Reaching Communication Quality in Public E-Forms : A Communicative Perspective on E-Form Design

This paper adopts a communication perspective on public electronic forms (e-forms). By doing so we define forms as instruments for communication and, thus, also instruments through which citizens perform different communicative actions towards government agencies. As such instruments, the forms might be more or less useful. The purpose of this paper is to explore what features of an e-form that increase the communication quality. We conduct a theoretical synthesis of three existing approaches for designing information systems. The result is a combined theory on key features of an e-form that make the establishment of communication quality more likely. The result consists of four key concepts, each of which give rise to one set of design principles for communication from the issuer of the e-form to the user (citizen), and one set of design principles for communication from the user (citizen) to the recipient of the e-form.

Information Systems Actability : Understanding Information Technology as a Tool for Business Action and Communication

This dissertation is devoted to a perspective from which IT-based information systems are conceived as information technological artefacts intended for business action and communication. The perspective has been made concrete through the concept of information systems actability, which is the main concept under scrutiny. The research contributions of the dissertation exist at various levels of abstration. First of all, the dissertation contributes to the understanding of information systems from a social action perspective. Based on identified weaknesses in contemporary conceptualizations of information systems, the concept of information systems actability is developed. This contribution consists of a reconciliation of various views on information system usage quality with its roots in a linguistic tradition including elements from organizational semiotics and the language/action perspective. At a more concrete level, this understanding, and the concept as such, have consequences for the development and evaluation of information systems. Such consequences have been the foundation for a proposed information systems design method, which thus constitutes a further contribution. Another contribution is the outlining of an information systems actability. As a further means of obtaining empirical experience of working with this concept, a descriptive analytic framework has been developed, which constitutes yet another contribution. These three operationalizations, the design method, the evaluation method and the analytic framework, have been developed and empirically grounded through a qualitative case study appproach involving four cases of information systems requirements specification, four evaluations of existing information systems, and two cases of description and characterization of information systems related phenomena from the perspective of actability. The latter two cases imply how further contributions at an even more concrete level, constituted by characterizations of Internet-based information systems and the local electronic marketplace, seen in the light of information systems actability.

Mellan september 2010 till augusti 2011 påbörjade Polisen ett införande av ett nytt utredningsstöd, PUST (Polisens UtredningsStöd). Syftet med detta var att det skulle effektivisera avrapporteringen och att fler poliser skulle bli mer synliga ute i samhället. Systemet PUST med plattformen Java ansågs vara framgångsrikt men efter endast ett par månaders användning togs ett beslut av polisledningen att plattformen skulle bytas ut och ersättas med ett standardsystem, PUST Siebel. Till skillnad från Java fick Siebel en enorm kritik då det upplevdes svårhanterligt och komplicerat att arbeta i. I februari 2014 togs beslutet att PUST Siebel skulle avvecklas.Detta ledde till att vi formulerade frågeställningen; Vilka faktorer bidrog till att PUST Siebel lades ned?För att kunna besvara vår forskningsfråga genomförde vi en kvalitativ studie där utgångspunkten var att undersöka den problematik som kan uppstå vid implementeringen av ett större IT-system i offentlig sektor. Vi har genomfört intervjuer med sex representanter från Polismyndigheten i Göteborg, Borås och Jönköping. Samtliga respondenter har arbetat i PUST Siebel, vilka var relevanta för vår undersökning. Huvudinriktningen i vår studie är hur användbarhet och handlingsbarhet påverkar införandet av ett större IT-system.Tidigare forskning som har gjorts om införande av IT-system har visat att användbarhet och handlingsbarhet ofta prioriteras bort. En orsak till det är att det saknas kunskap om dessa begrepp, vilket medför att det inte går att förstå användarnas behov. Enligt författarna Lind m.fl. (2011) kan konsekvensen bli att det skapas ett ologiskt system som inte blir hållbart i längden.Resultatet i vår studie visar att användbarhet och handlingsbarhet är viktiga komponenter att ta hänsyn till vid införandet av ett IT-system. När ett IT-system skall införas skall det utvecklas på ett sådant sätt att det främst gynnar användarna. De bidragande faktorerna till att PUST Siebel avvecklades var bland annat att systemet inte var komplett när det infördes i verksamheten, vilket bidrog till att användarna uppfattade systemet som ologiskt och komplicerat att arbeta i. En annan bidragande orsak till nedläggningen var att det fattades ett felaktigt beslut om att byta till ett standardsystem då det senare skulle visa sig att det saknades teknisk kompetens om hur ett sådant system fungerar och är uppbyggt. / Between September 2010 and August 2011, the Swedish Police force began to implement a new investigation support system, PUST (Polisens UtredningsStöd). The purpose of this was to make debriefing more efficient and thereby enable more police officers to be visible out on the streets. The system was considered successful when using the platform Java, however, after only a few months the decision was taken by the Police management to replace the platform by a standard system, PUST Siebel. Unlike Java, Siebel was harshly criticised as it was perceived to be cumbersome and complicated to use. Then, in February 2014, the decision was taken to shut down PUST Siebel.This led to us formulating the question; Which factors led to PUST Siebel being discontinued?To be able to answer our research question we carried out a qualitative study where the starting point was to look into the problems that can arise when implementing a larger IT- system in the public sector. We interviewed six representatives from the Police Department in Gothenburg, Borås and Jönköping. All of the respondents had direct experience of working with PUST Siebel. The main focus of our study is how usability and actability affect the implementation of a larger IT- system.Previous research has shown that usability and actability are often deprioritised when an IT- system is developed. One reason is that there is a lack of knowledge regarding these aspects, which means that the needs of the users are not fully understood. The authors Lind et (2011) says that one consequence of this could be that the system created is illogical and not sustainable long term. The result of our study shows that usability and actability are important aspects to consider when implementing an IT- system. When an IT-system is due to be implemented it should be developed in such a way so that it benefits the users.One contributing factor that led to PUST Siebel being discontinued was that the system not was complete when it was introduced into the business, which led to the users perceived the system as illogical and difficult to work in. Another contributing factor to the demise was that it was made a wrong decision about switching to a standard system where it subsequently turns out that there was no technical skills on how such a system works and is structured. Den avskalade effekten : Om effekten av ett minimalistiskt skrivverktyg och hur det upplevs i en interaktiv användningssituation

Denna studie och uppsats har behandlat och fokuserats på att synliggöra interaktionseffekten som uppstår när ett informationssystems gränssnitt är avskalat. Fallstudien i denna uppsats utgår ifrån ett webbaserat skrivverktyg vid namn Writer. Syftet med studien har varit att tydliggöra interaktionseffekten vid personligt handlande i en interaktiv användningssituation och hur det i sin tur påverkar användarupplevelsen. Studiens teoretiska område och ramverk är Handlingsbarhet där fokus har varit på den interaktiva handlingsnivån i koppling till den grundläggande interaktionsloopen. Den grundläggande interaktionsloopen består av fyra steg där en användare frågar, gör får ett svar och sedan utvärderar. I koppling till teorin har fem interkationskriterier för teorin inkorporerats som dessa är; Tydlig handlingsrepertoar, Känd & begriplig vokabulär, Handlingstransparens, Tydlig feedback och Ändringsbarhet . Dessa fem kriterier har varit tematiseringen för det empiriska arbetet. Genom både det målinriktade urvalet och snöbollsurvalet har sex journalister/skribenter involverats för att samla in data. I metodarbetet genomfördes användartest på skrivverktyget med uppgifter som utformats i enlighet med de fem interaktionskriterierna. Efter detta användartest fick samtliga informanter utvärdera upplevelsen och göra tretton ställningstaganden utifrån ett användarupplevelse-frågeformulär där begrepp såsom lätt att lära sig/inte lätt att lära sig och effektiv/ineffektiv efterfrågades. Efter dessa två moment utfördes semistrukturerade intervjuer med femton framtagna frågor som också dem baserats på de fem interaktionskriterierna. För att analysera den insamlade datan tillämpades metoden innehållsanalys som resulterade i 25 kategorier med tillhörande beskrivningar och citat. Utifrån innehållsanalysen och dess resultat analyserades kategorierna i jämförelse med modellen D.EU.PS och dess 18 klasser baserat på deras definition. Detta mynnade i sin tur ut i tio stycken interaktionseffekter baserat på sju klasser. Resultatet och de tio effekterna är: Säkerhet, Tidigare referenser, Terminologi, Igenkännelse, Förståelse för sekvens/handling, Uppfattning, Enkelhet, Effektivitet Tillgänglighet och Gruppering (närhet). Utifrån det personliga handlandet som perspektiv är dessa effekter ett resultat av ett avskalat skrivverktyg som bidrar till en god användarupplevelse. / This thesis and report has addressed and focused on identifying the interaction effect that occurs when an information system's interface is scaled off and is minimalistic. This case study is based on a web-based writing tool called Writer. The purpose of the research has been to clarify the personal interaction effect in an interactive usage situation and how it in turn affects the user experience. The theoretical field and framework of the study is Actability , focusing on the interactive action level in connection with The Elementary InterAction Loop . The Elementary InterAction Loop consists of four steps where the user asks, does, gets an answer and then evaluates. In conjunction with the theory, five interaction criteria have been incorporated, which are; Clear Action Repertoire , Intelligible Vocabulary , Action Transparency , Clear Feedback , and Amendability . These five criteria have been the thematization of the empirical work. Through both targeted selection and snowball sampling, six journalists/writers have been involved in collecting data. In the method work, user test was performed on the writing tool with tasks formulated in accordance to the five interaction criteria. In the method work, user tests was performed on the writing tool. Thereafter the tasks was formed according to the five interaction criteria from the theoretical framework. All informants evaluated their experience and made thirteen statements based on a user experience questionnaire where concepts such as easy to learn/not easy to learn and effective/ineffective were asked for. Following these two steps in the empirical study, semi-structured interviews were conducted with fifteen questions based on the five interaction qualities. In order to analyze the collected data, the content analysis method was applied which resulted in 25 categories with descriptions and quotes. Based on a content analysis and its results, the categories were then analyzed using the D.EU.PS model and its 18 classes. The analysis resulted in ten interaction effects placed in seven different classes. The result and the ten interaction effects are: Security, Previous references, Terminology, Recognition, Understanding of sequence/action, Perception, Simplicity, Efficiency Availability and Grouping (proximity). Based on personal behavior as a perspective, these effects are the result of a minimalistic writing tool that contributes to a good user experience.
