out of the government bureaucracy and their lands.

<p>U etniĉkoj grupi Banatskih Bugara, u Srbiji,<br />Rumuniji i Bugarskoj, rodni odnosi su predmet<br />kontinuiranih transformacija. Pružajući doprinos<br />prouĉavanjima identiteta ţena iz manjinskih<br />etniĉkih grupa, kao i komparativnom prouĉavanju<br />etniciteta u zemljama koje dele sliĉne dru&scaron;tvenopolitiĉke<br />okolnosti socijalizma i postsocijalizma,<br />ovo istraživanje ima za cilj da utvrdi na koje<br />naĉine Banatske Bugarke u razliĉitim<br />dru&scaron;tvenim kontekstima, oblikuju rodni,<br />etniĉki i religijski identitet. Kako su jezik i<br />religija dva najznaĉajnija dru&scaron;tvena i politiĉka<br />domena kulturne razlike u modernom svetu, a<br />rodni identiteti ne deluju nezavisno, već u<br />sadejstvu sa drugim identitetima, intersekciju<br />rodnih identiteta sa etniĉkim i religijskim<br />posmatram sa stanovi&scaron;ta oĉuvanja identiteta<br />grupe. Analizama položaja žena u javnoj sferi<br />života posvećuje se znaĉajnija pažnja, a<br />zanemaruju se rodni odnosi u privatnoj sferi<br />života, posebno brojĉano malih etniĉkih grupa.<br />Privatna sfera života je, međutim, znaĉajna, jer<br />rodni identiteti u ovoj sferi utiĉu na<br />oblikovanje etniĉkog i religijskog ideniteta i na<br />njihovu intersekciju. Reĉ je o regionu sa<br />razliĉitim istorijskim iskustvima i tradicijama<br />multikulturalizma i koji se odlikuje ĉestim<br />promenama državnih granica. Kontekstualni<br />okvir analize, pored rodnih režima, ĉine<br />potiskivanje religije u socijalizmu, te<br />afirmacija etniĉkih i religijskih identiteta u<br />postsocijalizmu. Akcenat istraživanja je na<br />ženama, ali da bi analiza intersekcije bila<br />celovita, u ovom etnografskom istraţivanju,<br />zastupljeni su i mu&scaron;karci. Ukupno je 51 osoba<br />u osnovnom uzorku, od ĉega, 31 žena i 20<br />mu&scaron;karca. Rezultati pokazuju zadržavanje<br />patrijarhalnih rodnih odnosa u privatnoj sferi<br />života u seoskim okruženjima, uz izuzetak<br />Bugarske, u pojedinim aspektima. Intersekcije<br />identiteta se razlikuju u odnosu na<br />kontekstualne karakteristike Srbije, Rumunije i&nbsp;</p><p>Bugarske i zavise od vi&scaron;estrukih povezanosti<br />na relaciji privatna/javna sfera: od mogućnosti<br />upotrebe maternjeg jezika, karakteristika<br />etniĉki i religijski me&scaron;ovitih brakova i<br />porodica, te od rodnih razlika u religioznosti.<br />Najveći uticaj na oĉuvanje identiteta imaju<br />rodni identiteti žena, jer one socijalizaciju decu<br />i prenose etniĉki i religijski identitet u sledećoj<br />generaciji. Po&scaron;to su žene religioznije od<br />mu&scaron;karaca u sve tri države, veći stepen<br />religioznosti je u pozitivnoj korelaciji sa<br />oĉuvanjem i etniĉkog i religijskog identiteta, u<br />kontekstu etnifikovane crkve. Uloge<br />mu&scaron;karaca u oĉuvanju identiteta, nalaze se u<br />javnoj sferi života i one su omogućene rodnom<br />podelom rada u privatnoj sferi ţivota. U<br />postsocijalizmu, u kontekstu desekularizacije i<br />afirmacije jezika i etniĉkog identiteta, mu&scaron;karci<br />su zastupljeniji u javnim ulogama, ali se beleži<br />postepena transformacija rodnih odnosa u<br />pravcu veće egalitarnosti, posebno u mlađoj<br />generaciji u uzorku, u urbanom okruženju i kod<br />osoba sa većim stepenom obrazovanja.</p> / <p>Gender relations within the ethnic group of<br />Banat Bulgarians have been a subject of<br />transformation in Serbia, Romania and<br />Bulgaria, both during the socialist as well as<br />during the post-socialist period. By<br />contributing to the study of female identity in<br />minority ethnic groups as well as to the<br />comparative study of ethnicity in countries<br />which have similar social and political<br />circumstances in light of socialism and postsocialism,<br />this thesis aims at determining the<br />manner in which the Banat Bulgarian women<br />in different political and social contexts shape<br />and define their gender, ethnic and religious<br />identity. Given the fact that the religion and<br />language are the two most significant social<br />and political domains in terms of cultural<br />differences in the modern world and that the<br />gender identities do not act independently, but<br />rather in conjunction with other identities the<br />intersection of the gender identity and the<br />ethnic and religious identity is observed from<br />the perspective of fostering and preserving the<br />identity of the group. While much focus has<br />been put on the analyses regarding the status of<br />women in the public sphere, the gender<br />relations in the private sphere in smaller ethnic<br />groups still remain under-researched. The<br />private sphere is very important since the<br />gender identities affect the shaping of the<br />ethnic and religious identity and their<br />intersection. This region has a plethora of<br />diverse historical experiences and multicultural<br />traditions and is often characterized by changes<br />in state borders. The contextual framework of<br />the analyses, in addition to gender regimes,<br />includes suppression of religion as well as the<br />affirmation of ethnic and religious identities in<br />post-socialism. Even though the focus of the<br />research was women, in order to make a<br />comprehensive analysis of the intersection, this</p><p>research also included men. The research<br />included 51 interviewees (31 women and 20<br />men). The results indicate a preservation of<br />patriarchal gender relations in the private<br />sphere in rural areas, with the exception of<br />Bulgari, in specific aspects. The identity<br />intersections differ in relation to contextual<br />differences between Serbia, Romania and<br />Bulgaria and mostly depend on multi-faceted<br />connections between the private and the public<br />sphere e.g. the use of the mother tongue,<br />characteristics of ethnically and religiously<br />mixed marriages and families as well as gender<br />differences in religiousness. The female gender<br />identity has the greatest impact on the<br />preservation of an identity i.e. the women<br />socialise their children and carry on their<br />ethnic and religious identity. Since women are<br />more religious in all three countries, the greater<br />degree of religiousness is in positive<br />correlation with the preserving of the ethnic<br />and religious identity, in the context of an<br />ethnically-specific church. Male roles<br />regarding the preservation of identity belong to<br />the public sphere. In post-socialism, in the<br />context of de-secularisation, the state enables<br />and promotes the affirmation of language and<br />ethnic identity. Men have more prominent<br />public roles, however the transformation of<br />gender relations slowly shifts towards equality<br />is noticeable, especially among the younger<br />generations in the sample, in urban areas and<br />among persons with a higher degree of<br />education.</p>

Major European mountain massifs were embraced within the first phase of the research (exploratory-descriptive), indicating how similar problems in Serbian [SMA] and other European mountain areas [EMA] are and how their countries address them. The next task was to present how sustainable development of SMA alone can be enhanced, which was done in the explanatory phase. Multiple source analysis, also known as the triangulation method, enabled evidence cross-checking. In the case of SMA, data was collected from both available sources and interviews conducted in three rounds with experts, authorities and the local population (in four municipalities), while data for other EMA was obtained solely from written sources. Both qualitative and quantitative data were analysed. The research led to identification of five categories of problems: environmental, demographic, infrastructure, economic and management. In this regard, SMA have been shown to be similar to other EMA in terms of environmental and demographic issues, while differing from them in matters of the economy, physical accessibility, infrastructure endowment and management. The Balkan Mountain Massif and the Carpathians showed the greatest similarity to SMA. In contrast, the Alps showed a considerably lower extent of problems because of the length of time already spent on finding solutions for them. The identified problem categories in mountain areas Serbia has been dealt for the shortest period of time, including defining and promotion of principles, instruments and measures. The issues stressed are: Serbia lacks decision-making power below the national level, explicit measures for mountain area problems and their implementation. The greatest gap between EMA and SMA appeared to be in the sphere of management, where Serbia has done the least. The last part of the research argues and suggests the prospects for the sustainable development of SMA, split into three main fields of action - management, infrastructure and the economy, and additionally a couple of actions valuable for all the fields simultaneously – urban-rural dependences and activation of the civil sector and volunteers. Within the management field, active local population participation, responsible realisation of the full cycle of decision making - from research to evaluation – and the special status for SMA are highlighted as inevitable in the enhancement process. In the field of the economy, the suggestions made are economic diversification and the improvement of products and job attractiveness, which are expected to positively affect the dissemination of knowledge, product marketing and accessibility to the market. Finally, the sustainable development perspectives aligned in the field of accessibility and infrastructure are the endowment of roads, modernisation of education and ICT endowment. / Ausgehend von der Hypothese, dass europäische Länder bereits vielfältige Erfahrungen mit der Bewältigung von Problemen in ihren Berggebieten haben, ist die vorliegende Forschungsarbeit als länderübergreifende Fallstudie angelegt worden. In einem ersten, exploratorischdeskriptiven Teil der Forschungsarbeit werden die größten europäischen Gebirgsmassive vorgestellt. Es wird herausgearbeitet, wie sich Probleme in serbischen [SBG] und anderen europäischen Berggebieten [EBG] ähneln und auf welche Art und Weise sich die einzelnen Länder mit ihren Berggebieten auseinandersetzen. Dies geschieht in der Absicht, Wege aufzuzeigen, wie eine nachhaltige Entwicklung der Berggebiete in Serbien angegangen werden könnte. Daten aus verschiedenen Quellen sind zu diesem Zweck ausgewertet worden, wodurch auch die Prüfung der Daten, d.h. ihre Triangulation möglich war. Im Falle der SBG wurden Daten aus zwei verfügbaren Quellen herangezogen. Außerdem sind Interviews mit Fachexperten, Behörden und den Bewohnern in vier Gemeinden geführt worden. Zu den EBG sind verfügbare Daten aus der Literatur genutzt worden. Sowohl qualitative als auch quantitative Daten sind in die Analyse einbezogen worden. Fünf Kategorien von Problemen konnten auf diese Weise herausgearbeitet werden: ökologische, demographische, infrastrukturelle, wirtschaftliche und administrative Probleme. Es konnte gezeigt werden, dass die SBG und die EBG vor allem in Bezug auf die Umwelt und die Demographie Ähnlichkeiten besitzen. Unterschiede zeigten sich vor allem in Bezug auf Fragen der Wirtschaft, der physischen Zugänglichkeit, der infrastrukturellen Ausstattung und der Verwaltung. Das Gebirgsmassiv im Balkan und den Karpaten besitzt die größte Ähnlichkeit mit den SBG. Im Gegensatz dazu, zeigten die Alpen wesentlich geringere Probleme, da diese seit einem längeren Zeitraum angegangen werden. Im darauffolgenden, analytischen Teil der Arbeit werden zu jeder der identifizierten Problemkategorien in Serbien kurzfristig umsetzbare Entwicklungsprinzipien, Instrumente und Maßnahme vorgeschlagen. Herausgestellt werden folgende Aspekte: Serbien braucht mehr Entscheidungsbefugnis unterhalb der nationalen Ebene, es braucht besondere Instrumente zur Bewältigung der Probleme seiner Berggebiete sowie eigene Ansätze zu deren Umsetzung. Der größten Differenzen zwischen EBG und SBG werden im Bereich der Verwaltung gesehen, da Serbien hier bisher die wenigsten Anstrengungen unternommen hat. Im letzten Teil der Arbeit werden Perspektiven für die nachhaltige Entwicklung der SBG aufgezeigt, aufgeteilt in drei mögliche Haupthandlungsfelder– Verwaltung, Infrastruktur und Wirtschaft. Außerdem werden Maßnahmen vorgeschlagen, die alle Problemfelder übergreifen. Dazu gehören die Bezugnahme von Stadt und Land sowie die Aktivierung zivilen und ehrenamtlichen Engagements innerhalb der SBG. Für den Bereich der Verwaltung werden die aktive Einbeziehung der lokalen Bevölkerung, die verantwortungsvolle Umsetzung planerischer Entscheidungsprozesse – von der Forschung bis hin zur Evaluierung – sowie die Einrichtung eines besonderen Status für die SBG als notwendig für deren nachhaltige Entwicklung erachtet. Für den Bereich der Wirtschaft werden Diversifikation, die qualitative Verbesserung von Erzeugnissen sowie die Steigerung des Angebotes attraktiver Arbeitsplätze als Entwicklungsmöglichkeiten vorgeschlagen, da diese voraussichtlich positiv auf die Verbreitung von Wissen, Produktmarketing und die Zugänglichkeit zu den Märkten wirken. Darüber hinaus werden für nachhaltige Entwicklungsperspektiven der SBG in Bezug auf die Erreichbarkeit und die Infrastruktur die Einrichtung von Straßen, die Modernisierung von Bildungseinrichtungen und die Einrichtung von Informations- und Kommunikationswegen angeregt.
