Policy coalitions in the global greenhouse : contestation and collaboration in global climate change public policy.

It is more than 20 years since 1985, when world climate and atmospheric scientists first issued an authoritative warning of the danger of global warming. In 1988, scientists, environmentalists and politicians from 48 countries endorsed the Toronto Declaration to address global warming that called for a twenty percent worldwide reduction in CO emissions by the year 2005 leading to an eventual fifty percent reduction. Contestation and collaboration in the global climate change public policy process, involving a wide range of actors, has continued since then. Two organisations were founded in 1989 by non-state actors on opposite sides of the climate policy debate. These were the Global Climate Coalition (GCC), which was established by a range of US business interests, and Climate Action Network (CAN) established by a range of environmental and scientific non-governmental organisations. The thesis documents, analyses and compares how each organisation was formed, organised and developed. It reviews how GCC and CAN enabled more effective national and transnational advocacy and how they fostered opposing policy coalitions on climate policy. The respective approaches are assessed, evaluated and contrasted as each sought to gain support for their opposing policy positions in the global climate change policy process. The research uses a neo-Gramscian theoretical perspective and develops and applies an analytical framework focused on policy coalitions of state and non-state actors to investigate the role that non-state actors played in the global climate policy process. GCC and CAN played major roles within opposing policy coalitions that became particularly important in shaping the outcome of the global and national climate policy processes. The thesis focuses on the role of GCC and CAN and their associated policy coalitions in influencing the framing, developing, implementation and review of global climate policy. It examines the global climate change policy process through this analytical lens of contestation between policy coalitions from the creation of the Intergovernmental Panel on Climate Change in 1988 to the first Meeting of the Parties of the ratified Kyoto Protocol in 2005. The thesis assesses the analytical framework and concludes by identifying critical issues that the current global public policy processes have encountered in developing and implementing effective global climate change public policy.

<p>The people of Myanmar find their personal security and well-being threatened by the military authorities of the country and have no option but to leave their homeland and seek refuge in Thailand. Nevertheless, seen as the burden and element of insecurity the refugees are often left unprotected or even expelled by the Thai authorities. The situation as such recalls what some observers shortly named “unwanted and unprotected”. The thesis focuses on the provisions of international human rights and refugee rights principles and traces the impact of international standards on the refugee problem situation. This research aims to assess the compliance with the international human rights and refugee principles in the Myanmar-Thailand case. Taking into account the particularity of this case, the aim has a twofold structure. On the one hand, it seeks to analyze the compliance with the international human rights principles in the Myanmar context. On the other hand, it needs to analyze the compliance with the international refugee and human rights standards of the Myanmar refugees in Thailand. Falling in-between the international law and international relations theories the compliance-based theory is employed to guide the analysis and help answer the fundamental question of this research: Why is compliance with the international human rights and refugee rights principles in the case of Myanmar and Thailand problematic?</p>

Women Rights and Islam : A study of women rights and effects of Islamic fundamentalism and Muslim feminism in the Kurdish area of Iraq

<p>Lack of women rights in the international society is something that UN and other international human organizations are striving against. Women oppression is common in many countries, but is often connected with the Muslim countries. Women oppression is something that is against UN: s definition of human rights. The international society has therefore tried to protect the women, and has formed resolutions, conventions and so on, for their security.</p><p>According to the Iraqi regime, human rights are an important question. The country has therefore signed the UN: s convention about women rights. Since the year of 1992, when the Kurdish area of Iraq became self- governed, Kurdistan has started programs that favour women rights. Organizations and institutions have for example been established, that are struggling for the women in the society. The ruling government has also instituted some laws that favour women rights.</p><p>Islamic fundamentalism and Muslim feminism are two theories that today have supporters in the international society. Both of those theories and their supporters believes in the Quran and use it to justify their own actions, but in different ways. The fundamentalists emphasize the differences that, by the nature, exist between the sexes. According to the fundamentalists, women and men have different responsibilities in the society. The feminists on the other hand believe in equality between the sexes and mean that women oppression has its origin in an erroneous interpretation of the Quran.</p><p>Different kinds of crimes against women rights issues are today common in Kurdistan. Many of those crimes don’t have any support in neither UN, nor the Quran. Muslim feminists, the department for human rights and the women organizations all has agreed about the meaning of women rights. They believe in UN: s definition of women rights and they all use the Quran to justify women right issues. Islamic fundamentalists on the other hand also use the Quran for justifying their actions, but they don’t believe in UN: s definition of women rights.</p><p>So both Muslim feminists and Islamic fundamentalists exist today in Kurdistan, and their engagement in women issues is therefore affecting the work of the organizations and the department.</p>

The international association's interventions and governments role in disasters : Failures and Successes

<p>The debate on international intervention is a very difficult topic. As a main issue in it, the differences lies on decisions regarding - what, when and who. This essay will address the importance of accurate intervention in disaster affected states. It will identify what types of interventions that is most commonly used and if there is one type of intervention that are the most effective one. It will show if the disaster in it self related to the area in question will determine what kind of intervention that should be used – is the identification of them two the deciding factor or is there one particular intervention model that is better to use? The essay will also question whether intervention might lead to a weakened state sovereignty and if sovereignty has to be protected and be taken in consideration before any intervention can be done. To address this, recent history is analysed with two cases as examples – the Darfur conflict and Cyclone Nargis that struck Burma in 2008. The conflict in Darfur is a man-made disaster which  lead to plenty of suffering and many lost lives. Cyclone Nargis was a natural disaster which in it self caused many deaths. In Darfur the discussion regarding what, when and who delayed actions from the international association. It was also disrupted by the government in Khartoum constant refusals of help from the outside world. In Burma, relief could be sent in the initial phase, however, the government was hard to cooperate with, which made it quite impossible for the relief to reach all the affected areas. Putting the empirical part against those theories that has been brought up in this essay, the thesis of it has been answered with the conclusion that whether one type of intervention model is being used or another model, the most important part in any kind of intervention is that the humanitarian assistance along with the provision of needs for survival will reach those who has been affected by a disaster, also, not to create any kind of pressure against the affected state in question, this to prevent further conflicts.</p>

Economic sanctions as warfare : A study about the economic sanctions on Iraq 1990-2003.

<p>I have conducted a survey of the economic sanctions on Iraq 1990-2003 and focused on how the sanctions were implemented and how economic sanctions work in practice. In particular, I have researched the objectives the United Nations had for implementing economic punishment on Iraq, how they came into use and the outcome of it in brief.</p><p>As for the million-dollar question: Were the economic sanctions on Iraq efficient and did they “work”? My opinion stands clear that economic sanctions can work in the future. The sanction policy faced major problems in Iraq, but it also disarmed the Iraqi dictator and gave more autonomous power for the Kurds in the north. They did not “work” as the world community had expected, but no one knows what the outcome would have been if the United Nations had not reacted with such determination as they did in this matter. It is easy to be wise after the event, and it is my personal wish that economic sanctions can be used in the future, as an alternative to open war, but with a lower cost in terms of civilian lives.</p>

“The UN Peacebuilding Commission – Lessons from Sierra Leone” by political scientist Andrea Iro is an assessment of the United Nations Peacebuilding Commission (PBC) and the United Nations Peacebuilding Fund (PBF) by analysing their performance over the last two years in Sierra Leone, one of the first PBC focus countries. The paper explores the key question of how the PBC/PBF’s mandate has been translated into operational practice in the field. It concludes that though the overall impact has been mainly positive and welcomed by the country, translating the general mandate into concrete activities remains a real challenge at the country level.
