Política de ações afirmativas na UFRGS : o processo de resiliência na trajetória de vida de estudantes cotistas negros com bom desempenho acadêmico

Esta dissertação analisa o processo de resiliência em estudantes cotistas de escolas públicas autodeclarados negros com bom desempenho acadêmico (Taxa Integralização Média acima de 50%), que ingressaram pelo sistema de reserva de vagas aprovado na Universidade Federal do Rio Grande do Sul em 2008. A partir de um breve histórico da política de ações afirmativas no mundo, no Brasil e na Universidade, há o destaque sobre as desvantagens que jovens negros vivem para ter acesso ao Ensino Superior neste país. Foram entrevistados dez estudantes, entre 20 e 33 anos, em sua maioria moradores da região metropolitana de Porto Alegre, de oito cursos diferentes: Ciências Contábeis, Direito, Engenharia Civil, Letras, Geografia, Biologia Marinha, Educação Física e Medicina Veterinária. Através da escuta sensível durante as entrevistas conhecemos a autodescrição e origem social dos estudantes: estudiosos, dedicados, eles reconhecem a importância da família, principalmente da figura materna, enquanto motivadora para superar obstáculos. A falta de modelos negros é uma constante nas suas trajetórias, seja como professores ou familiares em boas posições profissionais. Foi reconhecido o processo de resiliência em suas trajetórias como uma gama de superações frequentes: perdas familiares, necessidade precoce de afastamento dos pais em busca de melhores oportunidades educacionais, alvos de preconceito, dificuldades econômicas e limitações de acesso ao capital cultural mais valorizado pela universidade, foram fatores que não os impediram de realizar seus sonhos. Ao contrário, eles se tornaram mais resistentes, buscaram se reestruturar e crescer em resposta às situações de crise e aos desafios do cotidiano. A oportunidade de realizar um curso superior é vista como uma possibilidade de ascensão social. O ingresso na UFRGS é percebido por alguns destes estudantes como algo inacreditável, gerando expectativas e sonhos compartilhados por seus familiares. Estes estudantes conheciam pouco sobre o sistema de cotas antes de prestar o vestibular, e a assistência estudantil na UFRGS ainda não atende à maioria dos entrevistados. A instituição como um todo há que se reformular quanto ao oferecimento de cursos noturnos, súmula de disciplinas, material didático, assistência estudantil, e reconhecer que o ingresso de cotistas proporciona o convívio com a diversidade na Universidade entre docentes, técnicos e demais estudantes. Isso representa um grande desafio para que segmentos da comunidade acadêmica abandonem certos preconceitos que podem gerar discriminações. / This dissertation examines the resilience process of government school students, quota-benefited, self-declared black, with good academic performance (Average Payment Rate over 50%), which have entered the higher education through the vacancy reservation system approved for Universidade Federal do Rio Grande do Sul (UFRGS) in 2008. From a brief description of the affirmative action policy worldwide, in Brasil and at UFRGS, can be evidenced the disadvantages experienced by the young blacks to access higher education in this country. Ten students were interviewed, aged between 20 and 33, most of whom living in the metropolitan area around Porto Alegre, from eight different courses: accountancy, law, civil engineering, letters, geography, marine biology, physical education and veterinary medicine. Through the sensitive listening in the interviews, it is possible to acknowledge the self-description and social origin of the students: studious, devoted, they recognize the importance of their families, specially the mother figure as a motivator to exceed adversities. The lack of black patterns is current in their trajectories, as teachers or as relatives in good professional positions either. The resilience process could be recognized in their trajectories as a number of persistent conquests: familiar losses, premature need of separation from parents in seek for better educational opportunities, targets of prejudice, economic difficulties and restricted access to the cultural capital which is most valuated by the University, these were issues that did not hinder them from achieving their dreams. On the contrary, they have become more resistant, pursuing to restructure and improve in crisis situations and everyday challenges. The opportunity to attend a college course is seen as a possibility of social ascension. The entrance at UFRGS is perceived by some of these students as something unbelievable, producing expectations and dreams shared by their relatives. These students barely knew about the quota system before they submitted to the University admission test, and UFRGS‟ students‟ assistance program does not support most of the interviewed yet. The institution as a whole has to reformulate itself on the offer of night-period courses, description of disciplines, didactic material, students‟ assistance, and to recognize that the entering of quota-benefited students provides the interaction with diversity, at the University, amongst professors, technicians, and the other students. This represents a huge challenge so that certain sections of academic community can relinquish some prejudices that might produce discrimination.

Ethnic anti discrimination work in La Paz, Bolivia : A study of the perceptions and beliefs of the employees regarding the ethnic anti discrimination work at a public university.

This thesis is based on a qualitative research made on a public university in La Paz, Bolivia. The aim was to examine the beliefs and perceptions of the employees regarding the ethnic anti discrimination work at the university. As the Bolivian anti discrimination law and the constitution of 2009 has been made to improve the rights for the indigenous groups in Bolivia,we also wanted to hear if the laws have been implemented in their daily work.Seven interviews were done with the help of an interpreter, and a mix of goal oriented and snowball selection was used. Through the interviews, we found out that the ethnic anti discrimination work at the university is almost non-existing. It also showed that not much has been done to follow the law and the reforms of the constitution. This can be seen as nonperformative.Even though there are regulations about discrimination, the university is not actively working on the implementation of them. The opinion if an anti discrimination work was needed varied among the employees, as some respondents said that discrimination did not even exist at their faculty. To improve the ethnic anti discrimination work many of the respondents pointed on the need of a change in the culture. One important discussion has been about the lack of communication, information and education. These facts together with the change of culture can be seen as the most important factors to make progressions within the ethnic anti discrimination work at the university.

A presença de estudantes indígenas nas universidades: entre ações afirmativas e composições de modos de conhecer / The presence of indigenous students at universities: between affirmative actions and compositions of ways of knowing

Os últimos quinze anos foram marcados por um aumento expressivo de ações afirmativas nas universidades públicas brasileiras, propiciando, entre muitas coisas, uma presença significativa de estudantes indígenas em cursos de graduação e, mais recentemente, de pósgraduação por todo o país. A partir desse contexto e do acompanhamento de experiências em duas instituições de ensino superior, a UFSCar e a UFAM, buscamos, neste trabalho, entrelaçar dois conjuntos de questões. Em um primeiro momento, refletimos sobre as motivações e possibilidades de ingresso de estudantes indígenas às universidades, focando no debate em torno da constituição de políticas de ação afirmativa. Explora-se, nele, tanto a perspectiva institucional, de Estado, na elaboração e implementação das políticas afirmativas, quanto as perspectivas das populações indígenas, a partir do envolvimento e atuação de estudantes e do movimento indígena nesses processos. Com isso, oferecemos exemplos da variedade de possibilidades existentes de implementação de ações afirmativas em cursos regulares de graduação e pós-graduação, e alguns de seus desafios. No momento seguinte, voltamos o olhar para a presença de estudantes indígenas nas universidades, para os modos como constroem suas experiências no ensino superior e como refletem sobre elas. Nas experiências de estudantes indígenas de graduação, destacamos os agenciamentos e movimentos dos/as estudantes em torno de discussões sobre \"cultura\" e \"conhecimento\", assim como suas reflexões sobre a importância de ocuparem as universidades, para se tornarem mais visíveis e mais fortes nesse espaço. No último capítulo, abordamos a presença de estudantes indígenas em cursos de pós-graduação (stricto sensu). Partindo de um breve panorama dessa presença no país, levantamos um debate acerca de noções como \"autoantropologia\" e \"antropologia indígena\". Finalizamos com as experiências de antropólogos indígenas Yepamahsã (Tukano) do NEAI/PPGAS/UFAM, que nos permitem perceber as múltiplas possibilidades do exercício antropológico, ao construírem, atualizarem e comporem distintos modos de conhecimento. / During the last fifteen years, there has been an expressive increase of affirmative actions in Brazilian public universities, providing, among many things, a significant presence of indigenous students in undergraduate and, more recently, graduate courses throughout the country. Regarding this context and by the observation of experiences in two higher education institutions, UFSCar e UFAM, this work aims to interweave two sets of questions. At first, we reflect on the motivations and possibilities of indigenous students joying universities, focusing on the debate about the constitution of affirmative action policies. It explores both the institutional, State perspective, at the elaboration and implementation of affirmative policies; and the perspectives of indigenous populations, based on the involvement and participation of students and the indigenous movement in these processes. With this, we offer examples of the variety of existing possibilities for implementing affirmative action in regular undergraduate and graduate courses, and some of its challenges. Following, we focus on the presence of indigenous students in universities, regarding the ways in which they construct their experiences in higher education, and how they reflect on them. The experiences of indigenous undergraduate students are mainly addressed by the students\' assemblies and movements that carried out debates about \"culture\" and \"knowledge\", as well as their reflections on the importance of occupying universities, in order to become more visible and stronger in this space. In the last chapter, we address the presence of indigenous students in postgraduate courses (stricto sensu). Starting from a brief panorama of this presence in the country, we raised a debate about notions like \"autoanthropology\" and \"indigenous anthropology\". We conclude with the experiences of indigenous anthropologists Yepamahsã (Tukano) of the NEAI/PPGAS/UFAM, which allow us to perceive the multiple possibilities of the anthropological exercise, when constructing, updating and composing different modes of knowledge.

Políticas públicas de inclusão social na América Latina: ações afirmativas no Brasil e México / Public policies of social inclusion in Latin America: affirmative actions in Brazil and Mexico

A presente tese de doutorado propõe-se a viabilizar um estudo comparativo entre as políticas públicas voltadas à inclusão social, particularmente, aquelas denominadas de ações afirmativas em dois países da América Latina: Brasil e México. Por meio de metodologia comparativa e adotando-se uma metodologia de cunho interdisciplinar, bem como de abordagem dos processos históricos desses países, e análise das bases de construção de suas sociedades, delimitando-se, especificamente, a presente pesquisa dessas políticas nos países Brasil e México. A investigação foca-se na situação de grupos discriminados por questões de raça e/ou etnia; e que, como consequência disso, situam-se à margem do direito social, fundamental para o pleno exercício da cidadania a educação. Analisa-se a questão conceitual, teórica e empírica da implantação das políticas públicas de inclusão social sob a modalidade de ações afirmativas, caracterizando sua finalidade, elementos e conteúdos. Apresenta-se um breve histórico da implantação dessas políticas no contexto norte-americano, onde, aliás, essas políticas têm seu nascedouro. Analisa-se comparativamente a validade e a pertinência da adoção dessas políticas e a necessidade de maior permuta internacional, que tenha por objetivo a integração e o estudo comparativo das políticas públicas de ações afirmativas. O trabalho indica e propõe questões que devem ser levadas em conta na intervenção do Estado para garantir, de maneira substancial, o princípio da igualdade de oportunidades. Defende-se a tese do multiculturalismo e da justiça distributiva como fundamento das políticas públicas de ações afirmativas nos países analisados. / The Doctoral thesis herein is proposed to present a comparative study amongst the public policies aimed at social inclusion, particularly those known as affirmative actions, in two Latin American countries: Brazil and Mexico. The delimitation of this research is established by the analysis of same policies aforementioned countries, through comparative methodology and of interdisciplinary nature, as well as through the approach on their historical and normative processes and the analysis of the foundations of their societies. The research is focused on the situation of groups that are discriminated due to racial and/or etnia issues and, as a consequence, they are deprived of their social rights which guarantee them the full exercise of citizenship education. Analyses the conceptual issue regarding public policies for social inclusion under the way of affirmative actions by characterizing their purpose, components, contents, and species. It also presents a brief historical of the implant of such policies in the North American context, where, by the way, they were born. Analyses the public policies issue of affirmative actions. Presents a case study on the implement of these policies both in Brazilian and in Mexican universities. Analyses, in a comparative way, the validity and relevance of adopting these policies and the necessity for a broader international exchange having as an objective the integration and the comparative study of the public policies of affirmative actions. This study indicates and proposes issues that must be taken into account regarding the State and Societys interventions in order to guarantee, in a substantial manner, the principle of equality of opportunities, through the implement of these policies for social inclusion. Finally, the study defends the thesis of multiculturalism and distributive justice as the foundation of the public policies of affirmative actions in the under countries analysis.

Não vou me adaptar: um estudo sobre os bolsistas pernambucanos durante os 10 primeiros anos do Programa Universidade Para Todos - ProUni / I will not adapt myself: a study about the Programa Universidade para Todos ProUni - fellowship students from Pernambuco State on 10th years of program

O presente trabalho tem por objetivo compreender as estratégias adotadas pelos bolsistas pernambucanos do Programa Universidade Para Todos (ProUni) e seus familiares, numa realidade influenciada pela nova possibilidade de acesso ao ensino superior, sendo observado o papel deste nível de ensino na vida de indivíduos que, pelo histórico familiar e pelas desigualdades sociais e econômicas, não teriam essa oportunidade. Através de dados do Exame Nacional de Desempenho de Estudantes (Enade) (2006 2011), do Censo da Educação Superior (2006 2011), do Censo Escolar (2006 2011) e do Exame Nacional do Ensino Médio (Enem) (2006 2012), foi possível o mapeamento do perfil médio do estudante bolsista do ProUni, bem como dos demais estudantes matriculados em instituições privadas de ensino superior. Posteriormente, com base em 22 entrevistas em profundidade com estudantes bolsistas pernambucanos e 13 com seus pais, observou-se, por meio da análise de narrativas, a autopercepção destes indivíduos diante da nova realidade de entrada no ensino superior. Os principais resultados mostraram que o perfil do bolsista do ProUni é único na educação superior privada, bem como é destacável que se trata possivelmente de uma primeira geração na família com acesso ao ensino superior. Em função do recorte adotado pelo programa, do rigoroso processo seletivo, do perfil socioeconômico diferenciado e do desempenho escolar destacado, o bolsista possui estratégias próprias para lidar com a vivência na educação superior e para conviver com familiares. O processo seletivo do ProUni caracteriza o bolsista como alguém que venceu, apesar das dificuldades. Ele chega ao ensino superior com um acúmulo de capital escolar que dificilmente não o colocará em posição de destaque. Além disso, ele é marcado pela ruptura com uma provável trajetória de insucesso educacional, que afeta duplamente seu ingresso na educação superior: por um lado, marca-o como alguém que superou um processo que excluiu todos os seus familiares da educação superior; por outro, constrói um habitus que o coloca como ponto fora da curva tanto na família, quanto na vivência da educação superior. Assim, ao mesmo tempo em que o bolsista se caracteriza como distante da família, ele não se percebe como alguém totalmente adaptado ao universo da educação superior. Desse modo, ele possui uma luta em dois campos a educação superior e a familiar. O processo de adaptação ao ensino superior passou necessariamente pela identificação de limites que possa diferenciá-lo dos demais estudantes. Para tanto, os bolsistas buscaram estratégias, enquanto grupo, para se impor no jogo da educação superior e, ao mesmo tempo, se sentirem pertencentes àquele novo espaço social. A estratégia ao lidar com os conflitos familiares é permitir aos pais a manutenção do papel de dominante do espaço social, criando uma espécie de barreira entre os seus mundos: o dominado pelos pais e aquele em que vivem e trabalham. / This work aims to comprehend the strategies adopted by the Programa Universidade para Todos (ProUni) fellowship students from Pernambuco State, and their families, inside a reality influenced by the new possibility of the access to Higher Education, observing the role of this level of education in the lives of the students that, due to their familiar histories and social and economic inequalities, would not have this opportunity. Throughout data of the Exame Nacional de Desempenho de Estudantes (Enade) (2006 2011), the Censo da Educação Superior (2006 2011), the Censo Escolar (2006 2011) and the Exame Nacional do Ensino Médio (Enem) (2006 2012), it was possible to map the profile of the average ProUni fellowship student, and of the other students enrolled in private institutions. Posteriorly, based on depth interviews with 22 fellowship students from Pernambuco, and with 13 of their parents, was observed, trough narrative analysis, the self-perception of these individuals in face of the new reality of access to Higher Education. The main results revealed the singularity of the profile of fellowship students inside the private Higher Education; and also the importance of the inedited possibility of access to Higher Education to a family member. In function of the ProUni criteria, of the rigorous selective process, the singular social economic profile, and the remarkable school performance, the fellowship student develop particular strategies to deal with the daily life in private schools and in the familiar context. The ProUni selective process characterizes the fellowship student as someone who won, despite all the complicacies. The fellowship student arrives in Higher Education with a significant amount of educational capital that tends to put him in a prominent position. Further, the fellowship student is marked by the rupture in the assumed trajectory of educational failure, that impacts his admission in Higher Education: on one side, marks him as someone that overcame a process that kept all his familiars away from Higher Education; on the other side, builds a habitus that places him as a family outlier, and an odd member of the private schools. Thereby, at the same time that the fellowships student is characterized as distant from his family, he doesnt see himself as someone totally adjusted to the universe of private Higher Education. That way, he struggles in two fields the Higher Education and the family. The adjustment process to Higher Education passes, necessarily, by the identification of boundaries that can differ the fellowship student from other students. Then, the fellowship students seek strategies, as a group, to impose themselves in the Higher Education game, and, at the same time, feel belonging to that new social space. Mainly, the strategy to deal with familiar conflicts is to allow the parents to maintain their dominant roles in the social space, through the creation of a wall between his two worlds: one ruled by their parents, and the other in which they must live and work.

A presente tese de doutorado propõe-se a viabilizar um estudo comparativo entre as políticas públicas voltadas à inclusão social, particularmente, aquelas denominadas de ações afirmativas em dois países da América Latina: Brasil e México. Por meio de metodologia comparativa e adotando-se uma metodologia de cunho interdisciplinar, bem como de abordagem dos processos históricos desses países, e análise das bases de construção de suas sociedades, delimitando-se, especificamente, a presente pesquisa dessas políticas nos países Brasil e México. A investigação foca-se na situação de grupos discriminados por questões de raça e/ou etnia; e que, como consequência disso, situam-se à margem do direito social, fundamental para o pleno exercício da cidadania a educação. Analisa-se a questão conceitual, teórica e empírica da implantação das políticas públicas de inclusão social sob a modalidade de ações afirmativas, caracterizando sua finalidade, elementos e conteúdos. Apresenta-se um breve histórico da implantação dessas políticas no contexto norte-americano, onde, aliás, essas políticas têm seu nascedouro. Analisa-se comparativamente a validade e a pertinência da adoção dessas políticas e a necessidade de maior permuta internacional, que tenha por objetivo a integração e o estudo comparativo das políticas públicas de ações afirmativas. O trabalho indica e propõe questões que devem ser levadas em conta na intervenção do Estado para garantir, de maneira substancial, o princípio da igualdade de oportunidades. Defende-se a tese do multiculturalismo e da justiça distributiva como fundamento das políticas públicas de ações afirmativas nos países analisados. / The Doctoral thesis herein is proposed to present a comparative study amongst the public policies aimed at social inclusion, particularly those known as affirmative actions, in two Latin American countries: Brazil and Mexico. The delimitation of this research is established by the analysis of same policies aforementioned countries, through comparative methodology and of interdisciplinary nature, as well as through the approach on their historical and normative processes and the analysis of the foundations of their societies. The research is focused on the situation of groups that are discriminated due to racial and/or etnia issues and, as a consequence, they are deprived of their social rights which guarantee them the full exercise of citizenship education. Analyses the conceptual issue regarding public policies for social inclusion under the way of affirmative actions by characterizing their purpose, components, contents, and species. It also presents a brief historical of the implant of such policies in the North American context, where, by the way, they were born. Analyses the public policies issue of affirmative actions. Presents a case study on the implement of these policies both in Brazilian and in Mexican universities. Analyses, in a comparative way, the validity and relevance of adopting these policies and the necessity for a broader international exchange having as an objective the integration and the comparative study of the public policies of affirmative actions. This study indicates and proposes issues that must be taken into account regarding the State and Societys interventions in order to guarantee, in a substantial manner, the principle of equality of opportunities, through the implement of these policies for social inclusion. Finally, the study defends the thesis of multiculturalism and distributive justice as the foundation of the public policies of affirmative actions in the under countries analysis.

This debate has been arousing polemics and raising matters regarding the importance of racial quotas implementation in this institution, claimed by social movements, specifically by the Black Awareness Center (NCN) and the Black Occupation. The affirmative action policies in Brazilian higher education have become a reality and have as an objective to fight against historical discrimination committed against black people, as well as constituting themselves as an instrument of social justice. Concerning Human Rights, racial inequality is seen as a violation of equality and difference. The affirmative actions, designated to the black population, are justified not only for the immensurable historical losses, but also, above all, for educational and political losses. / A presente pesquisa de mestrado tem como objetivo analisar as políticas de ação afirmativa na Universidade de São Paulo sobre o pressuposto da meritocracia. Esse debate vem suscitando polêmicas e levantando questões sobre a importância da implementação de cotas raciais nessa instituição, reivindicadas pelos movimentos sociais, especificamente pelo Núcleo de Consciência Negra (NCN) e Ocupação Preta. As políticas de ação afirmativa na educação superior brasileira tornaram-se uma realidade e têm como objetivo combater a discriminação histórica perpetrada contra os negros, assim como se constituírem como um instrumento de justiça social. No âmbito dos Direitos Humanos, a desigualdade racial é vista como uma violação da igualdade e da diferença. As ações afirmativas, destinadas à população negra, justificam-se não apenas pelas perdas históricas incomensuráveis, mas, sobretudo, pelas perdas educacionais e políticas.

Subsídios para o desenvolvimento de ações de letramento na política de permanência de indígenas na universidade

Iniciada em 2008, a ampliação do acesso ao ensino superior por meio de cotas realizado na Universidade Federal do Rio Grande do Sul (UFRGS) ocorre concomitantemente ao desenvolvimento de ações de políticas de permanência. Este trabalho discute as ações de ensino de língua e letramento integrantes das iniciativas pedagógicas da política de permanência para os universitários indígenas: o Curso de Inglês para Estudantes Indígenas e, especialmente, o Curso de Leitura e Escrita na Universidade para Estudantes Indígenas. O objetivo deste trabalho é discutir a abordagem pedagógica e teórica fundamentada no campo dos Estudos de Letramento Acadêmico (LEA; STREET, 1998, 2006; LILLIS, 2001; LEA, 2004) dessas ações de permanência, de modo a oferecer subsídios para a construção e o desenvolvimento de ações de permanência que visam a fomentar a diplomação de estudantes de grupos minoritários, principalmente de estudantes indígenas, nas universidades públicas brasileiras, em processo de adequação à Lei de Cotas nacional (nº 12.711/2012). Esses subsídios se contrapõem ao discurso deficitário em relação às práticas letradas de estudantes minoritários e à prática historicamente constituída de socialização acadêmica embasada na suposta transparência das expectativas institucionais em relação à escrita e numa compreensão do letramento como habilidades cognitivas adquiridas pelos sujeitos e transferíveis para quaisquer contextos. A abordagem de letramento acadêmico adotada aqui orienta-se para a diversidade das práticas letradas e para o dialogismo (BAKHTIN, 2003), fomentando-os nos espaços pedagógicos da ciência em favor da legitimação de novas vozes nas universidades e entende letramento como múltiplas práticas sociais que envolvem a escrita em discursos inscritos ideologicamente, situados histórica e socialmente. O estudo apresenta um panorama, no plano nacional, da formação dos programas de ações afirmativas e da participação política dos povos indígenas na construção da demanda para si por ensino superior e descreve as ações de acesso e de permanência da UFRGS, no âmbito das quais são oferecidos os cursos de leitura e escrita acadêmica focalizados. Possibilidades e demandas para o desenvolvimento das políticas afirmativas no ensino superior brasileiro são fornecidas pela discussão teórica na área do letramento acadêmico e das ações afirmativas, contemplando perspectivas de intelectuais indígenas e não indígenas. / The expansion of access to higher education through quotas initiated at the Federal University of Rio Grande do Sul (UFRGS) in 2008, in the same year a public policy of permanence actions was developed. The aim of this study is to analyze the literacy and language actions which are part of the educational initiatives of this policy aimed at indigenous students: the English Course for Indigenous Students and the Academic Reading and Writing Course at the University for Indigenous Students. The theoretical and pedagogical basis for the courses, namely the Academic Literacy Studies (LEA; STREET, 1998, 2006; LILLIS, 2001; LEA, 2004) (ACLITS), is presented, and its implications for the development of permanence actions aimed at assisting minority students in their undergraduate courses, mainly those actions targeting Indigenous students. Indigenous students have recently had access to Brazilian public universities, which are currently adjusting their admission systems to the national Quota Act (No. 12.711/2012). The contributions of ACLITS oppose language deficit approaches concerning minority students’ literacy practices and historically held practices of academic socialization, which are grounded in supposedly transparent institutional expectations and in a perspective of literacy as cognitive skills acquired by individuals and transferable to any contexts. The academic literacy approach adopted here is oriented towards the diversity of literacy practices and dialogism (BAKHTIN, 2003), which should be fostered in pedagogical spaces for building science and to legitimate new voices in the academy. Literacy is defined as multiple social practices that involve writing in ideologically inscribed discourses, and which are situated socially and historically. The study presents an overview of the development of affirmative action programs in Brazil and of the political participation of Indigenous peoples in organizing their demands for higher education. Moreover, the access and permanence actions developed at UFRGS are described in order to contextualize the academic reading and writing courses offered to Indigenous students. Possibilities and demands for the development of affirmative action policies in higher education in Brazil are discussed based on the current theoretical debates on academic literacy and affirmative actions held by indigenous and non-indigenous researchers.
