Placing blame or finding peace: a qualitative analysis of the legal response to rape as a war crime in the former Yugoslavia

This thesis is a qualitative analysis of the international legal response to rape as war crime in the former Yugoslavia. Through the examination of the International Criminal Tribunal for the former Yugoslavia (ICTY) and the case law it has generated, this thesis addresses the question will the androcentric characteristics of law found in domestic rape cases be replicated at the international level? More specifically this thesis undertakes an examination which questions will international law be able to adequately amplify and listen to women voices, or will the women’s words be silenced by the rule of law? The following research is loosely informed by Carol Smart’s (1989) sociology of law theory combined with Liz Kelly’s (1988) notions of coping, resisting, and surviving. The purpose of using Kelly’s theory is to go beyond viewing women as inevitable victims of sexual assault. The methodological approach is both qualitative and inductive. It draws on data from the ICTY structure, Statute, Rules of Procedures and Evidence, case law and transcripts and women’s stories presented outside the legal realm. The analysis reveals that while written law (including the interpretation and application of the law) is somewhat aware of the experiences of women, it falls short of adequately responding to the needs of women. A detailed look at the women’s stories of war revealed diverse experiences not captured in the legal realm. The women’s stories spoke of concerns beyond sexual assault and other crimes identified by the ICTY Statute. This thesis also introduces alternatives or complimentary approaches to law when dealing with war crimes. These alternatives include women’s local groups and truth commissions. This thesis also identifies the criminological relevance of studying war crimes (as defined by international law) and crimes of war and marks an important step in understanding rape and war from a criminological perspective.

Les Bunjevci sont un petit groupe ethnolinguistique sud-slave qui réside dans la région de Bačka, au nord de la Province de Voïvodine en Serbie, ainsi qu'au sud de la Hongrie voisine. À travers une approche monographique et transdisciplinaire, nous tentons de contribuer à la compréhension des rapports complexes entre langue et identité (ethno)nationale en contexte minoritaire. Les Bunjevci peuvent être considérés, selon l'anthropologue serbe M. Prelić (2007), comme un groupe « à l'identité ethnique controversée ou contestée ». En effet, la question de leur appartenance ethnonationale – notamment leur catégorisation vis-à-vis des autres groupes sud-slaves de la région, Croates et Serbes – fait l'objet de débats depuis plusieurs siècles, dans les sphères politiques et scientifiques. Au cours de l'histoire, ils se sont trouvés en périphérie de divers mouvements d'intégration nationale (hongrois, serbe, croate, yougoslave) qui tendaient à les incorporer. À l'heure actuelle, bien qu'ils soient officiellement reconnus comme l'une des nombreuses « minorités nationales » de Serbie, ce statut leur est formellement dénié, de l'autre côté de la frontière, par les institutions hongroises. Leur existence en tant qu'entité ethnonationale particulière est également explicitement contestée par la Croatie voisine, tout comme par les institutions de la minorité nationale croate en Serbie, qui perçoivent les Bunjevci comme des Croates. Ayant obtenu le statut de « minorité nationale » au début des années 2000, les Bunjevci de Serbie – ou plutôt, les activistes nationaux qui les représentent – amorcent un véritable processus de (re)construction nationale dans lequel un rôle primordial est attribué à la langue. La « langue des Bunjevci » (bunjevački jezik), une variété štokavienne ikavienne (autrefois considérée comme un parler local de la langue serbo-croate), est aujourd'hui placée au centre des revendications de cette minorité et mise en avant comme un des éléments assurant l'individuation des Bunjevci vis-à-vis des Serbes et des Croates. / The Bunjevci are a small South Slavic ethnolinguistic group which lives in the Bačka region, in the north of the Province of Vojvodina in Serbia, as well as in the south of neighboring Hungary. Through a monographic and interdisciplinary approach, we try to contribute to the understanding of the complex relationship between language and (ethno)national identity in a minority context. According to the Serbian anthropologist M. Prelić (2007), the Bunjevci can be considered as a group "with controversial or disputed ethnic identity". Indeed, the question of their ethnonationality – especially their categorization vis-à-vis other South Slavic groups in the region, Croats and Serbs – has been the subject of debate for centuries, in political and scientific spheres. In the past, they were located on the periphery of various national integration movements (Hungarian, Serbian, Croatian, Yugoslavian) which tended to incorporate them. Today, although they are officially recognized as one of the many "national minorities" of Serbia, the Hungarian institutions formally deny them this status on the other side of the border. Their existence as a particular ethnonational entity is also explicitly contested by neighboring Croatia, as well as by the institutions of the Croatian national minority in Serbia, which perceive Bunjevci as Croats. Having obtained the status of "national minority" in the early 2000s, the Bunjevci of Serbia – or rather, the national activists representing them – begin a genuine process of national (re)construction in which a key role is assigned to the language. The "Bunjevac language" (bunjevački jezik), a štokavian ikavian variety (once considered as a local speech of the Serbo-Croatian language), is now placed at the center of the minority's claims and put forward as one of the elements ensuring the individuation of the Bunjevci from the Serbs and the Croats.

Integração e segurança nas relações entre a União Européia e os Bálcãs Ocidentais (2000-2014)

La projection des normes et des valeurs est un moyen par lesquels un acteur international gère et maintient un contrôle ou une influence sur un domaine particulier dans le système international. L'Union européenne (UE) suit cette logique dans sa politique étrangère, qui est guidée par une orientation normative à la défense de quelques valeurs. La promotion de ces normes donne un poids politique à sa performance sur la scène internationale. L'objet de cette recherche est les relations entre l'Union européenne et les Balkans occidentaux, ici représentée par les anciennes républiques yougoslaves de la Bosnie- Herzégovine, la Croatie, la Macédoine et la Serbie, dans la période 2000-2014. L'objectif de cette étude est d'analyser l'élargissement de l'UE aux Balkans occidentaux et de son rôle dans la réforme du secteur de sécurité dans les pays des Balkans. Cette analyse comprend des discussions sur la nature de l'UE et son rôle régional et international, la dynamique de l'intégration et de sécurité dans le voisinage européen et l'utilisation du principe de conditionnalité et du phénomène d'européanisation comme des expressions de la puissance normative de l'UE. L'hypothèse est que, grâce à sa puissance normative, l'UE exerce un pouvoir d'attraction irrésistible vers les pays des Balkans, qui les conduisent à accepter le processus d'adhésion, même s'ils ne sont pas contraints du consentement des règles. Par conséquent, la puissance normative de l'UE est plus une force d'attraction irrésistible qu'une imposition de normes - et c'est pour ça qu'elle constitue un soft power. Le processus d'élargissement, alors, peut être considéré comme un outil expansionniste de sa politique de soft power, constituant le moyen par lequel elle projette sa puissance régionale: la propagation des normes européennes est le principal instrument de la puissance de l'UE comme un système régional. En raison de l'exercice de ce pouvoir, nous suggérons que le processus d'élargissement affecte en quelque sorte la réforme du système de sécurité des pays des Balkans. Puisque l'un des principaux intérêts de l'UE dans les Balkans occidentaux est la sécurité de la région, le processus d'expansion interfère dans les réformes de sécurité de chaque État balkanique. Néanmoins, l'UE prend soin de sa sécurité et celle de ses membres à travers une politique d'expansion conditionné et institutionnalisé par elle. La méthodologie de cette étude est le développement d'outils théoriques pour représenter la puissance normative comme un outil de soft power dans les relations entre l'UE et les Balkans occidentaux. Le cadre des objets de recherche se fait en analysant leurs trajectoires de construction de l'État et de la tendance de la démocratie. Ensuite, le processus de Stabilisation et d'association est examinée ainsi que la performance des candidats des Balkans occidentaux, à travers l'analyse du contenu des instruments normatifs de l'UE et des entretiens avec les membres des divisions nationales et de l'UE liées à l'élargissement. Enfin, un modèle explicatif est conçu pour être appliqué au phénomène d'européanisation des réformes de sécurité dans le cadre du processus d'adhésion à l'UE, afin d'examiner l'effet de cette dernière dans les politiques du secteur de sécurité. En conclusion, l'UE devient influente dans le système international par la force de ses normes. C'est le cas du processus d'adhésion, où les règles sont exposées d'une manière irrésistible pour les joueurs de la dynamique d'intégration. A União Europeia (UE) segue esta lógica ao pautar sua política externa por um viés normativo, através da defesa de determinados valores nas relações exteriores. A promoção dessas normas é o que confere peso político à sua atuação no cenário internacional. Esta pesquisa tem como objeto as relações entre a União Europeia e a região dos Bálcãs Ocidentais, representada aqui pelas ex-repúblicas iugoslavas da Bósnia-Herzegovina, Croácia, Macedônia e Sérvia, no período 2000-2014. O foco deste estudo é o de analisar a ampliação da UE para os Bálcãs Ocidentais e sua influência na reforma do setor de segurança dos Estados balcânicos. Esta análise compreende a discussão da natureza da UE e de sua função regional e internacional; a dinâmica de integração e segurança na vizinhança europeia; e a utilização do princípio de condicionalidade e do fenômeno da europeização como expressões do poder normativo da UE. A hipótese é de que, através do seu poder normativo, a UE exerce um poder de atração irresistível em relação aos Estados balcânicos, o que os leva a aceitar o processo de adesão, visto que não são coagidos à anuência de suas regras. Assim, o poder normativo europeu é tido menos como uma imposição de normas e padrões e mais como um poder de atração ao qual não se pode resistir – e por isso é considerado uma forma de soft power. Logo, o processo de admissão à UE pode ser visto como uma ferramenta expansionista: a disseminação das normas europeias torna-se o seu principal instrumento de poder enquanto sistema regional. Como decorrência do exercício desse poder, sugere-se que o processo de adesão à UE tem impactado na reforma do setor de segurança dos países objeto de análise deste estudo. Sendo que um dos principais interesses da UE em relação aos Bálcãs Ocidentais é a segurança da região, o processo de expansão interfere nas reformas securitárias pelas quais cada Estado tem passado. Afirma-se, assim, que a UE trata da sua segurança e de seus membros através de uma política de expansão condicionada e institucionalizada pela entidade. A metodologia deste estudo parte do desenvolvimento de ferramentas teóricas para retratar o poder normativo como um mecanismo de soft power na relação entre a UE e os Bálcãs Ocidentais. O enquadramento dos objetos de pesquisa é feito pela análise de suas trajetórias de state-building e de tendência à democracia. A seguir, o Processo de Estabilização e Associação é examinado, bem como o desempenho dos candidatos balcânicos ocidentais, por meio da análise de conteúdo de instrumentos de normatização da UE e de entrevistas com membros das divisões nacionais e da UE ligadas ao enlargement. Por fim, um modelo explicativo é montado para ser aplicado ao fenômeno de europeização das reformas securitárias no quadro do processo de adesão à UE, a fim de se examinar o efeito deste último nas policies do setor de segurança. Este é o caso do processo de adesão, onde as regras são expostas de forma irresistível aos players da integração europeia: a UE se consolida como modelo regional ao trazer para sua esfera de influência os Estados que ainda não fazem parte do bloco. / The projection of norms and values is one of the means by which an international actor manages and maintains control or influence over a particular area within the international system. The European Union (EU) follows this logic in its foreign policy, which is guided by a normative bias through the defense of certain values in external relations. The promotion of these standards is what gives political weight to its performance on the international system. The object of this research are the relations between the European Union and the Western Balkans, here represented by the former Yugoslav republics of Bosnia-Herzegovina, Croatia, Macedonia and Serbia, in the period 2000-2014. The focus of this study is to analyze the EU enlargement to the Western Balkans and its role in reforming the security sector in the Balkan states. This analysis includes a discussion of the nature of the EU and its regional and international role as well as the dynamics of integration and security in the European neighborhood and the use of the principle of conditionality and the Europeanization as expressions of EU’s normative power. The hypothesis is that, through its normative power, the EU exerts a power of irresistible attraction towards the Balkan states, which leads them to accept the accession process since they are not coerced into the consent of the rules. Therefore, the EU’s normative power is less an imposition of EU norms and standards and more an irresistible attraction force - and that it is why it constitutes a soft power. The enlargement process, then, can be seen as an expansionist tool of its soft power policy, constituting the way by which the EU projects its regional power: the spread of European standards is the main instrument of power of the Union as a regional system. Because of the exercise of this power, we suggest that the enlargement process affects the security system reform of the Western Balkan countries. Since one of EU’s main interests in Western Balkans is the security of the region (and therefore the guarantee of its own security), the expansion process interferes in the security reforms each state has been promoting. Nonetheless, we can say the EU takes care of its safety and that of its members through a policy of expansion conditioned and institutionalized by it. The methodology of this study is the development of theoretical tools to portray the normative power as a soft power tool in the relations between the EU and the Western Balkans. The framework of the research objects is done by analyzing their trajectories of state-building and their democratic tendency. Next, the Stabilisation and Association Process is examined as well as the performance of Western Balkan candidates, through the content analysis of normative instruments of the EU and interviews with members of the EU and national divisions linked to the enlargement process. Finally, an explanatory model is developed to be applied to the Europeanization phenomenon of the security reforms within the framework of the EU accession process, in order to examine the effect of the latter in the security sector policies. Concluding, it is clear that the EU becomes influential in the international system much more by the force of its norms and standards than for its economic or military power. This is the case of the accession process, where the rules are exposed in an irresistible way to the players of the integration: the EU strengthens itself as a regional model by bringing to its sphere of influence those states that are not yet part of it.

Finally, an explanatory model is developed to be applied to the Europeanization phenomenon of the security reforms within the framework of the EU accession process, in order to examine the effect of the latter in the security sector policies. Concluding, it is clear that the EU becomes influential in the international system much more by the force of its norms and standards than for its economic or military power. This is the case of the accession process, where the rules are exposed in an irresistible way to the players of the integration: the EU strengthens itself as a regional model by bringing to its sphere of influence those states that are not yet part of it.

Integração e segurança nas relações entre a União Européia e os Bálcãs Ocidentais (2000-2014)

La projection des normes et des valeurs est un moyen par lesquels un acteur international gère et maintient un contrôle ou une influence sur un domaine particulier dans le système international. L'Union européenne (UE) suit cette logique dans sa politique étrangère, qui est guidée par une orientation normative à la défense de quelques valeurs. La promotion de ces normes donne un poids politique à sa performance sur la scène internationale. L'objet de cette recherche est les relations entre l'Union européenne et les Balkans occidentaux, ici représentée par les anciennes républiques yougoslaves de la Bosnie- Herzégovine, la Croatie, la Macédoine et la Serbie, dans la période 2000-2014. L'objectif de cette étude est d'analyser l'élargissement de l'UE aux Balkans occidentaux et de son rôle dans la réforme du secteur de sécurité dans les pays des Balkans. Cette analyse comprend des discussions sur la nature de l'UE et son rôle régional et international, la dynamique de l'intégration et de sécurité dans le voisinage européen et l'utilisation du principe de conditionnalité et du phénomène d'européanisation comme des expressions de la puissance normative de l'UE. L'hypothèse est que, grâce à sa puissance normative, l'UE exerce un pouvoir d'attraction irrésistible vers les pays des Balkans, qui les conduisent à accepter le processus d'adhésion, même s'ils ne sont pas contraints du consentement des règles. Par conséquent, la puissance normative de l'UE est plus une force d'attraction irrésistible qu'une imposition de normes - et c'est pour ça qu'elle constitue un soft power. Le processus d'élargissement, alors, peut être considéré comme un outil expansionniste de sa politique de soft power, constituant le moyen par lequel elle projette sa puissance régionale: la propagation des normes européennes est le principal instrument de la puissance de l'UE comme un système régional. En raison de l'exercice de ce pouvoir, nous suggérons que le processus d'élargissement affecte en quelque sorte la réforme du système de sécurité des pays des Balkans. Puisque l'un des principaux intérêts de l'UE dans les Balkans occidentaux est la sécurité de la région, le processus d'expansion interfère dans les réformes de sécurité de chaque État balkanique. Néanmoins, l'UE prend soin de sa sécurité et celle de ses membres à travers une politique d'expansion conditionné et institutionnalisé par elle. La méthodologie de cette étude est le développement d'outils théoriques pour représenter la puissance normative comme un outil de soft power dans les relations entre l'UE et les Balkans occidentaux. Le cadre des objets de recherche se fait en analysant leurs trajectoires de construction de l'État et de la tendance de la démocratie. Ensuite, le processus de Stabilisation et d'association est examinée ainsi que la performance des candidats des Balkans occidentaux, à travers l'analyse du contenu des instruments normatifs de l'UE et des entretiens avec les membres des divisions nationales et de l'UE liées à l'élargissement. Enfin, un modèle explicatif est conçu pour être appliqué au phénomène d'européanisation des réformes de sécurité dans le cadre du processus d'adhésion à l'UE, afin d'examiner l'effet de cette dernière dans les politiques du secteur de sécurité. En conclusion, l'UE devient influente dans le système international par la force de ses normes. C'est le cas du processus d'adhésion, où les règles sont exposées d'une manière irrésistible pour les joueurs de la dynamique d'intégration. Alors, l'UE se renforce comme un modèle régional en portant à sa sphère d'influence les États qui ne sont pas encore parties de celui-ci. / A projeção de normas e valores é um dos meios pelos quais um ator internacional consegue e mantém domínio ou influência sobre uma determinada área dentro do sistema internacional. A União Europeia (UE) segue esta lógica ao pautar sua política externa por um viés normativo, através da defesa de determinados valores nas relações exteriores. A promoção dessas normas é o que confere peso político à sua atuação no cenário internacional. Esta pesquisa tem como objeto as relações entre a União Europeia e a região dos Bálcãs Ocidentais, representada aqui pelas ex-repúblicas iugoslavas da Bósnia-Herzegovina, Croácia, Macedônia e Sérvia, no período 2000-2014. O foco deste estudo é o de analisar a ampliação da UE para os Bálcãs Ocidentais e sua influência na reforma do setor de segurança dos Estados balcânicos. Esta análise compreende a discussão da natureza da UE e de sua função regional e internacional; a dinâmica de integração e segurança na vizinhança europeia; e a utilização do princípio de condicionalidade e do fenômeno da europeização como expressões do poder normativo da UE. A hipótese é de que, através do seu poder normativo, a UE exerce um poder de atração irresistível em relação aos Estados balcânicos, o que os leva a aceitar o processo de adesão, visto que não são coagidos à anuência de suas regras. Assim, o poder normativo europeu é tido menos como uma imposição de normas e padrões e mais como um poder de atração ao qual não se pode resistir – e por isso é considerado uma forma de soft power. Logo, o processo de admissão à UE pode ser visto como uma ferramenta expansionista: a disseminação das normas europeias torna-se o seu principal instrumento de poder enquanto sistema regional. Como decorrência do exercício desse poder, sugere-se que o processo de adesão à UE tem impactado na reforma do setor de segurança dos países objeto de análise deste estudo. Sendo que um dos principais interesses da UE em relação aos Bálcãs Ocidentais é a segurança da região, o processo de expansão interfere nas reformas securitárias pelas quais cada Estado tem passado. Afirma-se, assim, que a UE trata da sua segurança e de seus membros através de uma política de expansão condicionada e institucionalizada pela entidade. A metodologia deste estudo parte do desenvolvimento de ferramentas teóricas para retratar o poder normativo como um mecanismo de soft power na relação entre a UE e os Bálcãs Ocidentais. O enquadramento dos objetos de pesquisa é feito pela análise de suas trajetórias de state-building e de tendência à democracia. A seguir, o Processo de Estabilização e Associação é examinado, bem como o desempenho dos candidatos balcânicos ocidentais, por meio da análise de conteúdo de instrumentos de normatização da UE e de entrevistas com membros das divisões nacionais e da UE ligadas ao enlargement. Por fim, um modelo explicativo é montado para ser aplicado ao fenômeno de europeização das reformas securitárias no quadro do processo de adesão à UE, a fim de se examinar o efeito deste último nas policies do setor de segurança. É possível perceber que a UE torna-se influente no sistema internacional muito mais pela força de suas normas do que por seu poder econômico ou militar. Este é o caso do processo de adesão, onde as regras são expostas de forma irresistível aos players da integração europeia: a UE se consolida como modelo regional ao trazer para sua esfera de influência os Estados que ainda não fazem parte do bloco. / The projection of norms and values is one of the means by which an international actor manages and maintains control or influence over a particular area within the international system. The European Union (EU) follows this logic in its foreign policy, which is guided by a normative bias through the defense of certain values in external relations. The promotion of these standards is what gives political weight to its performance on the international system. The object of this research are the relations between the European Union and the Western Balkans, here represented by the former Yugoslav republics of Bosnia-Herzegovina, Croatia, Macedonia and Serbia, in the period 2000-2014. The focus of this study is to analyze the EU enlargement to the Western Balkans and its role in reforming the security sector in the Balkan states. This analysis includes a discussion of the nature of the EU and its regional and international role as well as the dynamics of integration and security in the European neighborhood and the use of the principle of conditionality and the Europeanization as expressions of EU’s normative power. The hypothesis is that, through its normative power, the EU exerts a power of irresistible attraction towards the Balkan states, which leads them to accept the accession process since they are not coerced into the consent of the rules. Therefore, the EU’s normative power is less an imposition of EU norms and standards and more an irresistible attraction force - and that it is why it constitutes a soft power. The enlargement process, then, can be seen as an expansionist tool of its soft power policy, constituting the way by which the EU projects its regional power: the spread of European standards is the main instrument of power of the Union as a regional system. Because of the exercise of this power, we suggest that the enlargement process affects the security system reform of the Western Balkan countries. Since one of EU’s main interests in Western Balkans is the security of the region (and therefore the guarantee of its own security), the expansion process interferes in the security reforms each state has been promoting. Nonetheless, we can say the EU takes care of its safety and that of its members through a policy of expansion conditioned and institutionalized by it. The methodology of this study is the development of theoretical tools to portray the normative power as a soft power tool in the relations between the EU and the Western Balkans. The framework of the research objects is done by analyzing their trajectories of state-building and their democratic tendency. Next, the Stabilisation and Association Process is examined as well as the performance of Western Balkan candidates, through the content analysis of normative instruments of the EU and interviews with members of the EU and national divisions linked to the enlargement process. Nesta dissertação, analiso a cobertura dessas guerras pela imprensa escrita brasileira, particularmente a realizada pelos jornais Folha de S. Paulo e O Estado de S. Paulo, tendo em vista algumas hipóteses iniciais de pesquisa: (a) há uma mudança significativa na abordagem dos conflitos do período da guerra fria para o período seguinte, pós-guerra fria, que abandona progressivamente um vocabulário predominantemente "estratégico" por um crescentemente "culturalista"; (b) a imprensa passa a enfatizar supostas diferenças ontológicas entre as populações em conflito, afirma a existência de nós x eles, e aponta para uma crescente naturalização e apolitização dos conflitos; (c) a imprensa atualiza uma tradição discursiva de representação dos Bálcãs. Para tanto, procurei compreender o modo como funcionam os jornais, como se dá a produção da notícia e como trabalham os jornalistas, particularmente, os enviados especiais brasileiros que foram à ex Iugoslávia fazer a cobertura. Ao longo da pesquisa, constatei a existência de um discurso sobre as guerras na ex-Iugoslávia recorrente na imprensa. Uma etnografia da imprensa - a leitura sistemática dos principais jornais, a compreensão da dinâmica do jornalismo internacional, a realização de entrevistas com os enviados especiais às diferentes guerras na ex-Iugoslávia - acabou não apenas por confirmar parte das hipóteses esboçadas como demonstrar uma série de aproximações e distanciamentos entre o jornalismo e a própria antropologia, quer no que diz respeito ao uso de determinados conceitos, quer, sobretudo, na forma como imprensa acaba por reproduzir determinadas categorias constitutivas da alteridade / Abstract: The disruption of the former Federal Republic of Yugoslavia and the four following wars in Slovenia, Croatia, Bosnia-Herzegovina, and Kosovo, were on the news worldwide including Brazil. In this dissertation, the written press coverage of these wars in Brazil is analyzed, particularly the coverage by the Folha de S. Paulo and O Estado de S. Paulo newspapers, based on some initial hypotheses: (a) there is a significant change on the approaches of these conflicts from cold war period to the next period, post-cold war, which abandons progressively a strategic vocabulary, for an increasing culturalistic one; (b) the press starts to emphasize supposed ontological differences among the populations in the conflicts, ratifies an existence of an We versus Them, and indicates an increasing naturalization and apoliticization of the conflicts; (c) the press updates a discursive tradition of representation of the BaIkans. For that, I tried to understand the way the written press works, how the news are produced and how the journalists operate, particularly, the Brazilian correspondents that visited the former Yugoslavia to cover the war. Throughout the research, I noticed the existence of a recurring rhetoric in the press about this wars. An ethnography of the written press - a systematic reading of the main local newspapers, an understanding of the international journalism dynamics, and the interviewing of Brazilian correspondents sent to these different wars - not only ended up confirming part of the hypothesis presented before, but also demonstrating similarities and differences between the journalism and the anthropology itself: some of them related to the use of certain concepts, and others, moreover, related to the way the press reproduces certain categories of alterity / Mestrado / Mestre em Antropologia Social

Leopold von Ranke (1795-1886), considerado um dos mais importantes historiadores do século XIX e de toda a história da historiografia, produziu prolificamente durante toda sua carreira profissional, tendo como um de seus principais objetos de estudos a formação das nações ocidentais modernas e sendo conhecido por sua abordagem metodológica da História. Mas seu trabalho também pode ser uma fonte considerável de novos temas e interpretação, especialmente quando seus trabalhos menos conhecidos são tomados em consideração. A presente pesquisa analisa um tema ainda pouco explorado no trabalho de Ranke, ou seja, a posição desse historiador em relação aos grupos orientais através da interpretação das três edições (1829, 1844 e 1879) do seu livro A Revolução Sérvia (Die serbische Geschichte). Algumas características desses textos merecem destaque: 1) o período de cinquenta anos no qual Ranke trabalhou o texto torna possível o estudo do desenvolvimento de suas ideias; 2) trata-se do estudo de um tema contemporâneo, o que significa que Ranke a escreveu enquanto as ações que estudava ainda faziam parte do presente; 3) a obra tem caráter colaborativo, já que foi concebida pela união de Ranke e do Círculo Eslavo de Viena; 4) a forma com que Ranke descreveu os povos orientais (turco e sérvio) aponta para a relação entre essas noções e uma série de representações do Oriente, as quais estavam conectadas com ideias românticas bastante difundidas / Leopold von Ranke (1795-1886), considered one of the most important historians of the 19th century and of the whole history of historiography, produced prolifically during his entire professional carrier, having as one of his main objects the of study the formation of the Western Modern Nations and being famous for his historical methodological approach. But his work can also be a considerable source of new themes and new interpretations, especially when his less known books such as The Ottoman and the Spanish empires in the sixteenth and seventeenth centuries or The Serbian Revolution are taken under consideration. This research analyses a theme somewhat yet to be explored in Rankes work, that is to say, the position of this historian in respect of oriental groups through the interpretation of the three editions (1829, 1844 and 1879) of his book The Serbian Revolution (Die serbische Geschichte). Some characteristics of this works deserve highlight: 1) the period of fifty years in which Ranke retook the text makes it possible to study the development of his ideas; 2) it is about the study of a contemporary theme, which means that Ranke wrote while the actions he studied still were part of the present; 3) the work has a collaborative nature, which was conceived by the union of Ranke and the Viennese Slavonian Circle; 4) the way Ranke described the eastern people (Turkish and Serbian) indicates the relation between these notions and a series of representations of the East, which were connected to widespread Romanticist ideas

Masculinity and mobilised folklore: the image of the hajduk in the creation of the modern Serbian warrior

Based on Hobsbawm’s notion of “invented traditions,” this thesis argues that the Serbian warrior tradition, the hajduk, was formalised from the folk oral epic tradition into official state practices. Using reports from the Balkan Wars of 1912-1913, military histories of Yugoslavia’s Second World War, and case files from the International Criminal Tribunal for the Former Yugoslavia (ICTY), this thesis shows how the hajduk epics were used to articulate war programs and formations, to construct perpetrator and victim identities, and to help encourage and justify the levels of violence during the Yugoslav wars of succession, 1991-1995. The thesis shows how the formalising of the invented hajduk tradition made the epics an important part of political and military mobilisation for at least the last two centuries. During Serbia’s modernisation campaign in the nineteenth century, the epic hajduk traditions were codified by Serbian intellectuals and fashioned into national stories of heroism. While cleansing territories of undesirable populations during the Balkan Wars of 1912-1913, the hajduks were portrayed in the tradition of nation builders by the Kingdom of Serbia. The hajduk tradition was also mobilised as Nazi Germany invaded Yugoslavia in 1941, with both Draža Mihailović’s Četniks and Tito’s Partisans appropriating the historic guerrilla tradition. During the “re-traditionalisation” period under Slobodan Milošević in the 1980s, the invented hajduk tradition was again mobilised in the service of war. As Bosnian Muslim bodies were flung from the Mehmed Sokolović Bridge in Višegrad in 1992, the Serbian perpetrators dreamed of themselves as avenging hajduks thus justifying a modern ethnic cleansing. / Graduate

Strategický význam Srbska pro Evropskou unii / The strategic importance of Serbia to the European Union

Doctoral dissertation presents an analysis of the Serbian economy in the mutual relations between the European Union (EU) and the Western Balkans. The assumption that the EU and Serbia, as an integral part of the Balkan region, have interests in the partnership and cooperation is the baseline of the research. The following aspects have been singled out, by method of ranking, which is based on achieving the highest turnover in the last six years: trade, foreign direct investment and energy. Gravity model was used to analyze routes of trade and energy. A models of trade import and export between Serbia and the EU 28 member countries and the countries of the Western Balkans, as well as models of imports and exports of energy between Serbia and the EU 28 member countries and the countries of the Western Balkans, were used in order to assess the potential of trade and energy trade. Method of trend line and trend extrapolation of foreign direct investment (FDI) was used in order to determine the degree of the presence of FDI in Serbia and their predictions, which could be an indicator of investment climate in Serbia. The conclusion is that Serbia has strategic importance as a candidate for membership in the EU because of its regional importance. Entering the Western Balkan countries in the EU should not happen without Serbia, because Serbia has a regional importance, which arise from the economic, historical, cultural, infrastructural and geopolitical links with countries in the region, of which some are already members of the EU.
