Multimodal Assessment of Recurrent and Non-recurrent Conditions on Urban Streets

The methodology to measure the performance of urban streets was significantly revised in the latest edition of the Highway Capacity Manual (HCM 2010). Urban Streets, which include urban and suburban signalized arterial highways, typically serve the four modes of transportation (auto, transit, pedestrian and bicycle) and are frequently congested. Analyzing both recurrent and non-recurrent conditions is essential. In this dissertation, the author addressed several urban streets related issues by developing an alternative method to measure recurrent multimodal conditions on urban streets; gathering feedback relating to the key elements of the developed method; and developing a probabilistic method to analyze and measure non-recurrent conditions. Real life sample applications were performed for both developed methods. The developed multimodal method addresses the following: (1) the use of level of service (LOS) step functions; (2) the comparability of LOS results across modes; (3) the impacts of modes on other modes; (4) the establishment of thresholds; (5) accuracy; and (6) user perceptions in measuring multimodal conditions on urban streets. Feedback gathered from transportation professionals through focus group meetings and surveys supported most of the features of the developed multimodal method and provided default values for method application. They were divided on the naming of condition levels and on the number of condition levels to use. Non-recurrent conditions were addressed through the development of a Markovian probabilistic method to analyze and measure the resilience of congested, signalized, arterial highways, for which availability of existing analytical tools is limited. The method results provide a plexiform of information about the rate and speed of recovery of the arterial traffic flow. / Ph. D.

To this end, I accompanied Consultório na Rua professionals during their activities, through participant observation and in everyday conversations. We used two cases that were studied during the research to show the care practices performed, the work processes and the relationship with the network, as well as the stresses resulting therefrom. We identified that the Consultório na Rua, under a harm reduction perspective, has been performing care practices in an itinerant manner and has included vulnerability factors in the proposed interventions. Such practices emphasize access to health care and the production of ties; the individualization of care, by taking into consideration the stories and vulnerability factors, and the articulation of networks. However, in this context, we noticed several situations of vulnerability also experienced by the staff, both in relation to users, and in stresses with the healthcare and intersectoral networks as well. We came to the conclusion that the Consultório na Rua is a potent health tool for the care of vulnerable populations, in that it works with extitutional characteristics, when the itinerancy of the teams puts them on the borders of the experiences of users, operating as a "bridge" service among vulnerable populations and health care services, forging networks that extend beyond the protocols / Este trabalho tem como proposta a investigação das práticas de cuidado dos profissionais do Consultório na Rua , junto à população em situação de rua no município de Campinas, na perspectiva analítica da vulnerabilidade, conforme aportes de Robert Castel, do campo da sociologia e José Ricardo Ayres, no campo da Saúde Coletiva. Para tanto, acompanhei os profissionais do Consultório na Rua em suas atividades, por meio da observação participante e conversas no cotidiano. Utilizamos dois casos que foram acompanhados ao longo da pesquisa para mostrar as práticas de cuidado efetuadas, os processos de trabalho e a relação com a rede, bem como seus tensionamentos. Identificamos que o Consultório na Rua, através da perspectiva da redução de danos, vem efetuando o cuidado de modo itinerante e incluindo os fatores de vulnerabilidade nas intervenções propostas. Tais práticas privilegiam o acesso ao cuidado em saúde e a produção de vínculos; a singularização do cuidado, pela consideração das histórias e fatores de vulnerabilidade, e a articulação de redes. Entretanto, neste contexto, verificamos diversas situações de vulnerabilidade experimentadas também pela equipe, tanto na relação com os usuários, quanto nos tensionamentos com a rede de saúde e intersetorial. Concluímos que o Consultório na Rua figura como um equipamento de saúde potente para o cuidado das populações vulnerabilizadas, na medida em que funciona com características extitucionais, quando as equipes, com sua itinerância, colocam-se nas fronteiras das experiências dos usuários, operando como serviço ponte entre as populações vulneráveis e os serviços de saúde, forjando redes para além dos protocolos

O trabalho apresenta de início uma investigação da evolução histórica do sistema viário de São Paulo como subsídio à compreensão da transformação que a cidade teve ao longo das décadas em sua configuração urbana e na forma pela qual as pessoas e veículos se deslocaram através da rede física de circulação. Foram analisados os aspectos viários dos planos urbanos, em muitos casos entendidos como planos viários, e da legislação urbanística de parcelamento do solo no período de 1895 a 2004. A partir dos resultados da investigação realizada, bem como da análise crítica das normas e manuais em vigor na cidade de São Paulo, em especial aqueles que tratam do estabelecimento da seção transversal típica das vias, o presente trabalho tem como objetivo propor uma contribuição à revisão da classificação viária da cidade de São Paulo. A revisão proposta recomenda que, na definição das funções que as vias possam ter dentro da rede viária urbana usualmente caracterizada pela relação entre os níveis de mobilidade e acessibilidade proporcionados ao tráfego veicular - sejam consideradas, de forma mais abrangente, as necessidades dos usuários não motorizados (pedestres e ciclistas) no que diz respeito às características geométricas da seção transversal. / The paper presents, at first, a research about the historic evolution of the roadway system in São Paulo as an aid to understand the changes the city went through, for decades, in its urban configuration and in the way people and vehicles moved through the circulation physical network. The paper analyzed the road aspects of urban plans which, many times were understood as roadway plans, and of the urban laws of land division during the period of 1895 to 2004. Based on the findings of the research, as well as the critical analysis of rules and manuals in effect in the City São Paulo, mainly those that address the establishment of a roadway-typical cross section, the present paper aims at suggesting a contribution to the roadway classification review of the City of São Paulo. The proposed review recommends, according to the definition of the roles that the roadways may play within the urban roadway network usually characterized by the relation between the mobility and accessibility levels provided to vehicle traffic to take into consideration, in a more comprehensive manner, the needs of those non-motorized users, (pedestrians and cyclists) in regard to the cross-section geometrical characteristics.

A tese tem como objetivo refletir sobre transformações, estratégias e perspectivas da rua comercial na sociedade de consumo contemporânea, analisando o fenômeno denominado \'shopping a céu aberto\', emergente no Brasil a partir da década de 1990, através do qual a \'gestão de ruas comerciais\' tem sido ampliada. Buscando contextualizar a cultura de consumo atual na qual este processo se insere, mostra que as intervenções urbanísticas que envolvem a promoção da rua comercial decorrem de estratégias empresariais adotadas pelos diferentes formatos de varejo em competição no mercado. Através de revisão de literatura discute a experiência internacional, situando o estágio de desenvolvimento das práticas no Brasil no sentido de compreender as perspectivas de avanço. A principal contribuição consiste no estudo da experiência brasileira, que se deu através da avaliação qualitativa de três programas formalmente constituídos: 1) Programa de Ruas Comerciais de São Paulo; 2) Programa Polos do Rio; 3) Programa de Revitalização de Espaços Comerciais do SEBRAE. Os resultados obtidos permitem demonstrar que a gestão de ruas comerciais no Brasil é incipiente, tendo em vista os resultados gerais alcançados como decorrência das dificuldades operacionais, da fragmentação das ações, da falta de cooperação, e da descontinuidade total ou parcial dos programas. Concluiu-se que a gestão é um instrumento eficaz para recuperação da atividade econômica e dinamização das ruas comerciais, contudo o avanço e consolidação desta prática no Brasil dependem de suporte político e amadurecimento organizacional. / This thesis aims to reflect on changes, strategies and perspectives of the commercial street in contemporary consumer society, analyzing the phenomenon of \'open air shopping\', which appears in Brazil since the 1990s. The \'management of shopping streets\' has expanded its activities from this time. The thesis demonstrates that urban interventions that involve the promotion of the shopping street as a place of consumption arising from business strategies adopted by different formats of retail competition in the market. Through literature review discusses the international experience, and compares the stage of development of similar experiences in Brazil, aiming to understand the prospects for advancement. The main contribution is the study of the Brazilian experience, done by qualitative evaluation of three programs formally established: 1) Program for Commercial Streets of Sao Paulo, 2) Polos do Rio Program, 3) SEBRAE Program of Commercial Revitalization. The results obtained demonstrate the thesis that the management of shopping streets in Brazil is still incipient, due to operational difficulties, the fragmentation of activities, lack of cooperation, and the total or partial interruption of programs. In conclusion it is stated that management is an effective instrument for economic recovery and revitalization of shopping streets, but the advance and consolidation of this practice in Brazil depend on political support and organizational maturity.

No estudo da história da urbanização de São Paulo foram constatadas grandes transformações nos lotes urbanos. Tomando como referência as plantas da cidade, a iconografia paulistana, além das legislações urbanas recuos, altura, Taxa de Ocupação e Coeficiente de Aproveitamento do lote foi feita uma organização cronológica. Observou-se a paisagem urbana, a volumetria e a implantação dos edifícios no lote, para finalmente fazer a biografia do fragmento analisado: a rua São Bento. / When studying the history of the urbanization of São Paulo great transformations in the urban lots had been evidenced. Taking as reference the urban plants of the city, paulistana iconography, beyond urban laws recoils, height, Tax of Occupation and Coefficient of Exploitation of the lot has been chronological organized. It has been observed the urban landscape, the volumetria and the implantation of the buildings in the lot, finally to produce the biography of a fragment analyzed: the street of São Bento.
