The peruvian political system is characterized by incumbent’s low reelection rates at sub-national level, in that sense, incumbency has been qualified as a disadvantage to politicians in search of reelection. Owing to that, the existence of some cases of mayors that have managed to stay in office for multiple periods of government is surprising; Magdalena del Mar is an exam- ple of it. In this district, Francis Allison has attained reelection in three consecutive elections, obtaining high percentages of vote. For that reason, the present article seeks to explain Allison’s trajectory in the office of district mayor, through political strategies analysis used to manage continuity in office and citizens’ perceptions of themselves. The importance of attributes linked to incumbency are stressed; in that sense, Allison’s success comes from his capacity to satisfy ci- tizens’ needs (using formal and informal governance mechanisms) and from his political ability. To succeeding its aim, the investigation has recourse to data compilation about the municipality; semi-structured interviews to government employees and key actors in civil society; and stratified multistage surveys in the district. / El sistema político peruano se caracteriza por las bajas tasas de reelección del incumbente a nivel subnacional; en ese sentido, la incumbencia ha sido calificada como una desventaja para los políticos en búsqueda de la reelección. Debido a ello, sorprende que, a nivel distrital, existan algunos casos de alcaldes que han logrado mantenerse en el cargo por múltiples periodos de go- bierno. Magdalena del Mar es un ejemplo de ello. En este distrito, Francis Allison ha logrado la reelección en tres períodos consecutivos, con altos porcentajes de votación. Por eso, el presente artículo busca explicar la trayectoria de Allison en el cargo de alcalde distrital a través del análisis de las estrategias políticas empleadas para lograr la continuidad en el cargo y de las percepciones ciudadanas sobre las mismas. Se destaca la importancia de atributos ligados a la incumbencia. De esta manera, el éxito de Allison proviene de su capacidad de satisfacer las necesidades de los ciu- dadanos (a través del uso de mecanismos formales e informales de la gestión gubernamental) y de su habilidad política. Para cumplir su objetivo, la investigación recurre a la recopilación de datos sobre la municipalidad; la realización de entrevistas semi-estructuradas a funcionarios públicos y a actores claves de la sociedad civil; y la aplicación de encuestas estratificadas polietápicas en el distrito.

Local government in South Africa has undergone significant and far-reaching changes. The Constitution of the Republic of South Africa 1996 stipulates that local government is no longer expected to render basic services only, but also to serve as an agent of development. Mixed research method was used to obtain a picture on the challenges facing developmental local government. Mixed research method made use of qualitative and quantitative research methodology. Quantitative research methodology in this study was used because it enabled the researcher to test relationships, describe and examine cause and effect relations. Qualitative research methodology was used because it covers issues in great depth and detail and allows for the ability to interact with research subjects. For this study, the researcher used a non-probability sampling and its subtype purposive or judgmental sampling method to select the respondents of the study. The reason for using purposive sampling method was to produce a sample that can logically be assumed as representatives of the population.Two data analysis methods where used, that is thematic analysis and statistical analysis. Data collected through questionnaire will be analyzed using a computer program called Statistical Package for Social Sciences (SPSS) Version 22.0. The findings of the study are:  With regards to the importance of developmental local government the findings revealed that developmental local government was important in that it had ensured effective service delivery.  With regards to the challenges facing developmental local government the study findings revealed that there were indeed challenges with regards to developmental local government. These challenges ranged from lack of understanding of the way local government operates, political differences amongst political parties and failure to implement local economic development policies.  The study findings revealed that the municipality has no stable financial resources to be able to sustain service delivery without national government support. It was further revealed that the municipality has a shortage of relevant critical skills and quality human resources with the required technical and managerial competence to ensure quality service delivery at the local government sphere.  The findings on the strategies that can be used to overcome the challenges of developmental local government revealed that communities need to be educated on the meaning and importance of developmental local government. v The recommendations of the study are:  The researcher recommends that for the communities to be fully aware of the new mandate of developmental local government there is need for Capricorn District municipality to embark on community awareness program to inform people on the importance of developmental local government.  Alternative service delivery methods should be pursued by the Capricorn District Municipality to reduce pressure on the available resources. Services should not be provided through traditional methods only.  It is recommended that the municipality need to improve on local participatory governance. Capricorn District Municipality must secure greater participation by residents in matters of governance. Participation will assist in communities to have an understanding of the way local government operates.  The researcher also recommends that municipal capacity building should be prioritized by the municipality. As a way of mitigating the challenges of critical skills shortages the researcher recommended that relevant municipal officials should attend service excellence training courses.  The researcher recommends that education on the meaning of developmental local government can enhance the performance of Capricorn district municipality

La présente thèse a pour but d'effectuer une étude des effets de la réélection immédiate sur les exécutifs des unités sous-nationales de l'Argentine, le Brésil et l'Uruguay entre 1983-2006. À partir de ce travail on prétend constater quels sont les effets véritablement appréciables de ce mécanisme sur les systèmes politiques sousnationaux. On part de l'hypothèse que cette modalité de réélection provoque des effets les niveaux de concurrence du système de partis, sur la permanence du parti de gouvernement, et dans l'interne de ce. Cette recherche essaye d'approfondir dans la discussion (présent dans une vaste littérature) des effets et les règles électorales sur les systèmes politiques et en particulier de la réélection immédiate aujourd'hui adoptée par quelques pays latino-americains et en débat dans plusieurs de d'eux au niveau présidentiel. L'objectif final de ce travail n'est pas de prononcer à faveur - ou dans contre - de la réélection immédiate, ni s'agit d'un débat élémentairement normatif, mais essaye de présenter quelques questions ponctuelles qu'ils peuvent servir à améliorer le niveau de discussion sur cette dernière. / The present thesis must as objective make a study of the effects of the immediate re-election on the executives of the subnational units of Argentina, Brazil and Uruguay between 1983-2006. From this work it is tried to state as they are the truely appreciable effects of this mechanism on the subnational political systems. Part of the hypothesis that this modality of re-election causes effects in the levels of competition of the system of parties, in the permanence of the government party, and in the internal one of this. This investigation tries to deepen in the discussion (present in a vast Literature) of the effects and the electoral rules on the political systems and in individual of the reelection immediate today adopted by some Latin American countries and in debate in several of them to presidential level. The final mission of this work is not to pronounce itself to favor - or in against of the immediate re-election, nor is an elementarily normative debate, but that tries to present/display some precise questions that can serve to improve the discussion level about the same one. / La presente tesis tiene como objetivo realizar un estudio de los efectos de la reelección inmediata sobre los ejecutivos de las unidades subnacionales de Argentina, Brasil y Uruguay entre 1982-2007. A partir de este trabajo se pretende constatar cuales son los efectos verdaderamente apreciables de este mecanismo sobre los sistemas políticos subnacionales. Se parte de la hipótesis de que esta modalidad de reelección provoca efectos en los niveles de competencia del sistema de partidos, en la permanencia del partido de gobierno, y en la interna de este. Esta investigación intenta profundizar en la discusión (presente en una vasta literatura) sobre los efectos de las reglas electorales sobre los sistemas políticos y en particular de la reelección inmediata hoy adoptada por algunos países latinoamericanos y en debate en varios de ellos a nivel presidencial. El objetivo final de este trabajo no es pronunciarse a favor -o en contra- de la reelección inmediata, ni se trata de un debate elementalmente normativo, sino que intenta presentar algunas cuestiones puntuales que pueden servir para mejorar el nivel de discusión acerca de la misma.

Besides this scenario, since Deng XiaoPing there wasn’t any institutional rupture, even with the increase in complexity and number of interests’ groups. Based on the financial system’s reforms and in the long-term funding for local governments, this essay tries to show the different positions from the actors envolved in financial resources allocation, institutional changes and the urbanization project as the core aspect for the new government. These institutional and conflictive aspects between organizations are important because they shape the trade-off that structures the chinese economy and the future policies to be implemented. / A história da República Popular da China e do Partido Comunista Chinês é uma história de conflitos inter- e intraorganizacionais. Entretanto, desde a ascensão de Deng XiaoPing não houve uma ruptura institucional, apesar do número de interesses e a complexidade terem aumentado. Com base nas reformas no sistema financeiro e no financiamento de longo-prazo para os governos subnacionais, pretende-se demonstrar os conflitos que ocorrem entre os diferentes agentes que possuem interesses quanto a alocação dos recursos financeiros, as mudanças institucionais geradas para acomodar as diferentes demandas, e recentemente o projeto de urbanizar a população chinesa como um projeto político prioritário do novo governo. O aspecto institucional e conflitivo entre diferentes organizações provocam um trade-off que estrutura a economia chinesa e as futuras reformas e políticas públicas que serão implementadas.

This sub national experience covered a group of articulated programs in the field of income redistribution, youth, professional training, digital inclusion, labor intermediation, solidarity economy, and productive microcredit. The main goal of this work was to identify the factors associated with the insertion of the Bolsa Família Program (BFP) beneficiaries in the formal labor market, determining the reason of chances relative to each factor as predictive to labor inclusion. The central variable of interest was the participation in labor inclusion programs implemented by Osasco’s Town Hall and its partners. In general, this is a quantitative research that addresses an eight year period (2005-2012), with the range of 45.077 beneficiaries of BFP in working age that went through productive inclusion programs. A logistic regression analysis was conducted after governmental data banks. The relevant variables in the data banks were organized in two dimensions of analysis that include variables of participation in productive inclusion programs and beneficiaries’ personal attributes. The results demonstrate that BFP beneficiaries’ insertion in the labor Market demand public policies that can interfere in their associated factors. It was also observed that professional training programs and labor intermediation featured in Osasco’s experience were proved successful for the share of BFP beneficiaries that increased their chances of insertion in the formal labor market. The personal attributes variables such as education level, age, and sex of beneficiaries were also statistically significant. / A pesquisa aborda a Estratégia de Inclusão Social e Produtiva coordenada pela Secretaria de Desenvolvimento Trabalho e Inclusão da Prefeitura de Osasco/SP. Essa experiência subnacional abrangeu um conjunto articulado de programas no campo da redistribuição de renda, da juventude, da capacitação profissional, da inclusão digital, da intermediação de mão de obra, da economia solidária e do microcrédito produtivo. O principal objetivo do trabalho foi identificar fatores associados à inserção no mercado de trabalho formal de beneficiários do Programa Bolsa Família (PBF), determinando a razão de chances relativa de cada fator como preditor para inclusão laboral, tendo como principal variável de interesse a participação em programas de inclusão produtiva implementados pela Prefeitura de Osasco/SP e seus parceiros. De forma geral, trata-se de um estudo de tradição quantitativa que abordou o período de oito anos (2005-2012), com a abrangência de 45.077 beneficiários do PBF que passaram por programas de inclusão produtiva. Foi realizada uma análise de regressão logística a partir de bancos de dados governamentais. As variáveis relevantes contidas nos bancos de dados foram organizadas em duas dimensões de análise que contemplam variáveis de participação em programas de inclusão produtiva e atributos pessoais dos beneficiários. Os resultados mostraram que a inserção de beneficiários do PBF no mercado de trabalho demanda políticas públicas que possam interferir em seus fatores associados. Foi observado que os programas de capacitação profissional e intermediação de mão de obra contidos na experiência osasquense mostraram-se bem sucedidos para os beneficiários do PBF, que ampliaram suas chances de inserção no trabalho formal. As variáveis de atributos pessoais, como escolaridade, idade e sexo dos beneficiários também apresentaram associações significantes com a inserção ocupacional do público do programa.

The first article talks to the literature on federalism from the perspective of vertical power relations, with a view to understanding the relations between various levels of power. Although there is already a large body of literature on the theme, the theoretical gap of the first article consists of power rearrangements (centralization and decentralization), considering all players and not just this relation between central government and subnational governments. The second article is a reflection on horizontal power relations at the state level, with the following guiding question: “What are the causal conditions that lead some states to have increased political power before their peers?” To do this, two empirical cases of great representativeness were selected: Brazil and the United States of America (USA), analyzed since their independence having the path dependence literature as a basis, considering only causal conditions at the macro level. The third article is also inserted in the horizontal power relations, nevertheless, its analysis field consists in the Brazilian municipalities. The latter have great contemporary relevance, due to their key role in the execution of public policies. / Esta tese segue o modelo de três artigos, tendo como plano de fundo as relações de poder dentro das federações. O primeiro artigo dialoga com a literatura acerca do federalismo pela ótica das relações verticais de poder, com vistas a compreender as relações entre diferentes níveis de poder. Embora já exista ampla literatura relativa ao tema, a lacuna teórica do primeiro artigo consiste nos rearranjos de poder (centralização e descentralização), considerando todos os atores e não apenas essa relação entre governo central e governos subnacionais. O segundo artigo constitui uma reflexão sobre as relações horizontais de poder no plano estadual, com a seguinte questão norteadora: “Quais são as condições causais que levam alguns estados a ter um aumento de poder político perante seus pares?”. Para tanto, foram selecionados dois casos empíricos de grande representatividade: Brasil e Estados Unidos da América (EUA), analisados desde sua independência com base na literatura de rota dependência, considerando apenas condições causais no nível macro. O terceiro artigo também está inserido nas relações horizontais de poder, no entanto, seu campo de análise consiste nos municípios brasileiros. Estes apresentam grande relevância contemporânea, devido ao seu papel fundamental na execução de políticas públicas.

Na democracia brasileira, com “presidencialismo de coalizão” e “ultrapresidencialismo” dos Governadores, o Chefe do Poder Executivo tem instrumentos institucionais e força política para dirigir a agenda política e legislativa. A Advocacia Pública de Santa Catarina, exercida pela Procuradoria Geral do Estado (PGE/SC), tem a função institucional de opinar acerca da sanção ou veto de autógrafo, denominação dada ao documento submetido ao Chefe do Poder Executivo com o texto final de um projeto de lei aprovado na casa legislativa, para sanção ou veto. Este trabalho, a partir de abordagem quantitativa, analisou a produção legislativa catarinense a partir do acervo de 1.178 pareceres sobre autógrafos expedidos pela PGE/SC e respectivos autógrafos, de 1995 a 2012, mais uma amostra aleatória de 610 autógrafos dentre aqueles que não passaram pela PGE/SC, no período. O objetivo foi conhecer os fatores que levaram o Governador a sancionar ou vetar um autógrafo. Como resultado, verificou-se que o conteúdo da legislação aprovada pelo deputado estadual e sancionada pelo Governador beneficia o reduto eleitoral do parlamentar, assim entendido tanto o local geográfico como a classe, categoria ou coletividade específica que suporta eleitoralmente o deputado. Os achados do trabalho sugerem que, quando a iniciativa legislativa é parlamentar, deputados com carreira política mais longa, com mais de um mandato, no mínimo, tendem a ter seus projetos aprovados e sancionados pelo Governador. Quanto ao alinhamento entre a recomendação da PGE/SC e o ato do Governador, a conclusão é a de que, em linhas gerais, no período houve alinhamento, com exceção de casos em que a iniciativa legislativa foi de parte do Poder Executivo e o autógrafo beneficiava classe, categoria ou coletividade específica. Assim, os resultados obtidos lançam luzes sobre a dinâmica do processo legislativo brasileiro, com possíveis implicações para a teoria e para a prática política. The legislative process that takes place in the states parliaments at the subnational level in Brazil is a result of the exercise of popular sovereignty in the drafting of laws, by means of state legislators, who are the representatives or delegates elected by the people. In Brazilian democracy with "coalition presidentialism" and "ultrapresidentialism" of States Governors, the Governors count on institutional and political power to direct the political and legislative agenda. The Santa Catarina public advocacy, exercised by the General Prosecuter of the State of Santa Catarina (PGE/SC), has the institutional role of issuance of legal opinion about sanction or veto of the bill, which is the document submitted to the Governor with the final text of a bill approved in the legislative house, to sanction or veto. This study analyzed the legislative production of Santa Catarina State from a collection of 1,178 legal opinions on bills issued by PGE/SC and their respective bill, covering the period from 1995 to 2012, plus a random sample of 610 bills of those who have not been submitted to PGE/SC for issuance of a legal opinion in the period. The purpose was to understand the factors that lead the Governor to sanction or veto a bill. As result, it was found that the content of the bill approved by state parliament representative and sanctioned by the Governor benefits the representative constituencies, thus understood both the geographic location as the class, category or specific community that supports electorally the representative. The findings of this study suggest that when the legislative initiative is parliamentary, members with longer political career, with at least more than one term, tend to have their projects approved and sanctioned by the Governor. As for the alignment between the recommendation of the PGE/SC and the act of the Governor, the conclusion is that, in general, in the period there has been alignment, except for cases in which the legislative initiative was by the executive and the bill benefited class, category or specific community. Thus, the results shed light on the dynamics of the Brazilian legislative process, with possible implications for theory and political practice.

Cette recherche essaye d'approfondir dans la discussion (présent dans une vaste littérature) des effets et les règles électorales sur les systèmes politiques et en particulier de la réélection immédiate aujourd'hui adoptée par quelques pays latino-americains et en débat dans plusieurs de d'eux au niveau présidentiel. L'objectif final de ce travail n'est pas de prononcer à faveur - ou dans contre - de la réélection immédiate, ni s'agit d'un débat élémentairement normatif, mais essaye de présenter quelques questions ponctuelles qu'ils peuvent servir à améliorer le niveau de discussion sur cette dernière. / The present thesis must as objective make a study of the effects of the immediate re-election on the executives of the subnational units of Argentina, Brazil and Uruguay between 1983-2006. From this work it is tried to state as they are the truely appreciable effects of this mechanism on the subnational political systems. Part of the hypothesis that this modality of re-election causes effects in the levels of competition of the system of parties, in the permanence of the government party, and in the internal one of this. This investigation tries to deepen in the discussion (present in a vast Literature) of the effects and the electoral rules on the political systems and in individual of the reelection immediate today adopted by some Latin American countries and in debate in several of them to presidential level. The final mission of this work is not to pronounce itself to favor - or in against of the immediate re-election, nor is an elementarily normative debate, but that tries to present/display some precise questions that can serve to improve the discussion level about the same one. / La presente tesis tiene como objetivo realizar un estudio de los efectos de la reelección inmediata sobre los ejecutivos de las unidades subnacionales de Argentina, Brasil y Uruguay entre 1982-2007. A partir de este trabajo se pretende constatar cuales son los efectos verdaderamente apreciables de este mecanismo sobre los sistemas políticos subnacionales. Se parte de la hipótesis de que esta modalidad de reelección provoca efectos en los niveles de competencia del sistema de partidos, en la permanencia del partido de gobierno, y en la interna de este. Esta investigación intenta profundizar en la discusión (presente en una vasta literatura) sobre los efectos de las reglas electorales sobre los sistemas políticos y en particular de la reelección inmediata hoy adoptada por algunos países latinoamericanos y en debate en varios de ellos a nivel presidencial. El objetivo final de este trabajo no es pronunciarse a favor -o en contra- de la reelección inmediata, ni se trata de un debate elementalmente normativo, sino que intenta presentar algunas cuestiones puntuales que pueden servir para mejorar el nivel de discusión acerca de la misma.

La présente thèse a pour but d'effectuer une étude des effets de la réélection immédiate sur les exécutifs des unités sous-nationales de l'Argentine, le Brésil et l'Uruguay entre 1983-2006. À partir de ce travail on prétend constater quels sont les effets véritablement appréciables de ce mécanisme sur les systèmes politiques sousnationaux.
