Living with tourism : Perspectives of Indigenous communities in Québec, Canada

This study focuses on the transformation process and reshaping of Indigenous tourism in Québec, Canada, using an ethnographic approach and methods. The central aim is to understand how Indigenous communities are affected by the development of Indigenous tourism and how they deal with this development. Three concepts are elaborated upon: resilience, performance of authenticity and representation of territory. The present study aims to show that these concepts are interconnected and crucial to the discussion of sustainable development. In this study it is important to not merely view Indigenous peoples as people affected by tourism but primarily as individuals who are involved in shaping Indigenous tourism in their communities. This work discusses a process in which society, communities and the Indigenous tourism industry are changing and transforming. I have shown how the dimensions of sustainable development can interact with place-specific conditions and are of importance for the Indigenous communities in Québec.

Engaging Provincial Land Use Policy: Traplines and the Continuity of Customary Access and Decision-Making Authority in Pikangikum First Nation, Ontario

Canadian economic development is heavily reliant on natural resources in the north, which is home to many indigenous communities. Canada is facing increasing pressure to accommodate the cultural distinctiveness of indigenous peoples, and recognize their rights to self-determination within the boundaries of the state. This thesis investigates the customary land use system of Pikangikum First Nation in northwestern Ontario in the context of a community-led land use planning and resource management process, and explores the legacy and contemporary relevance of the Ontario trapline system which was introduced in 1947. Traplines represent the first intervention by the modern state in spatial organization of resource management by First Nations people outside reserves in northern Ontario. For this study, mixed methods were employed, including mapping, life history interviewing, observation in the field, and archival research. Results indicate that Pikangikum's access to resources and decision-making authority has continued to operate according to customary institutions that pre-date the traplines. While traplines were found to reduce flexibility of movement which characterized the customary system, they secured fur harvesting rights for First Nation groups, buffering Euro-Canadian encroachment on Pikangikum's traditional harvesting areas. Recent forestry activity on traplines held by Pikangikum residents indicated that traplines were no longer a sufficient buffer to intrusions. The planning initiative mandated the creation of novel community-level institutions. This process has in turn created new community-level management dilemmas, yet has had important consequences in terms of planning and management authority for Pikangikum vis-à-vis state resource management. The main theoretical contributions of this thesis relate to the commons literature, and pertain both to strategic territorial robustness to interventions of the state and outside intruders, and to moral economic dimensions of community-managed commons undergoing rapid change.

The biotic and abiotic interactions influencing organochlorine contaminants in temporal trends (1992-2003) of three Yukon lakes: focus on Lake Laberge

Periodic monitoring of contaminant levels in fish from the Yukon Territory indicated that organochlorine (OC) contaminants had rapidly declined since the early 1990s. This study examined OC concentrations, including chlordane (sigma-CHL), sigma-DDT, hexachlorocyclohexane (sigma-HCH), toxaphene (sigma-CHB), sigma-PCB and chlorinated benzenes (sigma-CBz) in sentinel fish (species of consistent annual observation and collection) from two Yukon lakes (Kusawa, Quiet), and from the aquatic food web of a focus lake (Lake Laberge) across several temporal points between 1993 and 2003. OC analysis and phytoplankton counts from dated sediment cores as well as climate data were also collected. Population, morphological (length, weight, age), biochemical (lipid content, delta-13C, delta-15N) and OC contaminant data for fish and invertebrates (zooplankton, snails, clams) were reviewed to elucidate the primary causes for these OC declines. Although some spatial differences in contaminant levels exist between the Yukon lakes, OC concentrations were declining for lake trout in all three lakes, with declines also noted for burbot from Lake Laberge. Several other fish species as well as zooplankton from Lake Laberge exhibited decreases in contaminant levels except northern pike, which registered consistently higher levels from 1993 to 2001. There was no evidence to support the hypotheses of changes in fish trophic levels or food sources with the exception of burbot, which marginally decreased, and northern pike, which climbed a half trophic level. Through OC flux analysis in dated sediments, the hypothesis that declines in abiotic deposition affected the contaminant levels in the food web was also negated. The closure of the Lake Laberge commercial fishery resulted in faster fish growth and larger fish populations, which are contributing to biomass dilution of OC concentrations, higher OC biomagnification factors for some species and likely changes in predator-prey interactions as resource competition increases. The large ratio of OC decreases in the lower vs. higher trophic levels of Lake Laberge have increased food web magnification factors (FWMF) for all six OC groups. It is also suspected that above-average temperatures and below-average precipitation in the lower Yukon region over the 1990s may have contributed towards an increase in lake primary production resulting in biomass dilution of contaminants in zooplankton for all three study lakes. Concurrently, shifts in the Lake Laberge zooplankton community, from climate fluctuations or increased fish predation, have gone from an abundance of Cyclops scutifer in 1993 to dominance by Diaptomus pribilofensis in 2001, although sample sites were limited. Characteristics specific to each species (e.g. body size, composition and metabolism) likely play a role in the significant OC declines measured in zooplankton. Fluctuations in population dynamics, species characteristics and OC contaminant concentrations in the Lake Laberge ecosystem may continue for several years to come. Sentinel species such as lake trout, burbot, whitefish, cisco and plankton should continue to be monitored in all three Yukon lakes for future temporal correlations with contaminants or climate change.

A Geochemical Characterization of a Cold-Water Acid Rock Drainage Stream Emanating From the Zn-Pb XY-deposit, Howard's Pass, Yukon Territory, Canada

An acid rock drainage (ARD) stream emanating from the Zn-Pb XY-deposit in the Yukon Territory was examined in order to evaluate the physico-chemical and geochemical processes governing the distribution of dissolved elements from the creek. The creek showed very high concentrations of metals (300 mg/L Fe, 500 mg/L Zn, 15 000 µg/L Ni, 1300 µg/L Cu and 4500 µg/L Cd), low water temperatures (1 – 12°C) and was acidic to moderately acidic (pH 3.1 – 5.0). It was found that this stream experienced a strong seasonal evolution, with increased sulphate and metal concentrations and decreased pH over the course of the summer. The mineral precipitates that formed under low pH conditions were a mixture of schwertmannite, goethite, jarosite and barite, while those that formed under moderately acidic conditions were a mixture of jurbanite, hydrobasaluminite, gibbsite and an X-ray amorphous Al-sulphate phase. Most of the mineral precipitates were of inorganic origin, although microbes may have played a role in mineral formation and trace metal sequestration in some of the precipitates. All of the mineral precipitates contained anomalous concentrations of trace elements (up to 1.5 % wt Zn) and showed a seasonal evolution in their mineralogy, both of which were determined to be a function of the pH and prevailing geochemical conditions. The geochemistry of the ARD creek draining the XY-deposit was compared to another ARD creek in the area that was likely draining shales. The two creeks were compared in order to determine if ARD geochemical characteristics can be used as a tool for the mineral exploration industry.

Regional Assessment of Glacier Motion in Kluane National Park, Yukon Territory

This project presents regional velocity measurements for the eastern portion of the St. Elias Mountains, including the entire glaciated area of Kluane National Park, derived from speckle tracking of Radarsat-2 imagery acquired in winter 2011 and 2012. This technique uses a cross-correlation approach to determine the displacement of the ‘speckle’ pattern of radar phase returns between two repeat-pass images. Further reconstruction of past velocities is performed on a selection of key glaciers using feature tracking of Landsat-5 imagery, allowing for the investigation of variability in glacier motion on interannual and decadal time scales. The results of the analysis showed that there is a strong velocity gradient across the region reflecting high accumulation rates on the Pacific-facing slope of the mountain range. These glaciers may have velocities an order of magnitude greater than glaciers of a similar size on the landward slope. Interannual variability was high, both in relation to surge events, of which a number were identified, and variation of other unknown controls on glacier motion. A long-term trend of velocity decrease was observed on the Kaskawulsh Glacier when comparing the results of this analysis to work carried out in the 1960s, the pattern of which is broadly congruent to measurements of surface elevation change over a similar period.

Breeding Biology, Population Size And Spatial Distribution Of A Common Nightingale (luscinia Megarhynchos Brehm, 1831) Population At Yalincak (ankara)

Many bird populations are known to show strong territoriality as well as high site fidelity during breeding. The Common Nightingale (Luscinia megarhynchos) is one of many such migratory species that annually occupies the same favourable habitat. Especially dominant males prefer to breed in the same area every year, and high fidelity probably assures high breeding success. This study aims to investigate breeding biology, population size and spatial distribution of nightingales at a small area in Yalincak within the METU campus grounds (Ankara, Turkey). From 2003 to 2005, birds were captured and marked with metal or colour rings or radio tags for monitoring. Analyses were carried out on 77 individuals, including ringing data from the previous two years. Phenology of the study population was characterized by early arrival of males in late April, followed one week later by females. Nesting immediately followed and the first young fledged in early June. Second broods were also recorded. Most birds apparently left for the south within August. The population in the 2.65 ha large area was estimated to be about 20-25 individuals. However, only 2-4 breeding territories were present and a large proportion of floaters existed. Territory sizes were smaller than reported elsewhere. Annual survival rate was 0.424 &amp / #61617 / 0.121. Contrary to previous knowledge, taxonomically the Yalincak population belonged to subspecies africana although more westerly subspecies could be recorded during migration. This study revealed the importance of small but productive biotopes as important breeding habitats for passerines. It also showed that a few highly successful individuals may contribute out of proportion to the next generation.

Living in public space: a human rights wasteland?

This thesis investigates the extent to which human rights law may be used to challenge the forced eviction of people who live in public space under public space laws. The specific case study is the operation of Darwin City Council By-law 103, which bans camping, or adults sleeping in a public place between sunset and sunrise. The by-law is used to criminalise or forcibly evict people who live in public space in Darwin in the Northern Territory. Darwin has the highest proportionate number of homeless people of any capital city in Australia. Indigenous people are significantly over-represented. The thesis charts recent legislative changes across Australia to demonstrate that public space laws, such as Darwin City Council By-law 103, continue to be popular public policy responses to law and order concerns. This legal regulation is being undertaken without ensuring compliance with international human rights standards. There has been a marked increase in Australia of the use of available domestic and international human rights tools to raise concerns about the enforcement of these laws against people living in public space. Through a review of secondary sources, the thesis establishes that some 15 human rights have been identified as potentially engaged by such enforcement but Australian jurisprudence has yet to emerge. The thesis selects the human right to privacy, family and home for detailed analysis. It interrogates available evidence from Darwin, international and comparative jurisprudence and secondary sources to determine whether the forced eviction of people living in public space under Darwin City Council By-law 103 may be found to violate the right to respect for privacy, family and home in a particular case. The study aims to make a specific contribution to growing endeavours to promote the human rights of people who are homeless, including people who live in public space. Its detailed analysis is designed to support a human rights litigation strategy at both domestic and international level, in order to challenge the extent to which people living in public space are subjected to criminalisation and forced eviction when they have nowhere else to live.
