The purpose of this paper is to identify the obstacles to implement WCOM at beginning in new mills and exploit PDSA loop to cooperate continuous improvements of WCOM. In qualitative way such as semi-structured interviews to revel the existing recognized challenges based on the reflection of middle managers perspective. Noori and Radford’s world class management model, Kotter’s 8 stages process model and Martensen & Dahlgaard’s PDSA model have been applied as three dominating theories. According to interview results, it emphasizes that raising commitment, involvement, consistency and adaptability would accelerate the implementation of BKOM in new mills. However, since the results are limited in the scope of study and cannot be generalize to other industry but worth to investigate and validate in the further study.

An Investigation of the Relationship Between World-Class Quality System Components and Performance

Within the past two decades U.S. companies have experienced increased competition from foreign companies. In an effort to combat this competition many U.S. companies focused on quality as a solution to the problem. Researchers agree this emphasis on quality systems has changed the way many managers conduct business. Yet, no studies have identified which components of world-class quality systems, if any, contribute most to changes in performance. The purpose of this study is to empirically investigate three research questions pertaining to world-class quality systems: (1) What are the components of world-class quality systems? (2) Does a relationship exist between world-class quality system components and improved organizational performance? (3) Which world-class quality system components contribute most to changes in performance? The theoretical foundation for investigating these relationships is developed from Galbraith's (1977) information processing model of organization design. An extensive literature review resulted in the identification of seven components common to world-class quality systems: management involvement, customer involvement, employee involvement, supplier involvement, product/service design, process management, and continuous improvement. The literature suggests implementation of these components leads to changes in performance in such areas as productivity, throughput time, and quality output. A cross-sectional field study was used to gather data to answer the research questions. In this study, each component of world-class quality systems is measured as an independent variable. Change in productivity, throughput time, and quality output are measured as dependent variables. Factor analyses, correlation analyses, and hierarchical regression analyses are used to test the relationships. The target population was ISO 9000 certified companies located in the United States. The results indicated that management's involvement and employees' involvement are positively correlated with change in performance. The results also show that a positive relationship exits between the use of world-class quality system components and change in performance.

City regeneration and the making of an urban experience : The Nelson Mandela bridge as sculpture

“Nation building without city building is a senseless exercise” - Tomlinson et al (eds.) 2003: x. What is the nation in the 21st century and how is it represented in the urban built environment? This question underlies an anthropological investigation into the meanings of the Nelson Mandela Bridge project - a simulacrum for the making of a particular Johannesburg experience. The multi-million Rand fantasy of the urban imagineers showcases a post-apartheid inner city revival through the personification of a mayoral dream for a world-class city. The city’s textured socio-cultural and political-economic urbanity, its haphazard mining town origins and the aggressive apartheid urban politics, filter into its post-apartheid urban reconfiguration. The artful juggling of socio-cultural, political and economic elements launches the project as physical and symbolic entry-point into a new urban and historical era – a new urban frontier. The project’s technological innovation and slick excesses mirrors 21st century capitalist thinking – a packaging of local experiences into a marketable landscape commodified for moneyed consumption and participation. The privatisation of public space through modes of urban gentrification elicits elitist urban engagement in a partitioned and generic urban space. The latter conflicts with the project’s official branding as: “[being]‘for the good of all’. This research interrogates the adaptation of international best practices, the machinations of trans-nationalism in setting up urban experiences that contest individual constitutional and democratic rights. Contrasted here are the un-narrated voices of the city’s dark underbelly, the uncertainties of a marginalized majority struggling for a meagre existence in the inner-city in the face of the grand-scale urban regeneration project.

Destaca-se, sobretudo, o estado de São Paulo que realiza 70% do beneficiamento das tilápias produzidas em seus frigoríficos. Neste processo ocorre o beneficiamento dos peixes que são repassados aos supermercados na forma de filés. Estas organizações, denominadas de agroindústrias processadoras de filé de peixes, competem entre si, na busca por uma gestão de produção eficiente no que tange à redução de custos e à eliminação de desperdícios, gerando dessa forma desenvolvimento e acesso a outros mercados. Diante da carência de estudos verificados, a presente pesquisa tem como objetivo geral analisar como as organizações agroindustriais que processam o filé de tilápia do estado de São Paulo estão trabalhando as questões envolvidas ao sistema Lean Production para alcance da Manufatura de Classe Mundial. Effektivisering vid byte av högtryckskik - Ett periodiskt förebyggande underhållsarbete

In the continuous manufacturing process which is used on Billerud Korsnäs in Gävle, maintenance of machinery and equipment is a major process. Through its work with continuous improvements, the mill has identified that the change of high-pressure feeder on line 1 is more time-consuming than the replacement of the other two high pressure feeders on the mill. The purpose and aim of the study is to streamline the replacement of high-pressure feeder by updating the preparation documentation, as well as the construction of a lift bar adjacent to the feeder, with a preliminary cost proposal. The zero-state analysis has been based on semi-structured individual interviews and close collaboration with a technician at the mill. Observations, measurements, strength calculations and a construction manual were used during the preliminary study of a lift beam adjacent to the feeder. Improvement opportunities were identified, analyzed and prioritized, which led to an action plan. Wasting can be reduced by setting up routine lists that are helpful during work-outs previously carried out by entrepreneurs. The introduction of pockets on the warehouse used during the change, as well as preventive maintenance on the chisel flange joint is recommended to increase the amount of weathering time during the change. The GAP analysis showed that up to 36 percent of the last maintenance effort may be due to waste in terms of waiting times and problems. The waste can be reduced by a good basis for preparation. The cost of the beam construction and a new lifting equipment amounted to SEK 832 thousand. Investment costs can be repaid within a reasonable time if the feeder is replaced by corrective maintenance. The lack of a fixed beam affects the length of the production stop to a limited extent in the event of a planned change, but the investment should provide a security improvement. Through the Gantt schedules and mapping of all the inputs, future processing work and replacement of high-pressure feeder will be carried out more efficiently. The documentation ensures that knowledge remains on the workplace and that the dependency of the persons is reduced. / Sammanfattning I den kontinuerliga tillverkningsprocessen på Billerud Korsnäs bruk i Gävle är underhåll av maskiner och utrustning en huvudprocess. Bruket har genom sitt arbete med ständiga förbättringar identifierat att bytet av högtryckskiken på linje 1 är mer tidskrävande än bytet av de två andra högtryckskikarna på bruket. Studiens syfte och mål var att effektivisera bytet av högtryckskiken genom upprättande av dokumentation som kan användas under beredning och byte. Konstruktion av en lyftbalk i anslutning till kiken och ett preliminärt kostnadsförslag var också en del av målet.   Nulägesanalysen har baserats på semistrukturerade enskilda intervjuer och nära samarbete med en tekniker på bruket. Observationer, mätningar, hållfasthetsberäkningar och en konstruktionshandbok användes under förstudien av en lyftbalk i anslutning till kiken. Förbättringsmöjligheter identifierades, analyserades och prioriterades, vilket slutligen ledde till en handlingsplan. Slöseri kan minskas genom att upprätta rutinlistor som är till hjälp under arbetsmoment som tidigare endast utförts av entreprenörer. Domkrafter som används under bytet rekommenderas att lagerhållas på förrådet. Förebyggande underhåll på kikens flänsförband ökar andelen värdeskapande tid under bytet. GAP- analysen visade att upp till 36 procent av den senaste underhållsinsatsen kan bero på slöseri i form av väntetider och problem. Slöseriet kan reduceras genom ett bra beredningsunderlag. Kiken är placerad högt upp på ett grettingplan. Befintliga rör gör det inte är möjligt att fästa en lyftbalk i taket. Flera delar ingår därför i konstruktionsförslaget, investering av balkkonstruktion och en ny lyftutrustning uppgick till 832 tusen kronor. Investeringskostnaderna kan återbetalas inom en rimlig tid om kiken byts genom avhjälpande underhåll. Avsaknaden av fast balk påverkar produktionsstoppets längd i liten utsträckning vid ett planerat byte, däremot skulle investeringen ge en säkerhetsmässig förbättring. Genom Ganttscheman och kartläggning av samtliga ingående arbetsmoment kommer framtida beredningsarbete och byte av högtryckskiken att utföras på ett mer effektivt sätt. Dokumentationen tillser att kunskap stannar på bruket och att personberoendet minskar.

A governança no setor público deve ser implementada com seus mecanismos sugeridos pelo TCU: liderança, estratégia e controle. Argumenta-se como critérios para uma Universidade de Classe Mundial - UCM, excelência na pesquisa, liberdade de pesquisa, ensino e expressão, autonomia acadêmica, infraestrutura, financiamento, cosmopolitismo e diversidade, além de uma governança adequada (ALTBACH, 2010). Este trabalho tem por objetivo identificar como os mecanismos de governança na Universidade Federal de Pernambuco facilitam a construção de uma Universidade de Classe Mundial. Quanto à Metodologia de Pesquisa se optou pela Análise Pragmática da Linguagem envolvendo 14 entrevistas semiestruturadas com docentes, ex-reitores, estudantes e funcionários. A abordagem deste estudo foi qualitativa, utilizando além das entrevistas a pesquisa bibliográfica e documental. Conclui-se que os mecanismos de governança na UFPE em sua forma atual se apresentam como enorme desafio para o trilhar da UFPE na direção de uma UCM, apesar de existirem reconhecidos esforços nessa direção. / "Every country wants a World Class University", this is the starting point of this study on Governance in a Federal University in Brazil. Governance in the Brazilian public sector should be implemented with the mechanisms suggested by the Federal Court of Accountants or TCU: leadership, strategy and control. It is argued as criteria for a University of World Class - UCM, excellence in research, freedom of research, teaching and expression, academic autonomy, infrastructure, finance, cosmopolitanism and diversity, as well as proper governance (ALTBACH, 2010). This study aims to identify how governance mechanisms at the Federal University of Pernambuco facilitate the co-construction of a University World Class. For the research methodology it was chosen the Pragmatic Analysis of Language involving 14 semi-structured interviews with teachers, former rectors, students and staff. The approach of this study was qualitative, using interviews in addition to document analysis and bibliographic research. It is concluded that the governance mechanisms at university in its current form are presented as huge challenge for the tread of UFPE towards a UCM, although there are significant efforts in this direction.
