Processo de formação do estado em Guiné-Bissau (1974-2012)

Busca-se compreender o impacto e a fragilidade desse processo ao longo de seu processo histórico. Constatou-se que o processo de construção do Estado-Nação em vários países africanos teve seu início com a ocupação europeia (CANDÉ, 2013). A resposta dada a essa invasão, em diversos países africanos, foi o desencadeamento da resistência cultural e política contra essa ocupação (CANDÉ, 2013). No caso particular da Guiné-Bissau, a intensa organização para a descolonização teve seu marco a partir do Massacre de Pindjiguiti, em 1959, que impulsionou a via armada contra o regime colonial (CANDÉ, 2013). Por conseguinte, o Estado em referência tornou-se, após a independência, um simples instrumento político e econômico a favor dos dirigentes do PAIGC em detrimento da população guineense, sobretudo a da sociedade tradicional campesina (AMPAGATUBÓ, 2008). Dentro do trabalho, são apresentadas as teorias de Tilly (1996) e Herbst (2000) Et al., além de outros autores complementares, que trabalharam o processo de formação do Estado na Europa moderna e na África. Com base disso, percebe-se que existe uma forte subversão entre as Forças Armadas e os dirigentes políticos em Guiné-Bissau, o que vem atrapalhando a consolidação institucional do Estado nos padrões teóricos apresentados. Conclui-se que não houve concentração de capital e da coerção em Guiné-Bissau desde a sua independência até os dias atuais. Logo, o caso empírico não cumpre o requisito fundamental de Tilly para a formação de um Estado-Nação. Logo, não se pode afirmar que Tilly seja suficiente ou insuficiente para explicar a não formação do Estado em Guiné-Bissau, uma vez que sua pré-condição jamais acorreu no processo de formação do Estado em Guiné-Bissau.<br> / Abstract : This master s thesis aims at testing Charles Tilly s theory in order to analyze and understand the construction process of the Estate-Nation of Guinea-Bissau (1974-2012). Furthermore, this thesis aims at understanding both impact and fragility of this process along its historic landmark. It has been concluded that the construction of several Estate-Nations in African countries has originated from European occupation. In response, the local inhabitants of those countries resisted culturally and politically against the European invasion (CANDÉ, 2013). Particularly speaking, Guine-Bissau started organizing itself in favor of its decolonization in 1959, when the Pindjiguiti massacre took place. This massacre stimulated the local army against the colonial regime (CANDÉ, 2013). Thus, the Estate-Nation of Guinea-Bissau after the independence process became a simple economical and political instrument in favor of PAIGC, instead of being in favor of its local population (AMPAGATUBÓ, 2008). This thesis presents an interpretation of the works of Tilly (1996), Herbst (2000) et al., who have worked with Estate formation in Europe and Africa. Based on that, it is noticeable that there is an institutional conflict between the military forces and the civil political power in Guinea-Bissau. The aforementioned conflict has brought problems to the Estate and to its institutions centralizations in Guinea-Bissau. This thesis has concluded that there has not been neither capital concentration nor coercion in Guinea-Bissau since its independence. Therefore, the formation of the Estate-Nation in Guinea-Bissau is not in agreement to the fundamental requisite for an Estate-Nation formation proposed by Tilly (1996). Therefore, it is not possible to state that Tilly s concept is sufficient or insufficient for explaining the formation of the Estate-Nation in Guinea-Bissau, taking into consideration that Tilly s pre-condition for that has never taken place in that country s process.

Uma alternativa nórdica à Europa? Uma análise da política externa e de segurança da Dinamarca / A Nordic Alternative to Europe? An Analysis of the Danish Foreign and Security Policy

A Dinamarca possui, sem dúvida alguma, uma das políticas mais excepcionais em relação à Europa integrada. Desde os primórdios da integração europeia, no início dos anos 50, o país demonstrou um forte ceticismo e, para alguns, um forte receio com a ideia de uma Europa unida. Mesmo após sua incorporação à Comunidade Europeia, no início dos anos 70, a Dinamarca se posicionou como membro de uma outra comunidade, a nórdica, e que, dessa forma, seu papel na Comunidade Europeia consistia em criar uma ponte entre estas duas comunidades. Era de comum entendimento entre as elites do país, bem como por grande parte da sociedade civil, que a integração europeia representava valores típicos da Europa continental que, por sua vez, conflitavam com os valores nórdicos. O excepcionalismo dinamarquês manteve-se mesmo após o término da Guerra Fria, quando, em 1993, o Governo do país compreendeu, em seu Livro Branco, que a União Europeia seria o principal fórum internacional para a promoção dos valores e interesses da Dinamarca, mas devido a uma recusa popular em aceitar o Tratado que Estabelecia a União Europeia, o país estipulou a existência de quatro ressalvas formais os opt-outs às políticas europeias, entre aquelas mais sensíveis à soberania nacional. Inúmeras hipóteses foram levantadas na tentativa de compreender tal peculiaridade, entre estas, destacamos a existência de uma percepção mantida tanto pela elite política do país, como por parte da sociedade civil, de uma alternativa nórdica à Europa. Dessa forma, a relutância dinamarquesa com o processo europeu de integração poderia ser compreendido pelo desejo do país em se inserir em um outro processo de integração, somente entre os países nórdicos. Tendo em vista tal entendimento, esta pesquisa, através de uma abordagem sociológico-histórica, tem por objetivo compreender em que medida a percepção de uma alternativa nórdica à Europa impactou na construção do, então chamado, dilema de integração dinamarquês, ou seja, desta posição relutante desenvolvida pelo país em relação à Comunidade Europeia / União Europeia. Para colaborar, iremos analisar a questão nórdica no desenvolvimento da política externa e de segurança da Dinamarca. Argumentaremos que embora nem sempre tenha sido apresentado como uma alternativa real, a questão nórdica demonstra-se de extrema importância para compreender a posição dinamarquesa na Europa. / Denmark has, without doubt, one of the most exceptional policies towards Europe. From the beginning of European integration in the early 50s the country has demonstrated a strong skepticism and, for some, a strong concern with the idea of a united Europe. Even after her incorporation into the European Community in the early 70s, Denmark has positioned herself as a member of another community, the Nordic one, and, therefore, the Danish role in the European Community was to \'build bridges\' between these two communities. It was a common understanding among the Danish elites, and to a large part of civil society, that European integration represented typical values of the \'continental Europe\' which, in turn, were in conflict with the Nordic values. The Danish exceptionalism remained even after the end of the Cold War, when in 1993 the Danish government understood in its White Paper that the European Union would be the main international forum for the promotion of Danish values and interest, but due to a popular refusal to accept the Treaty that established the European Union, the government stipulated the existence of four formal reservations - the opt-outs to European policies, among those most sensitive to national sovereignty. Several hypotheses have been raised in an attempt to understand this peculiarity, among these, we can highlight the existence of a perception both by the political elite of the country as by civil society of a Nordic alternative to Europe. Thus, the Danish reluctance to the European integration process could be understood by the country\'s desire to be part in another integration process, among the Nordic countries. Therefore, through a historical sociological approach, this research seeks to understand to what extent the perception of a Nordic alternative to Europe impacted on the construction of the so called \'Danish integration dilemma, i.e. in this reluctant position developed by the country towards the European Community / European Union. To this end, we will examine the Nordic question in the development of the Danish Foreign and Security Policy. We will argue that although it has not always been presented as a real alternative, the Nordic question can be seen as a very important factor to understand the Danish position in Europe.

A partir de documentos, produções científicas, fotografias, observações gerais e depoimentos de professores não indígenas e alunos indígenas evidenciamos como se processou a Educação Escolar Indígena ofertada pelo Programa Parakanã, apresentando as suas principais implicações para aquela cultura indígena. A história do contato com os Parakanã foi de perdas materiais e imateriais, de mudança em diversas dimensões, nos seus fazeres/saberes e inclusive em seus próprios corpos. A escola que aparece na segunda metade da década de 1980, implantada pela Funai e depois com prosseguimento pelo Programa Parakanã, mantida pela Eletronorte para mitigações dos impactos da inundação a suas terras pela UHE de Tucuruí, teve uma importância muito grande naquele contexto. A partir de três eixos conceituais procuramos interpretar a realidade indígena Parakanã: 1) Educação indígena; 2) Interculturalidade, levando em conta as relações de contato seguindo a teoria da mediação cultural de Monteiro, das relações interculturais que se estabelecem entre povos indígenas em contato e das relações da interculturalidade e educação; e 3) Educação Escolar Indígena, a partir dos estudos que discutem as possibilidades de constituição da escola indígena em “novos horizontes teóricos” tratando-a como um lugar de fronteira. Também foi relevante para a construção da pesquisa a experiência acumulada em mais de 20 anos (1995-2016) de atividades junto aos Parakanã, experiência essa apoiada nas concepções da etnometodologia para a coleta dos dados, utilizando ferramentas específicas da etnopesquisa implicada de Macedo, tais como: documentos escolares como etnotextos, o diário de campo e a “entre-vista”. Através dos dados coletados identificamos categorias importantes para análise (Autonomia indígena, autodeterminação, territorialidade, reconhecimento cultural, cultura indígena, dialogismo, alteridade, bilinguismo, escola como fronteira e sustentabilidade), que possibilitaram nos dar uma compreensão da escola Parakanã como um lugar de fronteira onde se estabeleceram muitas relações de mediação cultural. Se por um lado a escola Parakanã não expressou com profundidade a vertente da interculturalidade crítica em sua prática escolar e em uma política mais intensa para autonomia indígena, por outro lado constatamos uma relação de mediação, de reconhecimento cultural à cultura indígena, de dialogismo entre professores e alunos, de bilinguismo, de incentivo a permanência da língua e da cultura indígena e várias atividades práticas buscando a sustentabilidade econômica-ecológica-cultural. A busca pela autodeterminação indígena é uma luta constante entre todos os povos indígenas das Américas. Consegui-la em sua plenitude ainda é uma utopia, mas há graus diferentes que podem ser estabelecidos na história da cada povo. A tese que defendemos a partir do estudo da experiência do Programa Parakanã é de que a escola, por favorecer relações de mediação cultural importantes entre a sociedade toria e a sociedade Awaete, contribuiu significativamente para a afirmação e manutenção da cultura, do território e da língua nativa, fortalecendo a autonomia indígena Parakanã. / In this study, we describe the history of Parakanã Schooling analyzing the educational actions developed by the Parakanã Program, from 1988 to 2013, in the Parakanã Indigenous Land, located in the municipalities of Itupiranga and Novo Repartimento, in the southeast of Pará. From documents, scientific productions, photographs, general observations and testimonials of non-indigenous teachers and indigenous students we show how Indigenous School Education was offered by the Parakanã Program, presenting its main implications for that indigenous culture. The history of the contact with the Parakanã was of material and immaterial losses, of change in several dimensions, in their actions/knowledge and even in their own bodies. The school that appears in the second half of the 1980s, implemented by FUNAI and then continued by the Parakanã Program, maintained by Eletronorte to mitigate the impacts of the flood to its lands by the Tucuruí hydroelectric , was of great importance in that context. From three conceptual axes we try to interpret the indigenous Parakanã reality: 1) Indigenous education; 2) Interculturality, taking into account the contact relations following Monteiro's cultural mediation theory, of intercultural relations established between indigenous peoples in contact and intercultural relations and education; and 3) Indigenous School Education, based on studies that discuss the possibilities of establishing the indigenous school in "new theoretical horizons" treating it as a border place. Also relevant to the construction of the research was the experience accumulated in more than 20 years (1995-2016) of activities with the Parakanã, an experience supported in the ethnomethodology conceptions for the data collection, using specific tools of the ethnographic research implicated by Macedo, such as: school documents such as ethnotext, the field diary and the "inter-view". Through the collected data we identified important categories for analysis (indigenous autonomy, self-determination, territoriality, cultural recognition, indigenous culture, dialogism, alterity, bilingualism, school as frontier and sustainability), which enabled us to give an understanding of the Parakanã school as a border place where many relations of cultural mediation were established. While on the one hand the Parakanã school did not express in depth the aspect of critical interculturality in its school practice and in a more intense policy for indigenous autonomy, on the other hand we verified a relation of mediation, of cultural recognition to the indigenous culture, of dialogue between teachers and students, of bilingualism, of encouraging the permanence of the indigenous language and culture and several practical activities seeking the economic-ecological-cultural sustainability. The quest for indigenous self-determination is a constant struggle among all the indigenous peoples of the Americas. Achieving it in its fullness is still a utopia, but there are different degrees that can be established in the history of each people. The thesis that we defend from the study of the experience of the Parakanã Program is that the school, because it favors important cultural mediation relations between the toria society and Awaete society, has contributed significantly to the affirmation and maintenance of culture, territory and language Native, strengthening Parakanã indigenous autonomy. / Dans cette étude, nous décrivons l'histoire de la scolarisation des autochtone Parakanã l'analyse des actions éducatives développées par le Programme Parakanã, de 1988 à 2013, la Terre indigène Parakanã, situé dans les municipalités de Itupiranga et Novo Repartimento, dans le sud-est du Pará. Des documents, des publications scientifiques, des photographies, des observations générales et les déclarations des enseignants non-autochtones et les étudiants autochtones en tant que programme sur l'éducation autochtone témoigne poursuivi offert par Parakanã, présentant ses principales implications pour cette culture indigène. L'histoire de contact avec Parakanã a des pertes matérielles et immatérielles, changement de plusieurs dimensions dans leurs actions/connaissances et même dans leur propre corps. L'école apparaît dans la deuxième moitié des années 1980, introduites par Funai puis par la poursuite du Programme Parakanã, maintenu par Eletronorte pour l'atténuation des effets des inondations sur leurs terres par UHE Tucuruí, nous avons eu une grande importance dans ce contexte. À partir de trois axes conceptuels, nous essayons d'interpréter la réalité indigène de Parakanã: 1) L'éducation autochtone; 2) Interculturalisme, en tenant compte des relations de contact qui suivent la théorie de la médiation culturelle de Monteiro, des relations interculturelles établies entre les peuples autochtones en contact et les relations interculturelles et l'éducation; Et 3) Scolarisation des autochtone, sur la base des études qui discutent des possibilités d'établissement de l'école indigène dans les «nouveaux horizons théoriques» qui la traitent comme un lieu frontalier. L'expérience acquise depuis plus de 20 ans (1995-2016) dans les activités avec le Parakanã, une expérience soutenue dans les conceptions ethnométhodologiques pour la collecte de données, en utilisant des outils spécifiques de la recherche ethnographique impliqués par Macedo, tellement pertinent pour la construction de la recherche, tels que: les documents scolaires tels que l'ethnotext, l'agenda de terrain et l'interview. Grâce aux données recueillies, nous avons identifié des catégories importantes pour l'analyse (autonomie indigène, l'autodétermination, territorialité, reconnaissance culturelle, culture indigène, dialogisme, altérité, bilinguisme, école comme frontière et développement durable), ce qui nous a permis de mieux comprendre l'école Parakanã comme lieu frontalier lorsque de nombreux rapports de médiation culturelle ont été établis. Si d'une part l'école Parakanã n'a pas exprimé en profondeur l'aspect de l'interculturalité critique dans leur pratique scolaire et une politique plus forte pour l'autonomie indigène, d'autre part, nous avons trouvé une relation de médiation, la reconnaissance culturelle à la culture indigène, de dialogisme entre les enseignants et les étudiants, de bilinguisme, pour encourager la permanence de la langue et de la culture autochtone et diverses activités pratiques qui recherchent la durabilité économique-culturel-écologique. La recherche de l'autodétermination des autochtones est une lutte constante entre tous les peuples autochtones des Amériques. Obtenez dans sa plénitude est encore une utopie, mais il y a différents degrés qui peuvent être établis dans l'histoire de chaque peuple. La thèse que nous défendons de l'étude de l'expérience du programme Parakanã est que l'école, favoriser les relations importantes de médiation culturelle entre la société de toria et de la société Awaete, a contribué de manière significative à l'affirmation et le maintien de la culture, le territoire et la langue indigène, le renforcement de l'autonomie indigène Parakanã.

Sobre metamorfoses e transformações: uma perspectiva sociológico-histórica a respeito do liberalismo constitucional atenuado latino-americano / On methamorphosis and transformations: a historical sociological perspective about the attenuated constitucional liberalism in Latin America

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / Esta é uma tese sociológico-histórica sobre o constitucionalismo liberal na América Latina. A hipótese principal deste trabalho seria de que o liberalismo colocado em prática nas constituições latino-americanas durante o século XIX foi sofrendo algumas transformações que levaram à atenuação de sua proposta original. A matriz inicial extremamente focada na afirmação abstrata da individualidade natural e autocentrada das pessoas sujeitos de direito presente nas constituições promulgadas no século XIX passou por processos de redefinição e re-substancialização no decorrer do século XX e princípio do XXI. É o que chamamos de transformação da noção de pessoa. Nesse processo de atenuação transformadora, podemos, também, observar que o Estado não possui a mesma raison detre que possuía no século XIX. De maneira descontínua, no século XX e começo do XXI processos que demonstram a demanda por maior legitimidade das estruturas do Estado podem ser igualmente observados. Os dois principais marcos que nos permitiriam falar do processo de atenuação do liberalismo são: a incorporação dos direitos trabalhistas na primeira metade do século XX e os processos recentes de reconhecimento dos direitos das populações originárias e/ou afrodescendentes. Ao contrário do que algumas análises indicam, atestamos que essas reformas, por não representarem um rompimento definitivo com processos anteriores não têm colocado em cheque a concepção moderna do liberalismo constitucional. Modernidade essa que, como sustentamos na tese, tem a América Latina como um de seus principais protagonistas, não sendo correto admitir que a região é um agente histórico passivo e que seja colocada como periferia de um sistema externalizado. Por meio da análise qualitativa das constituições proclamadas em cinco países latino-americanos Argentina, Bolívia, Brasil, México e Panamá foi possível colocar em uma perspectiva histórica como o liberalismo tem se atenuado, como a transformação da noção de pessoa tem acontecido e como o Estado, de maneira descontínua, tem sido transformado para se tornar mais legítimo / This is a historical sociological thesis about constitutional liberalism in Latin America. The main hypothesis is that the constitutional liberalism of the nineteenth century has been transformed and attenuated in relation to its original matrix. The initial model focused principally on the abstract affirmation of a natural and self-centred individuality of the subjects of rights. This characteristic was more emphasized in the constitutions of the nineteenth century, but it was redefined and re-substantialized during the twentieth and early twenty-first century. That is what we call the transformation of the notion of the person. In this process of attenuation and transformation, it is also possible to observe that the state does not have the same raison detre that it had during the nineteenth century. In a discontinuous process, during the twentieth century there was an increasing demand for the legitimacy of the statess structures. In Latin America, the two main constitutional processes that allowed us to talk about the attenuation of liberalism are: firstly, the incorporation of collective labour rights in the beginning of the twentieth century and, secondly, in the twentieth and early twenty first century the recognition of the rights of indigenous peoples and black-descendents. Against some current views, it is argued in this thesis that those reforms have not questioned the main tenets of modern liberalism. Indeed, modernity, as a social phenomenon constructed by different realities, as argued in this work, since its very beginning has Latin America in its core and playing a central role. In this sense it is not true to say that the region is a passive historical agent or it should be placed in the periphery of an external system. Through a qualitative analysis of all the constitutions proclaimed in five Latin American countries Argentina, Bolivia, Brazil, Mexico and Panama it is possible to put in historical perspective how liberalism has been attenuated; how a transformation of the notion of the person has taken place; and how the states, in discontinuous ways, have been transformed to become more legitimate

The emergence of this collective agent in 2003 was the local reflection of the change that occurred in the relationship between social movements and the government noticed in the period of redemocratization in Brazil. From this, we observed a relative degree of inclusion of popular sectors in political and administrative institutions. In the Luís Inácio Lula da Silva and Dilma Rousseff governments, the experiences so-called "participatory” have multiplied and become institutionalized. In this manner, social movement organizations activated the "right to the city," "urban reform," and "self-management" symbols have gained ground in planning and implementing housing estates for the grassroots in different parts of the country. In this context, the research attempted to comprehend how the State Association for Support of Popular Housing became representative of the "housing cause" in Maranhão and to trace its specificities, the delineations that such collective agent gave to the issue housing locally, realizing in the process the political role of representation and mediation of this mediator and his individual spokespersons. Thus, this research on a social organization and the militant engagement of its representatives was problematized from the perspective of historical sociology and militant engagement sociology, highlighting the social properties of those who engage, their accumulated attributes, resources detained, individual predispositions to militancy and, on a more general level, to the opportunity spheres and constraining under which this occurs. Considering the genetic, relational and sociographic perspective, the results were obtained through archival research, documentary, participant observation and interviews made with both the organization militants and some activists who graduated from this "problematic" in Maranhão in the first semester 2016. / Este estudo faz parte das discussões acerca do Engajamento Militante e trata, especificamente, do processo de afirmação de uma associação habitacional e de seus empreendedores políticos na região metropolitana de São Luís/MA. A emergência desse agente coletivo em 2003 foi o reflexo local da mudança ocorrida na relação entre movimentos sociais e Estado observada no período de redemocratização do Brasil. Observou-se a partir daí relativo grau de inclusão de setores populares nas instituições político administrativas. Nos governos de Luís Inácio Lula da Silva e Dilma Rousseff as experiências ditas “participativas” se multiplicaram e se institucionalizaram. Aí organizações de movimentos sociais acionando os símbolos “direito à cidade”, “reforma urbana” e “autogestão” ganharam espaço no planejamento e implementação de conjuntos habitacionais para as camadas populares em várias partes do país. Nesse contexto, a pesquisa tentou compreender como a Associação Estadual de Apoio à Moradia Popular se tornou representante da “causa habitacional” no Maranhão e localizar suas especificidades, os delineamentos que tal agente coletivo deu à questão habitacional localmente, percebendo no processo o papel político de representação e mediação desse agente e de seus porta-vozes individuais. Assim, esta pesquisa sobre uma organização social e o engajamento militante de seus representantes foi problematizada na perspectiva da sociologia histórica e sociologia do engajamento militante, dando relevo às propriedades sociais daqueles que se engajam, seus atributos acumulados, recursos detidos, predisposições individuais para a militância e, no plano mais geral, às esferas de oportunidades e constrangimentos sob as quais isso ocorre. Considerando a perspectiva genética, relacional e sociográfica, os resultados foram obtidos por meio de pesquisa arquivística, documental, observação participante e por meio de realização de entrevistas tanto com os militantes da entidade quanto com alguns ativistas egressos dessa “problemática” no Maranhão no primeiro semestre de 2016

Como contraponto, recorre aos marcos da crítica substantiva e formal às teorias da modernização feita pela sociologia histórico-comparativa nas décadas de 1970 e 1980. Its main argument is that it is possible to, by assuming historical sociology as political theory, to develop more accurate theoretical and methodological tools to understand state organizations and the historical explanation in social sciences. The secondary argument is that the ongoing discussion on state building is embedded in a modernizing bias in the way it articulates a concept of state with the process of its development. Exploring this insight, the dissertation specifies the modernizing bias in terms of distortions in the comprehension of state and history, converting it into a yardstick for the critique of certain narratives on the Latin American states and its formation. As reply, it traces back the substantive and methodological criticism of modernization theories made by comparative-historical sociology in the 1970s and 1980s. As a result, it proposes a convergence between a critical theory of the state with a notion of historical process open to variation, contingency and contextuality. By the end, the dissertation explores a new wave of historical-comparative studies on Latin American states, emphasizing promising pathways for the transcendence of the modernizing bias.

Com um recorte temporal entre os anos de 1890 - 1939, procuramos contemplar o início do registro civil de casamento no Brasil, a imigração em massa para o município de São Carlos, a variação no padrão de casamento de duas gerações e o forte desenvolvimento econômico propiciado pelo café no município. Podemos dizer que o presente estudo justificou-se por propiciar um maior conhecimento da formação social do município de São Carlos. O principal corpus documental utilizado nesta pesquisa foi: Habilitações de Casamentos. Este material nos forneceu subsídios a respeito da aproximação ou afastamento dos grupos étnicos no momento do casamento. No nosso entendimento, a variação do comportamento matrimonial no decorrer das gerações representava os mais variados níveis de integração dos imigrantes e seus descendentes na sociedade brasileira da época.

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / Esta é uma tese sociológico-histórica sobre o constitucionalismo liberal na América Latina. A hipótese principal deste trabalho seria de que o liberalismo colocado em prática nas constituições latino-americanas durante o século XIX foi sofrendo algumas transformações que levaram à atenuação de sua proposta original. A matriz inicial extremamente focada na afirmação abstrata da individualidade natural e autocentrada das pessoas sujeitos de direito presente nas constituições promulgadas no século XIX passou por processos de redefinição e re-substancialização no decorrer do século XX e princípio do XXI. É o que chamamos de transformação da noção de pessoa. Nesse processo de atenuação transformadora, podemos, também, observar que o Estado não possui a mesma raison detre que possuía no século XIX. De maneira descontínua, no século XX e começo do XXI processos que demonstram a demanda por maior legitimidade das estruturas do Estado podem ser igualmente observados. Os dois principais marcos que nos permitiriam falar do processo de atenuação do liberalismo são: a incorporação dos direitos trabalhistas na primeira metade do século XX e os processos recentes de reconhecimento dos direitos das populações originárias e/ou afrodescendentes. Ao contrário do que algumas análises indicam, atestamos que essas reformas, por não representarem um rompimento definitivo com processos anteriores não têm colocado em cheque a concepção moderna do liberalismo constitucional. Modernidade essa que, como sustentamos na tese, tem a América Latina como um de seus principais protagonistas, não sendo correto admitir que a região é um agente histórico passivo e que seja colocada como periferia de um sistema externalizado. Por meio da análise qualitativa das constituições proclamadas em cinco países latino-americanos Argentina, Bolívia, Brasil, México e Panamá foi possível colocar em uma perspectiva histórica como o liberalismo tem se atenuado, como a transformação da noção de pessoa tem acontecido e como o Estado, de maneira descontínua, tem sido transformado para se tornar mais legítimo / This is a historical sociological thesis about constitutional liberalism in Latin America. The main hypothesis is that the constitutional liberalism of the nineteenth century has been transformed and attenuated in relation to its original matrix. The initial model focused principally on the abstract affirmation of a natural and self-centred individuality of the subjects of rights. This characteristic was more emphasized in the constitutions of the nineteenth century, but it was redefined and re-substantialized during the twentieth and early twenty-first century. That is what we call the transformation of the notion of the person. In this process of attenuation and transformation, it is also possible to observe that the state does not have the same raison detre that it had during the nineteenth century. In a discontinuous process, during the twentieth century there was an increasing demand for the legitimacy of the statess structures. In Latin America, the two main constitutional processes that allowed us to talk about the attenuation of liberalism are: firstly, the incorporation of collective labour rights in the beginning of the twentieth century and, secondly, in the twentieth and early twenty first century the recognition of the rights of indigenous peoples and black-descendents. Against some current views, it is argued in this thesis that those reforms have not questioned the main tenets of modern liberalism. Indeed, modernity, as a social phenomenon constructed by different realities, as argued in this work, since its very beginning has Latin America in its core and playing a central role. In this sense it is not true to say that the region is a passive historical agent or it should be placed in the periphery of an external system. Through a qualitative analysis of all the constitutions proclaimed in five Latin American countries Argentina, Bolivia, Brazil, Mexico and Panama it is possible to put in historical perspective how liberalism has been attenuated; how a transformation of the notion of the person has taken place; and how the states, in discontinuous ways, have been transformed to become more legitimate
