Implementering av välfärdsteknologi i södra Lapplands mycket glesa landsbygdskommuner / Implementation of welfare technological solutions in the rural parts of southern Lapland

The purpose of this study is to explore if and how welfare technological solutions areimplemented and used within different healthcare professions in southern Lapland. Also,does the use of welfare technological solutions contribute to achieving the goals of theprimary care reform a good and close health care [in Swedish God och nära vård]? Whatprerequisites do different healthcare professions have to implement welfare technology, interms of their understanding, ability and willingness?This is a qualitative study based upon interviews done with nine healthcare professionalsworking in municipalities located in the sparsely populated areas of southern Lapland. Theempiric was analysed through the lens of implementation theory based on the healthcareprofessionals understanding, ability and willingness to implement welfare technologysolutions.The results of this study show that the healthcare professionals show a great understanding ofwelfare technological solutions, and a genuine willingness to use the technology, butregarding the healthcare professionals ability to implement welfare technology are not trulyfulfilled, and in this respect there are some challenges to continue to work on.In relation to the primary care reform, a good and close health care [God och nära vård], theresults of the study show that welfare technology solutions, correctly used and in consultationwith those who intend to use the services, can be used as a tool to meet some of the goals ofthe reform. Digitization can, as a complement to physical meetings, make care moreaccessible and cost-effective while the patient/user retains their security, participation andself-determination. But to achieve the goal of creating close care on equal terms for the entirepopulation, the healthcare professionals understanding, ability and willingness to implementwelfare technology solutions isn’t enough, it requires above all a change in the absence of thesparsely populated perspective among those who decide.

Social Movements, Technological Solutions to Problems, and Political Conflict: The Case of Alternative Proteins

<p dir="ltr">New technologies are often developed to address pressing social problems such as climate change and world hunger, and social movements are often strong backers of these technological solutions. Yet political conflict can occur when those threatened by the new technology seek government action to block or delay its adoption. I analyze forces behind the development of such technologies and factors affecting the outcomes of ensuing political conflicts through an in-depth study of alternative or “alt-proteins,” plant-based and cell-cultured alternatives to traditional meat and dairy products. Developed to address the environmental and animal welfare problems of animal agriculture, alt-proteins have generated political conflict as livestock and dairy interests have sought regulations to limit producers’ ability to market alt-proteins as substitutes for meat and dairy products. </p><p dir="ltr">My research uncovers a network of organizations founded by animal welfare interest groups and activists that provide direct and coordinated support for alt-protein technology development and industry growth. Besides government lobbying, activities include founding and financing start-ups, supporting basic research, and providing various business supports to the industry. Early successes by some alt-protein companies have led dairy and livestock farmers to lobby the U.S. and state governments for protectionist labeling policies. While one might expect other businesses involved in the production and distribution of meat and dairy products to join in these efforts, I found this was often not the case. To explain this finding, I propose that the formation of a strong coalition to seek government support in opposing a new technology depends not only on businesses’ reliance on the old technology, but also on the cost to the businesses of diversifying into the new technology and on the speed with which the new technology is displacing the old. My research also shows how a social movement’s embrace of technological solutions to problems may fundamentally alter its strategies and coalition partners in both political and market spheres. In their quest to attract investment capital, organizations founded by animal welfare groups worked with large food companies to invest in alt-proteins but alienated some in other social movements. The latter fear that expensive technologies will further control of the food system by large corporations, illustrating the potential divisiveness of technological solutions to problems. I assess the effects of coalition building on outcomes of policy conflicts over alt-proteins and consider the applicability of this case to other situations.</p>

Modèle conceptuel d'évaluation de l'impact de l'innovation : basé sur des études de cas des organisations de recherche agricole en France, Brésil et Australie / Conceptual Model of the Impact Assessment of Innovation : case studies from agricultural research organizations in France, Brazil, and Australia

La recherche en agriculture a un rôle important à jouer pour la population mondiale si on la considère comme un domaine stratégique pouvant fournir des connaissances ainsi qu´une base technologique à la production agricole. Ce secteur génère des extrants, des résultats ayant des impacts spécifiques dans les zones rurales, les filières agricoles, l'économie, la société et l'environnement. La recherche et l'innovation agricoles représentent un élément clé pour permettre d´atteindre les objectifs du développement durable imposés par les Nations Unies (ODD), en particulier les ODD 2 et 12 – c´est-à-dire réduire les inégalités sociales, éliminer la faim et accroître durablement la production alimentaire. Ainsi, l'évaluation de l'impact dans le domaine économique, politique, social et environnemental des recherches et des innovations devient fondamentale dans un objectif de recherche croissante de la durabilité des pays et de la planète. Les bailleurs de fonds, les institutions supérieures de contrôle, le parlement, le gouvernement, les producteurs, les filières agricoles, les consommateurs et toute la société civile ont besoin de transparence, d'efficacité et d'efficience de la part des organismes publics : ils doivent démontrer un retour sur investissement public, un impact positif sur l'économie et la société, tout en minimisant les impacts négatifs sur l'environnement. L'objectif principal de cette thèse est donc de répertorier les approches théoriques et pratiques déjà réalisées pour l'évaluation d'impact, en particulier en se penchant sur les expériences de quatre organismes de recherche, et de développer un modèle conceptuel du système de gestion de l'évaluation d'impact de l'innovation, en particulier un modèle qui sera applicable aux organismes de recherche agricole. Nous adoptons une méthodologie basée sur la revue de littérature, quatre cas d'étude comparative d'organismes de recherche agricole (le Cirad et l´Inra en France, l´Embrapa au Brésil, et le CSIRO en Australie). Les contributions innovantes de cette thèse sont : I. La construction d'un modèle conceptuel d'un système de gestion de l'évaluation d'impact basé sur le processus d'innovation ; II. Le modèle du système de l'évaluation d'impact d'innovation considèrant une vision transversale de durabilité, intégrant les dimensions environnementale, sociale, politique et économique ; III. Le système d'analyse d'impact de l'innovation reposera sur un processus unique de gestion, notamment concernant les étapes d'évaluation ex ante et ex post selon leur temporalité respective ; IV. La gestion du processus de l'innovation et de l'évaluation d'impact prévoyant l'insertion d'approches comportementales telles que les concepts d'holisme, de constructivisme et de transdisciplinarité. Cette thèse présente donc une approche originale car fournissant un outil de gouvernanceà la recherche, tout en mettantun accent innovant sur la gestion de l'impact ex-ante et ex-post. Elle aide les organisations de recherche et d'innovation à fournir chaque fois plus de solutions durables dans le cadre de leurs missions institutionnelles, et contribuant ainsi à participer aux objectifs de développement durable de l'ONU pour aller vers une agriculture plus productive et plus durable. / Agricultural research has an important role for the world population by considering it as a strategic area for providing knowledge and technological base for agricultural production. This sector generates outputs, outcomes with respective impacts to rural zones, supply chains, economy, society and environment. The agricultural research & innovation represents a key piece for reaching the United Nations sustainable development goals (SDG), especially to SDG 2 and 12 – to promote sustainable agricultural to eliminate hunger and improving nutrition, as well as to promote sustainable consumption and production, respectively. In order to check whether agricultural research organizations generate sustainable impacts, it is necessary to assess the impacts of their innovations. Funders, supreme auditing institutions, parliament, government, producers, supply chains, consumers and all society require transparency, efficacity, and effectivity of public organizations: they must highlight return of public investment as well as generate positive impact to the economy and society, and minimize negative impacts to the environment. Many public research organizations around the world have developed impact assessment processes. There is no flawed theories and practices approaches to impact assessment context. Therefore, this research seeks to fill gaps or to supplement the existing approaches. The main thesis objective is to summarize theoretical and practical studied approaches on impact assessment, including the experiences of four research organizations, and to develop a conceptual model of innovation impact assessment management system, especially applicable to agricultural research organizations. It adopts a methodology based on literature review, four cases of a comparative study of agricultural research organizations (Cirad and Inra from France, Embrapa from Brazil, and CSIRO from Australia), and benchmarking these experiences studied. The innovative contributions of this thesis are I. construction of a conceptual model of an impact assessment management system based on the open innovation process; II. the model of innovation impact assessment management system considers a cross-cut view of sustainability, integrating the environmental, social, political and economic dimensions; III. the innovation impact assessment system will be based on a unique managerial process that regards ex-ante and ex-post assessment stages according to its respective temporality; IV. the management of the innovation and impact assessment processes foresees the insertion of behavioral approaches such as concepts of holism, constructivism, transdisciplinarity and agile management practices as essential requirements for the effective engagement of the internal and external actors and the effectiveness of the evaluation process. This thesis has an original approach by bringing a research governance tool with an innovative focus on ex-ante and ex-post impact management, helping research and innovation organizations to become increasingly sustainable in their institutional missions, thus contributing to the achievement of the UN's sustainable development goals towards more productive and sustainable agriculture.

Roadmap de soluciones tecnológicas para el monitoreo remoto en servicios ambulatorios / Roadmap of Technological Solutions for Remote Monitoring in Ambulatory Care

La importancia del presente proyecto denominado “Roadmap de soluciones tecnológicas para el monitoreo remoto en servicios ambulatorios” es atribuida al planteamiento de propuestas de soluciones que permitan mejorar el problema del bajo grado de adherencia por parte de los pacientes ambulatorios a los tratamientos médicos, al mismo tiempo que se abordaba la necesidad de investigación asociada al uso de tecnologías de información y comunicación para incrementar la adherencia a los tratamientos en cuestión. Para ello, el principal aporte de la presente investigación fue la elaboración de un roadmap de soluciones a ser implementadas en los años propuestos basado en un análisis de tendencias tecnológicas aplicadas al campo de estudio del monitoreo remoto en servicios ambulatorios.  Los resultados del proyecto fueron, por un lado, la validación satisfactoria del roadmap elaborado con el apoyo de expertos en el campo de medicina y expertos en el campo de tecnología. Por otro lado, se obtuvo una cartera de proyectos relacionados a las soluciones propuestas, en el cual se planteó proyectos de investigación para los siguientes años, asociados a las soluciones tecnológicas que se propusieron en el roadmap, y que buscaran solucionar el bajo grado de adherencia a los tratamientos. / The importance of this project called "Roadmap of technological solutions for remote monitoring in outpatient services" is attributed to the proposal of solutions that improve the problem of low degree of adherence by outpatients to medical treatments, to At the same time, the need for research associated with the use of information and communication technologies to increase adherence to the treatments in question was addressed. For this, the main contribution of this research was the development of a roadmap of solutions to be implemented in the proposed years based on an analysis of technological trends applied to the field of study of remote monitoring in outpatient services. El presente trabajo de investigación tiene como objetivo validar nuestra idea de negocio frente a la realidad peruana actual. La transformación digital no se vio afectada por el COVID-19, por el contrario impulsó la compra de artefactos tecnológicos. No obstante, en respuesta al deseo de compra surge la necesidad de información, es allí cuando nace la idea de diseñar la plataforma web Helptec un asistente personal cuya principal función es facilitar el proceso de compra del usuario, para lo cual se ofrecerán 3 servicios: Chabot, asesorías personalizadas virtuales y servicio técnico presencial. En los párrafos posteriores se evaluará la idea de negocio desde la validación de la necesidad a través de entrevistas a nuestro público objetivo hasta el desarrollo individual de cada componente de nuestro Business Model Canvas mediante la ejecución de experimentos. Asimismo, se validará el precio de ingreso al mercado, se cuantificará nuestro público objetivo y se estimará una proyección de ventas tomando en cuenta las tendencias del mercado actual. Para analizar la escalabilidad de nuestro proyecto, se iniciarán ventas auténticas mediante los canales planteados y se desarrollará un plan financiero en base a los resultados. De esta manera, se incluirán presupuestos en marketing, operacionales y concierge’s, con la finalidad de estimar con la mayor realidad posible el capital necesario para comenzar las operaciones comerciales de Helptec. Finalmente, se concluirá si el proyecto planteado podría tener éxito en la realidad nacional o si debido a ciertos factores económicos, sociales o culturales no resultaría viable. / The objective of this research is to validate our business idea against the current Peruvian reality.
