This thesis deals with the hydroecological monitoring and river restoration of the Syrovinka watercourse in Hodonín district. In the framework of the hydroecological monitoring a river hydromorphological assessment was conducted as a part of assessing the ecological status of watercourse, to meet the requirement of the Water Framework Directive. Hydroecological monitoring was conducted using methodology HEM 2014, which is accepted as a national standard by the Ministry of Environment of the Czech Republic. Problematic reaches of watercourse were determined and for the selected reach a river restoration measures have been designed. Subsequently, an efficiency of river restoration was evaluated. The main benefits of designed river restoration are the restoration of ecological function and the support of natural water retention in floodplain.

This thesis deals with the hydroecological monitoring of the Sopřečský potok and possibilities of its improvement. The Sopřečský potok is located in the Pardubice Region in the Elbe River Basin. In the first phase of the work, hydroecological monitoring was carried out and then the hydromorphological state of the watercourse was evaluated. All procedures comply with the requirements of the Water Framework Directive. On the basis of its evaluation and taking into account the delimitation of ÚSES elements, the sections on which the measures to improve the state of the watecourse were implemented were selected. The effect of the modifications on the hydromorphological state was again evaluated. In conclusion, there is a comparison and summary of the proposed modifications to the existing state of watercourse.

This thesis deals with hydroecological monitoring of watercourses. The HEM – Hydroecological monitoring is part of evaluation of status of watercourses, which is a requirement of the European Water Framework Directive. The content of this thesis is firstly to find out the status monitoring of hydromorphological quality of watercourses in the Czech Republic and a subsequent survey of methodology HEM. The aim of this thesis is comparison with the older methodologies and ways to improve the practical implementation of monitoring on smaller waterways. Measurement and knowledge will be applied to Troubsko creek.

Denna uppsats behandlar ämnet klimatanpassning inom vattenförvaltningen i Sverige som härleds från Europeiska Unionens ramdirektiv för vatten. Sveriges vattenresursers utsätts för påfrestningar från klimatförändringar. Klimatanpassning behövs därför för att säkra vattenresurserna för nuvarande och kommande generationer och ett stort ansvar kring detta arbete vilar på lokal nivå i samhället. EU:s utvärdering av vattenförvaltningsarbetet konstaterar att det finns förbättringsmöjligheter gällande sociala och organisatoriska aspekterna kring klimatanpassning. Studiens fokus är på dessa aspekter med tillägg att de även är avgörande för att uppnå en transformativ klimatanpassning, den högsta av tre nivåer inom klimatanpassning där samhällsomvandling sker. Syftet med studien är att undersöka vilka faktorer som påverkar klimatanpassningen på lokal nivå inom vattenförvaltningen i Sverige ur ett transformativt klimatanpassningsperspektiv. Detta undersöks genom att besvara frågeställningarna om vad som driver och begränsar klimatanpassning på lokal nivå inom vattenförvaltningen och hur dessa drivkrafter och begränsningar skulle kunna hanteras för att uppnå en transformativ klimatanpassning. Studien utförs genom en kvalitativ innehållsanalys av samrådsdokument från de fem vattendistrikten i Sverige. Analysen genomförs med en abduktiv inriktning där kontexten är ur ett klimatanpassnings- och riskperspektiv gentemot klimatförändringarnas påverkan på vattenresurserna. Resultatet visar att faktorer som engagemang, målkonflikter, organisation, ansvarsfördelning, samverkan, ekonomiska- och kompetensmässiga resursbrister, nonchalans, lagstiftning och samordning påverkar lokal klimatanpassning inom vattenförvaltningen. I diskussionen knyts resultatet till tidigare forskning och det teoretiska ramverket för att ge en djupare förståelse för faktorernas innebörd i relation till att uppnå en transformativ klimatanpassning och samt de är begränsande eller drivande. Teoretiska ramverket innehållande flernivåstyrning, miljörättvisa, strategiskt ledarskap och samskapande anknyter till hur drivkrafterna och begränsningarna kan hanteras. Slutsatserna för studien visar att implementering av strategiskt ledarskap och samskapande på lokal nivå inom vattenförvaltningen är ett arbetssätt för att uppnå transformativ klimatanpassning. / This paper addresses the topic of climate adaptation within water management in Sweden, based on the European Union's Water Framework Directive. Sweden's water resources being exposed to stress from climate change. Therefore, climate adaptation must be implemented to secure water resources for current and future generations and a great responsibility regarding this work rests at the local level in society. The EU evaluation of water management work notes that there is a need for improvement regarding social and organizational aspects of climate adaptation. The focus of the study is on the aforementioned aspects, additionally these aspects are also crucial for achieving a transformative climate adaptation, the highest of three levels in climate adaptation where social transformation takes place. Thus, the purpose of the study is to investigate what factors affect climate adaptation at the local level in water management in Sweden from a transformative climate adaptation perspective. The purpose is fulfilled by answering the questions about what drives and limits climate adaptation at the local level within water management and how these driving forces and constraints could be managed to achieve transformative climate adaptation. The study is conducted through a qualitative content analysis of consultation documents from the five water districts in Sweden. The analysis is conducted with an abductive approach where the context is from a climate adaptation and risk perspective vis-à-vis the effects of climate change on water resources. The results show that factors such as commitment, target conflicts, organization, division of responsibilities, collaboration, financial and skills shortages, non-balance, legislation and coordination affect local climate adaptation in water management. In the discussion, the result is linked to previous research and the theoretical framework to provide a deeper understanding of the significance of the factors in relation to achieving a transformative climate adaptation and if they act as driving forces or constraints. The theoretical framework consisting of multi-level governance, environmental justice, strategic leadership and co-creation links to how the driving forces and constraints can be managed. The conclusions of the study show that implementation of strategic leadership and collaboration at the local level in water management is a possible way of achieving transformative climate adaptation.

Le but de cette thèse est de mieux connaître les effets des activités anthropiques sur l'état de conservation des habitats côtiers importants (forêts de Cystoseira et trottoirs à Vermets) dans une région peu connue de la Méditerranée : la côte Libanaise. Plusieurs approches sont appliquées pour la première fois le long de la côte Levantine, tel que l'indice CARLIT (cartographie des communautés benthiques du littoral rocheux), un outil conçu pour évaluer l’Etat Ecologique (EE) dans le cadre de la Directive des Eaux (DCE 2000/60/UE). La description générale du littoral Libanais, résumant les principales caractéristiques environnementales et les activités anthropiques influençant les communautés benthiques, a souligné que la côte Libanaise a été (et est actuellement) soumis à plusieurs pressions de plusieurs origines. L'application du CARLIT, basé sur les communautés de macroalgues a fourni des idées importantes sur l’EE actuel de la côte rocheuse Libanaise en relation avec les impacts humains et a permis d’établir une cartographie détaillée de la répartition et de l'abondance des communautés côtiers, en particulier des forêts de Cystoseira et de Sargassum). L'étude de certains trottoirs à Vermets Libanais a permis d’évaluer leur état actuel en fonction des différentes pressions humaines et confirmer qu’ils sont très affectés et que peu sont encore vivants. Dans une perspective future et avec la découverte de pétrole et du gaz dans les eaux Libanaises, les écosystèmes marins Libanais seront soumis à plusieurs nouveaux menaces ; les recherches de cette thèse présentent une base de référence de l’EE de ces écosystèmes, permettant de les conserver et suivre leur évolution. / The aim of this study was to provide further knowledge of the effects of anthropogenic disturbance on the conservation status of important shallow habitats (vermetid reefs, Cystoseira forests) in a relatively poorly known region of the Mediterranean Sea: the Lebanese coast. Multiple approaches were applied for the first time along the Levantine Sea, such as the CARLIT (CARtography of rocky-shore LITtoral communities) index, a tool conceived to quantify the Ecological Status (ES) in the framework of the Water Directive (WFD 2000/60/EU). A general description of the Lebanese coastline, summarizing the major environmental features and anthropogenic activities influencing benthic communities, highlighted that Lebanon has been (and is at present) subject to multiple stressors. The application of the CARLIT, based on macroalgal, gives important insights on the ES of Lebanese ecosystems in relation to human impacts and provides a detailed cartography on the distribution and abundance of shallow communities, and in particular Cystoseira and Sargassum forests. The survey of some Lebanese vermetid reefs allowed the evaluation of their current status according to different human pressures and highlighted that they are highly affected by human pressures and only few of them are still alive. In a view of the upcoming oil and gas discovery offshore Lebanon, Lebanese marine ecosystems are under multiple and massive threats; the data provided in the research performed provide a baseline of the distribution and conservation status of key habitats along Lebanese coasts, in order to follow their evolution and to have a management tool in case of catastrophic oil spills.

Long-term and intensive human use of watercourses has led to their considerable degradation. Recently, there has been an effort to improve the ecological status of aquatic ecosystems, based on studies of hydromorphological characteristics of natural watercourses and identification of reference conditions. The aim of this thesis was the hydromorphological survey and an identification of reference conditions of the Jizera River. The selection of sites suitable for identification of reference status was based on pre-set criteria determined on remote sensing data, which eliminated significant anthropogenic impacts on the channel and floodplain. The survey using River Habitat Survey (Environmental Agency, 2003), Hydroecological Monitoring (Langhammer et al., 2014) and REFCON (Šmerousová a Matoušková, 2014a) methods was conducted in selected sites. Sites where hydromorphological conditions correspond with very good class, according to Hydroecological Monitoring, were used for identification of the type-specific reference conditions. Physico-chemical characteristics according to ČSN 757221 (1998) and Rosendorf et al. (2011) and the biological quality element macroinvertebrates according to Opatřilová et al. The role and use of information in transboundary water management

Management of water bodies according to their river basinsis becoming increasingly common, as the concept of IntegratedWater Resources Management (IWRM) is getting more and moreacknowl-edged. In Europe, a large portion of these“new”management units will probably be internationalor transboundary. Decisions and policies consideringtransboundary water issues need to be based on reliable andcomprehendible information. In this thesis, a review of variousexisting models that may be used for understanding the role anduse of information in (transboundary) water management ispresented. Further, the thesis reports on an assessment of theinformation management of three transboundary water regimes inEurope, namely the international water commissions for LakeNeusiedl, Lake Constance and Elbe River. Besides examining theinformation management of the regimes as such, the managementwas also related to information needs implied by the IWRMcon-cept and by the EU Water Framework Directive (WFD). Thereviewed models and approaches were grouped into threecategories: information management models, information cyclemodels and communication between actors. The first categorycomprised models that may be used for managing and assessingdifferent types of information. The second group dealt withmodels explaining the production and communication ofinformation predominately from an information producer/senderperspective. The third group focused on ideas concerninginteractions and communication of information between differentkinds of actors. The studies on information management intransboundary water regimes showed that the information needsand strategies often were defined primarily with watercommissions’own needs in mind. The data collected by thecommissions were predominated by monitoring data, describingthe status of the environment and the impact caused by humanactivities. Furthermore, any communication of information toother groups of actors was mainly done through passivechannels. An approach to assess the integration of the Water Framework Directive and Floods Directive

The development of the European water policy has been in a continuous improvement process during the last fifty years. The adoption of Water Framework Directive (WFD) enabled the consolidation of a fragmented policy to comprehensive approach with a focus on sustainability. The floods Directive was developed as acomplement to the WFD and promoted their integration. However, several opportunities have been identified in the implementation and in achieving integration. This paper identifies integration gaps faced by practitionersand develops an assessment framework which can be used by diverse stakeholders from policy makers to water users to understand the degree of integration in a systematic way. Indicators within the framework can shed light on the progress and optimize the development of action plans to address integration gaps and achieveefficiency gains. Although not a remedy for the complex challenges, establishing measuring systems is a first step to ensure integration of current and future directives.

This thesis provides an analysis how social learning can be supported during the implementation of the WFD. Four research questions address the different characteristics of river basin management: 1) How do spatial misfits between participatory and decision-making institutions impede social learning"2) Does the formalized context of river basin management in Europe allow for social learning" 3) What are conducive environments for social learning in river basin management" 4) How does research contribute to social learning in river basin management" What challenges arise in applied research"The concept of social learning (SL), especially as developed in the European project HarmoniCOP (www.harmonicop.uos.de), formed the theoretical backbone of the analysis. This allowed to consider the challenge of SL to be supported by process design or the institutional settings. At the same time, it allowed to understand to which extent the efficiency of this support depends on the question whether or not the participants in the process recognize the options for improving their knowledge base and make use of them. The analyses have been mainly based on a German case study on the international Elbe river basin district, which was embedded in the European project HarmoniCOP. Here, the specific challenges (spatial misfit; the need for collaboration in formalized contexts) have been addressed exploring participatory and other collaboration processes as well as the actors approach to SL. In order to understand collaboration processes between research and water management, the role of research in delivering tools to support the new challenges of the WFD has been studied during activities of the European Concerted Action Harmoni-CA (www.harmoni-ca.info). The thesis closes with recommendations to improve social learning in practical river basin management.
