Estado e turismo: políticas públicas e enoturismo no Vale dos Vinhedos

Ao estudar o turismo é inevitável analisar a evolução da sociedade e o surgimento das formas de consumo e necessidades dos indivíduos. Diferentes segmentos objetivam consolidar a atividade como um produto, comercializando lazer, cultura, passado e presente, de acordo com a motivação do turista. Sendo assim, a pesquisa teve como propósito analisar o papel do Estado e as políticas públicas elaboradas para direcionar o turismo no País, com ênfase para esta inter-relação na rota enoturística Vale dos Vinhedos, na Serra Gaúcha. No referencial teórico, são apresentados os conceitos relacionados à atividade enoturística, bem como as discussões sobre o surgimento do Estado e sua participação na sociedade, analisando as políticas públicas para o turismo no Brasil. O método investigatório, de cunho qualitativo, desenvolveu-se através de uma pesquisa do tipo descritivo-exploratório, caracterizando-se por um estudo de caso. Foi realizada uma coleta de dados mediante entrevistas com a iniciativa privada local e secretários de turismo dos municípios de Bento Gonçalves, Monte Belo do Sul e Garibaldi, onde está localizada a região. Dentre os resultados encontrados, percebe-se uma participação insuficiente do poder público no gerenciamento e planejamento do turismo brasileiro no contexto sócio-econômico atual. Quanto ao enoturismo, a inexistência de uma política específica para a atividade, tende a comprometer seu desenvolvimento no Vale dos Vinhedos. / When conducting any study of tourism, an analysis of society s evolution and the appearance of different forms of consumption and individual needs is inevitable. The various types of tourism aim to consolidate the activity as a product, marketing leisure, culture, past and present targeted to what drives the tourist. Given that, this study aimed to analyze the role played by the government and by public policies designed to chart a course for tourism nationwide, with a focus on this interrelation in the Vale dos Vinhedos wine tourism route in the Serra Gaúcha region. The study presents concepts related to wine tourism activity and discussions on the emergence of the Government and its participation in society, with an analysis of public policies regulating tourism in Brazil, all within a theoretical framework. The qualitative field method was implemented through descriptive-exploratory research characterized by a case study. A collection of basic data was compiled from interviews with local private sector representatives and Secretaries of Tourism in the Bento Gonçalves, Monte Belo do Sul and Garibaldi municipalities, all located in this region. Among the findings, the scarce participation of public authorities in the management and planning of Brazilian tourism within the current socioeconomic environment stands out. As for wine tourism, the lack of a policy specifically targeted to this activity tends to compromise its development in the Vale dos Vinhedos.

A paisagem na Rota Enoturística Vale dos Vinhedos (RS), na perspectiva do visitante

O Vale dos Vinhedos, localizado no Rio Grande do Sul, pode ser visto como um destino enoturístico consolidado, mas que pode agregar outros atrativos, mediante o desenvolvimento e o planejamento de atividades relacionadas à sua paisagem, já que o enoturismo não consegue se desenvolver em sua plenitude, se não levar em consideração o valor paisagístico de determinada região. Esse estudo teve como propósito identificar qual a importância da paisagem para quem visita a Rota Enoturística Vale dos Vinhedos. Sendo um estudo de caso exploratório-descritivo, utilizou-se, para a coleta de dados, um instrumento na forma de entrevista semi-estruturada de caráter quali-quantitativo que foi testado e adequado à pesquisa ao longo de três aplicações. A amostragem contemplou 100 (cem) visitantes da Rota Enoturística Vale dos Vinhedos, buscando identificar: o perfil desses visitantes, suas motivações, os atrativos que chamam atenção e sua percepção quanto à paisagem local. A pesquisa revelou que o perfil dos visitantes são pessoas com nível de escolaridade superior, que viajam acompanhados da família e com motivações ligadas ao vinho, pois 70% desses visitam apenas as vinícolas da região. Verifica-se que a paisagem chama muito a atenção do visitante, sendo um fator motivador, relacionado diretamente ao vinho e, em conjunto com ele, traduz a identidade do Vale dos Vinhedos. Os parreirais foram, na percepção da paisagem, o que mais chamou a atenção dos visitantes, representando 40% da amostragem, e esses se referem, a esta paisagem, como sendo natural. Porém, a paisagem da região é culturalmente modificada pela ação do homem, pois a partir da chegada dos imigrantes italianos em 1875, ela vem sendo alterada. Outros elementos que compõem a paisagem, além dos parreirais, e que foram identificados pelos visitantes, compreendem as vinícolas, a vegetação, a arquitetura das casas antigas e, com isso, o modo de vida local. Os resultados evidenciam que a paisagem da região é um fator motivador e, por sua vez, é um atrativo turístico, especialmente pela presença dos parreirais no design paisagístico local. Identifica-se que os atrativos turísticos ligados a uva e ao vinho podem ser melhor explorados a fim de incrementar a oferta turística, havendo uma melhor integração da paisagem como recurso turístico e, conseqüentemente, contribuindo para sua preservação. / The Vale dos Vinhedos can be seen as a consolidated wine turistic destination, but may add other attractions, through the development and planning activities related to its landscape since the enoturism cannot develop itself in its fullness, if not take into account the landscape value of a particular region. This study had the purpose of identifying which is the importance of the landscape for those who visit the Vale dos Vinhedos Wine Turistic Route. Being an exploratory-descriptive case study, it was used for data collection, an instrument of semi-structured interview in a quality and quantity nature that was tested and adapted to search over three aplications. The sample included 100 (one hundred) visitors from Vale dos Vinhedos Wine Turistic Route, seeking to identify: the profile of these visitors, their motivations, the attractions that draw attention and their perception about the local landscape. The survey revealed that the profile of visitors are people with higher level of education, who travel with their family and with motivating factor directly related to wine and, together with it, reflects the identity of the Vale dos Vinhedos. The trellised vines were, in the perception of the landscape, what drew the most attention from visitors, representing 40% of the sampling, and these say that they are a natural landscape. But the landscape of the region is culturally modified by the action of man, because from the arrival of Italian immigrants in 1875, it has been tailored. Other elements of the landscape, besides the trellised vines, which were identified by visitors, includes winery, vegetation, the architecture of old houses and, thereby, the local way of life. The results showed up that the landscape of the region is a motivating factor and because of this is a tourist attraction especially for the presence of the trellised vines at the local design landscape. It is conclude that the tourist attraction connected to the grape and wine could be better explored to increase the tourist offer, having a better integration from the landscape like tourist resource and, consequently, contributing to its preservation.

De la ressource territoriale « vin » à l’architecture du service œnotouristique : une application au cas du vignoble champenois / From the local wine resource to the wine tourism service architecture : an application to the champagne case

La question du développement de l’œnotourisme s’est imposée dans les vignobles depuis une vingtaine d’années. Des retombées sont attendues de cette activité tant en matière de notoriété et de ventes des vins que de dynamisme économique local. Cependant, le développement de l’œnotourisme n’est ni systématique ni uniforme dans les vignobles. Ce constat conduit la thèse à questionner la diversité de l’œnotourisme et à en développer une compréhension. L’hypothèse principale est que la diversité de l’œnotourisme est imputable à la diversité des contextes vitivinicoles dans lesquels cette activité émerge. En prenant appui sur la vitiviniculture locale, l’œnotourisme est fortement influencé par son fonctionnement. À partir d’une analyse puisant dans l’économie territoriale, l’économie des services et les théories institutionnalistes de la firme, la thèse met en évidence que les stratégies des professionnels du vin – du fait qu’ils sont simultanément les acteurs centraux de la vitiviniculture et de l’œnotourisme – matérialisent l’influence qu’exerce le contexte vitivinicole sur l’œnotourisme. L’application au cas du vignoble champenois du cadre analytique construit corrobore cette hypothèse : les spécificités organisationnelles de la filière du champagne et la géographie particulière de son vignoble ont des implications sur les stratégies œnotouristiques (individuelles et collectives) des professionnels du champagne et, par conséquent, sur la forme de l’œnotourisme local. / Wine tourism has been a growing issue in vineyards since the last twenty years. Benefits are expected from its development for both wines sales and local economic development. However, wine tourism development is neither systematic nor uniform in vineyards. This observation leads the thesis to question the diversity of wine tourism and to develop its understanding. The main hypothesis is about the existence of a link between wine tourism diversity and wine industry diversity. Using an analysis based on regional economics, services economics and institutional theories of the firm, the thesis explains how local wine industry attributes influence local wine tourism. It highlights that the strategies of wine professionals play a key role in that influence – because they are simultaneously the central actors in the wine industry and in wine tourism. The application of the analytical framework to the champagne case confirms the hypothesis: the specific organization of the champagne industry and the particular geography of its vineyard affect the wine tourism strategies (individual and collective) of champagne professionals. It consequently gives local wine tourism a specific shape.

Wine tourism experiences in New Zealand: an exploratory study

Recently, New Zealand's wine industry has made remarkable progress. For example, the number of hectares planted in grapes increased from 4,880 in 1990, to 15,479 in 2003, and the number of wineries increased from 175 in 1993 to 421 in 2003. Projections for 2006 indicate that the growth of wine exports should nearly double from 2003, with expected revenues of $NZ 736 million. However, despite this growth, little has been reported about developments in New Zealand's wine tourism industry, or about consumer perceptions of the winery experience in the form of published academic research. The limited amount of information, particularly from the visitors' points of view, may not only be preventing winery operators and the wine industry in general from having a better understanding of their visitors, but also from addressing the needs of different visitor segments. Resulting implications for winery operators may include forgone business opportunities, and customers not fully benefiting in terms of product and service quality. Recent studies indicate that this last element is particularly important in wine tourism. This study reports the results of an exploratory research project conducted in New Zealand wineries that investigated aspects of the winery experience, including wine involvement, satisfaction with the winery experience, and visitor demographics. An index to measure involvement with wine, the wine involvement index (WIX), was developed and utilised to investigate whether wine involvement had an impact on winery visitors' behaviour. Data were collected from winery visitors via questionnaires distributed in a sample of wineries in different wine regions of New Zealand. A total of 609 usable responses were obtained (24.8% response rate). The results indicate a number of differences between the independent, dependent, and moderating variables. For example, it was found that age, whether visitors are domestic or international, and different levels of wine involvement appear to have a clear impact on winery expenditure. In addition, the WIX was confirmed to be a useful tool, for example, by identifying potential relationships between different groups of winery visitors. The results add new knowledge to the area of wine tourism, and offer useful information for wineries and the wine tourism industry. This information includes the potential commercial significance of some visitor groups. An additional contribution of this study is the 'complete wine tourism research model.' This concept presents an alternative to existing wine tourism models, and points out attributes and dimensions that play a major role in the winery experience.

Por outro lado, no Vale do São Francisco, as motivações dos turistas relacionam-se a aspectos comuns a todos tipos de turismo e, em menor intensidade, aos motivos ligados ao vinho. O estudo comparativo permitiu avaliar a grande diversidade geográfica, sociocultural e, também, relacionada ao fenômeno enoturístico das duas regiões. Complejo Enoturístico en Lunahuaná / Pisco tourism complex in Lunahuana

El proyecto del Complejo Enoturístico, ubicado en el distrito de Lunahuaná; en la provincia de Cañete, al sur de Lima, es una intervención arquitectónica – paisajística. Cuyo objetivo se basa en consolidar la ruta de pisco local además de potenciar las actividades de la zona. De manera que el distrito logre un mejor desarrollo y las bodegas empiecen a cambiar su esquema de intervenciones, considerando que están ubicadas en paisajes naturales, los cuales lamentablemente no son considerados en la etapa de diseño. Este proyecto interviene un paisaje natural; que es el valle de Lunahuaná, y lo estudia para entender las relaciones e interacciones de este ecosistema para así poder adatarse sin afectar su composición general. Por eso es que la propuesta busca generar un vínculo entre lo natural y lo artificial. La propuesta se desarrolla en base a la mímesis con el valle, respetando las características de este y en algunos casos incluso llega a imitarlas. Se desarrollan cuatro volúmenes dispersos en el terreno, permitiéndoles estar rodeados por la naturaleza y priorizando las vistas del valle en todo momento. El primer volumen desarrolla la recepción, bodega de producción, las zonas de difusión, la guardería y las zonas de servicio. El segundo volumen está enfocado en las áreas complementarias del complejo y finalmente en los dos últimos volúmenes se ubican las habitaciones. Finalmente, se concluye que la propuesta ayudará a impulsar y consolidar las actividades de la zona; permitiendo un mejor desarrollo de nuestro producto bandera, el pisco. / The project of the pisco tourism complex, located in the district of Lunahuana; in the province of Cañete, south of Lima, it is an architectural – landscape intervention. Whose objective is based on consolidating the local pisco route in addition to promoting activities in the area. So that the district achieves better development and the wineries begin to change their intervention scheme, considering that they are located in natural landscapes, which unfortunately are not considered in the design stage. This project involves a natural landscape; which is the Lunahuana valley, and it is studied to understand the relationships and interactions of this ecosystem in order to adapt without affecting its general composition. That is why the proposal seeks to create a link between the natural and the artificial. The propose is developed based on mimesis with the valley, respecting its characteristics and in the same cases even imitating them. Four volumes scattered on the land are developed, allowing them to be surrounded by nature and prioritizing the views on the valley at all times. The first volume develops, the reception, the production warehouse, the diffusion areas, the nursery and the service areas. The second volume is focused on the complementary areas of the complex and finally the rooms are located in the last two volumes. Finally, it is concluded that the proposal will help to promote and consolidate the activities in the area; allowing a better development of our flagship product, pisco. / Tesis

Öl- och Vinturism på Gotland : En kvalitativ studie om marknadsföringen av ölbryggerier och vingårdar i sociala medier på Gotland

In this study beer breweries and vineyards have been studied. The purpose of the study is to illuminate how beer breweries and vineyards on Gotland market themselves on social media and how they address the Swedish law “Alkohollag (2010:1622): 7 kap. Marknadsföring av alkoholdrycker och alkoholdrycksliknande preparat”. In this study a content analysis was made on four Gotlandic businesses, two vineyards and two breweries. In the content analysis 184 posts, from the different businesses, on both Instagram and Facebook were analyzed based on a coding schedule with eight different subjects. Five semi structured interviews with the Gotlandic businesses were also made. The result showed that all breweries and vineyards are marketing themselves differently and are variously active on social media. It is also shown that there is a difference between the big businesses and the smaller ones on how they address the Swedish law. The bigger businesses have more resources on the marketing side than the smaller ones which may be a result of how they address the law. / I denna studie har ölbryggerier och vingård på Gotland studerats. Syftet med denna studie är att belysa hur ölbryggerier och vingårdar på Gotland marknadsför sig på sociala medier och hur de förhåller sig till “Alkohollag (2010:1622): 7 kap. Marknadsföring av alkoholdrycker och alkoholdrycksliknande preparat”. I studien genomfördes en kvalitativ innehållsanalys där fyra gotländska företag analyserades, två vingårdar och två ölbryggerier. I innehållsanalysen analyserades 184 inlägg på företagens Instagram och Facebook. Inläggen analyserades utifrån ett kodningsschema med åtta olika teman, även fem semistrukturerade intervjuer med de gotländska företagen genomfördes. Resultat visade att alla bryggerier och vingårdar marknadsför sig på olika sätt och är olika aktiva på sociala medier. Det finns en skillnad mellan de stora företagen och de mindre på hur de förhåller sig till alkohollagen 7 kap då de större företagen har fler resurser att marknadsföra sig med än de andra företagen.
