Transforming innovation systems in emerging economies : an evolutionary study of the Brazilian petroleum industry

The thesis is submitted under the alternative format, comprising three papers. The key theoretical contribution of the thesis can be found in each of these papers. First, the thesis explores the relationship between national and sectoral systems of innovation, and emphasises the need for governmental policies at each level to be both coordinated and complementary. Second, it offers an examination of the emerging role of universities in innovation systems, which far exceeds the traditional perspective of universities as ‘knowledge suppliers’ and the more recent notion of the ‘entrepreneurial university’. Finally, it offers insight into the strategies of foreign MNEs under the context of industry clusters. The thesis discusses the development of the Brazilian petroleum innovation system following one of the largest oil and gas discoveries in the Americas for decades. The pre-salt oil reserves were discovered in 2007 and are estimated to amount to at least the 60 billion barrels of oil in the North Sea. They are located off the south-eastern coast of Brazil in ultra-deep water (i.e. depths greater than 1500m) and are named as such because they reside under a thick layer of salt (up to two kilometres in depth). The location of the reserves adds great complexity to the challenge of their extraction. It also offers opportunities for competitive advantage to those actors within the innovation system who successfully innovate in addressing this challenge. The study draws upon an empirical investigation that included forty-two in-depth interviews, conducted in 2014 and 2015, and is supplemented by documentary analysis. These interviews were largely held with governmental agencies, public universities and petroleum-focussed enterprises (both domestic SMEs and global MNEs). Each group of actors are discussed in a different empirical paper: the efforts of governmental regulatory agencies in creating innovation in Brazil’s national petroleum industry; the evolving role of public universities in pursuit of technology transfer and academic entrepreneurship; and the R&D strategies of several global oil and gas MNEs that have taken residence in the recently-established industry cluster in Rio de Janeiro. The thesis also offers much to practitioners: guidance for the enactors of innovation policy following a large natural resource discovery; a model for universities wishing to develop a portfolio of entrepreneurial support, which has been shown to greatly support a university’s own technology transfer objectives; and direction for foreign MNEs in how to adapt to changes in industry clusters. The need for and challenge of achieving cooperation between diverse actors in an innovation system are apparent throughout the thesis. This cooperation is even more important in emerging economies such of Brazil, which often suffer from a lack of coordination between actors.

Nesse contexto, a região Nordeste de Santa Catarina, mais precisamente o município de Joinville, é um exemplo claro de diversificação do tecido produtivo local frente à instável realidade. A aglomeração de empresas de software existente nesta região é justamente a mais recente variante da economia local. Assim, com o objetivo de caracterizar as dinâmicas produtivas e espaciais presentes na indústria de software de Joinville, construiu-se o presente trabalho fundado no marco conceitual de sistemas de inovação. Constatou-se, portanto, a existência de um complexo conjunto de organizações e instituições que formam um incompleto sistema de inovações, cuja produção se apóia em inovações incrementais, com elevada participação dos clientes, sendo que, pela ótica do faturamento, o sistema especializou-se na produção de softwares pacote, muito embora exista um número maior de firmas explorando o segmento de softwares serviço. Inexistem organizações de pesquisa e as interações com as universidades se restringem à formação de mão-de-obra. Deste modo, verificou-se que o sistema estudado surge de maneira espontânea e endógena num contexto de diversificação do tecido produtivo local, o que constitui um atributo de um meio inovador / Abstract: The challenges forced by the recent techno-economic changes, have determined a process of revaluation of the knowledge built by social relations, which becomes the motor of the economic activity. The potential of development of the regions is associated with their capacity of adapting to these changes and to generate a constant flow of knowledge. In this context, the northeast region of Santa Catarina, more precisely the city of Joinville, is a clear example of the diversification of the local productive structure in a context of unstable reality. The agglomeration of software companies in this region is certainly the most recent variant of the local economy. Thus, with the objective to characterize the space and productive dynamics existing in the software industry of Joinville, the present work was constructed rested upon the conceptual frarnework of innovation systems. It was evidenced, therefore, the existence of a complex set of organizations and institutions that form an incomplete system of innovation, whose production lean on incremental innovations, with elevated participation of the customers. By the optics of the sales, the system specialized in the production of softwares package, although there exists a larger number of firms exploring the softwares services market. Without a relevant research organizations in this system, the interactions with the universities are restrict to the man power formation. A Business Enabling Network:a case study of a high-tech network; its concepts, elements and actors

Abstract The phenomenon of networking has been the subject of considerable research and has made a significant contribution to business practice. In business life networks of different kinds are found as common modes of operation, and confirms the clear advantages of networks. This has increased the interest of academic research in networking. The theoretical research has extended from dyad relationships to more complicated forms, such as systems of innovation. Networking has not only been a popular research area in the field of economics, but also in the social sciences. The resulting interdisciplinary perspectives have provided new insights into the multi-faceted phenomenon of networking. This thesis is a qualitative case study. The case network is the ICTnetwork in the Oulu area in northern Finland. During the last few decades, the Oulu area has grown and established itself as one of the most important centres of wireless communication. This has been recognised worldwide and it has been labelled the “Oulu-phenomenon”. The main theoretical frameworks for this study are business and social networks theories, supplemented by innovation system and regional development theories. A network is defined in this study as A group of actors that works intentionally together to harness the long term business capabilities of the network of participants and exchange information form the business enabling network. Between the actors there can either be formal commercial relations or the relations can be informal i.e. social relations. Based on the case study, the principal contribution of this study is a novel model of networking – identified as a business enabling network – the assets of which are a goal, trust, competence, an infrastructure, and continuity. A business enabling network model is operationalized on the basis of a five-level network maturity model. These models are described in the study and provide a novel framework for the development and assessment of regional business networks. Furthermore, the study increases the understanding of the case network's operations. / Tiivistelmä Verkostoilmiö on osoittautunut hedelmälliseksi sekä tutkimuksen että käytännön kannalta. Liike-elämässä erilaiset verkostot muodostavat yhä merkittävämmän yhteistyön muodon, mikä on seurausta verkostojen eduista. Tämä kehitys on myös lisännyt akateemisen tutkimuksen kiinnostusta verkostoja kohtaan. Teoreettiset tarkastelukulmat ovat laajenneet kahdenvälisistä suhteista monimutkaisempiin verkostoihin kuten innovaatiojärjestelmiin. Liiketaloustieteen lisäksi verkostoituminen on ollut kiinnostava tutkimusalue myös sosiologiassa. Erilaisten tieteellisten näkökulmien yhdistäminen on tuottanut uusia näkökulmia kiinnostavaan ja merkittävään verkostoilmiöön. Tämä väitöstutkimus on kvalitatiivinen tapaustutkimus. Tutkimuksen case-verkostona on ollut informaatio- ja kommunikaatioteknologian verkosto Pohjois-Suomessa Oulun alueella. Muutaman viimeisen vuosikymmenen aikana Oulun alue on noussut globaalisti yhdeksi tärkeäksi langattoman kommunikaatioteknologian keskukseksi. Tämä on huomioitu myös kansainvälisesti ja se on saanut nimen "Oulu-ilmiö". Keskeisimmät teoreettiset viitekehykset tässä tutkimuksessa ovat liiketoiminta ja sosiaaliset verkostot, joita on täydennetty innovaatio järjestelmien ja alueellisen kehittymisen teorioilla. Tässä tutkimuksessa verkosto on määritelty seuraavasti: Verkoston muodostavat toimijat, jotka toimivat tietoisesti yhteisen tavoitteen toteuttamiseksi ja joiden välillä tapahtuu informaation vaihdantaa. Verkoston toimijoiden välillä voi olla liikesuhteita tai suhteet voivat olla epävirallisia eli sosiaalisia suhteita. Tutkimuksen keskeisenä kontribuutiona on uudenlainen verkostomalli – liiketoimintaa tukeva verkosto, jonka keskeiset tekijät ovat verkoston päämäärä, luottamus, osaaminen, infrastruktuuri ja jatkuvuus. Kehitetty verkostomalli on operationalisoitu viisintasoisen verkoston kypsyysmallin avulla. Kehitetyt mallit tarjoavat viitekehyksen alueellisten verkostojen kehittämiseen ja arviointiin. Lisäksi tutkimus on syventänyt ja monipuolistanut ymmärtämystä case-verkoston toiminnasta.

[pt] Apesar de representar referencial analítico relevante para o desenvolvimento de políticas industriais e tecnológicas, a Abordagem de Sistemas de Inovação é carente de procedimentos metodológicos consolidados e de referência para a estruturação de investigações empíricas dedicadas à compreensão dos determinantes à inovação, em fronteira previamente definida. A presente pesquisa tem o objetivo de contribuir para o estreitamento dessa lacuna teórica, dedicando-se a desenvolver uma metodologia para a estruturação de investigações empíricas voltadas à compreensão dos determinantes à inovação em um segmento industrial específico. A referida metodologia fora denominada de IDIVIAR e foi construída a partir de fundamentação teórica que incorpora as contribuições dos principais autores da área. Para fins de validação, a metodologia IDIVIAR foi aplicada na indústria brasileira de construção naval, setor que atravessa período de revitalização, impulsionado pelo PROMEF – Programa de Modernização e Expansão da Frota da Transpetro, que prevê investimentos superiores a US$50bilhões no país, até 2012. Em termos de resultados, dentre outros, observou-se: a adequação da metodologia IDIVIAR proposta para análise de sistemas setoriais de inovação, indicando a possibilidade de replicação do método para outros segmentos industriais; que a indústria naval brasileira, apesar dos vultosos investimentos, revela-se pouco articulada, sem perspectivas de desenvolvimento de acordos ou cooperações orientadas à inovação, e; finalmente, que ao contrário do que se cria, a busca pela inovação ainda é um desafio a ser superado pelo Brasil para alavancar seus setores industriais. / [en] Despite representing an analytical framework relevant to the development of industrial and technological policies, the Systems of Innovation approach is lacking in methodological procedures and consolidated reference for structuring empirical research devoted to understanding the determinants of innovation, in previously defined boundary. This research aims to contribute to the narrowing of this theoretical gap through to develop a specific methodology entitled IDIVIAR for structuring empirical research driven to understand the determinants of innovation in specific industry. For verification the purpose, the IDIVIAR methodology was applied in Brazilian shipbuilding industry, a sector that’s experiencing a high growth period, driven by PROMEF – Expansion and Modernization Program of the Transpetro’s Fleet, which provides for investments over US$50billions in Brazil, until 2012. In terms of results, among others, observed: the adequacy of the IDIVIAR methodological proposal for analysis of sectoral systems of innovation, indicating the possibility of replication of this method for other industrial sectors; that the Brazilian shipbuilding industry, despite huge investments, reveals not very articulate, without prospect of agreements development or cooperation between actors to innovation; and finally, contrary to what was thought, the search for innovation is still a challenge to be overcome by Brazil to boost their industrial sectors.

Financing innovation in bio-pharma : a sectoral systems approach

The literature on the financing of innovative projects follows two trends: one contemplates that either the prospective fundees or the potential funders use their preferences to choose the other party out of a range of theoretical possibilities; the other refers to project owners or investors that actively look for an “opportunity” and try to talk the other party into entering the funding relationship. These views, however, cannot explain several facts such as: why projects rejected by some funders are accepted by others, why IPOs and markets are not attractive to all players or why that changes over time and across settings, how can State funds support a sector across regions, or how players’ and setting features and time affect funding criteria. A critique of these explanations sees three main shortcomings: lack of balance (i.e.,one party’s initiative prevails), bias (i.e., criteria of the domineering party prevail), and disembeddedness (i.e., milieu factors and changes over time are ignored). We think that an analysis supported by a sectoral approach may contribute to build a more articulate, integral insight about the funding of innovation. The bio-pharmaceutical sector was chosen because it exhibits amazing complexity related to the heterogeneity embodied by a multifaceted network of players (e.g., universities, companies, potential financiers, regulation bodies), to the nature and development path of innovative projects, and to the competitive/collaborative interactions framed in a particular setting. Hence, a qualitative approach based on the case study of the sector is the choice for this study. Case data are collected through semi-structured interviews with thirty participants that have played different roles in organisations of the bio-pharmaceutical sector or are highly experienced VC practitioners. Our findings allow us to propose an enhanced characterisation of innovation financing by showing that: i) Investors’ understanding of a sector is essential for funding decisions and can be updated through networking; ii) Networks facilitate firms-funders contact, coordination among funders, enhancement of financiers’ knowledge about the sector, and venture owners’ knowledge of track record and potential benefits of investors; iii) Interactions involve other actors in different roles and support network-based learning; iv) Funding decisions are impacted by the geographic availability of sources/mechanisms of finance and by their readiness to fund specific venture stages; v) Investors’ specificities matter; vi) Trends of change impact the availability of funding sources/mechanisms since they imply a reorganisation of the relations and interactions among players in the sector. Therefore, we propose a systemic analytic explanation where the strategy of funders (generalist or dedicated), therefore their role in a particular setting, is essentially defined in relation to the structure and dynamics of their knowledge consolidation system; then, we derive a number of implications for firm managers, investors, and policy-makers. Finally, the main limitations of this work and some further questions for future research are stated.

The fountainhead of innovation health : a conceptualization & investigation

This thesis, addresses the convergence between several strings of current research in the quest for a better understanding of the co-dependency and co-evolution of the human being and her ability to innovate, organize and provide products and services through competitive firms. The introduction and development of the concepts “Innovation Health” and “Systems of Innovation Health” aims at capturing emerging interdisciplinary understanding of early childhood developmental health and human life-spanning developmental conditions, to the extent that they are relevant for economic change, knowledge- and innovation related theory and research. An overview and analysis of global demographic changes, as they relate to Innovation Health is provided. Further, an extended view or possible emerging Theory of the Knowing and Innovating Firm is proposed and elaborated. Furthermore, Stein’s effort in the early 20th century to create a new philosophy of the humanities and a model of the human being is revisited. Her ontology of association, community and the human being is introduced in the context of organizational economics and knowledge-based theories. Her philosophy and “emergentis” ontology is applied as the theoretical framework of Innovation Health and the entire research effort.

National innovative capacity: An established concept revisited

National innovative capacity, a central driver of countries’ long-term economic growth, has been one of the focal points in innovation research for roughly thirty years. Initially proposed as an index to measure technologic invention over time, this concept has become the widely accepted standard for measuring the performance of (sub) national and sectoral innovation systems toward being an analytic tool attributed to innovation systems theory. Country comparison, knowledge flows, and R&D forecasting are in the center of analysis feeding the concrete practical use of innovation policy optimization. In this regard, a rich body of studies has contributed indispensable knowledge about the determinants of innovative capacity. However, the multi-dimensional interconnections have not been covered in depth. Thus, to gain a holistic understanding of the “DNA” behind national innovative capacity a new “comparative” view of these determinants is necessary. To this end, this dissertation proposes revisiting the focus, unit and parameters of analysis that predominate within current national innovative capacity studies and sets forth three interlinked academic articles that focus on different layers of innovative capacity in countries. Besides furthering academic discourse on the determinants of innovational outcome, this conceptual revision leads to a new approach on national innovation capacity research. Its intention is to make policy makers aware of certain pathways leading to the same outcome. This knowledge will enable them to pursue a dynamic approach of supporting the innovative processes in countries by defining appropriate innovation strategies that consider both the countries’ specific preconditions and the sub-systems perspective.:1. Understanding the processes of information systems deployment and evaluation : the challenges facing e-health

Information Systems (IS) innovations in healthcare sector are seen as panacea to control burgeoning demand on healthcare resources and lack of streamlining in care delivery. Two particular manifestations of such innovations are telehealth and electronic records in its two forms: the electronic medical records and the electronic health records. Deployment efforts concerning both of these IS-innovations have encountered a rough terrain and have been slow. Problems are also faced while evaluating the effectiveness of innovations on health and care delivery outcomes through strategies such as randomised controlled trials- particularly in case of telehealth. By taking these issues into account, this research investigates the issues that affect IS innovation deployment and its evaluation. The strategy adopted in this research was informed by recursive philosophy and theoretical perspectives within IS that strived to expound this recursive relationship. It involved conducting two longitudinal case studies that are qualitative in nature. The first study involved telehealth deployment and its evaluation in the UK, while the second case study involved the deployment of electronic medical/health records in the US. Data was collected through focus group discussions, interviews and online discussion threads; and was analysed thematically. The results of this research indicate that there are nine issues that arise and affect the deployment and evaluation of IS innovation in healthcare; and these are design, efficiency and effectiveness, optimality and equity, legitimacy, acceptance, demand and efficacy, expertise, new interaction patterns, and trust. These issues are attributes of relationships between the IS innovation, context of healthcare and the user. The significance of these attributes varies during the deployment and evaluation process, and due to iterative nature of IS innovation. This research further indicates that all the attributes have either direct or indirect impact on work practices of the user.

A critical evaluation of aspects of the tourism information commodity marketplace in Australia and some implications for innovation in tourism

There is a growing body of literature which discusses the importance of systems of innovation (SOI) to modern economies. Systems which are innovative are characterised by organisations and institutions which identify weaknesses in current technologies, pursue new ideas through research and development, develop and produce technological innovations, and apply or distribute these for the collective benefit of the system. The literature suggests a number of structures which contribute to fostering systems of innovation. Efficiency in the production and exchange of knowledge is one of these.Tourism has been described as an economic system and recent public policy has recognised the importance of the production and exchange of knowledge for innovation in tourism. The distribution (or presentation) of secondary information resources (also referred to as “commodities”) has received particular attention from policy makers. The totality of information resources which is presented to information marketplaces at a point in time can be described as the information stock. Past commentary on the stock of tourism information in Australia indicates that inefficiencies may exist in the presentation and exchange of these resources in the marketplace.This research proposes a model of the marketplace for the exchange of tourism information commodities, the Tourism Information Commodity Marketplace (TICM). The model is applied to testing and identifying weakness in current production and exchange processes in Australia. In the research, the stock which is presented to the market is located, identified, catalogued and tested against the model to identify whether there are marketplace inefficiencies in the form of leakages. Leakages are the costs which tourism firms and organisations face as they try to address information needs by procuring and applying secondary information commodities.The research shows that a proportion of the presented stock can be moved efficiently from suppliers to consumers and is capable of meeting information needs of consumers at a point in time. However, a range of presentation and demand-side issues are identified which reduce the potential for knowledge-based innovation in tourism systems. These relate to language, access, availability, reliability, validity and coverage aspects which are associated with the stock and demand-side characteristics.The implications of this research for policy makers and suppliers of tourism information commodities are that dissemination weaknesses, in particular, must be addressed for the contribution of secondary information resources to innovation in tourism to be fully realised. For informatics researchers, the TICM is a valuable and adaptable tool for depicting and assessing marketplace dynamics where information is the commodity for exchange. It augments the understanding of the innovative potential of tourism stocks for systems of innovation as well as identifying potential barriers.

This thesis aims to explore the challenges of Medical Devices sector in their innovative activities with the use of qualitative and quantitative methods. The specific subject of analysis is the Turkish Medical Device industry. Throughout the thesis the convergence of Medical Devices with pharmacy and its role in healthcare is mentioned in addition to the institutional regulations of the sector due to their effect on the firms innovative activities. The main focus of this thesis is the innovation in medical devices as vital components of healthcare supply with an important share in health expenditures. Even though Medical Devices are considered to be heterogeneous and classified in many other sectors such as chemicals, textiles and electronics, they have common features sufficient to be considered as a special product group and being an important part of the healthcare system, they are subject to common regulations. Sectoral Systems of Innovation approach is used to investigate Medical Devices Sector in Turkey. Medical devices sector also suffer from regulations that put cost on innovative activities, reimbursement policies that aim at cost containment, lower degrees of consumer support (in terms of user-producer relationship), high marketing costs due to the specific market they act in, in addition to the general obstacles such as scarce finance and human resources. Nonetheless, the ambiguity in entrance and allowance to reimbursement lists is also found to be a blocking factor on innovation.The studies on this aspect of the medical devices sector are limited and this thesis aims to fulfil the gap in this respect.
