Orlikowski e Scott (2008) também argumentam que a rápida difusão das TIC levanta preocupações críticas a respeito de seus impactos sociais sobre assuntos organizacionais em vários níveis. Consequentemente, ao considerar o avanço das TIC, torna-se relevante investigar o seu uso e impactos sobre a sociedade, como o seu acesso à informação e a um espaço de discussão, de acordo com a sua própria realidade, ou seja, considerando o contexto tecnológico, político e socioeconômico do seu país. Isto significa analisar o grau de penetração da Internet, o nível de democracia do país e, ainda, o grau de atividade econômica e igualdade social da população, para que se possa, dessa maneira, compreender a possibilidade de envolvimento dos indivíduos nos processos de deliberação democrática e/ou nas mobilizações cívicas (Tambini, 1999; Gerodimos, 2001). À vista disso, esta pesquisa se propôs a analisar o papel das TIC, principalmente da Internet e das redes sociais, em dois fenômenos sociais contemporâneos – trajetória da LAN House e manifestações populares –, buscando compreender como ocorreu a constituição das redes sócio-técnicas desses fenômenos, identificando os principais atores envolvidos nesses processos.

Complexidade e controvérsias na educação a distância: a implantação da modalidade na USP / -

Esta tese aborda o fenômeno da complexidade da educação a distância e semipresencial segundo referenciais conceituais da modalidade, em diálogo com teorias sobre a comunicação digital, a epistemologia da complexidade, a teoria ator-rede e a cartografia das controvérsias. Investiga quem são os atores que constituem o agregado social educação a distância através do mapeamento de conflitos no fórum geral de discussão do primeiro curso semipresencial da USP, o curso de Licenciatura em Ciências, no período de novembro de 2010 a novembro de 2011. Na perspectiva deste trabalho, as controvérsias ocorreram devido à prevalência de uma visão humanocêntrica que deposita nos atores humanos a proeminência e a prevalência das ações, não reconhece que objetos, processos, encontros, entre outros actantes, são também mediadores e não simples intermediários ou atores coadjuvantes. A pesquisa procura demonstrar que a compreensão do que seja o social, conforme a Teoria Ator Rede, pode ajudar a explicar e a superar os entraves que a modalidade da educação a distância ainda enfrenta na sociedade brasileira. / This thesis approaches the phenomenon of complexity of distance and blended education according to conceptual references of the modality, in a dialogue with theories about digital communication, the epistemology of complexity, the actor-network theory, and the cartography of controversies. It investigates who are the actors that constitute the social aggregate of the distance education through mapping of the conflicts which arose in the general discussion forum of the first blended course taught at the University of São Paulo, Licentiate in Sciences, from November 2010 to November 2011. Under the perspective of this work, the controversies originated due to the prevalence of a view, which assigns to human actors the prominence and the prevalence of the actions and does not recognize that objects, processes, meetings, and encounters, among other, are also mediators and not just mere intermediary or supporting actors. This research intends to demonstrate that the understanding of what the social is, according to the actor-network theory, may help to explain and overcome the hindrance that the distance education modality still faces within Brazilian society.

A construção institucional das políticas ambientais no Brasil tem como marco inicial a criação da Lei Nº 6938 (1981), que instituiu a Política Nacional do Meio Ambiente. A partir desta lei foi estabelecido um Sistema Nacional do Meio Ambiente Sisnama, criado para organizar os mecanismos para a construção e o funcionamento de uma legislação ambiental no país. O Sisnama foi composto por órgãos setoriais (órgãos estaduais de meio ambiente), um órgão superior (o Conselho Nacional do Meio Ambiente - Conama) e um órgão central executor (Secretaria Especial do Meio Ambiente - Sema). Como órgão superior e deliberativo do Sisnama, o Conama se tornou um campo de negociação ao agregar interesses heterogêneos pelo objetivo de definir um conjunto de resoluções que, ancoradas na lei Nº 6938 (regulamentada pelo Decreto Nº 88351 de 1983), adquiriram força de lei. O referencial teórico-metodológico utilizado para a análise do Conama é a Teoria do Ator-Rede (TAR, ou ANT, em inglês). O presente trabalho tem como objetivo analisar a construção e atuação do Conama, como arena ambiental desde a sua construção até o momento em que foi estabelecido o Ministério do Meio Ambiente (1981-1992), entendendo esse período como momento de institucionalização do meio ambiente no Brasil. O Conama reuniu humanos e não-humanos, entre os quais: políticos, engenheiros, cientistas, ambientalistas, as hidrelétricas, a floresta amazônica, as usinas nucleares, os resíduos atômicos, as unidades de conservação, as destilarias de álcool, os rios, entre outros. A discussão proposta consiste, portanto, em analisar a trajetória deste conselho e sua particip(ação) no cenário político nacional como órgão designado a estabelecer uma política de proteção ambiental em um momento marcado pelos desdobramentos da crise energética e pela tentativa de retomada do crescimento econômico no Brasil. / The institutional construction of environmental policies in Brazil has as starting point at the creation of Law No. 6938 (1981), which established the National Environmental Policy. Within this law was established a National Environmental System (Sisnama) created to organize mechanisms for the construction and the operation of the environmental legislation in the country. The Sisnama was composed by institutional bodies (state environmental agencies), a higher body (the National Environmental Council - CONAMA) and an executor central body (Special Environmental Secretariat - SEMA). As the superior and deliberative body of Sisnama CONAMA became a trading field by adding heterogeneous interests by the objective of defining a set of resolutions which, anchored in the law No. 6938 (regulated by Decree No. 88351 of 1983), acquired the force of law. The theoretical framework used for the analysis from CONAMA was the Actor-Network Theory (ANT). This study aims to analyze the construction and the operation of CONAMA, as environmental arena, since its construction until the moment the Ministry of the Environment was established (1981-1992), understanding this period as the environmental institutionalization in Brazil. CONAMA gathered humans and nonhumans actors including: politicians, engineers, scientists, environmentalists, hydropower, the Amazon rainforest, nuclear power plants, atomic waste, conservation units, alcohol distilleries, rivers, among others. Therefore the discussion proposed is to analyze the trajectory of this council and its particip(ation) in the national political scene as designated agency to establish an environmental protection policy in a period highlighted by the consequences of the energy crisis and the attempt to re-establish the economic growth in Brazil.

Mesmo que os estudos em design o compreendam como algo que gera diálogo entre os atores envolvidos no projeto (ZURLO, 2010), não sendo restritivo ou vago demais (BROWN, 2009) e auxiliando no enquadramento dos problemas (BUCHANAN, 1992) tornando, desta forma, o processo de projeto mais criterioso (Associação dos Designers Gráficos do Brasil, 2004), tais concepções não parecem acompanhar as movimentações teóricas sobre o processo de projeto, entendido como transdisciplinar, não-linear e coevolutivo. (MAURI, 1996, FINDELI, 2001, DORST, 2003). Chega-se, desta forma, ao problema de pesquisa: quais são as competências do briefing no processo de projeto? Com o objetivo de compreender suas competências, adota-se a perspectiva teórico-metodológica da Teoria Ator-Rede por entender que seus princípios contribuem no alcançar de outras compreensões acerca das relações estabelecidas nas dinâmicas de projeto, a partir da impossibilidade de distinguir entre humanos e não-humanos ou apontar empiricamente diferenças entre suas actancialidades na construção de fatos e artefatos (LAW, 1992; LATOUR, 1987; CALLON, 1986). Suas agências, enquanto actantes (LATOUR, 1999), mediam e intermediam (SAYES, 2013) a emergência de questões de preocupação (LATOUR, 2008) em uma processualidade que enacta-se (LAW, 2009) no campo das competências ou no ‘poder-fazer’ (FIORIN, 1989), trazendo uma nova luz aos temas do design. A partir análise de conteúdo, realizada sobre a análise documental de 58 briefings enviados por 6 informantes que se denominavam escritórios de design ou se denominam ‘empresas com departamento de design’ e de dois grupos focais compostos por 3 e 4 informantes, respectivamente, seguindo o mesmo critério, esta pesquisa propõe tópicos gerais que compreendem o briefing com competências de 1) enactar a ação projetual, ampliando a capacidade crítico reflexiva ao operar agenciamentos criativos e deslocamentos temporais; 2) mediar interesses relacionados ao processo de projeto (estabelecendo um tipo de nivelamento de ordens distintas que estabilizam da rede formada em torno do projeto), traduzindo a si mesmo (sendo plástico suficiente para moldar-se conforme a necessidade e as naturezas distintas de projeto) e pontualizando e despontualizando os interesses, abrindo competências as quais o projeto deverá estar sensível e atento; 3) inscrever o designer como alguém capaz de tratar destes interesses em jogo, seja numa arqueologia que vai as profundezas do que não é explicitados claramente relacionados a mercado ou a sensibilidades, seja tratando de aspectos puramente técnicos, em um movimento que evidencia 4) o caráter ambíguo e ambivalente do briefing no processo de projeto, de uso plural, orientado pela doma do projeto. / In common sense, design brief is understood as an important component in any project because contains necessary elements that explain the problem, guiding those involved in design process. Going further, design studies understand it as something that generates dialogue among the actors involved in design process (ZURLO, 2010), not being too restrictive or too vague (BROWN, 2009), helping to frame problems (BUCHANAN, 1992) and enabling more criteria to design (Associação dos Designers Gráficos do Brasil, 2004), but these conceptions do not seem to be in tune to theoretical movements about the design process itself. Understood as transdisciplinary, non-linear and coevolutionary (MAURI, 1996, FINDELI, 2001, DORST, 2003), design process seems more open than what their own studies posit about design brief. In this sense, this research proposes to inquiry what are the competencies of the briefing in the design process. To understand their competencies, the theoretical-methodological perspective of Actor-Network Theory is adopted because its principles contribute to achieve other understandings about the relations established on design’s dynamics. That means, for Actor-Network Theory, it is impossible to distinguish between humans and non-human, or empirically point out differences between their actions generating facts and artifacts (LAW 1992, CALLON 1986): they are understood as actants (LATOUR, 1999) with agencies that mediated and intermediated (SAYES, 2013) the emergence of matters of concern (LATOUR, 2008) in a processuality that enacts (LAW, 2009) itself in the realm of competencies or ‘being-able-to-do-something’ (FIORIN, 1989), therefore, bringing a new light to design discussion. Adopting the content analysis method over a documental analysis of 58 briefings (sent by 6 informants that called themselves design offices or 'design department companies') and later over two focus groups composed of 3 and 4 informants, respectively (following the same criteria of data collection), this research proposes general topics that present the briefing with competencies of 1) enact the design action, expanding the critical reflexive capacity when operating creative assemblages and temporal displacements; 2) mediate interests of actants related to the design process (establishing a sort of leveling of distinct orders that stabilize the network formed around the design process), translating itself (being plastic enough to shape itself towards different design process) and emphasizing and clarifying the interests, opening competencies which the design process should be sensitive and aware of; 3) inscribe the designer as someone capable of dealing with the interests at stake through an archeology that goes to the depths that are not explicitly (such as market or sensitivities), or dealing with purely technical aspects, in a movement that evidences 4) the ambiguous and ambivalent use of the briefing, guiding the design process as something that takes in in its account a plural and diverse natures.

Como estratégia de pesquisa utilizou-se o estudo de caso único na Rota Romântica, no Rio Grande do Sul, uma região que abrange 13 municípios do estado e cujas ações conjuntas visam a trabalhar o turismo coletivo destas localidades. Teorias sobre inovação territorial, construção social e ator-rede permitiram realizar uma análise detalhada do caso. O resultado da pesquisa foi que a Rota Romântica cujo objetivo primordial e inicial não era social, desenvolveu, ao longo da sua história, iniciativas e inovações sociais. Embora a literatura pressuponha que somente se considera inovação social o empreendimento cujo objetivo é fundamentalmente social, percebe-se, através deste estudo, que pode haver inovações sociais até mesmo quando o objetivo principal não é esse. A Rota Romântica representa uma inovação social por proporcionar melhor qualidade de vida para a população, através do desenvolvimento econômico e social dos municípios. / This study aimed to examine how different actors, which are members of a tourist route, established their strategies, develop their actions and interact to generate social innovation. As research strategy it was used the single case study of the Romantic Road, in the state of Rio Grande do Sul, a region covering 13 counties of the state and whose joint actions aim at working the collective tourism of these places. Theories of territorial innovation, social construction and actor-network allowed a detailed analysis of the case. The result showed that the Romantic Road, which primary objective was not social, developed, throughout its history, initiatives and social innovation. Although literature only assumes that social innovation is considered the social enterprise whose aim is fundamentally social, it can be seen through this study that social innovation can exist even when the primary purpose is not the one mentioned above. The Romantic Road is a social innovation by providing better quality of life for people through economic and social development of municipalities.

In this dissertation, based on Actor-Network Theory, we argue that these are not different aspects or attributes of a single object, but elements that help to perform different versions of this object. They are, therefore, elements that make Social Psychologies different, although related to each other. They produce a multiple Social Psychology, which is more than one and, at the same time, less than many. To build this argument, we read and reread textbooks on Social Psychology that were available in two reference libraries. After an initial approach to those books, we observed that many of them talk about the reference crisis that assailed Social Psychology in the 1970s. Therefore, we decided to look for materials to help us tell these histories better. As a next step, we selected two master and two doctoral dissertations in the area, since this kind of work tends to describe the procedures used with more details. Finally, we looked up academic texts and public domain documents related to the creation of the Specialist Title in Social Psychology. We treated all those materials not only as texts , but as materialities that produce effects, relate to each other, articulate with other texts, with other practices. That is, we treated them as materialities that produce certain Social Psychology realities. In doing so, we strived to call attention to the possibility of ordinating and coordinating reality in different ways, of recognizing that there are multiple and diverse actants in a discipline and of making a Social Psychology that searches for complex connections that articulate humans and non-humans and perform multiple realities / A Psicologia Social apresenta inúmeras definições, abordagens teóricas e objetos de estudo. Nesta tese, embasados em pesquisas da Teoria Ator-Rede, argumentamos que esses não são diferentes aspectos ou atributos de um mesmo objeto, mas elementos que ajudam a performar diferentes versões desse objeto. São, portanto, elementos que fazem Psicologias Sociais diferentes, embora relacionadas entre si. Que fazem uma Psicologia Social múltipla, ou seja, que é mais do que uma ao mesmo tempo em que é menos do que muitas. Para construir esse argumento, lemos e relemos livros-texto de Psicologia Social disponíveis em duas bibliotecas de referência, buscando identificar como eles descrevem as práticas, referenciais teóricos, objetivos e locais de atuação da disciplina. Após essa leitura, observamos que vários desses manuais abordam a crise que assolou a Psicologia Social na década de 1970 e decidimos buscar materiais que nos ajudassem a contar melhor essas histórias. Além disso, decidimos selecionar duas dissertações de mestrado e duas teses de doutorado defendidas na área, afinal, esses trabalhos tendem a descrever de forma mais detalhada os procedimentos utilizados. Por fim, fizemos um levantamento de textos de acadêmicos e documentos de domínio público que abordam a criação do título de especialista em Psicologia Social. Tratamos todos esses materiais não apenas como textos , mas como materialidades que produzem efeitos, se conectam, se articulam com outros textos, com outras práticas. Ou seja, os tratamos como materialidades que produzem certas realidades da Psicologia Social. Buscamos, com isso, chamar a atenção para a possibilidade de ordenar e de coordenar a realidade de diferentes modos. De reconhecer que em uma disciplina cabem múltiplos e diversos actantes. De fazer uma Psicologia Social que busca conexões complexas que articulam humanos a não humanos e que performam múltiplas realidades

As narrativas sobre os algoritmos do Facebook : uma análise dos 10 anos do feed de notícias

Esta tese acompanha a construção do Feed de Notícias do Facebook ao longo dos seus primeiros 10 anos (2006-2016) com o objetivo de descrever as formas como o mecanismo e a noção de algoritmo são definidos ao longo do período estudado. São analisados os conteúdos digitais, chamados de dispositivos textuais, que compõem publicamente o que o Feed de Notícias é e faz, descrevendo os atores implicados na composição dessa narrativa, mapeando seus objetivos e seus efeitos. A amostra analisada toma como ponto de partida os dispositivos textuais alocados em dois espaços digitais institucionais do Facebook: Facebook Blog e Facebook Newsroom. A partir da leitura de mais de mil publicações digitais do Facebook e de outros agentes (usuários, produtores de conteúdo, imprensa, ativistas etc.), foram selecionadas as publicações mais relevantes ao estudo, escolhidas com ênfase em eventos e circunstâncias de negociação ou mudança. A abordagem aqui construída representa uma composição de perspectivas dos estudos de ciência e tecnologia (STS) e da Teoria Ator-Rede (TAR). Trata-se do conjunto de procedimentos utilizados na descrição do caráter performativo dos textos. Na análise realizada na tese, são identificados três momentos distintos da construção da noção de algoritmo ao longo da trajetória do Feed de Notícias, chamados de Algoritmo Edgerank, Algoritmo Certo e Algoritmo Centrado no Usuário. Ao mesmo tempo, é apresentada a formulação do Feed de Notícias como um fluxo constante. É argumentado que as transformações no mecanismo são orientadas para gerar engajamento e manter usuários conectados ao Facebook. Engajamento é, na racionalidade emergente da construção do Feed de Notícias, uma mercadoria resultante de sua ação. Outra noção relevante decorrente da análise é a ideia de norma algorítmica como lógica normativa de visibilidade que busca regular o relacionamento entre produtores de conteúdo e o mecanismo, punindo os que não seguem as chamadas boas práticas. / This study follows the Facebook News Feed construction throughout its first ten years (2006– 2016). The objective of this research is to describe the way this mechanism and the notion of algorithm were compounded, enacted and transformed during that period. This is achieved through an analysis of the digital content (referred to here as ‘textual devices’) that publicly constructs what the News Feed is and how it functions. This analysis describes the actors involved within this narrative, mapping their objectives and effects. The sample is constructed beginning with the textual devices published on Facebook’s institutional websites: Facebook Blog and Facebook Newsroom. Following the reading of more than 1,000 texts of Facebook and other agents (users, content producers, media, activists, etc.), the most relevant publications were selected, emphasizing situations of change, conflict and controversy. The research approach, which was based on science and technology studies (STS) and actornetwork theory (ANT), involved constructing a body of procedures used to describe the performative character of texts. The current study found that during the development of the News Feed, Facebook’s notion of algorithm has gone through three different phases, referred to here respectively as the Edgerank Algorithm, Right Algorithm and User-centered Algorithm. One of the most interesting findings was that the changes in the News Feed are primarily oriented towards the objective of creating engagement by keeping users connected to Facebook. Engagement is an important commodity within the rationality that emerged from this scenario. It is argued that the News Feed development may be seen as a continuous flow. Another important finding was the notion called algorithmic norm, as a normative logic of visibility that rules the relationship between content producers and the News Feed. The algorithmic norm tends to enact specific judgements and to punish content producers who do not follow what Facebook calls good practices.

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / O cinema é uma expressão artística mediada pela tecnologia desde o seu surgimento no século XIX. A partir dessa constatação, investigam-se neste trabalho as relações entre tecnologia e documentário e de que forma elas impactam as linguagens midiáticas, tomando como aplicação a obra de Eduardo Coutinho - mais especificamente o uso do vídeo pelo cineasta. Para desenvolver este estudo, foi usado como referenciais teóricos a Teoria Ator-Rede e a Teoria das Materialidades da Comunicação, que têm em comum a análise de atores humanos (homem) e não humanos (técnica), além de permitir a justaposição de descrições histórica, biográfica, analítica e empírica a cerca do objeto do estudo. Essas análises mostram que há uma influência mútua e simultânea entre tecnologia e documentário, onde tecnologia influencia a linguagem documental, ao mesmo tempo em que o documentário, ao buscar novas maneiras de se expressar, acossa e afeta os aparatos técnicos, demandando aprimoramentos e transformações nos mesmos. No cinema documental, a tecnologia permitiu diversas contribuições estéticas que vinham sendo requeridas pela prática, como a necessidade de um cinema mais ágil e sonoro que foi viabilizado pelo advento de câmeras menores e do som direto. Esse encontro entre técnica e estética foi visto de perto na obra de Eduardo Coutinho. / The film is an artistic expression mediated by technology since its emergence in the nineteenth century. From this observation, this work investigates the relationship between documentary and technology and how they impact the media languages, taking as applying Eduardo Coutinho's films - specifically the use of video by filmmaker. To develop this study, was used as the theoretical references Actor-Network Theory and the Theory of Materialities of Communication, which have in common the analysis of human (man) and nonhuman (technical) actors, besides allowing the juxtaposition of historical descriptions, biographical, analytical and empirical about the object of study. These analyzes show that there is a simultaneous and mutual influence between documentary and technology, where technology influences language documentary, while the documentary, to seek new ways to express themselves, affects and harasses the technical apparatus, demanding improvements and changes in themselves. In the documentary film, technology has allowed various aesthetic contributions that had been required by the practice, as the need for a more agile and sonorous cinema that was made possible by the advent of smaller cameras and direct sound. This encounter between technical and aesthetic was seen closely with the analysis of Eduardo Coutinho's films.

As políticas públicas de juventude e o enfrentamento à violência no Estado de Alagoas / The public policies for youth and facing violence in the State of Alagoas

By considering the current scenario of Alagoas, which shows high rates of violence, particularly involving young people, this research starts on the questioning of how young people have become a government's problem for the State and aims therefore to problematize public youth policies, geared toward combating violence in the state of Alagoas. Drawing on in an analysis and problematization of everyday life, to take the way young people and violence are produced in public policy, we used the theoretical framework of Social Psychology, that dialogue with ideas of Michel Foucault and Bruno Latour. We used as conceptual tools the theorizations of Foucault on governmentality and biopolitics, to discuss public policies and as theoretical-methodological tool cartography of controversies based on Actor-Network Theory. According to this theory the networks are formed by human and non-human elements and the study of the network is given to follow the manufacture and construction of facts as well as the actors and their mediations on the network. From this we perform a mapping of public policies on youth network, aimed at confronting violence, identifying the plans, projects and programs targeting youth and to combat violence in order to know the actors / actants and existing mediations on this network. This mapping led us to the, Youth Alive: a plan prevention of violence against black youth plan. Based on this plan document, we have chosen three axes of discussion, to problematize the formulation and implementation of public policies concerning youth, in this violence scenario, the highlight: the controversy over the target audience of the plan, the naturalization of the relationship between youth and violence and, finally, the naturalization of the relationship between youth and drugs. / Ao considerar o cenário atual de Alagoas, que apresenta altos índices de violência, principalmente envolvendo jovens, esta pesquisa parte do questionamento de como os jovens têm se tornado um problema de governo para o Estado e, objetiva, portanto, problematizar as políticas públicas de juventude, voltadas para o enfrentamento da violência, no estado de Alagoas. Apoiando-nos numa análise e problematização do cotidiano, ao tomar a forma como os jovens e a violência são produzidos nas políticas públicas, recorremos aos referenciais teóricos da Psicologia Social, que dialogam com ideias de Michel Foucault e Bruno Latour. Utilizamos como ferramentas conceituais as teorizações de Foucault sobre governamentalidade e biopolítica, para discutir as políticas públicas e como ferramenta teórico-metodológica a cartografia das controvérsias, baseada na Teoria Ator-Rede. De acordo com esta teoria as redes são formadas por elementos humanos e não-humanos e o estudo da rede se dá ao seguirmos a fabricação e construção de fatos, bem como os atores e suas mediações na rede. A partir disso, realizamos um mapeamento da rede de políticas públicas de juventude, voltadas para o enfrentamento à violência, identificando os planos, projetos e programas que se dirigem para os jovens e o combate à violência, de modo a conhecer os atores/atuantes e as mediações existentes nesta rede. Este mapeamento levou-nos ao Juventude Viva: plano de prevenção à violência contra a juventude negra. Com base no documento deste plano, elegemos três eixos de discussão, para problematizar a formulação e implantação de políticas públicas de juventude, neste cenário de violência, a destacar: a controvérsia sobre o público-alvo do plano, a naturalização da relação entre juventude e violência e, por fim, a naturalização da relação entre juventude e drogas.

While the development of software applications is often seen merely as a technical engineering exercise, localization and adaptation are context bounded matters that are characterized by many entanglements of human and non-humans. In this work, technical, legal and policy implications of technical cooperation are also discussed in a complex and dynamic implementation environment characterized by the influence of powerful hidden agendas associated with the arena of intellectual property (IP), which are shaped by recent technological, economic and social developments in our current knowledge-based economy. This research employs two different theoretical lenses to examine the same case, which consists of transfer of a Patent Management System (PMS) from the European Patent Office (EPO) to the Brazilian Patent Office that is locally named ‘Instituto Nacional da Propriedade Industrial’ (INPI). Fundamentally, we have opted for a multi-paper thesis comprising an introduction, three scientific articles and a concluding chapter that discusses and compares the insights obtained from each article. The first article is dedicated to present an extensive literature review on e-government and technology transfer. This review allowed the proposition on an integrative meta-model of e-government technology transfer, which is named E-government Transfer Model (ETM). Subsequently, in the second article, we present Actor-Network Theory (ANT) as a framework for understanding the processes of transferring e-government technologies from Patent Offices in developed countries to Patent Offices in developing countries. Overall, ANT is seen as having a potentially wide area of application and being a promising theoretical vehicle in IS research to carry out a social analysis of messy and heterogeneous processes that drive technical change. Drawing particularly on the works of Bruno Latour, Michel Callon and John Law, this work applies this theory to a longitudinal study of the management information systems supporting the Brazilian Patent Office restructuration plan that involved the implementation of a European Patent Management System in Brazil. Based upon the ANT elements, we follow the actors to identify and understand patterns of group formation associated with the technical cooperation between the Brazilian Patent Office (INPI) and the European Patent Office (EPO). Therefore, this research explores the intricate relationships and interactions between human and non-human actors in their attempts to construct various network alliances, thereby demonstrating that technologies embodies compromise. Finally, the third article applies ETM model as a heuristic frame to examine the same case previously studied from an ANT perspective. We have found evidence that ETM has strong heuristic qualities that can guide practitioners who are engaged in the transfer of e-government systems from developed to developing countries. The successful implementation of e-government projects in developing countries is important to stimulate economic growth and, as a result, we need to understand the processes through which such projects are being implemented and succeed. Here, we attempt to improve understanding on the development and stabilization of a complex social-technical system in the arena of intellectual property. Our preliminary findings suggest that e-government technology transfer is an inherently political process and that successful outcomes require continuous incremental actions and improvisations to address the ongoing issues as they emerge.
