Pesquisadoras e pesquisadores da temática apontam questões que teriam relação com a configuração atual de participação política das mulheres. A herança do modelo patriarcal, construindo o espaço político como masculino, rechaçando as mulheres deste e confinando-as ao espaço privado seria uma delas. As desigualdades de gênero e as variadas discriminações com relação ao feminino e às mulheres são fenômenos que ainda impactam e conformam a vida das mulheres. Nessa perspectiva, as posições ocupadas idealmente pelas mulheres são construídas a partir das relações de gênero que ditam o que é aceito e o que é rechaçado, segundo padrões masculinos e femininos estimulados ou não. Neste estudo, as mulheres, apesar de não serem minoria numérica na sociedade, são pensadas, no escopo do presente texto, como minoria social. Para Joan Scott (2005), os eventos que determinam que as minorias sejam tomadas enquanto tais ocorrem pelo processo de atribuição de menos status e desvalorização de algumas qualidades inerentes ao grupo minoritário, como se essas qualidades fossem a razão e também a racionalização do tratamento desigual. Sendo assim, a pesquisa à qual a presente Dissertação se refere busca conhecer a faceta formativa do Comitê de Cidadania do Município de Juiz de Fora, no estado de Minas Gerais. A hipótese da pesquisa é a de que o citado Comitê corresponda a locus privilegiado de participação e formação política das, para e pelas mulheres. Tal grupo corresponde a um observatório composto majoritariamente por mulheres adultas, como professoras aposentadas que acompanham as ações e medidas dos vereadores da cidade. Cidadania e Cidadania Ativa, Movimentos Sociais, Participação e Formação Política são temáticas e conceitos que foram considerados para conhecer o objeto. A categoria gênero tem destaque na pesquisa, sem, contudo, silenciar as perspectivas que foram sugeridas pela pesquisa de campo, advindas da consideração das categorias classe, raça e geração. Foi realizado estudo de campo e bibliográfico, consistindo em busca bibliográfica no site da biblioteca virtual Scielo, de modo a considerar como palavras-chave as seguintes expressões: Mulheres e Participação Política; Mulheres e Política; Mulheres e Formação Política; Mulheres e Cidadania. No que se refere ao campo de pesquisa, a metodologia adotada contou com a observação das reuniões do Comitê de Cidadania e entrevista com as participantes, de modo a conhecer suas trajetórias individuais e do grupo, no que tange aos desdobramentos e impacto tanto da existência quanto das ações do Comitê de Cidadania. Os dados de campo e a bibliografia foram questionados, inicialmente, a partir das seguintes perguntas norteadoras, tanto das entrevistas, quanto dos textos analisados na Bibliografia escolhida: a partir de suas narrativas, qual a influência da Escola, da Igreja, da Família na participação das mulheres no Comitê de Cidadania? Como essas instituições podem, no entender das mulheres entrevistadas e participantes do Comitê, ter colaborado para formar essas mulheres para a participação em um grupo como o Comitê de Cidadania? Como essas mulheres foram ocupando tais espaços de luta, mesmo sem ter projeto pessoal sistematizado de participação política das mulheres? Como possíveis participações das mulheres nas escolas, nas igrejas, nos movimentos sociais podem ter motivado a atual participação no Comitê de Cidadania? Essas questões foram investigadas e obtivemos como resultados que as influências e experiências das mulheres do Comitê de Cidadania com as instituições escola, família e igreja tiveram e têm relação com as atividades políticas por elas desempenhadas. / Studies on the topic women and politics identify a panorama that sets the under-representation of women in the sphere of political power. Theme researchers point out issues that would be related to the current configuration of women's political participation. The legacy of the patriarchal model, building the political space as masculine, rejecting the women from this, and confining them to the private area. Gender inequalities and varied discrimination with respect to female and women are phenomena that still impact and shape the lives of women. In this perspective, the positions held by women are ideally constructed from gender relations that dictate what is accepted and what is rejected, according to male and female patterns stimulated or not. In this study, although women are not numerical minority in society, in the scope of this text, are considered as a social minority. For Joan Scott (2005), events that require that minorities are taken as such occur by assignment less status and devaluation of some qualities inherent in the minority group process, as if these qualities were the reason and also the rationalization of unequal treatment. Thus, the research to which this Master refers seeks to know the formative aspect of the Citizenship Committee of the city of Juiz de Fora, in the state of Minas Gerais. The hypothesis of the research is that the Committeementioned meets the privileged locus of political participation and training of, for and by women. This group corresponds to an observatory composed mainly by adult women, as retired teachers, who accompany actions and measures of the city council. Citizenship and Active Citizenship, Social Movements, Political Participation and Training are themes and concepts that were considered to meet the object. The gender category is highlighted in the research, without, however, silencing the prospects that have been suggested by field research, arising from consideration of class categories, race and generation. Field and bibliographic study was performed, consisting of bibliographic search in Scielo virtual library site in order to consider the following expressions as keywords: Women and Political Participation; Women and Politics; Women and Training Policy; Women and Citizenship. Regarding the search field, the methodology adopted included the observation of meetings of the Citizens' Committee; interviews with the participants in order to meet their individual and group trajectories, with respect to developments and impact of both existence as the actions of the Citizenship Committee. The field data and the bibliography were asked, initially, from the following guiding questions, both the interviews, as the texts analyzed in the chosen Bibliography: from their narratives, what is the influence of the School, the Church and the Family in the participation of women in the Citizenship Committee? How these institutions, in the opinion of the women interviewed and participants of the Committee,may have collaborated to form these women to participate in a group like the Citizenship Committee? How were these women occupying these spaces of struggle, even without personal projects of systematic political participation of women? How the possible participation of these women in schools, churches, social movements may have motivated the current participation in the Citizenship Committee? These issues were investigated and obtained as a result that the influences and experiences of women of Citizenship Committee with the school institutions, family and Church had and have to do with the political activities they perform.

Finally, on the basis of the historical data, findings and conclusions regarding the history of technical education, as well as its role in community upliftment in Zimbabwe were made. This investigation aims to identify the contributions of teacher education policy expressed by UFPB in the opinion of public school teachers who were taking the degree in pedagogy, in service, at UFPB Virtual, with specialization in early childhood education. The interest in this issue became even more emphasized when it was considered the teacher training process guided by the use of information technologies and communication, in the form of semi-attending education that requires of the individuals specific skills for handling the study tools available on the e-learning platform Moodle, counting for this with internet use and interaction in virtual learning environments (VLE), thus building a profile of autonomy differentiated from that which is found in classroom education. It was about learning the challenges and solutions found by teachers/learners from the distance pedagogy course in order to check contributions of this training to improve their professional practice at school. Thus, it was selected as theoretical-methodological framework the Social Representations Theory (SRT) of Serge Moscovici and content analysis of Bardin (1977) as there was a concern to relate them with the knowledge and practice of teachers, highlighting their ways of thinking and acting front of this modality of education and ICT use on in service training. The research sample consisted of 13 teachers/learners distributed in six centres of presence support from the distance education in Paraíba, and the instruments used to capture their social representations were questionnaire and interview applied as offline activity, through e-mail (asynchronous communication and interaction). In order to organize a database on the pedagogy course at the research participant centres (Cabaceiras, Campina Grande, Coremas, João Pessoa, Mari and Pombal), it was conducted the data collection through e-mail among coordinators and presence tutors of such centres, regarding the number of vacancies, admission, enrolment and evasion among the coordinators and tutors face of such centres. Therefore, the research results validated the argument that teacher training policy expressed by UFPB has contributed to foster the education professional qualification as it has caused concerns in their academic and professional attitudes, highlighting that changing thoughts and attitudes is not easy, because it tinkers with standards previously established by institutional organizations and society. / O presente trabalho de tese trata sobre a formação de professores em serviço realizada na modalidade de educação a distância, a qual ocorre através da parceria celebrada entre a Universidade Federal da Paraíba e o sistema Universidade Aberta do Brasil. Buscamos identificar as contribuições da política de formação docente expressa pela UFPB na opinião de professores da educação básica pública que se encontravam realizando sua formação em serviço no curso de licenciatura em pedagogia da UFPB Virtual, com habilitação em educação infantil. O interesse pelo tema enfatizou-se ainda mais quando pensamos o processo formativo de professores pautado pelo uso das tecnologias da informação e comunicação, no formato de educação semi-presencial que requer dos sujeitos habilidades específicas para o manuseio das ferramentas de estudo disponibilizadas na plataforma moodle, contando para isto com o uso da internet e interação nos ambientes virtuais de aprendizagem (AVA), construindo assim um perfil de autonomia diferenciado daquele que se encontra na educação presencial. Tratou-se de conhecer as dificuldades e soluções encontradas pelos professores/aprendentes do curso de pedagogia a distância para verificar as contribuições desta formação para melhoria de suas práticas profissionais na escola. Para tanto, selecionamos como aporte teórico-metodológico a Teoria das Representações Sociais (TRS) de Serge Moscovici e análise de conteúdo de Bardin (1977), pois, tivemos a preocupação em relacioná-las com o saber e o fazer dos professores, destacando suas formas de pensar e de agir frente a esta modalidade de educação e uso das TIC na formação em serviço. A amostra da pesquisa foi composta por 13 professores/aprendentes distribuídos em 06 polos de apoio presencial da EAD na Paraíba, e os instrumentos utilizados para captar as suas representações sociais foram o questionário e a entrevista aplicados de maneira offline, através de e-mail (comunicação e interação assíncrona). Com o intuito de organizar um banco de dados sobre o curso de pedagogia nos polos participantes da pesquisa (Cabaceiras, Campina Grande, Coremas, João Pessoa, Marí e Pombal) realizamos levantamento de dados com uso de e-mail quanto aos números de vagas, ingresso, matrículas e evasão junto aos coordenadores e tutores presenciais dos referidos polos. Os resultados obtidos a partir da pesquisa validaram, portanto, a tese de que a política de formação docente, ora expressa pela UFPB contribuiu para favorecer a qualificação dos profissionais da educação, pois propôs inquietações em suas posturas acadêmica e profissional, destacando que mudar pensamentos e posturas não é algo fácil, porque mexe com padrões anteriormente estabelecidos por organizações institucionais e a própria sociedade.

Onderwysers word toenemend voor die eis gestel om as fasiliteerders op te tree om leerlinge te begelei om beter by die eise van veranderende omstandighede, nuwe tegnologie en inligting aan te pas. In hierdie konteks vorm entrepreneurskapsgerigte onderwys een van die mees eietydse temas wat die onderwys moet aanspreek. Hoewel die voorsiening van entrepreneurskapsgerigte onderwys reeds in die nuwe Norme en standaarde vir onderwyseropleiding as 'n kruiskurrikulere aangeleentheid beskryf word, is die behoefte aan 'n omvattende entrepreneurskapsontwikkelingstrategie nog nie voldoende aangespreek nie. In 'n antwoord op hierdie leemte word 'n voorgestelde implementeringstrategie vir entrepreneurskapsgerigte onderwys in hierdie studie ontwikkel. In die verloop van die ondersoek moes daar deeglik rekening gehou word met aspekte soos: • die rol en betekenis van entrepreneurskap in die Suid-Afrikaanse skolekonteks; • faktore wat entrepreneuriese sukses of mislukking onderle; • die ontwikkeling van 'n positiewe entrepreneuriese ingesteldheid en entrepreneuriese vaardighede en • plaaslike en oorsese inisiatiewe om entrepreneurskap m die skoolkonteks te bevorder. Die onderwys kan hierdeur 'n aansienlike bydrae lewer om die jeug voor te berei om as volwaardige en verantwoordelike landsburgers hulle plek in die samelewing vol te staan. / Education today stands before the comprehensive task to empower our youth through appropriate guidance and training to enter the job market as entrepreneurs. Teachers are increasingly put to the task to act as facilitators in their guidance of the youth to adapt more effectively to changing circumstances, new technology and information. Within this context, education directed to entrepreneurship forms one of the most timely issues that education should address. Although the provision of education directed to entrepreneurship has been described as a cross curricular concern within the new Norms and standards for teacher education it does not provide in the need for a comprehensive strategy to develop entrepreneurship in education. In an answer to this deficiency, this study is directed to develop a proposed implementation strategy to enhance entrepreneurship in education. In the course of this investigation it was needed to thouroughly account with concerns such as: • the role and significance of entrepreneurship within the South African school context; • factors which underlie entrepreneurial success or failure; • the development of a positive entrepreneurial attitude and entrepreneurial skills and • local and foreign initiatives to enhance entrepreneurship within the school context. In the empirical investigation the v1ew is held that teachers opm10ns is of crucial importance to give direction towards a strategy to enhance entrepreneurship. Teachers views are examened within each of the following fields of investigation: • Teachers empoweredness to provide education directed to entrepreneurship to students. • Teachers own implementation of education directed to entrepreneurship • Students need for education directed to entrepreneurship. • Teachers sufficiency to implement education directed to entrepreneurship. • The appropriateness of education directed to entrepreneurship as a teacher concern. The results of the research is applied to propose an implementation strategy to enhance education directed to entrepreneurship within the framework of the South African school context and policy of education. The conclusion was reached that educators can greatly contribute to prepare our youth so that they can take up their positions in the community as responsible and able citizens. / Psychology of Education / D. Politique de formation professionnelle et d'emploi en Haïti : le cas du secteur du tourisme (1980-2010) / Vocational Training Policy and Employment in Haiti : the Case of the Tourism Sector (1980-2010)

L'étude sur la politique de formation professionnelle et d'emploi en Haïti met l'accent sur l‟industrie touristique en tenant compte des atouts et de la position géographique du pays. Inscrit dans la lignée théorique du capital humain de Becker G. et faisant le lien entre les problèmes de la formation et le faible niveau de développement, le travail explore les principaux freins matériels et immatériels agissant négativement sur le secteur touristique et subséquemment sur le développement socioéconomique du pays. Adoptant une approche inspirée de l‟analyse systémique de Mélèze J. complétée par l‟analyse stratégique de Crozier M. et de Friedberg E., l‟étude met en évidence les enjeux des acteurs dans le cadre des démarches visant à dynamiser l‟industrie du tourisme en Haïti. Les données de l'enquête et les entretiens réalisés avec des personnalités ayant travaillé dans les secteurs de la formation et du développement ont permis de constater que les moyens alloués au système national de formation professionnelle sont largement insuffisants pour répondre à la demande sociale de la formation. Il a été permis de constater aussi que l'offre publique de formation professionnelle est historiquement faible et géographiquement inégalitaire. Ce problème affecte le stock de capital humain dont le pays a besoin pour assurer son développement socioéconomique.Les efforts déployés au cours de ces dernières années en vue d'atténuer les effets dévastateurs des crises qu'a connues le pays n'ont pas été accompagnés de l'application d'une politique de formation professionnelle en appui aux secteurs dans lesquels on espérait avoir des investissements. Les données économiques de la région et le positionnement géographique du pays autorisent à penser qu'une politique de formation ambitieuse aurait pu remplir une fonction attractive dans les branches d'activité à haute valeur ajoutée demandant moins d'investissement dans lesquelles le pays a des avantages comparatifs, notamment le tourisme. L'étude révèle que l'enseignement professionnel haïtien est déconnecté de l'appareil de production économique qui investit. Ce problème pousse certaines entreprises, pour répondre à leurs besoins, à faire appel à la main-d'oeuvre étrangère tandis que le pays connaît un taux de chômage important. Sous-financés, l'enseignement technique et la formation professionnelle sont victimes de la représentation traditionnelle que certains ont de l'apprentissage. De plus, il n'existe pas un espace formel de concertation et de dialogue entre les responsables des organismes de formation et les dirigeants des entreprises. Ces dialogues, nécessaires et réclamés dans une démarche d'accompagnement, d'anticipation des investissements et de mise en oeuvre des politiques de l'emploi, dans les rares cas où ils existent, sont plus personnels qu'institutionnels. La concurrence pour avoir des contactspersonnels prime sur l'intérêt général. La mutualisation des forces en présence paraît nécessaire afin d'arriver à une lecture partagée de l‟environnement économique, établir un partenariat privilégié et éclairé entre l'appareil de production et celui de l'enseignement pour mieux orienter la politique de l'État dans le champ de la formation professionnelle. Enfin, comme secteur prioritaire de développement, le tourisme, industrie pourvoyeuse d'emplois, ne sera pas profitable à Haïti s'il n'y a pas un effort substantiel pour innover, créer des entreprises nouvelles et les doter des compétences et des qualifications que requiert une économie fondée sur les activités touristiques. La rentabilité du secteur touristique passe également par la création d‟un climat d'affaire propice à l‟investissement direct étranger (IDE), par la levée des principaux freins à la croissance économique, par des actions ciblées relatives aux opérations de marketing et par l'amélioration de l'image du pays à l'étranger. / The study on vocational training policy and employment in Haiti focuses on the tourism industry taking into account the strengths and geographic position. Join in the tradition of human capital theory of Becker G. and linking the issues of training and low level of development, the work explores the main brake material and immaterial acts negatively on the tourism sector and subsequently the country's socioeconomic development. Adopting an approach based on systems analysis of Mélèze J. supplemented by the analysis Strategic Crozier M. and Friedberg E., the study highlights the challenges that the actors face in the context of efforts to boost tourism industry in Haiti. The survey data and interviews with personalities who worked in the areas of training and development have revealed that the resources allocated to the national system of vocational training are largely inadequate to meet the social demand for training. It was also revealed that the public offer for training is historically low and geographically unequal. This problem affects the stock of human capital that the country needs for its economic development.The efforts put forth in recent years to mitigate the devastating effects of crises within the country have not been accompanied by the application of a vocational training policy in support of industries in which one hoped to have investments. The economics data of the region and the country's geographical location that suggest an ambitious training policy might play a role in attracting industries with high added value requiring less investment in which the country has comparative advantages including tourism. The study reveals that Haitian vocational education is disconnected from the apparatus of economic output that invests. This problem leads some companies to satisfy their needs by appealing to foreign labor, while the country has a high unemployment rate. Under-funded, technical education and vocational training are victims of the traditional representation some make about apprenticeship. Moreover, there is no space for formal discussion and dialogue among those responsible for the educational system and business leaders. These dialogues are necessary and acclaimed in a quest for support, anticipation of investment and the implementation of employment policies, in rare cases where they exist, are more personal than institutional. Competition for personal contacts outweighs public interest. The mutualisation of forces in place seems necessary in order to reach a common view of the economic environment, establish a privileged and enlightened partnership between the production apparatus and that of education to better the politics of the State in the field of vocational training. Finally, as a priority sector of development, the industry of tourism providers of employment will not benefit Haiti if it does not make a substantial effort to innovate, to create new businesses and to acquire the skills and qualifications required in an economy based on tourism. The profitability of the tourism sector also means creating a business climate conducive to foreign direct investment (FDI) by removing the main obstacles to economic growth, through targeted activities relating to operations and marketing by improving the country's image abroad.

Onderwysers word toenemend voor die eis gestel om as fasiliteerders op te tree om leerlinge te begelei om beter by die eise van veranderende omstandighede, nuwe tegnologie en inligting aan te pas. In hierdie konteks vorm entrepreneurskapsgerigte onderwys een van die mees eietydse temas wat die onderwys moet aanspreek. Hoewel die voorsiening van entrepreneurskapsgerigte onderwys reeds in die nuwe Norme en standaarde vir onderwyseropleiding as 'n kruiskurrikulere aangeleentheid beskryf word, is die behoefte aan 'n omvattende entrepreneurskapsontwikkelingstrategie nog nie voldoende aangespreek nie. In 'n antwoord op hierdie leemte word 'n voorgestelde implementeringstrategie vir entrepreneurskapsgerigte onderwys in hierdie studie ontwikkel. In die verloop van die ondersoek moes daar deeglik rekening gehou word met aspekte soos: • die rol en betekenis van entrepreneurskap in die Suid-Afrikaanse skolekonteks; • faktore wat entrepreneuriese sukses of mislukking onderle; • die ontwikkeling van 'n positiewe entrepreneuriese ingesteldheid en entrepreneuriese vaardighede en • plaaslike en oorsese inisiatiewe om entrepreneurskap m die skoolkonteks te bevorder. In die empiriese ondersoek is die uitgangspunt gehuldig dat onderwysers se menings van deurslaggewende belang is om 'n entrepreneurskapsontwikkelingstrategie te rig. Onderwysers se menings is in elk van die volgende ondersoekvelde nagevors: • Onderwysers se toegerustheid om entrepreneurskapsgerigte onderwys aan leerlinge te voorsien; • Onderwysers se eie implementering van entrepreneurskapsgerigte onderwys; • Die behoefte by leerlinge aan entrepreneurskapsgerigte onderwys; • Onderwysers se geslaagdheid om entrepreneurskapsgerigte onderwys te implementeer; • Die aangewesenheid van entrepreneurskapsgerigte onderwys as 'n onderwyseropgawe. Die navorsingsresultate is aangewend om binne die raamwerk van die Suid-Afrikaanse skolekonteks en onderwysbeleid 'n strategie voor te stel om entrepreneurskapsgerigte onderwys te implementeer. Die onderwys kan hierdeur 'n aansienlike bydrae lewer om die jeug voor te berei om as volwaardige en verantwoordelike landsburgers hulle plek in die samelewing vol te staan. / Education today stands before the comprehensive task to empower our youth through appropriate guidance and training to enter the job market as entrepreneurs. Teachers are increasingly put to the task to act as facilitators in their guidance of the youth to adapt more effectively to changing circumstances, new technology and information. Within this context, education directed to entrepreneurship forms one of the most timely issues that education should address. Although the provision of education directed to entrepreneurship has been described as a cross curricular concern within the new Norms and standards for teacher education it does not provide in the need for a comprehensive strategy to develop entrepreneurship in education. In an answer to this deficiency, this study is directed to develop a proposed implementation strategy to enhance entrepreneurship in education. In the course of this investigation it was needed to thouroughly account with concerns such as: • the role and significance of entrepreneurship within the South African school context; • factors which underlie entrepreneurial success or failure; • the development of a positive entrepreneurial attitude and entrepreneurial skills and • local and foreign initiatives to enhance entrepreneurship within the school context. In the empirical investigation the v1ew is held that teachers opm10ns is of crucial importance to give direction towards a strategy to enhance entrepreneurship. Teachers views are examened within each of the following fields of investigation: • Teachers empoweredness to provide education directed to entrepreneurship to students. • Teachers own implementation of education directed to entrepreneurship • Students need for education directed to entrepreneurship. • Teachers sufficiency to implement education directed to entrepreneurship. • The appropriateness of education directed to entrepreneurship as a teacher concern. The results of the research is applied to propose an implementation strategy to enhance education directed to entrepreneurship within the framework of the South African school context and policy of education. The conclusion was reached that educators can greatly contribute to prepare our youth so that they can take up their positions in the community as responsible and able citizens. / Psychology of Education / D.
