The educational policies immediately or moderately express the political views of the State, in its different institutions. The main object of this research work is to analyze how the student aid policies have contributed to society as a way of bringing access conditions, reduction of student evasion and graduation, having as basis for my studies, the experience from Federal Technological University of Paraná Dois Vizinhos. Brazil is a country with disproportional numbers in terms of access and continuous stay on the educational system, especially in the higher education. In the democratization process of higher education, it´s necessary to create conditions that could help students stay within the system; as permanence and graduation are strongly linked with the social and economic characteristics of the population. In the last decades, Federal Government has presented through different norms and policies, proposals of expansion of the higher education, as well as student aid policies. Organized as: National Education Plan 2001/2010; Federal University Expansion and Restructuring Aid Plain; National Student Aid Plan, the Government action that has as objective the expansion of the higher education and define the policies for the higher education in Brazil. This path consists of three main stages. This research is organized into three chapters. The first presents a group of theoretical notions with the objective of guiding through the two following chapters. The discussion within the first chapter evolves on how the Bourgeois State has established itself and how the ideology of the bourgeoisie, the globalization of the capital and the flexibility of the production affects the State actions, sustaining the propositions of the social policies, particularly when it comes to education. The second chapter focuses on comprehend the actual configuration of the higher educational policies, concentrating on the actual normative nuances of the student aid programs. On the third chapter, we analyze the experience of Federal Technological University of Paraná Dois Vizinhos, and with this, tracing some considerations about the thematic of the programs. In this sense, the research aspires to investigate referring data about School evasion/permanent students, efficiency indexes and retention of the benefited students within the student aid programs of the institution. / Na ordem capitalista, o contexto político, econômico e social é determinado em grande medida pelas transformações sociais regularmente definidas pela relação entre Estado, Sociedade e Mercado. As políticas educacionais de forma imediata e mediata expressam as políticas do Estado, em suas diversas instituições. Nesta pesquisa, pretendemos examinar as políticas educacionais para o ensino superior, particularmente as políticas de assistência estudantil. O objetivo geral deste trabalho é analisar a contribuição das políticas de assistência estudantil, como forma de proporcionar condições de acesso, permanência e conclusão de curso, tendo por base a experiência da Universidade Tecnológica Federal do Paraná, campus de Dois Vizinhos. O Brasil é um país com índices desproporcionais em relação ao acesso e à permanência no sistema educacional, especialmente no que se refere ao ensino superior. No processo de democratização do ensino superior, é necessário criar condições que auxiliem na permanência, pois permanência e conclusão estão fortemente condicionadas às características sociais e econômicas da população. Nas últimas décadas, o governo federal tem apresentado, por meio de diversos contornos normativos, propostas de expansão do ensino superior, bem como políticas de assistência estudantil. Tais propostas estão organizada desta forma: Plano Nacional de Educação 2001/2010, Programa de Apoio a Planos de Reestruturação e Expansão das Universidades Federais, Plano Nacional de Assistência Estudantil. As ações do governo que visam à expansão do ensino superior e definem a política de assistência estudantil configuram o cenário atual da política de educação superior do Brasil. O caminho a ser percorrido na realização desta investigação passa basicamente por três momentos principais: pesquisa bibliográfica, pesquisa documental, pesquisa e análise de dados estatísticos. A dissertação está organizada em três capítulos. O primeiro apresenta um conjunto de noções teóricas e, assim, pretende orientar os dois capítulos seguintes. A discussão do primeiro capítulo visa a mostrar como se constitui o Estado Burguês e como a ideologia burguesa, a mundialização do capital e a flexibilização da produção influenciam as ações do Estado, sustentando as proposições das políticas sociais, particularmente as educacionais. O segundo capítulo objetiva compreender a configuração atual da política de educação superior brasileira, focando-se nos atuais contornos normativos da assistência estudantil. No terceiro capítulo, busca-se analisar a experiência da Universidade Tecnológica Federal do Paraná, campus de Dois Vizinhos e traçar assim algumas considerações sobre a temática. Nesse sentido, a pesquisa almeja investigar dados referentes à permanência/evasão, índices de aproveitamento e retenção dos alunos beneficiados com os programas de assistência estudantil da instituição.

Organizing Women: Women's Clubs and Education in Georgia, 1890-1920

The rise of women’s volunteer organizations can be linked to the social changes that the United States was undergoing during the Progressive Era. The movement from an agrarian society to an industrial one, massive migration of Americans from rural areas to the cities, and increased immigration all contributed to social challenges in the United States in the late 1800s and early 1900s. Recently historians have begun to explore how women’s contributions helped to combat these challenges and this study shows how women’s clubs in Georgia were able to exercise their philanthropic power through their involvement in education. By 1860, the women’s club movement was well underway in the United States, with most of the activity in the Northeast, Midwest, and the West. The South, due to the devastation of the Civil War, did not see an emergence of women’s clubs until 1890. Southern middle class white women felt compelled to help those they perceived as less fortunate at a time when they themselves were trying to establish their own placement within the social structure of the Progressive Era South. Women, due to changing societal roles, were beginning to move beyond the home. They began to use the expertise they acquired through managing a household and applied this knowledge to social programs that would help those in need. Often times these social programs were focused on the education of young children and women. Women’s clubs in Georgia provide a lens for exploring how women were able to influence educational developments during the Progressive Era. Archival data show that the Georgia Federation of Women’s Clubs, the Atlanta Woman’s Club, and the Athens Woman’s Club played in important role in educational advancements in Georgia during the Progressive Era. Archival and primary source materials were used to support an analysis of gender, social class, and geographic differences on women’s roles in educational changes. This study analyzes how women were able to affect education in Georgia at a time when men dominated educational decision-making.

However, the effects of these are multifaceted and have far reaching consequences for both the economy and the maintenance of health services in the country. The effects of this “brain drain” limit service delivery and limit the general population’s access to health services. The purpose of this study is to determine the effectiveness of contracting bursary students to the Department of Health (KwaZulu-Natal) as a specialist skills retention strategy.

Funding higher education and training in South Africa: a comparative study of tax incentive measures, in conjunction with a dedicated tax

Higher education and training in South Africa in the post-Apartheid era has never been more volatile than it is currently, some two decades into democracy. Despite the many advances and achievements of higher education, the student protests of 2015 and 2016 have given expression to underlying fault-lines, including increasing student expectations and frustrations with regard to access and funding. This research was undertaken to document the underlying historical issues and models pertaining to funding within the higher education and training sector as well as the existing higher education and training taxation policies and incentives enacted in South Africa and selected international jurisdictions. This was done with a view to providing a framework for higher education and training tax policy formation in South Africa to assist in meeting its higher education and training “access and affordability” targets as set out in the National Plan on Higher Education and the Higher Education White Paper, while at the same time not hindering economic growth. A doctrinal research methodology was adopted in this study as it mainly analysed and interpreted legislation and policy documents and therefore the approach was qualitative in nature. An extensive literature survey was done in order to document the various internationally selected legislated higher education and training tax policies and incentives. The literature indicated that there are widespread funding perspectives and initiates, and that international tax policies enacted with the aim of ensuring that higher education and training is more accessible and affordable to the public, is stable and effective in certain jurisdictions. It is submitted that while a higher education dedicated tax may not be sufficiently effective in South Africa, a combination of broad-based tax incentives will help to promote the change to a more affordable and stable higher education funding system, whilst not preventing growth through sustainable development.

Student aid and persistence in public community colleges

The purpose of this study was to test a conceptual model for assessing the effects of student aid on community college student persistence. A sample consisting of all students who had entered a public community college during the 1980 fall term was drawn from the database of High School and Beyond, 1980 Senior Cohort. Omitting transfer students brought the sample size to 1,364 students. The model of student persistence was based on Tinto's theory of student integration and prior research that suggested student aid may be related to the persistence of community college students. Persistence was defined as the number of terms of enrollment over a two year period (1980-81 and 1981-82). Receipt of aid was associated with lower socioeconomic status, higher tuition charges, above average high school grades, and an ethnic background other than Asian or non-Hispanic white. Aid recipients considered college costs and the availability of aid more important factors in their college choice. A model of student persistence composed of eight exogenous and five endogenous variables was tested through path analysis. It was found that the receipt of student aid did not have significant effects on any of the subsequent variables in the model. Estimation of a reduced path model omitting the aid variable did not result in a significant reduction in explained variance. Degree goals, initial expectation regarding higher education, encouragement to attend college, academic integration, and full-time work were the most important influences on persistence. These findings validated the importance of some of the major constructs in the theory of student integration, but they did not support the research hypothesis that student aid recipients would have a higher rate of persistence than nonrecipients when other factors were held constant. Since encouragement from significant others had a strong and positive association with student persistence, it was suggested that future research consider the role of encouragement on persistence. / Ph. They are turned into battlefields, administration and lecture hall buildings become the objects of siege, invasion and occupation. This is caused by the demands by students for adequate financial aid, the declining financial resources from government and the government's call for more access to tertiary education especially for the historically disadvantaged students. The problems in tertiary education pertain not only to financial problems, they also include cultural diversity, social and political issues. The financial aid to tertiary institutions is the main theme in this research. The research is based on a study of international and South African tertiary education systems in order to find ways to manage student affairs in tertiary education effectively and efficiently and to establish management strategies that will be acceptable to students, management, parents, all stakeholders and interest groups. In the end the management in tertiary education institutions should be able to effect the transformation based on the profound deficiencies of the present system which inhibit Higher Education's ability to meet the moral, social and economic demands of the new South Africa in the context of national and global opportunities and challenges. / Educational Leadership and Management / M.Ed.
