"Inga grupperingar, inget skitsnack, vi vet var vi har varandra!" : en studie om socialsekreterares syn på faktorer som kan minska personalomsättningen inom barn - och ungdomsenheter

The purpose of this study is to increase the knowledge of the factors which social workers consider leads to a lower employee turnover among the social services child- and youth welfare departments. The question from where we emanated was: - What do the social workers describe as what makes them enjoy, and want to remain within the profession as a whole? The other question was: - What do the social workers describe as what makes them enjoy, and want to remain more specifically in their work place? The results are analyzed according to Antonovsky’s theory regarding KASAM and Hertzberg’s two factor theory. The study is of a qualitative nature and was performed through semi structured interviews with six social workers working with child- and youth investigations at the social services in the western part of Sweden. The result show that the factors that social workers think form a foundation for a lower employee turnover were factors linked to the leadership, the social support and the personal and professional development. The difference that was revealed in the study between the factors leading to lower employee turnover on the local work place compared to the general profession was that the salary had influence, but wasn’t the deciding factor whether you stay at your local work place but it was considered to be of a more deciding character when it comes to attracting new, and keeping the existing employees in general.

Heder, handlingsplaner och handlingsutrymme : En studie av socialsekreterares arbete med hedersrelaterad problematik / Honour, actionplans and actionspace : A study about social workers work with honourrelated problems

The study aims to describe and analyse the relationship between norm and practice regarding social services casework on honour-related problems. The relationship between norm and practice involves the difference between the way it is intended that social workers shall operate in these cases and how they perceive that this works in practice. We interviewed two focus groups of eight Swedish social workers, four in each group. We also held an individual interview with a social services business developer. Focus group interviews were based on two vignettes; one depicting an honour-related case and the second an "ordinary" case. The purpose of the vignettes was to investigate whether there is a difference in the assessment and handling of ordinary versus honour-related cases. The results of the interviews were analysed using Hasenfeld's theory on Human service organizations. We also used Lipsky's theory on street-level bureaucracy. We displayed similarities to previous research showing that social workers are unsure of how to assess and act on honour-related cases. It was evident that the social workers we interviewed were confident working "ordinary" cases involving child abuse, but felt uncertain dealing with honour-related cases. Because they are less frequent they have developed neither routines nor guidelines for them. The study showed that social workers’ lack of knowledge of honour-related problems and differences in culture limits their effectiveness in these cases. The results suggest that the social workers we interviewed rely on outside expertise when they are insecure, and consequently feel that they have no need for action plans or guidelines in honour-related cases. Lack of guidance and inadequate knowledge presents difficulties for social workers to meet the girls’ needs for help and support.

Den här intervjubaserade kvalitativa studien syftar till att utforska den professionskunskap som socialarbetare upplever att de har och använder i sitt dagliga arbete inom barnavårdsutredningar i Sverige. Ordet "professionskunskap" avgränsas i studien som den kunskap, de erfarenheter, de verktyg och upplevelsen av handlingsutrymme som socialarbetare använder i beslutsprocessen kring tvångsomhändertaganden. Det empiriska materialet består av åtta semistrukturerade intervjuer med socialarbetare som syftade till att samla in socialarbetarnas subjektiva syn på och åsikter kring sin professionskunskap. Det empiriska materialet tematiserades och analyserades genom Michael Lipskys teori "Street-level bureaucracy" och narrativ teori. Även om professionskunskap kan anses vara individbaserad visar studien på vissa gemensamma mönster. En av uppsatsens slutsatser är att den professionella kunskapen som socialarbetaren har uttrycks genom ett utbyte av erfarenhetsbaserad kunskap som är knuten till det utmanande ställning som socialarbetarna har som gräsrotsbyråkrater. Ett annat resultat är att för att behärska denna komplicerade position måste socialarbetarna hantera sina känslor i samband med sitt arbete genom att regelbundet utbyta kunskaper och erfarenheter i en narrativ miljö. Sammanfattningsvis indikerar uppsatsen att ett konstant utbyte av erfarenheter skapar den ultimata grunden för professionskunskap. / This interview based qualitative study aims to explore the professional knowledge that social workers experience that they have and use in their daily work in authority based child care in Sweden. The word “professional knowledge” is defined in the report as what “knowledge”, “experiences”, “instruments” and sense of “action space” the social workers include in the process of decision making regarding compulsory care. The empirical material was collected through eight semi-structured interviews with social workers with the purpose to gather their subjective views and opinions regarding their professional knowledge. Then, the empirical material was thematically categorized and analysed through Michael Lipsky's theory “Street-level bureaucracy” and narrative theory. The study finds that professional knowledge is a constant exchange of self-perceived experiences and that it is somewhat tied to the individual social work but also that there are some basic common observations to be made. One of the conclusions of the essay is that the professional knowledge that the social worker possesses is expressed through a development of experience which is tied to the challenging position the social workers have as street-level bureaucrats. Another finding is that in order to master this complicated position the social workers have to manage the emotions connected to their work through exchanging experience-based knowledge on a regular basis. In summary, the essay suggests that a constant exchange of experiences creates the ultimate basis for professional knowledge.

For that reason social work is dealing with a complex identity. The purpose of this study is to illustrate how social workers and the scientific discourse interpret the concept of social work. In addition to that the study intends to show similarities and differencies. The research process containes two studies, one based on qualitative interviews with five social workers and the other consisting a surway of academic litterature. To enable a comparison of the results the studies start out of some, deliberatly choosen, themes. These are “definitions of social work”, “socialworkers”, “society, law and organization” and “ethics”.</p><p>In summary, the results, reviled a surprising unity in the interpretations of social work. Social workers, as well as the scientific discourse, manifest social work as a profession that promotes social change and problem solving in human relationships. The differencies concern social work beeing interpret normative by the social workers and more descriptive by the scientific discourse.</p>
