EXCEPTIONAL CASES OF WHITE ETHNIC INCLUSION IN AFFIRMATIVE ACTION POLICY SINCE 1970Kirillova, Liana 01 May 2016 (has links)
This study demonstrates the internal controversy of the white ethnic revival toward the affirmative action policy – white ethnic groups both wished to be included in the categories of this policy and vigorously opposed it. Subsequently, they failed to be proclaimed a designated minority. The study also shows that striving to gain social and economic stability, white ethnic groups used to conform to the Anglo-Saxon standards; however, beginning in the 1970s, ethnic association with whites was perceived hindward. Despite the overall failure of the white ethnic movement, two groups were able to succeed and gain recognition of a designated minority – namely, Italian Americans in CUNY and Hasidic Jews in the MBDA. Both of these cases present examples of religious bigotry excluding groups from enjoying the social benefits. These are unique cases, as traditionally religious discrimination was pushed off the civil rights agenda. For this reason, in their attempts to pursue the “minority” status, both Italian Americans and Hasidic Jews did not emphasize their religion as the main reason for their disadvantaged position. On the contrary, they stressed still-existing prejudice and stereotypes about their ethnicity (Italian Americans) and non-traditional way of life (Hasidic Jews) that served the main reason of their deprived and “socially disadvantaged” status. Moreover, these cases present the irony of the white ethnic revival: while the major current of Italian American and Jewish American civil rights activists argued against affirmative action, Italian American faculty at CUNY and Hasidic Jews did otherwise.

The ranks of the medical profession have typically been filled by Anglo-Saxon males. A slow change in attitude appears to be leading toward a desire to increase diversity in the medical profession. Previous attempts to allow for increased representation of those underrepresented in medicine failed due to legal challenges. The Association of American Medical Colleges, an organization which oversees medical education, residency training, and research of both American and Canadian allopathic medical schools, has introduced Holistic Review as a method for creating a diverse population in a medical school class; this study investigates the way medical schools are incorporating these strategies into their medical school admissions policies and how effective these policies are in increasing diversity in medical school classes. The implication encourage admissions committees to modify the importance of certain selection criteria in an ongoing effort to increase diversity in their medical school classes.

Previous issue date: 2016-09-30 / O estabelecimento da reserva de vagas nas Instituições Federais de Ensino como Política de Ações Afirmativas se apresenta como um mecanismo importante na luta da população negra pela igualdade racial no Brasil. O acesso de estudantes negros ao ensino superior e ao ensino técnico ofertado pelo Centro Federal de Educação Tecnológica (CEFET MG) Campus Araxá representa um importante passo para a afirmação de direitos e equidade social de um público historicamente excluído desse espaço. O objetivo da presente dissertação é analisar o acesso de estudantes que se autodeclararam pretos ou pardos e se inscreveram através da reserva de vagas, interpretar o perfil socioeconômico e cultural desses estudantes e analisar quais são as experiências, expectativas e percepções deles acerca das Políticas de Ações Afirmativas. Optamos por desenvolver um estudo quantitativo e qualitativo, através da pesquisa de campo. O estudo estrutura-se a partir de marcos importantes da história do negro no Brasil desde a colonização e sua importante participação para o crescimento social e econômico do país. Aborda uma sucinta reflexão sobre trabalho e educação e faz uma análise do processo de instituição das escolas técnicas no Brasil até o surgimento do CEFET MG e da implantação da Lei 12.711/12, através da qual foi feita a análise, objeto desse estudo. Os resultados da pesquisa nos mostraram que a reserva de vagas nem sempre representa um facilitador da entrada desse estudante na Instituição. Entretanto, a discussão sobre as cotas e a divulgação desse meio de acesso pode se constituir como um facilitador, à medida que anuncia uma possibilidade de ingresso a um espaço antes visto como algo inatingível. / The establishment of reserves for openings in Education Federal Institutions as Affirmative Action Policy is presented as an important mechanism in the struggle of the black population for racial equality in Brazil. The access of black students to higher education and technical education offered by the Federal Technological Education Centre - CEFET MG Araxá Campus represents an important step towards the affirmation of rights and social equity of a public historically excluded from this space. The purpose of this dissertation is to analyze the access of students who declared themselves black or brown and signed up through the waves of reservation, interpret the socioeconomic and cultural profile of the students and consider what experiences are expectations and their perceptions about the Action Policies affirmative. We chose to develop a quantitative and qualitative study through field research. The study is structured from important landmarks in the history of black people in Brazil since colonization and its important contribution to the social and economic growth. Discusses a brief reflection on work and education and analyzes the institution process of technical schools in Brazil until the emergence of CEFET MG and the implementation of Law 12,711 / 12, by which the analysis was done, the object of this study. The survey results showed us that waves of booking is not always a facilitating the entrance of that student in the institution. However, the discussion about quotas and dissemination of the means of access may be as a facilitator, as it announces a possibility of entering a space before seen as unattainable.

Esta dissertação analisa o processo de resiliência em estudantes cotistas de escolas públicas autodeclarados negros com bom desempenho acadêmico (Taxa Integralização Média acima de 50%), que ingressaram pelo sistema de reserva de vagas aprovado na Universidade Federal do Rio Grande do Sul em 2008. A partir de um breve histórico da política de ações afirmativas no mundo, no Brasil e na Universidade, há o destaque sobre as desvantagens que jovens negros vivem para ter acesso ao Ensino Superior neste país. Foram entrevistados dez estudantes, entre 20 e 33 anos, em sua maioria moradores da região metropolitana de Porto Alegre, de oito cursos diferentes: Ciências Contábeis, Direito, Engenharia Civil, Letras, Geografia, Biologia Marinha, Educação Física e Medicina Veterinária. Através da escuta sensível durante as entrevistas conhecemos a autodescrição e origem social dos estudantes: estudiosos, dedicados, eles reconhecem a importância da família, principalmente da figura materna, enquanto motivadora para superar obstáculos. A falta de modelos negros é uma constante nas suas trajetórias, seja como professores ou familiares em boas posições profissionais. Foi reconhecido o processo de resiliência em suas trajetórias como uma gama de superações frequentes: perdas familiares, necessidade precoce de afastamento dos pais em busca de melhores oportunidades educacionais, alvos de preconceito, dificuldades econômicas e limitações de acesso ao capital cultural mais valorizado pela universidade, foram fatores que não os impediram de realizar seus sonhos. Ao contrário, eles se tornaram mais resistentes, buscaram se reestruturar e crescer em resposta às situações de crise e aos desafios do cotidiano. A oportunidade de realizar um curso superior é vista como uma possibilidade de ascensão social. O ingresso na UFRGS é percebido por alguns destes estudantes como algo inacreditável, gerando expectativas e sonhos compartilhados por seus familiares. Estes estudantes conheciam pouco sobre o sistema de cotas antes de prestar o vestibular, e a assistência estudantil na UFRGS ainda não atende à maioria dos entrevistados. Isso representa um grande desafio para que segmentos da comunidade acadêmica abandonem certos preconceitos que podem gerar discriminações. / This dissertation examines the resilience process of government school students, quota-benefited, self-declared black, with good academic performance (Average Payment Rate over 50%), which have entered the higher education through the vacancy reservation system approved for Universidade Federal do Rio Grande do Sul (UFRGS) in 2008. From a brief description of the affirmative action policy worldwide, in Brasil and at UFRGS, can be evidenced the disadvantages experienced by the young blacks to access higher education in this country. Ten students were interviewed, aged between 20 and 33, most of whom living in the metropolitan area around Porto Alegre, from eight different courses: accountancy, law, civil engineering, letters, geography, marine biology, physical education and veterinary medicine. Through the sensitive listening in the interviews, it is possible to acknowledge the self-description and social origin of the students: studious, devoted, they recognize the importance of their families, specially the mother figure as a motivator to exceed adversities. The lack of black patterns is current in their trajectories, as teachers or as relatives in good professional positions either. The resilience process could be recognized in their trajectories as a number of persistent conquests: familiar losses, premature need of separation from parents in seek for better educational opportunities, targets of prejudice, economic difficulties and restricted access to the cultural capital which is most valuated by the University, these were issues that did not hinder them from achieving their dreams. On the contrary, they have become more resistant, pursuing to restructure and improve in crisis situations and everyday challenges. The opportunity to attend a college course is seen as a possibility of social ascension. The entrance at UFRGS is perceived by some of these students as something unbelievable, producing expectations and dreams shared by their relatives. These students barely knew about the quota system before they submitted to the University admission test, and UFRGS‟ students‟ assistance program does not support most of the interviewed yet. The institution as a whole has to reformulate itself on the offer of night-period courses, description of disciplines, didactic material, students‟ assistance, and to recognize that the entering of quota-benefited students provides the interaction with diversity, at the University, amongst professors, technicians, and the other students. This represents a huge challenge so that certain sections of academic community can relinquish some prejudices that might produce discrimination.

Affirmative action outcomes: evidence from a law school in Brazil / Os efeitos de ação afirmativa: evidências do curso de direito da UERJAna Carolina Trindade Ribeiro 27 June 2017 (has links)
The main goal of affirmative action (AA) policies is to give opportunities otherwise nonexistent to minorities and underprivileged students. In this paper, I investigate whether the introduction of a college affirmative action policy enables AA beneficiaries to obtain a career in Law and to catch up with high scoring candidates who did not get admitted due to the policy (i.e., displaced candidates). To do so, I use a new dataset from UERJ admission office, a prominent public university in Rio de Janeiro, which was the first in Brazil to adopt a quota system for both black and public school students. I combine this dataset with the OAB exam passage records, equivalent to the American Bar exam. Preliminary results suggest that the quota policy improves OAB passage rates for beneficiaries. I find that lawyer certification for underprivileged students increases by 51 p.p., even though they underperform by 4.56 p.p when compared to displaced candidates. I also present evidence that displaced candidates do not experience any drop in their OAB exam passage rates due to the policy. Furthermore, I find that public school quota beneficiaries who score close to the admission cutoff present an increase in the probability of passing the OAB exam by up to 52 p.p. / O principal objetivo de políticas de ação afirmativa (AA) é dar oportunidades, em geral inexistentes, aos membros da sociedade menos privilegiados, em especial àqueles pertencentes a minorias. Neste trabalho, é feita uma análise acerca do impacto da política de cotas no curso de Direito da primeira universidade pública a adotar a política de cotas no Estado do Rio de Janeiro, a UERJ, de forma a estimar os efeitos da política após o ensino superior. Especificamente, o quanto a política impulsiona seus beneficiários e em que medida permite que estes se aproximem de candidatos que obtiveram pontuação alta no vestibular, mas não foram admitidos exclusivamente por causa da reserva de vagas. Adicionalmente, o impacto sobre estes últimos, que também são diretamente afetados. Para tanto, foram utilizados dados do processo de admissão do curso de Direito da Universidade do Estado do Rio de Janeiro (UERJ), considerado de alto prestígio, em conjunto com as listagens de aprovação no exame da Ordem dos Advogados do Brasil. Os resultados indicam que a política aumenta em 51p.p. a probabilidade de certificação dos candidatos que se beneficiam da política, apesar de os mesmos ainda apresentarem 4.56p.p. menos chance de certificação do que os candidatos displaced. Além disso, há evidências de que a política não afeta negativamente as chances de aprovação na OAB dos candidatos displaced que pontuaram pouco abaixo do corte de admissão na UERJ. Por outro lado, a política é capaz de aumentar a certificação dos alunos admitidos para vagas destinadas ao sistema de ensino público com pontuação próxima ao corte em até 52p.p.

M.A. (Industrial Psychology) / South Africa is currently experiencing a period typified by daily changes in the labour economy and in its political structures. As a result of the critical shortage of skilled human resources, a decreasing white population and political pressure to reform, the country is under constant pressure to develop its human resources, race groups that are underdeveloped in the middle and top structures of the labour force. In this regard strategies to advance the occupational mobility of blacks are progressively being undertaken by South African companies. Given the pressing demands for human resource development the results of strategies to advance the occupational mobility of blacks are still perceived as unsatisfactory. Various contrasting views exist regarding the specific factors that inhibit black advancement as well as that which ought to be addressed in order to solve the problems underlying such advancement. In the absence of a coherent theoretical basis through which factors that inhibit the advancement of black occupational mobility can be explained and studied, the need for a suitable approach or framework to develop such a theoretical model, was identified. It was decided to study the problems underlying black advancement in South Africa by utilising a strategic-cultural approach. Before a strategic-cultural approach could be developed the nature and extent of the factors that inhibit the advancement of black occupational mobility was systematically examined. Inhibiting factors were analysed from literature through an integrated approach and it was found that the marginal position of the black labourer is fundamental to all of the contrasting views in this regard. In order to optimize the person-environment match relevant to the so-called marginal position of the black labourer it is emphasized in this study that the organisation's discemable and undiscemable structures should be changed...

Affirmative action policy in higher education: impact and perceptions of the use of race as part of the criteria for admission at the University of Cape TownMuluh, Momasoh Cletus January 2012 (has links)
Magister Artium (Development Studies) - MA(DVS) / After the first democratic election in South Africa in 1994, the new democratic government harnessed all its resources towards establishing a non-racial society based on a constitution that embodies equal rights. One of the enduring legacies of apartheid is the extreme socio-economic disparities that emerged in the South African society. Higher education in the context of South Africa is also a means of bridging the inequality gap created during the colonial and apartheid periods (Reddy, 2004). Moreover, apartheid education, as with other sectors of society was racialised in favour of whites creating a drought in skills within the other race groups. The need to establish an equitable and efficient higher education thus became one of government’s pivotal priorities. The adoption of affirmative action policies that have prioritised university access by underprivileged black students has been pointed to as one of the means to address racial inequalities in education. The thesis postulates that that the use of race in implementing affirmative action policy is neither a sufficient means to, nor an end of, redressing the ills of apartheid. Through qualitative and quantitative methods, the present study analyses the impact of affirmative action policies at the University of Cape Town (UCT) and gauges the level of transformation as a result of the use of race as a proxy for admission into UCT. The study examines the equality of access and enrolment of first time entering undergraduate students into UCT through race based admission. Despite government and institutional (for example UCT) efforts to pursue a transformatory agenda, affirmative action policies continue to cause ruptures both within university communities and beyond. This research is going to use both quantitative and qualitative designs. The quantitative approach will be used where necessary – such as in reviewing racial split of enrolment over time – to glean on the figures. Such figures will however not be generated by the study itself but from officials from UCT. On the other hand, the qualitative approach will be used through the analyses of debates occurring in the UCT community in order to gauge perceptions on the policy.

The effect of affirmative action on the reduction of employment discriminationFredericks, Fadwah January 2016 (has links)
Magister Commercii - MCom / South African labour relations are associated with a history of extensive discrimination and segregation, subject to various types of discrimination during the apartheid era, including employment discrimination. This study explores the effect of Affirmative Action on the reduction (if any) of employment discrimination since the advent of democracy. It investigates whether the extent of employment discrimination by race and gender has decreased, 20 years since the economic transition. The first part of the study gives an overview of the South African labour legislations, both discriminative legislations and statutes aimed at redressing the imbalances of the past. The empirical part of the paper employs a sample that represents the labour force (excluding informal sector workers, agricultural workers, domestic workers and self-employed) aged between 15 and 65 years. The methodology in this study firstly estimates probit models describing the labour force participation, employment and occupational attainment, followed by the Oaxaca-Blinder decomposition, using data from OHS 1997-1999, LFS 2000-2007, QLFS 2008-2014 and NIDS 2008-2012. The OHS/LFS/QLFS decomposition results show that the unexplained component of the White-Black employment probability gap does not reveal any strong downward trend overtime. Also, results on the occupational attainment gap indicate that there was an increasing occupational attainment probability gap between Whites and Blacks which was partially driven by an increase in the unexplained component. This implies that Affirmative Action was not successful in reducing racial discrimination in the South African labour market. Additionally, the unexplained component is most dominant in the male-female employment gap decomposition. This suggests employment discrimination against females is very serious. However, the male-female highly-skilled employment likelihood shows no clear trend over time. These results suggest that when it comes to employment discrimination against females, this may have taken place more seriously when it comes to the unskilled or semi-skilled occupations.
