No. of bitstreams: 0 Previous issue date: 2009 / Esta tese tem por objetivo investigar à luz da teoria institucional, o modelo organizacional do Estado brasileiro, tendo como foco de análise o processo de incorporação da força de trabalho no Poder Executivo do Governo Federal e como campo de investigação uma organização federal de Ciência e Tecnologia: a Fundação Oswaldo Cruz - Fiocruz. O trabalho realiza uma análise das abordagens teóricas institucionalistas sobre as Reformas de Estado, utilizando como referência teórico-analítica o modelo proposto por Robert Kaufman. A partir dessa perspectiva faz-se uma discussão sobre as reformas de Estado ocorridas no Brasil, desde a década de 1930. O estudo empírico foi realizado, em uma primeira abordagem, junto ao setor público federal, analisando a composição de sua força de trabalho no período entre 1995 e 2006, durantes os dois mandatos de Fernando Henrique Cardoso e o primeiro mandato de Luís Inácio Lula da Silva, e em uma segunda etapa, na Fiocruz. Investiga-se, nessa organização, o processo de incorporação de pessoal, por meio dos concursos públicos realizados no período entre 1996 e 2006. Para isso, utiliza-se o aporte teórico institucionalista de DiMaggio e Powell (1991). Os resultados da pesquisa evidenciam o fortalecimento de critérios meritocráticos na União, por força dos segmentos setoriais do Estado brasileiro e por força da capacidade organizacional. No caso da Fiocruz é possível verificar a dificuldade em implementar uma política de incorporação de pessoal aderida a uma estratégia organizacional. Por fim é possível concluir com este estudo, que é necessária a implementação de mudanças significativas, uma vez que o tema da qualidade na administração federal entrou na agenda pública, a partir da reforma de 1995. / The objective of this thesis was to investigate the Brazilian state’s organizational model in light of institutional theory, with a focus on workforce incorporation by the Executive Branch of Federal government. The specific field of investigation was a Federal science and technology organization, the Oswaldo Cruz Foundation (FIOCRUZ). The research analyzes the institutionalist theoretical approaches to state reforms, using the model proposed by Robert Kaufman as the theoretical-analytical reference. Based on this perspective, the study discusses state reforms implemented in Brazil since the 1930s. The first stage of the empirical study focused on the Brazilian Federal public sector, analyzing its workforce composition from 1995 to 2006, during the first two terms of President Fernando Henrique Cardoso and the first term of President Luís Inácio Lula da Silva. The second stage was conducted at FIOCRUZ. In the latter, the study concentrated on the incorporation of human resources through public admissions processes from 1996 to 2006. This stage of the research drew on institutional analysis as proposed by DiMaggio & Powell (1991). The research results highlighted the strengthening of meritocratic criteria in the Federal government, due to specific sectors and organizational capability in the Brazilian state. In the case of FIOCRUZ, it was possible to identify difficulties in implementing a policy for workforce incorporation linked to an organizational strategy. Finally, the study identified the need for significant changes, since the issue of quality in the Federal administration emerged on the public agenda in Brazil beginning with the reform in 1995.

Implicações do choque de gestão e reformas em Minas Gerais: a avaliação de desempenho individual (ADI) dos docentes da rede estadual de ensino de Uberlândia no período 2003/2010

This study was developed in the master s program from Universidade Federal de Uberlândia (UFU) on the field State, Policy and Management Education. It has as goal to analise the (re)definition of the role of the State and the changes of the public management from Minas Gerais (MG) State. Therefore, it was taken as methodology a literature and documental review of the subjects proposed in this study, also an analysis of official government documents. In the study, it is specially analyzed the State and the educational Policies developed during both terms of Aécio Neves as governor of Minas Gerais, the research seeks to understand the assumptions of the implemented reform; the purposes of the management and their instruments through the Choque de Gestão Program. It was focused in the study the process of the implementation of the Individual Performance Evaluation (IPE) of the Education employees from public schools of MG in Uberlândia city, under the logic of the new public management called managerial as an economical, social, political strategy. A qualitative research was developed by applying open questionnaires from the visit to five public schools of Uberlândia city (MG). It is analyzed in a subjective way, among the actors, the prospects of implementing and developing the IPE in the schools and how it has influenced the day-to-day teaching practice of education professionals. / Esta dissertação desenvolvida no curso de Mestrado, na Linha Estado, Política e Gestão da Educação do Programa de Pós-Graduação em Educação da Universidade Federal de Uberlândia (UFU), busca analisar a (re) definição do papel do Estado e as mudanças ocorridas na administração pública estadual mineira. Faz-se uma leitura bibliográfica e documental dos temas propostos e, analisa os documentos oficiais do governo. Analisando de forma especial o Estado e as políticas educacionais desenvolvidas durante as duas gestões do governo Aécio Neves como governador do Estado de Minas Gerais (MG), a pesquisa busca compreender os pressupostos da reforma implantada; as finalidades da gestão e seus instrumentos através do Programa Choque de Gestão. Focalizamos este estudo em torno do processo de implementação da Avaliação de Desempenho Individual (ADI) dos servidores da educação do Estado de Minas Gerais nas escolas da rede estadual mineira da cidade de Uberlândia (MG) sob a lógica da nova administração pública denominada gerencial como uma estratégia política, social e econômica do governo. Desenvolve como mecanismo final, uma pesquisa qualitativa através da aplicação de questionário aberto a partir de visita a cinco escolas da Rede Estadual de Ensino de Uberlândia (MG). Analisa de forma subjetiva, entre os atores, quanto às perspectivas de implementação e desenvolvimento da ADI nas escolas e como ela tem influenciado o dia-a-dia da prática pedagógica dos profissionais da educação. / Mestre em Educação

Sustaining family life in rural China : reinterpreting filial piety in migrant Chinese families

This study explores the changing nature of filial piety in contemporary society in rural China. With the economic, social and political upheavals that followed the Revolution, can 'great peace under heaven' still be found for the rural Chinese family as in the traditional Confucian proverb,"make yourself useful, look after your family, look after your country, and all is peaceful under heaven"? This study explores this question, in terms not so much of financial prosperity, but of non-tangible cultural values of filial piety, changing familial and gender roles, and economic migration. In particular, it examines how macro level changes in economic, social and demographic policies have affected family life in rural China. The primary policies examined were collectivisation, the hukou registration system, marketization, and the One-Child policy. Ethnographic interviews reveal how migration has affected rural family structures beyond the usual quantifiable economic measures. Using the village of Meijia, Sichuan province, as a paradigmatic sample of family, where members have moved to work in the cities, leaving their children behind with the grandparents, the study demonstrates how migration and modernization are reshaping familial roles, changing filial expectations, reshuffling notions of care-taking, and transforming traditional views on the value of daughters and daughters-in-law. The study concludes that the choices families make around migration, child-rearing and elder-care cannot be fully explained by either an income diversification model or a survival model, but rather through notions of filial piety. Yet the concept of filial piety itself is changing, particularly in relation to gender and perceptions about the worth of daughters and the mother/ daughter-in-law relationship. Understanding these new family dynamics will be important for both policy planners and economic analysts.
