“STRUGGLING TO FIND OUR WAY:” RURAL EDUCATORS’ EXPEREINCES WORKING WITH AND CARING FOR LATINX IMMIGRANT STUDENTS

<p>Rural communities across the United States are experiencing a rapid increase in the number of immigrant students. While the number of culturally and linguistically diverse students continues to grow within midwestern states, the demographics of teachers remain white, female, and monolingual. Often teachers have little to no training working with students and their families whose backgrounds differ from their own. Thus, there is a greater urgency for teachers to develop culturally competent teaching practices that address the needs of all students. The purpose of this year-long, school-based narrative inquiry was to examine the beliefs, attitudes, and practices of rural educators as they described their work with Latinx immigrant, elementary students, negotiated the “space” between a professional and personal identity and demonstrated an ethic of care. This inquiry is arranged into “livings, tellings, retellings, and relivings” (Clandinin & Connelly, 2000, p. 70) and serves to shed light on the entwined lived experiences of myself, my participants, and the community in which we reside. Swanson’s Middle Range Theory of Care (1991, 1993) served as the conceptual framework that illuminated how my participants discussed working with and caring for their Latinx immigrant students. Findings from this study support teacher education by providing practical recommendations for promoting culturally responsive practices, grounded in care, for preservice (PST) and in-service teachers. </p>

<p>  </p> <p>Students from rural communities undertake postsecondary education at rates lower than their counterparts from urban and suburban communities, and mathematics is a known gatekeeper along the pipeline toward a college degree. This study investigated the mathematics identity formation of students from a rural school who were college-bound to determine what existing strengths a rural school could build from in providing students with experiences in school mathematics that align with a college-bound path. Data collected included individual interviews with college-bound students, their AP Calculus teacher, and their guidance counselor, group interviews with the students, and classroom observations conducted in the participants’ AP Calculus class. The findings are presented as three narratives, each corresponding to one of the participants in the study, that detail the processes by which they developed their mathematics identities and their paths toward college, as well as the convergences and divergences between the two. Common themes in the participants’ narratives include family, the agricultural and industrial base of the local rural community, grades, the social status attained by achievement in school mathematics, and the benefits of high-quality mathematics instruction. These findings indicate that mathematics served a largely instrumental purpose for the participants, but that this does not prevent them from appreciating and learning from a teacher who frequently used pedagogical techniques associated with reform mathematics. This further implies that students in rural schools would benefit from increased access to mathematics instruction informed by best practices, as well as a lowered focus on grades in school mathematics. </p>

Principalmente graças às ações dos movimentos sociais que lutam pela reforma agrária, houve um grande aumento de interesse em relação às políticas de educação para o campo no Brasil. O objetivo deste estudo é analisar a estrutura e as condições de funcionamento de uma escola de ensino fundamental situada em um assentamento de reforma agrária, bem como identificar as demandas de melhoria da escola por parte da população usuária e da equipe escolar na perspectiva de se obter o custo aluno-qualidade de uma escola do campo. Trata-se de um estudo qualitativo na modalidade estudo de caso. Os instrumentos de coleta de dados utilizados neste estudo foram: observação participante com registro em diário de campo durante todo o período de coleta de dados na escola e questionários aplicados aos pais e professores. Complementarmente foi utilizado o instrumento de auto-avaliação escolar Indicadores de Qualidade na Educação (INDIQUE), elaborado através de uma parceria entre a Ação Educativa, UNICEF, PNUD, INEP e MEC, e que permitiu levantar os anseios de parte da comunidade escolar em relação à escola. Por fim, foram discutidos os insumos importantes para garantir qualidade, em especial os relativos à remuneração, na visão dos professores e funcionários, na perspectiva de se construir o CAQi (Custo Aluno Qualidade Inicial) dessa escola. Os resultados das análises apontaram para a necessidade de: (a) mais participação dos pais, segundo o ponto de vista dos professores; (b) melhorias na infraestrutura da escola, como pátio maior, ampliação de banheiros, sala de informática com internet, biblioteca e, principalmente, água na escola e em todo assentamento, segundo opinião dos pais; (c) mais tempo para brincadeiras, mais jogos e brinquedos, quadra coberta, biblioteca, sala de informática e vídeo, professor de reforço, piscina e cachoeira, na visão dos alunos do ensino fundamental; (d) e mais valorização profissional, ligada a melhoria da condição salarial, sob o ponto de vista de funcionários e professores. Os relatos dos profissionais da escola evidenciam que é preciso mais investimento quanto aos salários que recebem. Em virtude disso, foi estabelecido qual deveria ser o gasto mínimo por aluno ao ano, com base nas demandas salariais, segundo o ponto de vista dos professores e funcionários. Como as visões foram diferentes, chegou-se a dois valores do CAQi dessa escola do campo: R$ 7.378 por aluno-ano segundo os funcionários e R$ 11.080 segundo a ótica dos professores. Esse maior valor atribuído pelos professores decorreu de uma demanda de salários para toda a equipe escolar mais alta que aquela exposta pelos funcionários, considerando também toda a equipe escolar. Estes valores estão bem acima do CAQi construído pela Campanha Nacional pelo Direito à Educação e transformado no Parecer CEB/CNE nº 8/2010, cujo valor seria de R$ 5.248 e muitas vezes acima do valor do Fundeb para os anos iniciais do Ensino Fundamental (Rural) que é de apenas R$ 3.671. Assim, os resultados apontam para a necessidade de se ampliar os valores disponibilizados pelo Fundeb para que seja possível se obter uma escola do campo de qualidade. Fica evidente também que o custo mais elevado da escola do campo em relação à sua congênere urbana decorrer da menor razão alunos/turma e do seu tamanho menor, o que aumenta seus custos fixos. Finalmente, os resultados apontam também para uma escola que busca encontrar o seu caminho na construção de um projeto próprio de educação do campo e uma comunidade que tem muito orgulho da escola, que só foi implantada graças à sua luta. / Mainly due the actions of social movements struggling for land reform, there was a great increase of interest in relation to education policy for the rural areas in Brazil. This study aims to analyze the structure and operating conditions of an elementary school located in a land reform settlement, as well as identifying the demands of school improvement by the user population and school staff in view of obtaining the cost of a rural school of quality. This is a qualitative study in the form of a case study. The data collection instruments used in this study were: participant observation and questionnaire to parents and teachers. In addition, we used the instrument of school self-evaluation Quality Indicators in Education (INDIQUE), developed through a partnership between Ação Educativa, UNICEF, UNDP, INEP and MEC, which allowed raising the aspirations of the school community. Finally, we have identified the main inputs to ensure quality, in particular those relating to remuneration, in the view of the faculty and staff, with the goal of building the Cost of a Initial Quality Education per Student (CAQi). The results of the analysis indicated the need for : (a) more parental involvement, from the point of view of teachers, (b) improvements in school infrastructure, better courtyard and bathrooms , computer room with internet , library and, especially, water in school and in all the settlement, according to the opinion of parents, (c) more time to play games and toys, indoor court , library, computer room and video , teacher enhancement, swimming pool according the vision of elementary school students, (d) and more professional development, linked to better wage conditions, from the point of view of staff and school teachers. Reports of school professionals show the necessity of higher salaries. As a result, we established what should be the minimum spending per student per year, based on wage demands, from the point of view of teachers and staff. As visions were different, there was two different values for CAQi: R $ 7. 378,00 per student-year according to staff and R$ 11.080, 00 from the viewpoint of teachers. The highest value assigned to CAQi teachers is due to the higher values of wages which they defined as adequate when compared with the values assigned by staff. These values are well above the CAQi built by the National Campaign for the Right to Education and which was transformed in the provision Parecer CEB/CNE No. 8/2010, whose value is R$ 5.248,00 and is also above Fundeb (Fund for the Maintenance and Development Basic Education and Enhancement of the Professionals of Education) for the early years of elementary school in rural areas, which is just R$ 3.671,00. Thus, the results point the need of to raise the values provided by Fundeb so you can get rural schools of quality. It is also evident that the higher cost of rural schools in relation to its urban counterpart is due to the lower ratio students/class and its smaller size , which increases its fixed costs . Finally, the results also indicate a school seeking to build an educational project itself and a community that is very proud of the school, which has only been implemented thanks to their struggle.

Desta forma, elegeu-se como objeto de pesquisa as escolas rurais do distrito de Itaiacoca-PR, com ênfase no ensino público primário rural, a partir da perspectiva crítica as acepções de análise Estado, trabalho e educação permearam a pesquisa. A metodologia consiste na pesquisa bibliográfica documental, por meio da identificação de fontes primárias e secundárias disponíveis e catalogadas durante o período anunciado. Os resultados alcançados têm como meta responder à questão norteadora de como ocorreu a escolarização primária rural e a organização pedagógica das escolas rurais, no distrito de Itaiacoca, município de Ponta Grossa - PR, no período de 1930 a 1960? O referido trabalho está organizado em três capítulos, os quais remetem o contexto do geral para o particular, vinculados ao seu contexto histórico, econômico, político, social e consequentemente na organização educacional da referida época. More specifically, the text proposal is: to contextualize the Brazilian rural population schooling process, based on the Brazilian laws in force in the period investigated; to investigate the institutionalization of rural education institutions in Paraná, highlighting the economic, political, social and historical determiners influencing the state public education; to reconstruct the process of expansion of rural public schools and the pedagogical organization in the district of Itaiacoca, in the city of Ponta Grossa – PR. Therefore, the research focus was the rural elementary public education in rural schools in the district of Itaiacoca – PR. From the critical perspective the meanings of analysis State, work and education permeated the research. The methodology was based on the documental bibliographic research, through the identification of primary and secondary sources available and indexed during the period under investigation. The results achieved aimed at answering the main question: How did rural elementary schooling and pedagogical organization of rural schools occur in the district of Itaiacoca, city of Ponta Grossa - PR from 1930 to 1960? This work is divided into three chapters, which start from the general context to the specific one, linked to its historical, economic, political and social context and, consequently, in the educational organization of that time. The work is part of the studies of the Group of Studies and Research “History, Society and Education” in Campos Gerais – PR: HISTEDBR/UEPG, linked to the Education Institution History research and Theme Studies in the research line History and Educational Policies of the Education Post-Graduation of the State University of Ponta Grossa.

A partir do problema foram elaboradas as questões de pesquisa: Quais os âmbitos de atuação do Pronacampo?; Quais as fontes de financiamento do Pronacampo?; Quais os limites do Pronacampo na garantia de uma Educação do Campo que atenda aos anseios e reivindicações dos trabalhadores do campo? Considerando-se os problemas delimitados, no presente trabalho elencamos como objetivo geral de pesquisa: identificar quais os âmbitos de atuação do Pronacampo, quais foram os avanços em relação à Educação do Campo até então oferecida pelo Estado Brasileiro e propor ajustes e mudanças para que o Programa seja uma possibilidade real de atendimento das reinvindicações dos trabalhadores do campo. Vislumbramos como hipótese a reflexão de que os limites do desenvolvimento da política de Educação do Campo do Governo Federal, através do PRONACAMPO se dão: (1) Pelo fato de que a Educação do Campo está inserida no cenário da educação brasileira, que tem ainda muitos obstáculos a superar para proporcionar uma educação que atenda aos interesses da classe trabalhadora da cidade e do campo, caracterizada pela não organização em um sistema que possa combater as suas fragilidades, bem como não possuir um plano nacional de financiamento, articulado a esse sistema; e (2) A valorização do agronegócio e a concentração da propriedade da terra, em detrimento da agricultura familiar, não permitindo que a Educação dos trabalhadores seja prioridade, uma vez que a educação desse trabalhador sempre foi negligenciada pelo poder público. A análise crítica do programa evidencia os limites do Pronacampo para o desenvolvimento das ações necessárias ao financiamento da Educação do Campo brasileiro, demanda urgente para a formação dos trabalhadores do campo. / ABSTRACT This work is about the Rural Education Funding Policy, bounded to the National Program of Rural Education (PRONACAMPO), from the Department of Continued Education, Literacy, Diversity and Inclusion (SECADI) of the Ministry of Education (MEC). Based on the analysis of educational indicators for the Rural Education, we see a picture of poor conditions in the physical structure of schools, problems in initial and continued teacher training, big age-grade incompatibility, among other issues. From this analysis of the data collected, the research problem was identified: What are the advances of PRONACAMPO in relation to the field of Rural Education for the education of workers of Brazilian countryside? From the problem research, questions were elaborated: What are the PRONACAMPO areas activity?; What are the sources of financing for PRONACAMPO?; What are the limits of PRONACAMPO in ensuring a Rural Education that meets the aspirations and demands of rural workers? Considering the defined problems, in this study we list the general research objective: identifying what PRONACAMPO’s areas of activity are, what the advances in comparison to the field of Education previously offered by Brazil have been, as well as proposing adjustments and changes to the program so that it have the possibility of meeting the claims of rural workers. We see as a hypothesis the reflection that the limits of the development of the Federal Government Rural Education Policy through the PRONACAMPO are defined: (1) By the fact that Rural Education is part of the scenario of Brazilian education, which still has many obstacles to overcome in order to provide an education that meets the interests of the working class of the city and countryside, characterized by not being organized in a system that can tackle their weaknesses and not having a national plan of financing associated to it; and (2) By the prestiging of agribusiness and land concentration, to the detriment of family farming, not allowing the education of workers to be a priority, since education of the worker has always been neglected by the government. A critical analysis of the program shows that the PRONACAMPO’s limits for the development of actions, needed to finance the Brazilian Countryside Education, urgent demand for the training of field workers.

The studies carried out in diverse sources made possible to understand from the context in which they had developed the education policies, in particular, that one directed for the rural way, as well as the mediation of this with the education reorganization in the local scope. Besides these research procedures, we carry out interviews - semi-structuralized - with managers and teachers, and we analyze documents from the produced ones in national level to those local ones. From the viewpoint theoretician-methodological, we focus the national discussion that comes developing under a new ideological political configuration and, being entitled by the Field Education, understood as a policy directed to education specifities in this sector and consolidated in the Operational Guidelines for the Basic Education in the Field Schools (CNE/MEC/2002). As particularity of this object in Jardim de Piranhas-RN, we emphasize events occurred that had marked the rural education reorganization in that city, especially from the creation of the Rural Education named Center Teacher Maria Edite Batista. Studies make possible to realize that until the Center creation, the schools functioned in rather precarious infrastructure and physical conditions, that is, without electric energy and water supplying, as well as the lack of school snack and the management structure. There was not a project or specific pedagogical accompaniment for the sector. Moreover, the teachers worked predominantly with several grade classes and still they fulfilled the manager functions, caretakers, and cook- in some cases as school secretary. However, exactly with the creation of the Rural Education Center, the education municipal system did not become capable to overcome problems as of the evasion and school failure, as well as decreasing the work overload of teachers, neither to give greater consistency to the pedagogical project of the field schools in that city / O presente trabalho objetiva analisar o processo de reorganiza??o da educa??o rural em Jardim de Piranhas/RN, no contexto das pol?ticas de educa??o, em particular do per?odo de 1999-2006, tomando como refer?ncia as transforma??es no cen?rio socioecon?mico, pol?tico e cultural em n?vel local, regional e nacional, sobretudo a partir da d?cada de 1990. Os estudos realizados em fontes diversas possibilitaram compreender desde o contexto no qual desenvolveram as pol?ticas de educa??o, em particular, aquela direcionada para o meio rural, bem como as media??es desta com a reorganiza??o da educa??o no ?mbito local. Para a elaboração dessa pesquisa foram colhidos dados junto aos jovens assentados que realizaram seus estudos, de primeira a quarta séries do ensino fundamental, nas escolas do assentamento e com representantes do corpo docente e administrativo da escola, priorizando a história oral dos sujeitos pesquisados, o que possibilitou uma maior proximidade com a realidade dos indivíduos pesquisados. Os dados revelaram que o ensino praticado nas escolas do Assentamento Sumaré, sempre seguiram as diretrizes impostas pelo sistema oficial de ensino, trabalhando os conteúdos característicos da escola urbana, as quais não atendem a diversidade e as necessidades diferenciadas das crianças assentadas / Abstract: The author sought to understand the meaning of school education of basic education schools in the settlement Sumaré, with the purpose of verifying that the process of teaching learning produced by them met or meet the philosophical principles formulated by the Landless Movement, which are part of official documents published by that movement. For the development of this research were collected data from the young settlers who carried out their studies, first to fourth grades of basic education, in schools and the settlement with representatives of the faculty and administration of the school, giving priority to oral history of the subjects studied, the that has allowed greater closeness to the reality of individuals surveyed.
