Försvarsmaktens befälssystemsreform : Från Ny Befälsordning till Tvåbefälssystemet

Gertsson, Jonas January 2009 (has links)

/
The main purpose of this thesis is to analyse the present and the previous officer systems. Thefocus of the study is to discern what in the application of the new officer system will differfrom the old one, namely what its new features will be. The author intends to critically revisehow the two systems differ from each other and what pros and cons they each have.In 1983 the One-level Command System was introduced in Sweden. It did not have anyequivalent in other armed forces around the world. This system has been debated andcriticized immensely and in January 2006 the decision was made to reintroduce a consolidatedofficer system in the shape of an “all rank system”. This thesis intends to show the alterationswhich have been made as well as to examine the pros and cons of the two systems. This study has been carried out with the help and use of a qualitative method and mainly theuse of official documents and inquiries. The study shows that there are several benefits and disadvantages in both systems. Byintroducing the “all rank system” the Swedish National Defence has made an attempt toremedy the shortcomings of the one-level command system as well as to keep a portion of thelegacy from the earlier systems.

Tillit från soldat till officer : En förutsättning för att lyckas i ett yrkesförsvar / Trust from soldier to officer : a precondition for success in a professional military

Carlson, Alfred January 2012 (has links)
The Swedish Armed Forces as an organization are undergoing an exciting phase where the conversion to a professional military, with employed soldiers, is in full swing. In a recent study the Swedish National Defence College observed a problem in the interaction between officers and soldiers in the new organization. A term that is widely used in the military profession is trust, which forms the starting point in this paper to analyze the problem from the study. The purpose of this paper is to identify whether there are preconditions for building trust from the soldier to the officer in today’s Swedish professional military. In the paper the aforementioned study is summarized into four situations to provide a comprehensive overview of the problem. The study is analyzed out of the factors that create trust according to the theories from the Swedish and Canadian defence colleges. The analysis is structured by the factors from Swedish theory, while the factors from Canadian theory reinforce and develop the analysis further. From the trust perspective used in this paper, the result shows that the creation of trust is impeded in all factors of the Swedish theory. The conditions that inhibit trust are: an imperfect view of how the officer deals with soldier’s experience, the platoon commander’s increased administrative services and personnel turnovers. One conclusion is that if these preconditions are changed, there will be better opportunities to build trust.

The Common Security and Defence Policy of the European Union and its Effect on Sweden's and Austria’s Basic Officer Education : a Comparative Approach

Christofferson, John January 2014 (has links)
Background: In 2009, the European Union (EU) adopted the Common Security and Defence Policy (CSDP). This contributed to an already on-going change amongst the armed forces of the Union. No previous research has examined how the skills required of young officers in the EU are taught at the Basic Officer Education within either Sweden or Austria. Purpose: This thesis examines to what extent the skills needed of young officers in a CSDP-environment are taught during the Basic Officer Educations in Sweden and Austria. The purpose is to conclude if the Swedish and Austrian Basic Officer Educations are complying with the political wills of their respective countries, to adapt their armed forces to the EU and CSDP. Method: The author compares the Swedish and Austrian Basic Officer Education by examining curriculums and syllabuses, as well as conducting expert interviews with officials at the schools and comparing the results. The educations are examined based on how they educated the concept of CSDP and how interoperability and a European culture of defence are promoted. Conclusion: The results show that both Sweden and Austria educate their cadets in the CSDP and take measurements to promote interoperability and a European culture of defence. The results suggest that Austria does so to a further extent. Based on the results, the author suggests increased exchanges, Pooling & Sharing during Basic Officer Education and further developments towards a common European Basic Officer Education. /
Erasmus
