A management framework for training providers to improve skills development in the workplace

D.Ed. / A skills revolution was launched in the South African workplace by the Department of Labour in 1998. Various skills development legislation were introduced to meet international standards, redress skills imbalances, curb skills shortages and improve the general skills in the current workforce. Training providers were the drivers of workplace training, yet are now displaced by skills authorities, such as the SET As, the ETQAs and SAQA. While the custody of skills development is placed in the hands of employers and employees, training providers must become frontline soldiers in the skills battlefield. Rapid technological advancements, complex skills legislative requirements and ineffective internal management frameworks challenge workplace training providers. Training providers need to upgrade to OBE and NQF principles, provide and assess learnerships and skills programmes, and ensure that skills programmes allow employees to gain national qualifications and credits. Empirical research, undertaken in the midst of the skills battlefield, voices the opinions of managers, employees, training providers and skills authorities on the effectiveness and improvement of training providers to improve skills development. This research employed the multimethod approach using quantitative survey questionnaires and qualitative interviews to gather data on the management factors essential to providing training and improving workplace skills. Action field researchers, the skills legislative framework and current successful workplace management frameworks directed this socio-educational research. Empirical evidence reveals that training providers are challenged by workplace and skills legislation. The skills levy-grant system burdens workplace managers and training providers, yet creates incentives for annual skills grant recoveries. Training providers must provide job relevant training, continuous assessment and SAQA/NQF accreditation to be effective and improve skills development. The empirical research concludes that training providers must 'identify each training programme as a project and manage it well'. Basic management of workplace training entails managing skills development holistically, initiating and sustaining various skills projects and developing workplace skills plans in annual cycles. Implementation of skills projects include seeping, scheduling, cost, HR, quality and risk management. Research conclusions recommend an internal skills management framework for improving training providers to improve workplace skills development. The skills management framework integrates ten basic steps for SETA and SAQA compliance and nine operational elements of project management. The aim of this framework is to arm training providers, the skills soldiers, so that they can effectively revolutionise workplace skills development.

Managerial training and development in telecommunication organizations in Palestine

No / The purpose of this paper is to explore the nature and extent of management development and training in Palestinian telecommunication organizations using a basic trichotomous (three-stage) model: needs assessment, training development, and evaluation. A survey questionnaires supported by semi-structured interviews was conducted to capture and corroborate the issues raised by middle and senior managers. Subsequently, the valid data were analysed using Statistical Package for the Social Sciences and was tabulated for the purpose of interpretation and comparison with the findings available from literature. Despite the systematic approach to training and development, the findings revealed inadequacy deriving from heavy emphasis on conventional methods throughout the three stages particularly the formal in-house training; the current system does not offer a holistic approach to meet the challenging needs for management development. The study adopts an exploratory in depth empirical investigation in Palestinian telecommunication organizations, it provides insight into management training and development in the private sector in Palestine. It has profound theoretical and practical implications for the increased effectiveness of management in the region and beyond. The use of trichotomous approach explores the entire process, rather than implementation alone, thus the findings will have practical implications for the researcher and practitioners to design, implement, and systematically appraise the effectiveness of training development initiatives. This paper offers both professionals and academics a fresh perspective on training and development in Palestinian telecommunication organizations; it highlights the importance of such activity, and stresses on the need for the design of programmes that can adequately incorporate the individual and corporate needs for development.

В практической части описывается общая характеристика исследуемой организации, проведено исследование совершенствования системы управления обучением персонала в банковском секторе. На основе полученных данных разработаны рекомендации по повышению эффективности управления обучением персонала. В заключении подведены итоги в соответствии с поставленными задачами.

The practitioner-driven system : an interactive qualitative analysis of the e-learning creation experience

Contemporary e-learning research often addresses a singular instructional topic, learning strategy, or authoring tool. Technological advancements and evolving delivery methods are changing the e-learning practitioner experience more rapidly than ever before, and the need for a holistic illustration of the modern-day practitioner experience has never been greater. This Interactive Qualitative Analysis (IQA) of the e-learning creation experience consists of Affinity Production Interviews, interviews, and an online survey of e-learning practitioners working with adult audiences. The result of the study is an e-learning creation experience system driven by participants’ stories. The system is comprised of twelve affinities including leadership, policy, the instructional systems design process, the client relationship, emotions, and more. Exercising the system reveals conditions that influence the ultimate outcome of the system: e-learning success. / text

The purpose of this study was to determinate the standpoint of basketball players towards their coaches and couching efficacy in two basketball teams: in the Lithuanian national team and in the club team “Žalgiris”. The main tasks of the research were to establish how basketball players evaluate the activity of their coach and to establish the effectiveness of communication during training. The methods of the research: a) survey of literature; b) questionnaire. For the purpose of research two basketball teams The National basketball team and “Žalgiris” were selected. Twelve basketball players form each team were chosen. The research was carried out in 2006. Referring to the accomplished investigation of the effectiveness of training conditions it was established, that in a psychological sense training conditions are more favorable evaluated by the Lithuanian National team. The players of “Žalgiris” are unsatisfied with training conditions: basketball players lack the coaches support and attention. More than 50 % players of the both teams evaluate favorably their coaches activity rates: gnostic, emotional and behavioral (the level of these rates was evaluated as high). By employing T. Dembo – S. Rubistein approach Effectiveness of Communication during training it was determined, that the criticism related to the trainer of the Lithuanian National team is not so sharp like in the club team “Žalgiris“.

Is constituted as bibliographic research, having been developed in three stages: collection of bibliographic material; analysis of selected studies; integrating synthesis of the results. Defend that the role of Business Administration courses is to provide a critical view of reality, which means, in this case, does not offer a limited training to the demands of the labor market. To that end, structured work around the following research question: "what studies of the course of Directors produced under the Graduate Program in Education between the years 2004-2013 show on vocational training at the undergraduate level administrator?" Such a question has served as reference for the preparation of the overall objective: to analyze dissertations and thesis produced in Education on administrator training in order to provide information to think again that training in the Brazilian higher education. The overall objective was deployed in the following specific: raise Administration course trajectory in Brazil; analyze dissertations and theses on the design of them contemplated curriculum; analyze dissertations and theses about the Administration 's views on them defended and criticized ; analyze dissertations and theses about the labor market of ideas and the world of work present in them . The research corpus was composed of twenty- five papers coming from the graduate in Education in Brazil from 2004 to 2013. The programs theoretical framework is guided primarily in the Gimeno Sacristán's ideas on the process view of the curriculum; the critical analysis of management concepts found throughout its history; and the concepts of training for the labor market and the world of work. The main results presented in dissertations and theses analyzed in this research indicate that regarding the curriculum, the meeting addressed partial aspects, considering the design of Gimeno Sacristán, and the majority had as focus of analysis the curricular text, represented by the Project pedagogical Course , and few have analyzed the curriculum lived, or at work; on the design of Directors present in the works, almost all of them found lined courses in the capital 's perspective, involving a type of training geared to the labor market, although the authors of dissertations and thesis have advocated other that considers the interests of whole of society and be guided by the critical insertion of graduates into the labor market, consistent with the view taken in this research. / A pesquisa aborda a formação do profissional de Administração, por meio da análise de dissertações e teses produzidas em programas de pós-graduação em Educação. Constitui-se como pesquisa bibliográfica, tendo sido elaborada em três etapas: levantamento do material bibliográfico; análise dos estudos selecionados; síntese integradora dos resultados. Defende que o papel dos cursos de Administração é proporcionar uma visão crítica da realidade, o que significa, nesse caso, oferecer uma formação não circunscrita às demandas do mercado de trabalho. Para tanto, estrutura-se o trabalho em torno da seguinte questão de pesquisa: “o que os estudos sobre o curso de Administração produzidos no âmbito dos Programas de Pós-Graduação em Educação entre os anos de 2004 a 2013 revelam sobre a formação profissional do Administrador em nível de graduação?”. O corpus da pesquisa foi composto de vinte e cinco trabalhos oriundos dos programas de pós-graduação em Educação no Brasil no período de 2004 a 2013. O referencial teórico se pauta fundamentalmente nas ideias de Gimeno Sacristán sobre a visão processual do currículo; na análise crítica das concepções de Administração encontradas ao longo de sua história; e nos conceitos de formação para o mercado de trabalho e para o mundo do trabalho. Os principais resultados apontados nas dissertações e teses analisadas nesta pesquisa indicam que: com relação ao currículo, os trabalhos abordaram aspectos parciais, considerando-se a concepção de Gimeno Sacristán, sendo que a maioria teve como foco de análise o texto curricular, representado pelo Projeto Pedagógico dos Cursos, e poucos foram os que analisaram o currículo vivido, ou em ação; quanto à concepção de Administração presente nos trabalhos, a quase totalidade deles encontrou cursos pautados na perspectiva do capital, envolvendo um tipo de formação voltada para o mercado de trabalho, embora os autores das dissertações e teses tenham defendido outro tipo, que considere os interesses do conjunto da sociedade e que se paute pela inserção crítica do egresso no mundo do trabalho, coerentemente com a tese defendida na presente pesquisa.
