The development of globalization and internationalization, increasement of mobility of dwellers, economic growth and other factors lead to the formation recreational system in Lithuania. Nowadays recreation becomes especially significant, this is the reason why researches of theoretical and practical aspects of quality management are important nowadays. The object of this work is the complex of educational and organanizational peculiarities of “Alytus sports and recreation centre”. As a consequence, the purpose of this work is to evaluate the services of recreational centres from consumer’s point of view. The tasks of this paper have supposed the relevant structure of this work: initially, the reader is primed about the concept, essence, functions and types of recreation; after that the analysis of methodological peculiarities of managing recreational activity is accomplished; furthermore the most relevant competencies of public organization “Alytus sports and recreation centre” activity are evaluated; at last, a survey of services provided by public organization “Alytus sports and recreation centre” is accomplished. The analysis of scientifical literature lets to make a statement that the concept and content of recreational activity is quite familiarly formed in lithuanian and foreign informational resources; it makes the process of activity structurization not so complexed. Nagrinėjamo darbo objektas yra visos viešosios įstaigos, kurių steigėjas ir (ar) dalininkas yra savivaldybė, tačiau kokybinio tyrimo analizę atlikau Kauno miesto, Prienų rajono, Birštono savivaldybių bei Birštono savivaldybės žinioje esančios VŠĮ “Tulpės” sanatorijos pateiktais duomenimis. Tyrimui atlikti buvo pasirinkta nagrinėti viena įdomesių VŠĮ sričių – kultūros sektoriui priskirtos VŠĮ. Kauno mieste tokio pobūdžio VŠĮ yra nemažai, tačiau kokybinio tyrimo metu paaiškėjo, jog mažesnėse savivaldybėse kultūros sričiai priskiriamų VŠĮ nėra daug, taigi teko keisti tyrimo kryptį ir nagrinėti įvairių sričių VŠĮ. Taigi darbo tikslas ištirti ir išanalizuoti VŠĮ, kurių steigėja ir/ar dalininkas savivaldybė, autonomijos, priežiūros ir kontrolės problematiškumą. Darbas sudarytas iš penkių dalių, iš kurių paskutinės trys dalys yra nagrinėjamos remiantis kokybinio tyrimo duomenimis. Pirmoje dalyje analizuojamas specializuotų vykdomųjų agentūrų kūrimasis tradicinių viešojo sektoriaus reformų kontekste, remiantis skirtingų šalių praktika bei nagrinėjamos Naujosios viešosios vadybos reformos agentūrų kūrimosi aspektu. Antroje dalyje analizuojamos viešosios įstaigos viešojo administravimo sistemoje, bei jų juridinis ir teisinis statusas. Taip pat nagrinėjamas VŠĮ, esančių LR savivaldybių žinioje, skaičius, veiklos charakteristika, steigimo tikslai bei kylančios diskusijos dėl VŠĮ naudingumo. [toliau žr. visą tekstą] / The purpose of this paper is to analyze public institutions that are established and owned or co-owned by municipality. Thought qualitative research has been conducted based on data of Kaunas city, Prienai district, Birstonas district municipalities as well as public office “Tulpe” health spa (sanatorium). The research was meant to target areas of particular interest within public institutions– institutions that belong to culture and education affairs. There is number of institutions of that type in Kaunas. During qualitative research it became apparent that smaller municipalities don’t have many institutions of that type, therefore direction of the research had to be changed to include institutions of other types as well. Therefore the purpose of this paper is to analyze public institutions that are owned/co-owned by municipality, problems related to their autonomy, supervision and control. The paper is made of five parts, the last three of which are based on qualitative research. First part is analyzing establishment of specialized operational agencies in context of reforms in traditional public sector. To assess and compare patients possibility to use their right to choose primary health care institutions in the context of competition. Objectives. 1) To assess factors who determine the choice of private or public primary health care institution; 2) To compare patients opinion about services that are provided in public and private health care institutions; 3) To compare ethical problems in healh care in micro (doctor – pacient) level in public and private health care institutions. Methods. During the survey there were questioned 380 patients at the public and private health care institutions in Garliava. Response rate in public health care institutions was 81% and in private health care institution it was 84%. Statistical analysis was carried out using statistical package for social sciences - SPSS 11.5 for Windows. Associations between the variables were tested by Chi squared. Odos ir lytiškai plintančių ligų tyrimo ir gydymo paslaugų kokybė pacientų požiūriu / Quality of investigation and treatment of dermatological and sexually transmissible diseases through the view of patients

The aim of the study was to analyze quality of investigation and treatment in the specialized services – dermatological and sexually transmissible diseases outpatient department of the II Kaunas Clinical hospital and private health care institution “Medidermas”. Methods. Study population – patients with dermatological and sexually transmissible diseases. Randomly selected patients were interviewed in 2004 September-October. Totally 157 patients from state and 62 from private institution were investigated. MS Office Exel and EpiInfo 6.0 packages were used in the statistical analysis. Results. Mean age of the investigated was 42.5±1.1 yrs. One quarter of the investigated chose health care institution, recommended by familiar or friend, only 24% applied to specialized departments with referrals. The majority of respondents (85.5%) of the private institution “Medidermas” were accepted after few days of registration, 38.2% (p<0.001) of the dermatological and sexually transmissible diseases outpatient department of the II Kaunas Clinical hospital were accepted after one or two weeks. 45.2% of the investigated in the private service were registered in the interval of 10 minutes, 43.5% - 15 minutes. In the state institution only 17.8% (p 0.001) were registered during 10 minutes and half – 15 minutes.
