The objectives of this study were to evaluate the viability and sustainability of
preferential procurement in the metals and engineering sector. Preferential
procurement is one of the seven elements of Broad–Based–Black Economic
Empowerment (BBBEE) and seeks to encourage companies to procure goods and
services from black empowered suppliers.
The Broad–Based–Black Economic Empowerment Act was legislated in 2004 as an
improvement on the previous Black Economic Empowerment (BEE). The
objective of these legislations was to increase participation of previously
disadvantaged groups in the mainstream economy. BEE was deemed to be
narrow because it focused exclusively on ownership and management control.
BBBEE was enacted to broaden the number of beneficiaries and included five
other elements, namely: Employment Equity, Skills Development, Preferential
Procurement, Enterprise Development and Socio–economic Development.
The two companies that engage in preferential procurement should benefit from
the relationship and value should be created in the process. Companies should
not procure from black suppliers for accumulating points on the generic
scorecard. Black–owned suppliers should provide service and products of the
highest quality standards that meet customer requirements.
The questionnaire that reflects on the objectives of this study was drafted and
circulated to black–owned suppliers for completion. The suppliers were asked to
comment on statements that reflect on capacity, profitability, working
relationship and continuity. The results show that the SMMEs have capacity to
perform according to specification of customers. The area of concern was the difficulty for SMMEs to maintain the current preferential status. This is a risk that

Esta dissertação consiste em um estudo de caso desenvolvido com o objetivo de investigar as concepções de educação profissional subjacentes às mudanças recentes produzidas em âmbito nacional, estadual e local no processo de educação profissionalizante técnica de nível médio, mais precisamente as desenvolvidas na organização dos Institutos Federais de Educação, Ciência e Tecnologia. O estudo parte de uma análise histórico-relacional procurando compreender o processo de estruturação da formação profissional, cotejando com as dinâmicas do mundo do trabalho e as disputas políticas em torno de projetos de desenvolvimento socioeconômico. O referencial teórico possibilitou uma aproximação às diferentes concepções de educação profissional, em especial as de qualificação e competências compreendidas de forma relacional às mudanças no trabalho originado no último quartel do século XX e às influências de posições de desenvolvimento local sustentável e social nos projetos de desenvolvimento socioeconômico. Procurou-se compreender as implicações destas transformações nos discursos e produções na esfera local através das falas de gestores, educadores e alunos. Tomou-se como unidade de análise o Instituto Federal de Santa Catarina - Campus Araranguá, cuja aproximação metodológica realizou-se a partir da pesquisa qualitativa, com a utilização de técnicas de coleta de dados como a entrevista semiestruturada, a observação e a análise documental. A análise de conteúdo foi o recurso utilizado para a compreensão dos dados. No estudo verificou-se que é possível afirmar mudanças no processo de reorganização da educação profissional no país, principalmente na interiorização e ampliação das unidades federais, assim como na incorporação de objetivos como a inclusão social, o desenvolvimento social e local, da inserção da pesquisa e da extensão como pilares da formação profissional. Ao mesmo tempo permanece uma concepção de formação por competências voltada para a formação de recursos humanos, em uma noção de formação orientada para resultados marcadamente influenciada por visões empresariais. A investigação também aponta que as implementações das políticas públicas de formação não são lineares, pois sofrem modificações importantes através das interpretações dos diferentes atores, principalmente na esfera local, sobre os objetivos e propostas de educação profissional técnica de nível médio. / This dissertation consists of a case study developed with the aim of investigating the underlying concepts of professional education to the recent changes occurred at national, state and local levels in the process of technical professional education at middle level, more precisely those developed within the organization of the Federal Institutes of Education, Science and Technology (Institutos Federais de Educação Ciência e Tecnologia). The starting point of the study is the historic-related analysis, seeking the understanding of the building up process of professional graduation, in comparison with the dynamics of the work universe and their political disputes around the projects of socio-economic development. The theoretical reference enabled a closer view of the different concepts of professional education especially those of qualification and competence, undertaken as related to the changes in work since the last quarter of the XX century and the various influences of local sustainable and social development in projects of socio-economic development. It was sought the understanding of the implications of those transformations in the discourses and production in local level, through the managers, educators and students speeches. The Federal Institute of Santa Catarina (Instituto Federal de Santa Catarina), Araranguá campus was taken as analysis unit. Social consequences of the privatization in Bulgaria and socio-economic impact of the neo-liberal economic theory on the transition to free market and democracy in the period from 1989 to 2015Toromanov, Evgueniy 05 1900 (has links)
Objectifs : Le mémoire examine la privatisation en Bulgarie à partir d'une certaine distance historique de 25 ans, pour démontrer les conséquences sociales présentement visibles, entre autres les inégalités sociales par rapport au développement économique; l’impact démographique aussi que les nouvelles structures et valeurs sociales. Méthode: Nous utilisons une approche à deux volets. Pour le développement socio-économique, nous étudions six variables constantes pour la période, telles que le nombre de personnes en dessous du seuil de pauvreté, le PIB, l'indice Gini, les dynamiques démographiques, le taux de chômage et l'indice de développement humain; Pour les changements sociaux, les nouvelles structures et les valeurs, nous utiliserons une approche qualitative, basée sur des entrevues, des questionnaires, des études de terrain, etc. Résultats: Nous constatons que les résultats obtenus par les deux méthodes, ceci comprenant leurs limitations, correspondent plutôt à notre hypothèse : la privatisation en Bulgarie était économiquement nécessaire, mais socialement destructive et a entraîné des conséquences sociales dévastatrices à long terme, principalement en raison des politiques et des pratiques de privatisation défectueuses. La privatisation a émergé de la théorie néo-libérale économique prédominant à l'époque. Les pratiques spécifiques utilisées dans la privatisation Bulgare ont favorisé principalement à court terme certains petits groupes sociaux, mais pas la société dans son ensemble. Conclusion: Nous constatons que la façon dont la privatisation bulgare a été menée a été socialement et économiquement nuisible avec des conséquences continues. À long terme, l'économie s'est rétablie, mais les divergences sociales ont toujours une tendance à croître. / Objectives : We look at the privatization in Bulgaria as defined above from a certain historical distance of 25 years, trying follow the visible now social consequences of the privatization, such as social inequality vs economic development; demographic impact and new social structures and values. Method: We use a two-prong approach. For the socio-economic development we study six constant variables for the defined period such as number of people below poverty line, GDP, Gini Index, demographic dynamcs, employment rate, and Human development index; for the social changes, new structures and values we use a qualitative approach, based on based on interviews, questionnaires, field studies, etc. Results: We find that results by both methods, with all the limittaions they have, rather align with our hypothesis that privatization in Bulgaria was economically necessary, but socially destructive and led to devastating social consequences, mainly as a result of flawed privatization policies and practices. It did emerge from the predominant at that time neo-liberal economic view and the specific practices used in the Bulgarian privatization favoured mainly in short term for some small social groups but for the society as a whole. Conclusion: We find that the way Bulgarian privatization was conducted was socially and economically damaging with long lasting consequences. In the long run the economy has recoverd, however the social divergences tend to grow.

A framework for benchmarking e-governance projects in developing countriesHatsu, Sylvester 12 1900 (has links)
Investigations reveal that the failure rate of e-governance projects in developing countries is between 35% and 50% whereby, 35% is classified as a total failure and 50% is considered a partial failure. Furthermore, previous e-governance frameworks lack reliable project discipline to deliver e-governance systems effectively to stakeholders for further exploits. This is one of the major reasons why e-governance projects fail to deliver the expected value to the citizenry and thereby, negatively impacting on socio-economic development.
The purpose of this study was to develop a framework for benchmarking e-governance projects for socio-economic development in developing countries. The Design Science Research methodology was relied upon for the purpose of the study in order to answer its various research questions.
Preliminary research investigations led to the identification of a range of critical success factors necessary for effective and efficient delivery of an e-governance project that fulfils expectations throughout the project lifecycle. Further investigations demonstrated that the foregoing critical success factors represent crucial and effective mechanisms for performing project assurance in the ambit of Monitoring and Evaluation. A generic framework for benchmarking e-governance projects was proposed. Further evaluation and validation exercises were undertaken on the framework through a survey involving a comprehensive sample of participants recruited from the Ghana ecosystem, a country considered a developing country. Experts who had comprehensive knowledge of challenges experienced when engaging in e-governance projects were also recruited from the international community as additional respondents in the survey. The study used a combination of simple random sampling and purposive sampling. Simple random sampling method was used to select 19 practising project managers, while purposive sampling method was employed to include e-governance experts in academic and research institutions as well as non-governmental organizations, with valuable insights concerning the research questions being addressed. The data collected was analysed using thematic analysis, and Pearson Chi-square test. The outcome of the evaluation and validation exercises produced an improved framework of which an appropriate prototyped proof of concept was developed for the purpose of enabling e-governance project stakeholders to perform project quality assurance throughout its lifecycle. Such as prototype, if implemented in real-life will go a long way in addressing many challenges faced in the entire e-governance project value chain from a prioritization, learning, cost, quality, time and impact perspectives.
The overall outcome of this study showed that despite the reality that the failure rate of e-governance projects remains high in developing countries, there is strong evidence indicating that the aforementioned situation could be circumvented. The research found that success is achievable by embarking on a rigorous process of monitoring and evaluation based on well-defined performance metrics that embody time, quality, budget and scope. As such, the significant minimization of the failure rate of e-governance projects in developing countries would become reality provided that sound monitoring and evaluation are performed in all phases of the project even after its deployment. / Information Science / Ph. Рассмотрены различные группы ресурсов. Рассмотрены существующие ресурсные концепции. Определены основные виды ресурсов, используемых муниципальными образованиями Свердловской области. Сформулирован вывод об эффективности процессов выявления и использования материальных и нематериальных ресурсов муниципальными образованиями региона. Во второй главе рассматривается группа нематериальных ресурсов. Уделено внимание роли нематериальных ресурсов в развитии муниципального образования на примере ГО Верхняя Пышма. Проанализирована стратегия социально-экономического развития ГО Верхняя Пышма с учетом использования нематериальных ресурсов. Разработана ресурсно-ориентированная методика оценки деятельности муниципальных образований Свердловской области на примере ГО Верхняя Пышма. В третьей главе проведена оценка социально-экономической эффективности планируемого к реализации инвестиционно-строительного проекта по строительству физкультурно-оздоровительного центра в ГО Верхняя Пышма. На основе проведённого анализа был выбран один из потенциальных векторов развития ГО, направленный на решение задачи сохранения и укрепления здоровья населения, на базе улучшения физкультурно-оздоровительной инфраструктуры ГО. / The structure of the master's thesis includes an introduction, three chapters, a conclusion, a list of sources used and applications. The first chapter defines the term “resource”. Various resource groups are considered. Existing resource concepts are considered. The main types of resources used by municipalities of the Sverdlovsk region are identified. The conclusion is formulated on the effectiveness of the processes of identifying and using material and intangible resources by the municipalities of the region. The second chapter discusses a group of intangible resources. Attention is paid to the role of intangible resources in the development of a municipality using the example of Verkhnyaya Pyshma civil defense. The author analyzes the strategy of socio-economic development of Verkhnyaya Pyshma GO taking into account the use of intangible resources. A resource-oriented methodology has been developed for assessing the activities of municipalities in the Sverdlovsk region using the example of Verkhnyaya Pyshma municipal unit. The third chapter assesses the socio-economic efficiency of the investment and construction project planned for the implementation of the construction of a fitness center in Verkhnyaya Pyshma. Based on the analysis, one of the potential vectors for the development of civil defense was selected, aimed at solving the problem of maintaining and strengthening the health of the population, based on improving the physical culture and health infrastructure of civil defense.

Органы управления региональной экономики смогут использовать финансовые инструменты местной экономки для поддержки местных сообществ, которых смогут выявить при помощи модуля поиска замкнутых сетей, для противостояния кризисным явлениям и снижения зависимости региональной экономики от внешних факторов. / The relevance of this topic is due to the objective need to improve the system of information support for decision-making support at the regional level to improve socio-economic development in the region. The practical significance of the study lies in the fact that the developed method of searching for closed financial flows can be used by public authorities in practice to improve the information support of the management decision support system to improve the socio-economic development of the region. Governments of the regional economy will be able to use financial instruments of the local economy to support local communities, which they can identify with the help of the closed network search module, to resist crisis phenomena and reduce the dependence of the regional economy on external factors.
