A agência na abordagem multinível da transição sociotecnológica sustentável

Transições sociotecnológicas são processos de modificação e substituição de regimes sociotecnológicos, estruturas sociais que englobam sistemas tecnológicos e produtivos, bem como políticas públicas, sistemas econômicos e significados simbólicos associados. A transição sociotecnológica tem sido discutida como um caminho para o desenvolvimento sustentável, dada a possibilidade de substituição de regimes sociotecnologicos vigentes por regimes que representem menores impactos sociais e ambientais. Apesar da atenção que a transição sustentável tem recebido em anos recentes, observa-se na literatura uma lacuna no estudo da função de agência na transição. O objetivo da presente pesquisa é analisar a agência no processo de transição sociotecnológica sustentável, e a principal contribuição está na proposição de um modelo conceitual estruturado para a explicação desta agência. No desenvolvimento do modelo adotou-se a perspectiva multinível, a qual estuda a transição a partir de três diferentes níveis de análise: nicho, regime e cenário. O modelo está consolidado em três ideias centrais, que se constituíram em hipóteses de trabalho no desenvolvimento da pesquisa. Propõe-se como primeira hipótese que a agência na transição seria distribuída, resultando de uma ação coletiva do nicho. Propõe-se também como segunda hipótese de trabalho que a agência seria exercida por meio da construção pelos atores nicho de um sistema de narrativas, o qual direcionaria as expectativas dos demais atores, bem como o compromisso resultante destas expectativas. Por fim, propõe-se como terceira hipótese que expectativas e compromisso seriam continuamente ajustados pelo desempenho do sistema, e a principal medida de desempenho na transição tecnológica estaria na capacidade do nicho em desenvolver aprendizado. Adotou-se no desenvolvimento da pesquisa uma abordagem multimétodo, a partir de um posicionamento epistemológico de complexidade organizacional; outra contribuição significativa de pesquisa está no tratamento metodológico adotado no teste do modelo proposto. O modelo conceitual proposto foi operacionalizado em uma fase de pesquisa qualitativa, a partir de em análise de conteúdo de narrativas socialmente construídas, e outra quantitativa, através de modelagem computacional por meio de um sistema multiagente. Para o desenvolvimento destas fases adotou-se como objeto de pesquisa o nicho de energia eólica brasileiro, o qual se entende como uma transição em andamento dado seu expressivo crescimento recente. Na fase qualitativa de pesquisa buscou-se caracterizar os processos discursivos envolvidos em transições tecnológicas sustentáveis. Observou-se que narrativas atuaram no estabelecimento de expectativas sobre nicho tecnológico, defendendo a existência de grande potencial de geração no Brasil, e a sustentabilidade da geração de energia eólica. A caracterização de narrativas resultado da fase qualitativa de pesquisa foi adotada na fase quantitativa de pesquisa como base para o desenvolvimento do processo de modelagem e simulação. O modelo computacional foi considerado como valido dada sua capacidade de representar o processo de constituição de um nicho tecnológico, e as três hipóteses de trabalho que consolidam o modelo conceitual proposto foram testadas por meio deste modelo. Socio-technical transitions have been discussed as a path to sustainable development, due to the opportunity of replacement of incumbent socio-technical regimes by regimes that account for lesser social and environmental impacts. Despite the attention that sustainable transitions have recently received, it is observed in the literature a gap in the study of agency in the transition. The aim of this research is to analyze agency in the socio-technical transition to sustainability, and the main contribution is the proposition of a structured conceptual model in order to explain this agency. In developing the model, it was adopted the multi-level perspective, which studies the transition through three different levels of analysis: niche, regime and landscape. The model is consolidated in three core ideas, which constituted themselves in working hypotheses for the development of research. At first, it is proposed a first hypothesis the adoption of a conception of distributed agency, resulting from a collective action of the niche. It is also proposed as second work hypothesis that agency would be exerted through the construction by the social actors of the niche of a system of narratives, which would direct the expectations of other actors, as well as the commitment resulting from these expectations. Finally, it is proposed as the third work hypothesis that expectations and commitment would be continuously adjusted by system performance, and the main performance measure in the sociotechnical transition would be in the ability of the niche to develop learning. It was adopted in the research a multimethod design, from an epistemology of organizational complexity; another significant contribution of the research is the methodological approach adopted in testing the proposed model. The proposed conceptual model was operationalized in a qualitative research phase, using a content analysis of socially constructed narratives, and other quantitative phase, by means of computational modeling using a multi-agent system. To the development of these phases it was adopted as a research subject the Brazilian wind energy niche, which is understood as a transition in progress, given its significant recent growth. In qualitative research phase, we attempted to characterize the discursive processes involved in sustainable technological transitions. It was observed that narratives have acted in establishing expectations about technological niche, defending the existence of a large generation potential in Brazil, and the sustainability of wind power generation. The characterization of narratives resulting of the qualitative research phase was adopted in the quantitative phase as the basis for the development of modeling and simulation process. The computational model was considered valid, given its ability to represent the process of establishment of a technological niche. The three working hypotheses that consolidate the proposed conceptual model were tested using this model. The observed simulation results supported the acceptance of the first and second hypotheses, while indicating the rejection of the third one. The main implication of the findings is the suggestion that the transition to sustainability must be considered as a collective process, and cannot be conducted by a single individual agent.

The role of the small-scale feed-in tariff in electricity system transition in the UK

Carbon reduction commitments and renewable energy targets have become legal drivers of electricity policy in the UK. Meeting those targets will require a transition in the way that electricity is generated, supplied and consumed. This thesis argues that small-­‐scale renewable electricity technologies (<5MW) could have an important role in driving that transition. The thesis evaluates the role of the feed-­‐in tariff -­‐ a policy mechanism designed to stimulate the deployment of small-­‐scale renewable electricity technologies -­‐ in electricity system transition in the UK. The research is based on empirical information generated from 37 industry interviews, observations of industry and government meetings and events, and secondary analysis of consultation responses, publications and statistics from government and the energy regulator, Ofgem. The analysis is structured with a framework that draws on transition theory and breaks down the findings into a niche (micro/developing) level, a regime (incumbent electricity system) level and a landscape (contextual) level. The thesis finds that the FIT has driven solar photovoltaic development and innovation at an unprecedented rate. The other renewable technologies supported under the FIT (wind, hydropower and anaerobic digestion) have not been as widely deployed. It is argued that additional policy support is required to overcome the non-­‐financial barriers that these technologies face. The thesis concludes that the role of the FIT in system transition has been to drive a level and pace of activity in the solar sector that has demonstrated the potential for alternative generation options. This has informed the politicised debate around electricity policy in the UK but it is argued that continued, broader, stable support is required if small-­‐scale renewable technologies are to have a positive role in electricity system transition. The research has relevance to both academic and policy circles focused on electricity policy, the decarbonisation of energy systems and socio-­‐technical system transitions.

Waste beyond Watts : Applying a systems perspective to the barriers for recycling photovoltaic modules in South Africa and Sweden

Recent efforts mitigating the global energy crisis has led to a radical shifttowards solar energy production. However, photovoltaic module (PVM) waste remains a grave concern. Burden shifting within a system is attributed to the lack of systems thinking applied in socio-technical transitions. Policies describe the processes for end-of-life management such as recycling, yet in practice leaves room for improvement. This paper aims to aid decision-makers with a systems perspective examining the barriers to increased recycling of PVMs. A comparative case study using qualitative data was collected from 12 semi structured interviews in South Africa and Sweden. Interviewees were recognized as key actors in the solar energy transition, as well as having a role to play in recycling PVMs. Using systems thinking approach, the interview results were used to define and visualize a social-technological-ecological system (STES), as well as its components and their relationships contained therein. The STES for Sweden included 12 components with 15 different relationships. Whereas South Africa’s systems included 13 components and 25 different relationships, owing to the addition of the ‘Social equity’ component and several more relationships within the social subsystem, extending to the technological subsystem. Barriers, where connections between components were disconnected, were interpreted. Despite the stark contrast between South Africa and Sweden’s landscapes and regimes, the pathways to bridge barriers are relatively the same. These include implementing economic instruments to encourage recycling, circular design of PVMs, and enhancing the information, knowledge and skills of recycling processes. The transition’s maturity was an overarching theme influencing the broader state of the system. Further research on the cognitive dissonance of sustainability transitions and the long-term impacts, as well as cause and effects relationships between components, and refining component definitions in the social subsystem based on emerging literature are encouraged.

Paratransit and Bus Rapid Transit Interaction Approaches and Corresponding Barriers

Public transport in many Sub-Saharan African cities consists of paratransit, mini-to-medium-sized buses, which provide public transport and operate demand-driven and unscheduled. This form of public transport is often seen as less safe, less dependable, and environmentally unfriendly. One common intervention is the development of a Bus Rapid Transit system. A Bus Rapid Transit system is characterized by its bus-only lanes and offers a cheaper solution to rail transit systems. The development of such a BRT system changes the structure of the public transport system as BRT often takes over the areas in which paratransit previously operated. This leads to clashes between the stakeholders of the two modes of transport, which can threaten the success of the system as well as the livelihood of the paratransit workforce. This paper uses socio-technical transition theory, as well as stakeholder theory, to provide a clear picture of the entire land passenger mobility system. The focus of this thesis lies on firstly, analyzing the question why the development of BRT is favored over the optimization of paratransit. Secondly, it looks at different interaction approaches between the multi- regimes scheduled public transport (BRT) and paratransit, which can lead to a successful public transport system. Lastly, socio-technical barriers (political, technical, socio-cultural, and economic) are analyzed to understand which obstacles have to be overcome and what corresponding measures are. The results show that the development of Bus Rapid Transit is favored over the optimization of paratransit. Paratransit is seen as unsafe and unreliable, while Bus Rapid Transit offers an efficient, reliable, eco-friendly solution which also targets vulnerable groups. Out of the four different interaction approaches, competition between BRT and paratransit, a hybrid form between paratransit and BRT, the replacement of paratransit, and the prohibition of paratransit, the hybrid form is seen as most successful, as it allows both systems to contribute their strengths. Lastly, the actors involved in the socio-technical system, and socio-technical barriers and corresponding measures were analyzed. The biggest take-away when looking at the actors of the land passenger mobility system is that all stakeholders have to be involved, which includes paratransit drivers and people working on and off the vehicles. This paper has shown that when these stakeholders are not included, there might be resistance that might compromise the success of the BRT. The socio-technical barriers used were divided into economic, financial, infrastructural, and socio-cultural barriers. A successful paratransit / BRT interaction benefits from the move from a target system to a monthly salary for the paratransit driver. There should both be regulations and incentives so that paratransit acts as a reliable partner for the BRT system. It should be noted that a successful BRT / paratransit interaction cannot easily be replicated in another country without looking at the urban form preconditions. Bus Rapid Transit is a feasible solution for many Sub-Saharan cities. For an encompassing public transport system to be successful and to outcompete the car, it is necessary that all stakeholders work together and contribute with their strengths.

Marking tags within the construction industry : A qualitative case study of the Swedish construction industry regarding implementing technical standardizations to promote circularity

The construction industry is vital in meeting humanity's infrastructure and essential building needs. However, its current practices contribute significantly to environmental challenges such as global warming, deforestation, and biodiversity loss. The current study points out the need for a more sustainable approach in the construction sector. The reason this study focuses on RFID-tags is both because of the academic gap regarding implementation of new standardizations and the project Lumi that this study has as its case study of the thesis.    The goal of this thesis is to analyze the Swedish construction industry’s attitude toward the implementation of RFID-tags as a standardization and fill the academic gap that has been identified in the literature review. The goal is to determine the attitude of each stakeholder type within the industry through the lens of socio-technical transition theory, to determine specific barriers and drivers for the concept. Furthermore, the aim is to determine if RFID-tags can be implemented to promote circularity and enhance sustainable development.   The research methods incorporate a literature review and a case study with semi-structured interviews conducted with eight participants. The sample consisted of actors within the construction industry, such as customers, distribution companies, entrepreneurs, manufacturers, service companies, and workers.  The thesis identified the conservative nature of the industry as an obstacle, along with the fear of failure within the construction industry. The attitude towards the standardization of RFID-tags is positive, where beneficial factors were identified, such as saving time, reducing environmental impact, and improving the structure for recycling.

Currently, more than half of all Swedish single-family houses have an installed heat pump and more heat is supplied by heat pumps in Sweden than in any other nation. Despite the enormous impact of heat pumps on the Swedish energy system, the transition towards their use has gone relatively unnoticed. Hence the title of this thesis, ‘A silent revolution’. This thesis provides an in-depth study of the Swedish transition towards heat pumps and how Swedish industries contributed to it. It approaches the topic from the perspective of value networks and ‘coopetition’, combined with the concept of complementarities. This approach has been inspired by the work of Verna Allee (2009) and Erik Dahmén (1991). In this thesis, value networks are networks of actors surrounding a specific business model, coopetition is used to describe the relationships between actors (as both competitive and cooperative), and the concept of complementarities is used to analyze the dynamics between synergistic elements and value networks in Sweden’s heat pump sector and energy system. Based on this approach, the thesis explains how a durable web of relations and interdependencies between complementarities has developed within the heat pump sector and the energy system in Sweden, and between the two, during the country’s transition to widespread use of heat pumps. Interest in heat pumps arose in Sweden and other parts of Europe during the 1970s. The Swedish energy system had been caught between international oil crises and national political mobilisation against nuclear power expansion. In this period of negative transformation pressure, the heat pump appeared as a promising alternative that could mitigate the use of oil and electricity for heating. In the 1970s, an early Swedish heat pump industry formed together with a growing heat pump market. A large number of diverse actors became involved in the Swedish heat pump sector, and the intense coopetition dynamics relating to heat pumps following the 1970s oil crisis contributed to durable connections between complementarities during the early stages of the transition. The 1980s saw a rapid expansion of large heat pumps in Swedish district heating facilities. In the mid-1980s, however, oil prices dropped back to their previous low levels. This change, combined with other factors, such as lifted subsidies and higher interest rates, created a crisis for Swedish heat pump industry. The industry underwent a 10-year period of low sales of small heat pumps and the market for large heat pumps died out and never returned. Nevertheless, several connections between heat pump–related complementarities remained in Sweden after the mid-1980s. In conjunction with value network reconfigurations, changes in company ownerships and governmental industry support, these complementarities helped the Swedish heat pump sector to maintain both production and service capacity. Due to developments that took place largely outside the heat pump manufacturing sector, by the mid-1990s it became possible for the struggling Swedish industry to offer more reliable and standardised heat pumps to the Swedish home heating market. During the years after 1995, the Swedish heat pump market grew to become the biggest in Europe. The industry’s early development and growth gave Swedish companies a comparative advantage over its European competitors, with the result that the manufacturing of heat pumps remained concentrated to Swedish-based manufacturing facilities even after the Swedish heat pump industry became internationalised after 2005. As of 2015, Sweden had the greatest amount of heat production from heat pumps per capita of any European nation, and many heat pump markets in other European countries are 10 to 20 years behind the Swedish market in development. This thesis shows how the Swedish heat pump industry has co-evolved with the market and how developments in the industry contributed towards causing the transition to heat pumps to occur so early in Sweden relative to other European markets. It also shows that coopetition dynamics in a socio-technical transition change with the emergence and characteristics of structural tensions between complementarities, which has implications for the strategic management of external relations and partnerships during socio-technical transitions. It further argues that the combination of the value network, coopetition, and complementarity concepts can be conceptualised for descriptive and exploratory studies on the role of firms and industries in socio-technical transitions, thereby offering a complement to existing dominant frameworks in the area of transition studies. / För närvarande har mer än hälften av alla svenska husägare en installerad värmepump. Värmepumpar levererar mer värme per capita i Sverige än i något annat land. Men trots värmepumparnas stora genomslag i det svenska energisystemet har övergången från olja och el till värmepumpar gått relativt obemärkt förbi. Därav titeln på denna avhandling, ”en tyst revolution”. Denna avhandling ger en djupgående beskrivning av den svenska övergången från olja och el till värmepumpar och av hur den svenska industrin bidragit till utvecklingen inom det svenska värmepumps- området. Forskningsansatsen i denna avhandling bygger på ett värdenätverks- och ’coopetition’-perspektiv i kombination med användningen av det dynamiska analytiska begreppet komplementaritet. Denna ansats är inspirerad av Verna Allees (2009) och Erik Dahméns (1991) arbeten. Begreppet värdenätverk används i denna avhandling för att beskriva det nätverk av aktörer som omger en specifik affärsmodell, begreppet ’coopetition’ används för att beskriva relationerna mellan aktörer (som både konkurrerande och samarbetande) och begreppet komplementaritet används för att analysera dynamiken mellan synergistiska delar och värdenätverk i den svenska värmepumpsektorn och det svenska energisystemet. Genom detta tillvägagångssätt beskrivs hur ett hållbart nät av relationer och ömsesidiga beroenden mellan komplementariteter har utvecklats, dels inom själva värmepumps- sektorn, dels mellan värmepumpssektorn och energisystemet i Sverige, under den svenska övergången mot ökad användning av värmepumpar. Intresset för värmepumpar steg i både Europa och Sverige under 1970- talet. Det svenska energisystemet var under tryck från både internationella oljekriser och nationell politisk mobilisering mot svensk kärnkrafts-utbyggnad. Under denna period när det svenska energisystemet var under negativt omvandlingstryck framstod värmepumpen som ett lovande alternativ som skulle kunna minska användningen av både olja och el för uppvärmning i Sverige. På 1970- talet bildades en svensk värmepumpindustri i samband med en växande värmepumpsmarknad. Ett stort antal aktörer av olika typer engagerade sig i den växande svenska värmepumpsektorn under denna period. Den intensiva samarbetsdynamiken kring värmepumpar som följde oljekrisen från 1970-talet bidrog till bildandet av varaktiga kopplingar mellan komplementariteter under denna tidiga fas i värmepumpsövergången. Under tidigt 1980-tal steg den relativa försäljningen av villavärmepumpar kraftigt och under mitten av 1980- talet skedde en ännu kraftigare utveckling av stora värmepumpar i svenska fjärrvärmeanläggningar. Men i mitten av 1980-talet sjönk oljepriset tillbaka till sina tidigare låga nivåer. I kombination med andra faktorer, så som slopade subventioner och höjd ränta, uppstod en kris för värmepumpar i Sverige. Den följande 10-års perioden karakteriserades av låg försäljning av små värmepumpar. Marknaden för stora värmepumpar försvann helt och skulle aldrig återkomma. Men flera kopplingar mellan värmepumpsrelaterade komplementarier kvarstod i Sverige även efter mitten av 1980-talet. I kombination med värdenätverkskonfigurationer, förändringar i företagsägande och statligt stöd till industrin, bidrog dessa hållbara kopplingar mellan komplementarier till att upprätthålla både produktion och servicefunktioner inom den svenska värmepumpsektorn. På grund av den tekniska utvecklingen, som i stor utsträckning skedde utanför tillverkningssektorn, blev det i mitten av 1990-talet möjligt för den kämpande svenska värmepumpsindustrin att erbjuda mer pålitliga och standardiserade villavärmepumpar till den svenska hemmamarknaden. Under åren efter 1995 växte den svenska värmepumpmarknaden till att bli den största i Europa. Den svenska marknadens och industrins utveckling och tillväxt gav svenska företag en relativ fördel gentemot sina eftersläntrande europeiska konkurrenter, med följden att tillverkningen av värmepumpar förblev koncentrerad till svenska anläggningar även efter det att en stor del av svensk värmepumpsindustri blivit uppköpt av utländska företag efter 2005. År 2015 var Sverige fortfarande det land med mest värme från värmepumpar per capita i Europa och den svenska utvecklingen var 10- 20 år före andra europeiska värmepumpmarknader. Denna avhandling beskriver samutvecklingen mellan den svenska värmepumpssektorn och det svenska energisystemet och hur den industriella utvecklingen bidragit till att den svenska övergången till värmepumpar var relativt tidig i jämförelse med andra europeiska marknader. Avhandlingen visar också att aktörsdynamiken i en socio- teknisk övergång förändras med uppkomsten av strukturella spänningar mellan komplementariteter, vilket har betydelse för hur externa relationer och partnerskap hanteras av företag och organisationer som genomgår omfattande socio-tekniska övergångar. Vidare argumenteras för att begreppen värdenätverk, coopetition, och komplementariteter kan kombineras i ett konceptuellt ramverk för att beskriva och analysera företags och industriers roller i omfattande socio-tekniska övergångar och därigenom komplettera nuvarande dominerande konceptuella ramverk för studier av omfattande socio-tekniska övergångar. / <p>QC 20171023</p>

In the climate change discussion, there is a broad consensus about the importance of support from the financial industry when it comes to supporting changes towards a more sustainable society. However, investments in the society supporting a transition towards a low-carbon economy are still waiting to become unlocked. This thesis aims to provide an understanding of a possible sustainability transition towards a low-carbon economy within the Swedish financial industry. To fully understand a possible change, this study has investigated the dynamics of the financial industry from the perspective of a member-owned bank in Sweden. Hence this study seeks to explore a fundamental and comprehensive change, the theoretical framework of socio-technical transition and the multi-level perspective is used. This contributes to a vast mapping of the financial industry and a better understanding of the dynamics of social change and innovation, such as a low-carbon economy transition. To gain in-depth knowledge, a case study was performed. Both qualitative and quantitative data was collected through semi-structured interviews and data from the case company’s customer database. The carbon footprint of the case company bank’s loan portfolio was calculated and analysed through a sensitivity analysis. This was done in the aim to gain deeper insights about how actions from a bank could contribute to a low-carbon economy. The empirical findings in this thesis showed that a bank does have the ability and power to contribute to a lower carbon footprint in a bureaucratic and stable regime as the financial industry. However, this responsibility could be hard to put at a single actor. As the financial industry has a strong carbon lock-in, the approach has to be long-term. The actions that could enable a sustainability transition within the financial industry seems to be a collection of many different transition pathways. By remaining the landscape pressure and the development of niche innovations, a long-term sustainability transition seems imaginable. By collecting the forces of regulatory work along with collaboration among incumbent actors and increasing development of new low-carbon financial products, there is positive movement. With patience and an attitude change, the financial industry can see a sustainability transition in the horizon. / I diskussionen om klimatförändringar finns det en enighet om vikten av stöd från finansbranschen när det gäller förändringar mot ett mer hållbart samhälle. Investeringar i samhället som stöder en övergång till en koldioxidsnål ekonomi väntar dock fortfarande på att slå igenom. Denna uppsats har som syfte att förstå en möjlig hållbarhetsövergång till en koldioxidsnål ekonomi inom den svenska finansbranschen. För att förstå en möjlig förändring har denna undersökning granskat finansbranschens dynamik utifrån en svensk medlemsägd banks perspektiv. Då denna uppsats strävar efter att utforska en grundläggande och omfattande förändring, så har det teoretiska ramverket för socio-teknisk övergång och multi-nivåperspektivet används. Detta bidrar till en omfattande kartläggning av finansbranschen samt en bättre förståelse för dynamiken i socialförändring och innovation, så som en övergång till en mer koldioxidsnål ekonomi. För att få fördjupad kunskap inom ämnet så har en case-studie utförts. Både kvalitativa och kvantitativa data har samlats in genom halvstrukturerade intervjuer och data från case-företagetskunddatabas. Koldioxidavtrycket i case-företagets utlåningsportfölj beräknades och analyserades genom en känslighetsanalys. Detta gjordes i syfte att få djupare insikter om hur åtgärder från enbank skulle kunna bidra till en koldioxidsnål ekonomi. De empiriska resultaten i denna studie visade att en bank har förmågan och kraften att bidra till ett lägre koldioxidavtryck i en byråkratisk och stabil regim som finansindustrin. Detta ansvar kan dock vara svårt att lägga på en enskild aktör. Eftersom finansbranschen idag har investeringar i koldioxidtunga aktiviteter måste tillvägagångssättet vara långsiktigt. De åtgärder som kan möjliggöra en hållbar övergång inom finansbranschen verkar vara en samling av många olika övergångsbanor. Genom att ha fortsatttryck från landskaps-nivån och en fortsatt utveckling av nisch-innovationer verkar en långsiktig hållbarhetsövergång tänkbar. Genom en enad kraft, samarbete mellan etablerade aktörer och ökad utveckling av nya finansiella produkter med låg koldioxidutsläpp, verkar en förändring möjlig. Med tålamod och en attitydförändring kan finansindustrin se en hållbarhetsövergång i horisonten.

Perceived Affordance and Socio-Technical Transition: Blockchain for the Swedish Public Sector / Uppfattad görlighet och socio-teknisk övergång: blockkedjor för svensk offentlig sektor

The Swedish public sector is under constant pressure to improve processes and services through further digitalization. Blockchain is a novelty technology which shows promise of enabling functionalities which are desired within the sector. However, as the technology is still in its infancy, the practical value it could offer the sector remains unproven. In this master thesis, the socio-technical transition of the public sector for adopting blockchain is analyzed using the multi-level perspective framework. The sector is operationalized as an incumbent socio-technical regime and blockchain as a collection of niche innovations. Affordance theory and the multi-level perspective are combined to analyze how the perception of blockchain affects the potential transition pathways. The primary empirical data is gathered through a series of interviews with key individuals from both the Swedish public sector and blockchain community, as well as from attending blockchain events. Secondary data is gathered through the review of various types of literature regarding the topic. The findings of the thesis show that the practical value and functionalities that blockchain offers and that match the needs of the sector are verification, authentication, traceability, automating simple logical functions, and digitizing unique value. The identified conceptual solutions deemed suitable today are: blockchain for identity management, blockchain for data verification, blockchains for property registers of, e.g., vehicles and real estate, and external industry blockchains for improved traceability of, e.g., supply chains and sales records. The thesis also derives recommendations for the public sector indicating that, e.g., active education, revision of regulation, and international cooperation would further a potential transition towards blockchain. It also finds that perceived affordances of a technology in its early stages affect the transition pathways; barriers of entry, number of potential adopting application sectors, the level of coordination, and the available resources for development are influenced by the perceptions. / Svensk offentlig sektor utsätts konstant för påtryckningar gällande fortsatt digitalisering av processer och tjänster. Blockkedjan är en ny teknologi som påvisar potential att kunna tillgodose funktioner önskvärda inom den offentliga sektorn. Dock är teknologin fortfarande i ett begynnande stadie och dess praktiska värde är ännu obevisat. I detta examensarbete analyseras offentliga sektorns potentiella socio-tekniska övergång till att ta blockkedjor i bruk med hjälp av multinivåperspektiv-ramverket. Sektorn operationaliseras som en befintlig socio-teknisk regim och blockkedjor som en samling av nischinnovationer. Görlighetsteori och multinivåperspektivet kombineras för att analysera hur uppfattningen av blockkedjor påverkar de potentiella övergångsvägarna. Primära empiriska data samlas in genom en serie av intervjuer med nyckelindivider från både svensk offentlig sektor och blockkedjegemenskapen, samt även från deltagande i blockkedjearrangemang. Sekundära data samlas in genom en studie av diverse typer av litteratur gällande ämnet. Examensarbetets resultat påvisar att det praktiska värdet och funktionaliteterna som blockkedjor tillgodoser och som passar med offentliga sektorns behov är verifikation, autentisering, spårbarhet, automatisering av simpla logiska funktioner, samt digitalisering av unika värden. De identifierade konceptuella lösningarna som bedöms lämpliga i dagsläget är: blockkedja för identitetshantering, blockkedja för dataverifikation, blockkedjor för egendomsregister, t.ex. för fordon och bostäder, samt externa industriblockkedjor för förbättrad spårning, t.ex. av försörjningskedjor och försäljning. Examensarbetet härleder även rekommendationer till offentliga sektorn, innefattande exempelvis aktiv utbildning, revision av reglementen, samt internationellt samarbete. Resultaten påvisar även att den uppfattade görligheten av en teknologi i ett tidigt stadie av innovation påverkar övergångsvägarna in i en regim. Detta genom att uppfattningarna influerar inträdesbarriärer, antalet potentiella applikationssektorer, koordinationsnivån, samt mängden tillgängliga resurser.
