The thesis deals with the matter of state regulation of pharmacy industry. As a part of public health where on one side stands the lobby of private pharmacy corporatians and on the other hand the public interest of state, the pharmacy needs a regulation -- the question is how much. Purpose of the thesis is to look on whether the contemporary rate of regulation is really necessary and whether it would be possible to find areas requiring stricter regulation or rather the lower regulation and whether there exists an atmosphere opened to dialogues and finding compromises. The theoretical part contains a description of whole branch and a detailed analyse of registration process and state's price regulation. Analytical part identifies and introduces problematical issues and finds an answers to given questions. As an assessment of the answers, the thesis leads out to such common issues which can reach a compromises and through them gradualy decline the number of disputative areas.

This work is will deal with the amount of costs and personal provisions with a view to the performance of regulations of independent regulatory authorities in the Czech Republic from 2001 until the present day. Independent regulatory authorities are characteristic for their specific placement within the hierarchy of state administration, their independence from the political will, and they are financed from the state budget. This work aims to find out what is the proportion of costs related to the output of regulations of independent regulatory authorities to the overall costs linked to the output of state administration, and analyze the development of this indicator in the aforesaid period. In the same way, the development in the personnel area will be analysed. As the source for data analysis will be primarily used annual reports of selected regulatory authorities, The Czech Statistical Authority and Ministry of Finance. The amount of regulations by the state and reinforcing or streamlining of the functions of the state administrations -- these are the topics of constant scholarly discussions both in the economic and political fields. At present, The European Commission requires that the Czech Republic establish two new independent regulatory authorities in the fields of railway transport and water management. The reason to establish an independent regulatory authority shall be to make sure of equal conditions of liberalized market of railway transportation and functioning of independent regulatory authority in the water-management field, as stated in the conditions of European Commission for subsidizing in the period between 2014 and 2020. The theoretical part will define the terms of regulations and describe the concepts of economic theories related to the regulations controlled by the state. Furthermore, the theoretical part will focus on definitions of independent regulatory authority and will describe the historical development of independent regulatory authorities. The practical part will concern itself with the institutional and legal framework, competency and activities of independent regulatory authorities. Furthermore, their budget and personnel aspects will be analysed. The goal of the Thesis is to analyse the development of costs and personnel scope of independent regulatory authorities with a view to the overall costs linked to the state administration and to the overall personnel provisions of the state administration in the mentioned period.

State Regulation of Assisted Reproductive Technology

State regulation of assisted reproductive technology (ART) has been occurring since the inception of earlier technological advances such as artificial insemination to aid human reproduction. I provide a brief overview of the current regulation of ART in the U.S. and the literature on state regulation. Unlike previous studies of ART regulation which use content analysis or case studies of individual state laws I estimate ART regulation for the entire U.S. by using a series of random effects logistic regression models for the time period 1995-2006. To my knowledge this is the first quantitative analysis of ART regulation. I test the hypothesis that the demand for ART is an important predictor of ART legislation in the U.S. Other hypotheses derived from the ART literature were also tested in the analysis. Results indicate that demand for ART is the most influential factor in predicting ART legislation from 1995-2006. Additionally, educational attainment of a state's population and the percentage of married couple households with children in each state may have a direct effect on the demand for ART and an indirect effect on ART regulation.

As interações construídas com o Estado ou entre si, inclusive com participação de seus adeptos, traduzem processos e elementos característicos em cada contexto. Diante desse quadro, o objetivo do presente estudo é compreender como as religiões operam e se estabelecem nos ambientes de encarceramento, singulares em razão da vigência de normas e valores próprios, não experimentados na cultura ajustada fora dos muros da prisão. A pesquisa alia revisão bibliográfica – aparecem fatores como laicidade, secularização, regulação estatal e aprisionamento – e etnografia – realizada junto à Penitenciária Ariosvaldo Campos Pires, na cidade mineira de Juiz de Fora –, assinalando como se produzem, reproduzem e instauram as percepções e vivências religiosas nos cárceres. Esse aporte permite avaliar dinâmicas específicas, apontando os sentidos e significados atribuídos pelos que estão envolvidos com a capelania em locais destinados ao cumprimento de penas criminais. Tais dinâmicas conformam o campo religioso brasileiro prisional. / While some experts have announced the end of religions, they remain very present, including in the public sphere. The interactions built with the State or with each other, including the participation of its supporters, translate processes and characteristic elements in each context. Given this scenario, the purpose of this research is to understand how religions operate and how they establish themselves in incarceration environments, which are unique due to their own rules and values, not experienced in the culture set outside prison walls. The research combines a bibliographic review – there are factors such as laity, secularization, state regulation and imprisonment – and ethnography – carried out in the Ariosvaldo Campos Pires Prison, in the mining town of Juiz de Fora –, indicating how religious perceptions and experiences are produced, reproduced and established in prisons. This contribution allows the evaluation of specific dynamics, pointing out the senses and meanings assigned by those involved with the chaplaincy in places intended for people to serve sentences. Such dynamics are in conformity with the Brazilian religious prison field.

Filmové pobídky v České republice -- má státní intervence vliv na objem filmové produkce v ČR? / Film incentives in the Czech republic

This thesis focuses on film incentives in the Czech republic and conditions of their implementation. The main task is to analyze the effect of state film incentives on volume of film production and to analyze economic effects of film incentives on state economy. The first part describes basic terms connected with film incentives, the way they work and reasons and results of their expansion. In the next part the regulatory impact assessment (RIA) of film incentives made by company EEIP for the Ministry of Culture of the Czech republic is analized. Then empirical analysis conducted with econometric model and linear regression is made to determine the effect of film incentives on volume of film production in the Czech republic. In the next part a critical analysis is used to revise results of the RIA. Along with the revizion of the results, own estimations are calculated. In the final part those estimations and the results of the RIA are both compared with real data.

Real, disclosure and spillover effects of U.S. state-level climate change regulations

Given the barriers to national and global climate change regulations, what are the real, disclosure and spillover effects of subnational regulations? Using the staggered adoption of U.S. state-level greenhouse gas (GHG) regulations as a natural experiment, I find significant reductions in corporate GHG emissions in adopting states. Affected firms report more representative GHG emissions information and reduce GHG-related 10-K risk disclosures. Furthermore, I document large spillover reductions in GHG emissions for treated firms’ affiliated operations in non-adopting states. These findings suggest possible alternate pathways to reduce GHG emissions and improve GHG disclosure if national or global policy coordination is not possible. / 2026-05-20T00:00:00Z

Диссертационная работа посвящена изучению направлений и тенденций профессиональной мобильности поствузовской молодежи в индустриальном регионе, а также механизмов ее государственного регулирования. Эмпирическую базу исследования составили результаты авторского комплексного социологического исследования выпускников вузов Свердловской области (N=300) и экспертов – специалистов в области молодежной политики и регулирования занятостью, в работе были использованы нормативно-правовые акты РФ, государственные федеральные и региональные программы, документы, регулирующие профессиональную мобильность в России и регионах. С позиции интегративного подхода профессиональная мобильность выпускников вузов определена автором как интеграция и перемещения выпускников вузов в социально-профессиональной структуре общества с изменением или без изменения социального статуса (в том числе, профессиональный и карьерный рост), происходящие в результате взаимодействия объективных условий жизнедеятельности молодежи и ее субъективных жизненных и профессиональных намерений. Выделены и проанализированы внешние (нормативно-правовые акты, образование, рынок труда, инновации и технологический прогресс) и внутренние (мотивационный потенциал и профессиональное самоопределение) социальные механизмы регулирования профессиональной мобильности. Выявлены проблемы, негативно влияющие на профессиональную мобильность молодежи в Свердловской области: практика неофициального трудоустройства, трудоустройства не по полученной в университете профессии, низкая информированность и мотивированность молодежи к участию в государственных программах, направленных на активизацию профессиональных перемещений. Разработана эмпирическая типология выпускников Свердловской области на основе характера трудоустройства (по специальности/ не по специальности) и степени удовлетворенности работой. В заключении представлены рекомендации, которые могут быть использованы муниципальными органами управления для повышения эффективности регулирования профессиональной мобильности в Свердловской области. / The thesis is devoted to the study of trends in professional mobility of post-graduate youth in the industrial region, as well as the mechanisms of its state regulation. The empirical base of the study was the results of the author’s comprehensive sociological study of graduates of the universities of the Sverdlovsk region (N = 300) and experts - specialists in the field of youth policy and employment regulation; the regulatory legal acts of the Russian Federation, state federal and regional programs, and documents regulating professional mobility in Russia and regions. Using the integrative approach author defined the professional mobility of university graduates as their integration and movement in the socio-professional structure of society with or without changing social status (including professional and career growth) resulting from the interaction between objective conditions of youth’s life and their subjective professional intentions. External (normative legal acts, education, labor market, innovations and technological progress) and internal (motivational potential and professional self-determination) social mechanisms for regulating professional mobility are identified and analyzed. The problems that negatively affect the professional mobility of youth in the Sverdlovsk region were identified: the practice of informal employment, employment not in the profession received at the university, low awareness and motivation of young people to participate in government programs aimed at enhancing professional movements. An empirical typology of graduates of the Sverdlovsk region based on the nature of employment (in the specialty / not in the specialty) and the degree of job satisfaction is developed. The conclusion presents recommendations that can be used by municipal authorities to improve the regulation of professional mobility in the Sverdlovsk region.

Förskolans formande : Statlig reglering 1944–2008 / The shaping of Preschool : State Regulation 1944–2008

<p>Preschool is a central part of Swedish family life. The manner in which the state regulates preschool through laws, ordinances, and various kinds of written objectives has an impact on many people in the Swedish society. </p><p>The thesis examines the development of preschool state regulation from the 1940s until 2008. The starting point of the study is a draft for a new Education Act, put forward in 2003, which proposed that preschool should be integrated into the school system as a new form of school. The purpose of the study is to generate knowledge about the state regulation of Swedish preschool, and how it has contributed to the shaping of preschool as a societal institution. Questions considered in the analysis are how regulation delimits preschool as a social category, what role this regulation assigns preschool in relation to other actors and societal institutions involved in early childhood education and care, and what principles this regulation is based on.</p><p>The study has evolved within the research tradition of curriculum theory as developed in studies in educational politics. The analysis is carried out as a text analysis, where the concepts of boundary work, official classification and activity system serve as important analytical tools. Texts produced within the formal chain of decision and legislation: directives for committees, government white papers, ministerial task forces, bills, legislative texts etc., form the empirical foundation for the study. </p><p>The analysis shows that economic as well as legal and ideological governing instruments are used in the shaping of the framework of preschool. These frameworks are indicated in the form of different boundary markers that delimit preschool as a specific category and arrange it in relation to other categories. The boundaries indicated by these boundary markers have been subject to extensive discussion during the formulation process. Through this boundary work, preschool has been constructed as a full time preschool, commissioned to provide both education and care. The boundaries of this commission are in some respects indistinct and contain several overlapping elements with regards to family, social services and school. At the same time, preschool holds a fixed core with more distinct boundaries, in the form of a part time public preschool delimited by time and age and regulated by far-reaching legislation regarding the rights of children to attend. Owing to this construction, preschool may balance several different and partly contradictory demands placed on it by other institutions and by different interest groups, while at the same time maintaining a core of identity of its own. In that sense, preschool may be described as a boundary object. Thus, when it is suggested that preschool should constitute a form of school and be placed in the more formal regulation structures of the school system, the balance of this construction is challenged. </p>
