A utilização dos best-sellers como objeto mediador na sala de aula : estudar literatura é estudar com prazer

Esta dissertação apresenta uma proposta de trabalho de literatura já colocada em prática em três turmas de 8ª série do Ensino Fundamental em uma escola particular de Porto Alegre. O principal objetivo da proposta é criar condições para o amadurecimento do jovem leitor, qualificando a leitura desse a partir de articulações entre as suas leituras feitas fora do ambiente escolar (os best-sellers) com os clássicos indicados pelo professor. Para isso, a sala de aula foi pensada como um espaço de pesquisa e, a partir dessa experiência, foi possível vislumbrar que a prática de letramento literário, se for fundada em projeto, tem grandes chances de ser eficaz. As atividades elaboradas foram divididas em quatro momentos: motivação, introdução, leitura e interpretação. Essas etapas e os seus resultados são discutidos e analisados. A experiência mostra como é possível, sim, trabalhar na formação de leitores, na ampliação de seu repertório e no desenvolvimento de sua capacidade crítica a partir das leituras espontaneamente feitas. / This dissertation proposes a literature work already acted in three groups of eighth-graders in a private school in Porto Alegre. The main objective of this proposal is to create conditions for the ripening of the young reader, qualifying the reading from joints between their readings outside (the best-sellers) school environment with the classics indicated by the teacher. For this, the classroom was conceived as a space of research and from that experience, it was possible to see that the practice of literary literacy, if founded in design, is likely to be effective. The elaborate activities were divided into four stages: motivation, introduction, reading and interpretation. These steps and their results are discussed and analyzed. Experience shows how it is possible to work on educating readers, to expand his repertoire and the development of critical skills from the readings made spontaneously.

Évaluer le coût des politiques climatiques : de l'importance des mécanismes de second rang / Evaluating mitigation costs : the importance of representing second best mechanisms

La thèse montre comment des mécanismes "de second rang" (rigidités des marchés du travail, imperfection des anticipations) et des mécanismes considérés de court-terme(inertie du capital installé, chômage) induisent que (i) les coûts de l'atténuation sont des coûts de transition, si tant est que des politiques de réorientation des investissements sont mises en place de façon précoce pour éviter des lock-ins sur des chemins de développement carbonés ; (ii) ces coûts peuvent être élevés, en particulier pour les pays émergents et en développement. Dès lors, la représentation des rigidités du monde réel dans les modèles des interfaces économie-énergie-environnement a des implications importantes pour l'analyse des politiques climatiques. L'égalisation des prix du carbone n'est plus la politique minimisant les coûts de l'atténuation lorsque l'on se place dans un monde de second-rang. La thèse illustre ainsi que le paquet "prix du carbone mondial plus transferts compensatoires" ne peut conduire, par lui-même, à un accord acceptable pour les pays émergents et en développement. Elle insiste sur la nécessité de concevoir des politiques alternatives ouvrant la palette des variables de contrôle (investissements publics, infrastructures, réformes fiscales) et passant par des politiques spécifiques au niveau local / The thesis shows how second-best mechanisms (labour markets rigidities, imperfect foresight) and mechanisms considered as short-term issues (inertia of productive capital,unemployment) induce that (i) mitigation costs are transition costs insofar as policies to reorient investments to low-carbon infrastructures are implemented early to avoid lock-ins in high-carbon development paths ; (ii) these transition costs can be significant, in particular for emerging and developing countries. Therefore, representing real world rigidities in energy-economy-environment models has important implications for the analysis of climate policies. Equalizing carbon prices is not anymore the policy minizing mitigation costs if a second-best world is considered. The thesis thus illustrates that the package "worldwide carbon price plus compensatory transfers" cannot lead, by itself, to a palatable deal for emerging and developing countries. It insists on the necessity to design alternative policies to open the control variables palette (public investments, infrastructures, fiscal reforms) and allowing specific policies at the local level

Determination of Polycyclic Aromatic Hydrocarbons (PAHS) resulting from wood storage and wood treatment facilities for electricity transmission in Swaziland

A study was conducted in two sites: one at an electricity storage facility belonging to the Swaziland Electricity Board (SEB) and the other at a facility that belongs to its treated pole supplier, the Thonkwane wood creosote treatment plant. The drainage system of these sites leads to surface waters in rivers. This is a cause of concern since creosote contains polycyclic aromatic hydrocarbons (PAHs), which are listed as priority pollutants by the US Environmental Protection Agency. They have toxic, mutagenic and carcinogenic effects and as a result they pose a threat to human life and the environment. No previous studies have been done on PAHs in Swaziland. The main objective of this study was to determine the impact of the SEB storage facility and the creosote treatment plant by investigating the extent of PAHs in surrounding environments (soil, sediments and surface waters). Preliminary studies were undertaken on the storage facility and the creosote treatment plant. No PAHs were detected from the pole storage facility; therefore the creosote wood treatment facility was selected as the ideal site at which to conduct the research. Soil samples were collected from depths 15 cm and 60 cm at points around the creosote plant, including effluent discharge points. The samples were extracted by solid-phase micro extraction (SPME) and analysed by GC/MS. The GC/MS, incorporating a solid phase micro extraction step, provided detection limits ranging from 0.12 μg/g to 20.08 μg/g. The pollution patterns in the study site were assessed using cluster analysis and principal component analysis. Most of the 16 US EPA-listed priority pollutants were detected from the creosote wood treatment facility. PAHs such as anthracene, fluorene, naphthalene and fluoranthene were dominant in all the sampling sites. The compounds occurred in very high concentrations (0.64, 0.46, 0.27 and 0.26 mg/kg respectively). These compounds are found in pure creosote as determined in the sample taken from the Thonkwane creosote tank site. The highest concentration of PAHs was observed in the soil samples taken next to the road site. The concentrations of the identified PAHs were above the acceptable minimal level allowed in soil by the US EPA and Swaziland Environment Authority (SEA). The levels of the PAHs are also above the recommended US EPA limit in soil, which is 0.1 mg/kg. The results indicated that significant soil pollution was taking place in some of the sampling sites. The top layer (0, 15 cm) contained many PAHs at high levels whilst the 60 cm layer had a lower number of PAHs which were also in low concentrations. This provided an indication that there is no downward movement of PAHs from the surface layer to underground layers. The potential exists for contamination of surface waters when there is runoff from the project area. This is a cause of concern, since both the creosote treatment plant and areas outside the facility are contaminated. Towards the Development of a Cultural Competence Framework for Human Resource Development Professionals in International Business: A Study of Best Practice Learning and Diversity Companies

In a global environment, growing business corporations have recognized the role diversity plays in business development. However, the human resource development (HRD) profession charged with the responsibility for developing any organization's human resources, has not defined what cultural competence is and its role in improving the performance of HRD professionals. This study sought to define cultural competence and determine how it could be developed and assessed. The theoretical framework used was an intercultural perspective of intercultural competence, studies in HRD that focus on a training-culture context fit, and professional definitions of cultural competence. A mixed research method utilizing survey and personal interviews was employed to study Best Practice Learning and Diversity companies. Thirty-nine companies credited as American Society for Training and Development (ASTD) Best Award winners for workplace learning and performance were surveyed. The sample represented various sectors in the corporate industry such as information technology, financial services, manufacturing and retail. Due to a low response rate, eight senior global diversity officials from companies credited as Best Diversity companies by DiversityInc. were interviewed. Five of the companies studied were among the leading Top 10 global diversity companies. The other three ranked highly among the Top 50 diversity companies. The data collected was analyzed using grounded theory. Using this theory, the study identified attributes that describe cultural competence, and various approaches that are used to develop and assess it. Based on the study results, an HRD theory of cultural competence was developed. This theory includes: (a) a definition of cultural competence; (b) a cultural competence framework that provides performance indicators for HRD professionals; organizations, its leaders and employees; and (c) an assessment guide that provides a cultural competence inventory for HRD professionals. To ensure study validity, the survey instrument used in the study was pilot-tested among business scholars. In addition, the study addressed the issues of theoretical sensitivity such as the role of the literature reviewed, the researcher's biases, and the analytical process that was used for theory development. This study has implications for higher education and professional practice. The cultural competence framework developed in this study contributes to the standardization of HRD practices such as education, training and non-training HRD programs. The assessment guide provides a cultural competence inventory for HRD professionals. The results of this study would also be useful for companies that regularly benchmark their operations against best practices. In this way, the study contributes to the effort of aligning HRD practices to theory developed through HRD cross-cultural research

EROSION FROM A CROSS COUNTRY GAS PIPELINE IN THE CENTRAL APPALACHIANS

Increasing energy demand, coupled with the recent emphasis on domestic production, has resulted in an increase in natural gas exploration and pipeline construction in the central Appalachian region. Very little is known about the effects of natural gas pipeline construction on sediment production. The goals of this project were to measure erosion and examine the effects of vegetation and precipitation characteristics on erosion on a newly constructed pipeline in the Fernow Experimental Forest in West Virginia. The study explored whether seed rate, slope class, or aspect, influenced erosion. The cross country pipeline was buried beneath the surface on study hillslopes ranging from 30-68% and beneath a less steep segment with slopes ranging from 18-26%. A mixture of native herbaceous-plant seeds and straw mulch were applied following construction. Two different seeding rates were applied to compare vegetative recovery and to determine if increasing the seed rate would decrease erosion. A 1-time seed rate, or the normal Forest Service application rate, and a 3-time seed rate (1-time + twice that rate) were tested. Two aspects (northwest-facing and southeast-facing) and four precipitation variables (30-minute maximum intensity, duration, total rainfall amount, and time since last event) were defined. Sediment concentrations were compared for differences between two slopes, two seed rates, and two aspect classes. Precipitation variables were analyzed to identify those that could explain significant amounts of the variability in erosion from the pipeline. The 1-time seed rate sections produced less sediment than the 3-time seed rate sections, but this was probably more a function of subsurface flow differences associated with the sections seeded with the lighter rate and the water bar construction. Precipitation intensity explained the most variability in erosion. Study sites with gentler slopes produced less sediment than the steeper sections, as expected. As vegetation became established, sediment concentrations decreased for all study sections and reached low and relatively constant levels by approximately the end of August 2009.

CONCENTRATED FLOW PATHS IN RIPARIAN BUFFER ZONES OF SOUTHERN ILLINOIS

Riparian buffers in agricultural landscapes are designed to trap pollutants in overland flow by slowing, filtering, and infiltrating surface runoff entering the buffer via sheet flow. However, observational evidence suggests that concentrated flow is prevalent from agricultural fields. Also, over time sediment can accumulate in riparian buffers forming berms that restrict sheet flow from moving into the buffers; these berms ultimately back up surface runoff, resulting in an eventual breakthrough which concentrates runoff. Breakthrough by concentrated flow can lead to gully formation that may reduce the filtering capacities of buffer systems by providing direct conduits to stream channels. This study explores the frequency of concentrated flow paths in riparian buffers at both the field and watershed scale. At the field scale, intensive topographic surveys were conducted at 10 field sites in southern Illinois to characterize concentrated flow paths, accumulated berm sediments, and field area drained by concentrated flow. Detailed digital elevation models (DEMs) were created for each site and riparian buffer and agriculture field characteristics were analyzed to assess the development and occurrence of concentrated flow paths. At each site, soil samples were analyzed to characterize sediment deposition patterns within the buffer. To assess the prevalence of concentrated flow paths at the watershed scale, three watersheds in southern Illinois were selected for walking stream surveys. Five stream segments, approximately 1000 m long, were randomly selected within each watershed and surveyed for the occurrence and size of concentrated flow paths. These data were analyzed with respect to riparian buffer vegetation, buffer width, and surrounding land cover data. Concentrated flow paths were identified in all topographic surveys and all walking stream surveys indicating a common occurrence in agricultural watersheds of southern Illinois. Among field scale sites, concentrated flow accounted for 82.5-100% of the drainage areas contributing to riparian buffers. Results from the watershed scale analysis suggest that concentrated flow paths are significantly more abundant in agricultural land cover, than forested land. Current riparian buffer design principles are based on the assumption that sheet flow is the primary form of surface runoff entering buffers. Furthermore, buffers are installed and not maintained which can lead to berm accumulation and buffer failure. Results from this study indicate that concentrated flow was the prevalent form of runoff at field scale sites. Managers need to consider the occurrence of concentrated flow paths when designing riparian buffers to protect stream water quality.

For this purpose, the main charging models applied in federal river basins, implemented by the ANA, were analyzed: Paraíba do Sul river, Piracicaba, Capivari and Jundiaí rivers, and São Francisco river. After defining the model that better adapts to the reality of Ceará State, considering simplicity and applicability of each model, the valuation of water as an economic good was performed in the Salgado river basin, in Cariri region. Optimal prices for water supply and domestic sewage was calculated based on the economic theory of general equilibrium, known as second best. The results showed that elasticity of demand, for each purpose of use, is inelastic reinforcing the results of other studies on water charging. The calculated optimal prices were R$ 0,0148/m3 for water supply, and R$ 0,1914/kg DBO for domestic sewage. / O objetivo deste estudo é propor um novo modelo de cobrança pelo uso da água que considere volumes outorgados, captados e lançamento de efluentes domésticos. Para tanto, foram analisados os principais modelos de cobrança adotados nas bacias hidrográficas de rios federais, implementados pela Agência Nacional de Águas (ANA): rio Paraíba do Sul, rios Piracicaba, Capivari e Jundiaí, e rio São Francisco. Após a definição do modelo que melhor se adéqua à realidade do Ceará, considerando os aspectos de simplicidade e aplicabilidade, procedeu-se à valoração da água como bem econômico na bacia hidrográfica do rio Salgado, na região do Cariri. A determinação dos preços ótimos pelo uso da água, para os usos de abastecimento público e esgoto doméstico, foi calculada com base na teoria econômica de equilíbrio geral em second best. Os resultados demonstraram que a elasticidade-preço da demanda, em cada um dos usos, é inelástica, reforçando os resultados de outros estudos sobre a cobrança. Os preços ótimos calculados foram de R$ 0,0148/m3 para o abastecimento público, e R$ 0,1914/kg DBO para o lançamento de efluentes domésticos.

Protocolo de avaliação das práticas de gestão da segurança e saúde no trabalho no setor da construção civil

Nas últimas décadas, diversos estudos acadêmicos investigaram práticas de gestão da Segurança e Saúde no Trabalho (SST) de forma a identificar fatores que contribuem para o sucesso de programas de prevenção de acidentes no setor da construção civil. A maior parte desses estudos foi baseada na realização de surveys e objetivaram identificar correlações entre as taxas de acidentes de cada empresa e a existência ou não de práticas, permitindo apontar os conjuntos de práticas que têm maior impacto na SST. Em que pesem as contribuições destes estudos, principalmente no que diz respeito à identificação e disseminação de práticas associadas à prevenção de acidentes, quatro principais críticas podem ser feitas: (a) não há um conceito definido de o que são boas práticas e critérios para categorizá-las; (b) escopo limitado a grandes empresas de países desenvolvidos; (c) a falta de um referencial teórico adequado; e (d) a abordagem metodológica adotada, cujo enfoque é descritivo. O objetivo principal desta pesquisa é propor um protocolo para caracterização e avaliação do grau de implementação de práticas de gestão da SST, através da utilização de múltiplas fontes de evidência, visando a obter uma compreensão mais detalhada destas práticas, que levem em consideração o contexto de aplicação. Em relação ao método, foi adotada a abordagem da pesquisa construtiva, escolhida por se tratar do desenvolvimento de um protocolo para a solução de um problema com relevância prática e teórica. Inicialmente, foi realizada uma revisão da literatura acerca das práticas de gestão da SST e do referencial teórico da Engenharia de Resiliência (ER). O protocolo foi proposto com base na revisão da literatura e também em uma survey realizada com uma amostra de empresas de construção. A ferramenta foi desenvolvida, aprimorada e testada em 5 estudos de caso em canteiros de obras, realizados de forma sequencial. Além disso, a mesma foi aplicada em 3 obras na Espanha, com o objetivo de avaliar a sua aplicabilidade em outro contexto. Os resultados deste conjunto de obras foram processados e analisados, de forma a exemplificar os dados produzidos. Por fim, com base na avaliação do protocolo desenvolvido, foram propostas diretrizes para a sua implantação. As principais contribuições da pesquisa são referentes ao protocolo de avaliação desenvolvido, que possui um enfoque prescritivo. Por um lado, este possibilita a coleta sistemática de dados sobre práticas de SST que pode ser utilizado na avaliação do sistema de gestão da SST das empresas, possibilitando a realização de benchmarking externo e interno. Por outro lado, a ferramenta pode contribuir para o registro e a disseminação das práticas de gestão de SST no setor da construção. / Several academic studies have investigated Occupational Safety and Health (OSH) managerial practices in order to identify factors that contribute for the success of accident prevention programs in the construction industry. Most of those studies were based on surveys and aimed to identify correlations between accident rates and the existence or non-existence of such practices, establishing sets of practices that have the greatest impact on OSH. Despite the contributions of those studies, especially regarding the identification and dissemination of practices associated with accident prevention, four main drawbacks can be pointed out: (a) the lack of definition for best practices and of criteria for categorizing them, (b) scope limited to large companies from developed countries, (c) the lack of theoretical foundation, and (d) the descriptive focus of the methodological approach adopted. The main objective of this research work is to devise a protocol for characterizing and evaluating the degree of implementation of OSH managerial practices based on multiple sources of evidence, aiming to get a more detailed understanding of those practices, and take into account the context of application. Regarding the method, the constructive research approach was adopted, since this investigation proposes the development of a protocol for solving a problem with practical and theoretical relevance. Initially, a literature review on OSH managerial best practices and on the Resilience Engineering (RE) theoretical framework was undertaken. The protocol has been proposed based on both a literature review and also on a survey conducted with a sample of construction companies. The tool was developed and tested in five case studies in construction sites carried out sequentially. In addition, it was also applied in three construction sites in Spain in order to evaluate its applicability in another context. The results of those construction sites were processed and analyzed to illustrate the data produced. Finally, based on the evaluation of the protocol, some guidelines for implementing it were proposed. The main contributions of this research are related to the protocol, which has a prescriptive approach. From one hand, it enables the systematic collection of data on OSH practices that can be used for assessing the OSH management system of construction companies, making it possible to carry out internal and external benchmarking. From the other hand, with the tool may contribute for the documentation and dissemination of OSH best practices in the construction sector.

Inserção de práticas de gestão de pessoas em métodos de melhoria do processo de desenvolvimento de produto

As pressões geradas pela competitividade têm aumentado intensamente justificando assim uma maior preocupação com a gestão do Processo de Desenvolvimento de Produtos (PDP). Administradores têm priorizado a sistematização deste processo a partir da implantação de atividades, ferramentas, conceitos e melhores práticas dos modelos referenciais para o PDP. Os modelos referenciais são adotados nas empresas através de projetos de mudança ou melhoria na empresa e incluem: o diagnóstico das necessidades de melhoria, seleção de melhores práticas, implantação e acompanhamento da mudança do PDP. Entretanto, nem sempre as melhores práticas são realizadas integralmente na rotina da empresa, posteriormente à implantação, o que suscita a dúvida sobre a efetividade dos métodos de melhoria para atingir uma mudança duradoura e de sucesso. O objetivo desta dissertação é identificar práticas que contribuam para uma mudança duradoura no PDP de empresas e incorporar estas práticas a um método de melhoria existente. Os resultados indicam que os métodos de melhoria para o PDP, presentes na literatura, contemplam um conjunto de melhores práticas com forte enfoque nos aspectos de gestão do processo, porém não tão fortes nas práticas relacionadas à gestão da equipe envolvida na execução das mudanças. Desta forma, práticas de gestão de pessoas foram incorporadas num método de melhoria para PDP e experimentado através de um estudo de caso em empresa do setor metal-mecânico. As características de maturidade da empresa limitam a aplicação integral da proposta, confirmando que a adoção das práticas de gestão de pessoas depende da cultura organizacional vigente e, por conseqüência, do estilo e apoio gerencial, o que em última instância reflete o nível de maturidade da organização para os processos de mudança e melhoria do PDP. / Pressures of competition have increased strongly justifying more concern with the Product Development Process (PDP) management. Administrators have focused on the systematization of this process through the implementation of activities, tools, concepts and best practice from reference models. The PDP reference models are adopted in companies via improvement or change projects that include: the diagnostic of requirements for improvement, the selection of best practices, the implementation and monitoring of PDP change. However, the best practices are not always performed entirely on the company's routine, after the implantation, what raises doubt about the effectiveness of improvement methods to achieve long lasting change and success. This article aims to present a literature review and comparison of the improving methods to identify the best practices that address a well succeeded PDP improvement. The results indicate that the methods of improvement for PDP, existing in the literature, include a set of best practices with a strong focus on aspects related to resources management of the project improvement, but not as strong in practices related to team management involved in implementing changes. Thus, practices related to people management were incorporated into a comprehensive method of improvement for PDP and experienced through a case study in a metal mechanic company. The company maturity characteristics limited the full implementation of the proposal, confirming that the adoption of best practices related to people management depends on organizational culture and, consequently, on the management style and support. The latest, ultimately, reflects the level of maturity of the organization to change processes and PDP improvement.
