The deterrence effect of the implementation of the Department of Defense's drug prevention policy among military personnel

Approved for public release, distribution is unlimited / This thesis examines the magnitude of the deterrence effect associated with the implementation of the "zero tolerance" policy in the U.S. military in the early 1980s. The estimation of the deterrence effect is based on the estimation of linear probability models (LPM). A difference-in-difference estimator is obtained by comparing pre- and post-policy differences in drug use rates in the military and civilian sectors. The thesis uses data on drug participation drawn from the National Household Survey of Drug Abuse and the DoD Worldwide Health Survey. The study investigates the deterrence effect for the military as a whole, for each branch, for various age groups, and two different measures of drug participation. The results show that a significant deterrence effect appears to have been associated with the implementation of the "zero tolerance" and drug testing policy, especially for the past year drug participation rates. Additionally, there is evidence that individuals above 25 years old who are more educated and married have smaller drug participation rates than the rest of the population. / Lieutenant Commander, Hellenic Navy

From Education to Incarceration: A Study of School Process Affecting Disproportionate Minority Contact within Hardin County’s Juvenile Justice System

This study seeks to understand how school processes affect disproportionate minority contact within the Hardin County Juvenile Justice System. A study completed by Lovell and Drummond (2016) in conjunction with the Hardin County BRIDGES Council, is used as the foundation for the current research. The original research, along with several others, examined disproportionate minority contact (DMC) after the student had been referred from their respective schools to the juvenile court system. The current study investigates 858 juvenile court records, with permission of the Hardin County Juvenile Judges, and examines school information included in the court records related to the student in correlation to race. School data was collected from the court cases to identify points of DMC that begin within the school system, which ultimately led to their referral to the juvenile court system.

Law Enforcement Methods to Improve Relationships Within the Illinois Communities

The Will County community supports community policing efforts and wants their law enforcement agencies to be transparent, service-orientated, and committed to their diverse neighborhoods. The purpose of this phenomenological study was to explore current policing methods and tactics to improve community relationships within Will County, Illinois. Six different focus group studies were completed where 33 participants completed questionnaires and follow-up, in-depth interviews were conducted to gather data on personal police experiences and perceptions. The questionnaire responses were separated into three categories including Likert-scale response questions, dichotomous (yes and no answers), and ranking police tactics by levels of importance. Nine statistically data driven tables were generated into percentage totals that created comparisons of police methods, police tactics, and issues. The main policing tactics that Will County residents expected from their policing agencies were rapid response for service and police professionalism (appearance, conduct, communication skills). The participants expected that police agencies solve major crimes (high-profile murders, assaults, robberies). The lowest ranked police tactics discovered in all 4 subcategories surveyed were aggressive enforcement efforts (even for minor offenses) and traffic enforcement. The participants demonstrated support for community policing efforts that requires law enforcement agencies to work with their neighborhoods. The results of this study can be used to create a policing culture that incorporates traditional policing efforts and combines these efforts with the newer community policing methods that are positively impacting the Will County communities.

The European Union policy of zero tolerance : insights from the discovery of CDC Triffid

Flax is one of the major cash crops in Canada. Approximately seventy percent of Canadian flaxseed was exported to European Union (EU) annually until 2009. In 2009, the EU imposed an import ban on Canadian flaxseed due to the adventitious presence of a GM flax variety - CDC Triffid was identified in Canadian flaxseed exported to the EU. The EUs decision to apply zero tolerance on CDC Triffid flax has been based on its interpretation of the precautionary principle. According to the World Trade Organisations Agreement on the Application of Sanitary and Phytosanitary Measures (SPS), however, precautionary measures are subject to a scientific risk assessment. As the EU did not base its zero tolerance for CDC Triffid flax on any scientific risk assessment, the EU is in violation of the SPS Agreement. Moreover, the EU has ignored the available scientific information regarding CDC Triffid flax. The EU did not consider the possibility of following the guidelines given by Codex Alimentarius Commission in the case of CDC Triffid flax. There are non-scientific reasons behind the EUs zero tolerance on CDC Triffid flax and they overweigh the available scientific information. The EU position would be unlikely to be supported if a complaint was brought to the World Trade Organisation Disputes Panel. A partial equilibrium model was used to provide a theoretical background to examine the changes in the flaxseed industry and the linseed oil industry due to the CDC Triffid event. A model of the supply chain of Canadian flaxseed was developed to illustrate the operationalisation of the Protocol developed by the EU and Canada to address the zero tolerance policy. Empirical estimation suggests that the operationalisation of the Protocol incurred additional cost of $7.5 million to the flax seed industry of Canada in 2009/ 2010. Out of that, cost of testing was approximately $1.2 million and cost of segregation was $4.2 million. Estimation of changes in revenue suggests that there was a loss of revenue in flaxseed trade between the EU and Canada in 2009/2010. Imports of Canadian flax by China provided an alternative market, at a considerably lower price than typically realised from the EU market. Interestingly, the EUs zero tolerance policy on CDC Triffid flax has resulted in a larger additional cost on the EU than Canada.

'Safe' Schools: Safe for Who?: Latinas, 'Thugs', and Other Deviant Bodies

This analysis is concerned with the spatially-anchored hierarchies of power that organize Ontario’s current schooling model. Using the experiences of four young Latina girls, it questions how current school safety discourses function as barriers to educational success, vis-à-vis their role in reconfiguring these students’ identities through narratives of danger, menace, and unruliness. Specific safety and security related practices are explored as sites through which marginalized students are produced as dangerous bodies who are undeserving of full educational opportunities. It is argued that these practices (as manifest in current approaches to surveillance, policing, discipline and punishment, and the restriction of educational mobility) all work to produce the school space as dominant space. Rather than offering youth the opportunity to overcome inequalities, schools and education instead play a definitive role in their continued propagation by sanctioning the control, containment, and eviction of those who are deemed to be deviant.

Sound-politics in São Paulo, Brazil

The way a city sounds has something to do with how its residents move around and interact. It also has to do with the decisions made by the local government, as it tries to eliminate “harmful” and “unnecessary” sounds. This dissertation discusses how residents of São Paulo deal with noise conflicts and the sound-politics these mediations entail. The concept of sound-politics, which I develop throughout the dissertation, intersects with other concepts such as body politics and space politics and as such it denotes controversial sounds as instantiations of individual or collective differences. Here I focus on how state agents mediate controversial sounds. The narrative draws heavily on actor-network theory, which investigates social interaction as an open-ended and localized network made of humans and non-humans. The first part of the narrative discusses São Paulo’s spatial organization, noise legislation, and the enforcement of this legislation. Drawing from ethnography at meetings designed to review noise measurement standards, and at São Paulo’s anti-noise agency, I show the series of negotiations that accompany the identification and prosecution of noisemakers in the city. The second part of the dissertation looks closely at street parties that take place in the suburbs of São Paulo. Known as pancadões (“big thumps,” in reference to the loudness), these parties feature funk carioca and funk ostentação, two styles of popular music, among lower class teenagers in São Paulo’s suburbs. Based on fieldwork among youth, community meetings, and on interviews with police officers, I show how these parties have gone through noisification processes since they first emerged around 2008. / text

Key stakeholder perceptions of the expulsion process for high school students identified as emotionally disturbed

This study examined how the expulsion process works for seven male ninth grade students identified as emotionally disturbed and in particular, the perceptions students, their parents, five district representatives, and five high school administrators involved in an expulsion have of the process. Furthermore, the study investigated through in-depth interviews possible differences in perceptions between those students who are expelled, parents, and key education personnel involved in expulsion decisions. Computer-based qualitative data analysis software was used to organize and analyze the collected data. Results of the study indicate that the two primary key stakeholder participants; students and their parents, shared predominately similar perceptions of the expulsion process. These perceptions differed from the secondary key stakeholders, high school administrators and district representatives, whose perceptions were also predominately similar to each other. The students and parents' responses indicate that they did not understand the expulsion procedures and did not feel as though the expulsion decision was unanimous. District representatives and high school administrators' responses indicated that they felt trained and familiar with expulsion procedures; they understood the expulsion procedures and perceived that the placement options and decisions were made by a unanimous group decision.

Restorative Discipline as an Alternate to Retributive Discipline within the Juvenile Court System: An Analysis of the Metro County Juvenile Court Community Restorative Board

ABSTRACT RESTORATIVE DISCIPLINE AS AN ALTERNATE TO RETRIBUTIVE DISCIPLINE WITHIN THE JUVENILE COURT SYSTEM: AN ANALYSIS OF THE METRO COUNTY JUVENILE COURT COMMUNITY RESTORATIVE BOARD by Ajamu A. Banjoko Giroux (2003) indicated that the prison industry has become a major economic industry with many states spending more money on prison reforms than on educational reforms. Juvenile delinquent behavior should be punished but fair treatment and equal rights for all human beings under the rule of law is paramount to punishment. Casella (2001) indicated that the prison population has sky-rocketed, and by 1995 forty-eight states passed laws to facilitate the prosecution of juveniles as adults and therefore children are placed in adult prisons where they are at a higher risk of not only attack and rape, but of suicide. The research established a rationale for restorative justice discipline as an alternate to punitive retributive discipline in order to potentially decrease the number of youth offenders facing incarceration. Crime control is the responsibility of all citizens not just the government and this responsibility reflects the foundational tenets of restorative justice. Bazemore and Umbreit (1995) suggested that restorative justice is not an alternative to punishment it is an alternate punishment to bad or unwanted behavior. A qualitative case study was used to analyze and explore the disciplinary functions and procedures of the Metro County Juvenile Court Community Restorative Boards. The perceptions of two board members and three juvenile court officials was analyzed in an effort to better understand how and why Community Restorative Boards implement restorative justice discipline toward youth offenders. Data were gathered through narrative interviews and participatory observations in order to better understand the emerging phenomenon of restorative discipline within the juvenile justice system as an alternate to punitive retributive discipline. The study analyzed the dynamics of the school to prison pipeline through zero tolerance school policies, examined the juvenile justice system and the sentencing of youth offenders in criminal court. The study also examined the usage of traditional retributive discipline and restorative discipline within the juvenile court system. The study provided empirical data that support the infusion of a complimentary or supplementary restorative justice disciplinary approach toward adjudicating youth offenders within the juvenile court system. Bazemore and Umbreit (1995) suggested that utilizing a restorative justice disciplinary model increases the opportunity for young people to be held accountable for their misbehavior by actively participating in the process of establishing consequences to help repair the harm that they have caused to an individual, the community, and themselves.
