Assim, diante deste panorama, nos motivou a intenção de buscar potencializar o uso da informação arquivística, através de um tratamento adequado, aos dados recebidos e produzidos cotidianamente no exercício das atividades e conferir novos usos ao acervo adquirido e armazenado ao longo dos 28 (vinte e oito anos) de existência do INCQS Instituto, descolando-se, do foco de armazenamento e acesso, adotado até então, para o pressuposto de gestão estratégica e uso útil . Para tanto, explora conceitos de Administração, Gestão da Informação e Conhecimento, Inovação, Ecologia da Informação, Gestão Documental dentre outros, com vistas a subsidiar a implantação de um projeto piloto específico para o arquivo deste Instituto. / Managing organizational environments has been a complex task and required from the managers the ability of anticipating and reacting to change, not only in external environments, but also internally, making necessary strategies to maintain stability and consonance within a globalized world. Thus, such view has motivated on us the intention to potentiate the use of archival information, through an adequate treatment of the data produced in the exercise of our activities on daily basis and apply new utilities to the material collected and stored over the 28 (twenty-eight) years of existence of the INCQS, detaching ourselves from the objective of storing and assessing, moving into the strategic management and useful “utility”. Therefore, we explore the concepts of Administration, Information Management, Information Ecology, Knowledge Management, Innovation, Integrated Archival Science, and Documental Management amongst others, in view of subsiding the implementation of a pilot project specified to the Institute archives.

For this, it sought to analyze the most relevant archival description norms for the area; Apply standards of representation to describe three-dimensional documents in personal archives, and elaborate the metadata for the descriptive representation of the medals. This is an exploratory research, with a qualitative approach, for which data collection techniques were used for observation and documentary analysis. As a data collection instrument, a documentary descriptive form was elaborated, consisting of metadata, used in the descriptive representation of each medal. In order for the metadata delimitation to be done in order to represent the threedimensional documents, recommendations followed by established descriptive representation standards, such as ISAD (G), NOBRADE and AACR2, followed. References to the descriptive representation of the information, archival description and personal archive of Bellotto (2006), Camargo and Goulart (2007), Schellenberg (2005), Santos (1999) and others were used. On the life and the collection of JSL, the study refers to the considerations of Oliveira (2009). The descriptive representation of three-dimensional objects (medals), within the scope of the José Simeão Leal Archive (AJSL), aimed to contribute to facilitate its access and use and keep alive the memory of its owner, considering the important contribution given by José Simeão Leal to Brazilian culture. / Esta pesquisa objetivou propor a representação descritiva de documentos tridimensionais, especificamente as medalhas recebidas por José Simeão Leal (JSL). Para isso, buscou analisar as normas de descrição arquivísticas mais relevantes para a área; aplicar normas de representação para descrever documentos tridimensionais em arquivos pessoais e elaborar os metadados para a representação descritiva das medalhas. Trata-se de uma pesquisa exploratória, com abordagem qualitativa, para cuja coleta de dados foram empregadas as técnicas de observação e de análise documental. Como instrumento de coleta de dados, foi elaborado um modelo de ficha descritiva documental, constituído de metadados, usados na representação descritiva de cada medalha. Para que a delimitação dos metadados fosse feita, a fim de que eles representassem os documentos tridimensionais, seguiram-se recomendações trazidas por normas de representação descritiva consagradas, como a ISAD (G), a NOBRADE e a AACR2. Utilizaram-se referências sobre representação descritiva da informação, descrição arquivística e arquivo pessoal de Bellotto (2006), Camargo e Goulart (2007), Schellenberg (2005), Santos (1999), entre outros. Sobre a vida e o acervo de JSL, o estudo se reportou às considerações de Oliveira (2009). A representação descritiva dos objetos tridimensionais (medalhas), no âmbito do Arquivo José Simeão Leal (AJSL), pretendeu contribuir para facilitar seu acesso e uso e manter viva a memória de seu titular, considerando a importante contribuição dada por José Simeão Leal à cultura brasileira.

Die navorser het argivale vindmiddels soos inventarisse, gidse en indekse, sowel as die gerekenariseerde argivale databases, persoonlik ondersoek ten einde eerstehandse kennis van die voordele en nadele van hierdie navorsings- hulpmiddets te verkry. Daar is gevind dat tegnologiese ontwikkelings die aard van argiefbewaarplekke en argivale bronne verander het. Information was collected by the following means: an extensive literature survey, interviews with archivists in both state and private archives and an empirical survey by means of a questionnaire distributed amongst mainly serious historical resea rchers.The researcher personally examined archival finding aids such as inventories, guides and indexes, as well as the computerised archival database, for firsthand knowledge of the advantages and disadvantages of these research aids. It was found that technological developments had changed the nature of archives and archival sources, the most important adjustment being to electronic information sources and oral history archives. The impact of computer networks on the archival milieu, as well as the advantages and disadvantages of dealing with electronic archival records and oral history archives, was subsequently discussed in detail. Although the organisation and description of archival source material are still based on the principles of provenance and original order, certain adaptations are necessary. Without these processes no access to archival sources is possible. Effective archival information retrieval can only be achieved if sufficient funds are made available and well-trained, experienced staff are appointed. Subsequently the changing nature of historical research, especially with regard to the choice of research topics, was discussed. Modern tendencies such as history from below, or the history of everyday life, and the history of women, were investigated, in opposition to traditional historical emphasis on important political figures and happenings. Research further showed that accessibility to archival information sources is of paramount importance to the historical researcher. The important role of the archivist and archival finding aids, is emphasised. During the empirical phase the answers of respondents about their visits to archives were analysed. The experiences of historical researchers with regard to archival finding aids, computerised archival networks, and reading room staff, are discussed. The study is concluded with important findings and a number of recommendations pertaining to historical research as an archival activity in a changing information world. / Information Science / D. Based on the vision of the enlarged state in Gramsci and on theory of state as relation in Poulantzas the thesis maps the theoretical dimension of state, in which power is based on information. This approach based on the theoretical conception of the state as a field of information consolidates a fundamental conceptual frame to understand the Mozambican state and its historical building process. The same approach led the study of historic character in the analysis of the processes of constitution and provision of public archives, built into the circle of MHA’s configuration within the historical process of state-building in Mozambique in its various networks of interactions, involving various social actors, whether in administrative-political or archival universe itself. It was found a change in the course of MHA and its mission in Mozambique, which helped to redefine the historical process of memory-building and national identity via archives, within the process of building of a politically acceptable archival order, begun in 1975 and reinforced in the 2000th years. / Esta tese tem como objetivo compreender o Arquivo Histórico de Moçambique (AHM) como lugar de informação arquivística e de ação do Estado em Moçambique, analisando o processo histórico de sua configuração, tendo em conta as implicações desse processo no cenário arquivístico nacional e relação com o projeto pós-colonial de nação, particularmente entre 1975 e 2010. Com base na visão do Estado ampliado em Gramsci e na teoria do Estado como relação em Poulantzas a tese mapeia a dimensão teórica do Estado, cujo poder baseia-se em informação. Esta abordagem, baseada na concepção teórica do Estado como campo de informação, consolida um quadro conceitual fundamental para o entendimento do Estado moçambicano e seu processo histórico de construção. A mesma abordagem conduziu o estudo de caráter histórico na análise dos processos de constituição e disponibilização de arquivos públicos, constituídos no quadro da configuração do AHM dentro do processo histórico de construção do Estado neste país em suas várias redes de interações, envolvendo diversos atores sociais, seja no universo político-administrativo ou arquivístico em si. Constatou-se uma mudança na trajetória do AHM, redefinindo o processo histórico de construção da memória e da identidade nacional através dos arquivos, dentro do processo de construção de uma ordem arquivística politicamente aceite, iniciado em 1975 e consolidado nos anos 2000.

What is the Real Question? / An Empirical-Ontological Approach to the Interpretative Analysis of Archival Reference Questions

Die Forschung zum Informationsverhalten in Archiven hat wiederholt gezeigt, dass der Zugang zu Archivbeständen durch einen grundlegenden Wissensmangel über die Informationsbedürfnisse von Archivnutzern eingeschränkt wird. Das Ziel der vorliegenden Studie ist die Vertiefung des empirischen Verständnisses der spezifischen Informationsbedürfnisse von Archivnutzern und damit die Leistung eines grundlegenden Beitrags zur Verbesserung von archivischen Informationssystemen. Dazu untersucht die primäre Forschungsfrage die Möglichkeit der Erarbeitung einer Ontologie, die in angemessener Weise das Erkenntnisinteresse von Nutzern an Archive repräsentiert, und auf formale Anfragen, adäquate Antworten erzeugt. Zu diesem Zweck analysiert die Studie schriftliche Nutzeranfragen an das Bundesarchiv und das Nationalarchiv von Norwegen (Arkivverket). Die primären Forschungsergebnisse umfassen einen methodischen Ansatz, der eine interpretative Analyse schriftlich formulierter Fragen an Archive vertritt und, als Ergebnis seiner erfolgreichen Anwendung, das Archival Knowledge Model (AKM) erarbeitet. Das AKM ist eine ontologische Repräsentation des Gegenstandbereichs, der typischerweise als das Erkenntnisinteresse von Fragen an Archiven erscheint. Die Studie zeigt, dass derartige Anfragen dominante, grundlegende ontologische Muster aufweisen, die auf einen relativ kleinen Satz ontologischer Entitäten formalisiert werden können. Diese stellt ein konstitutives Modell für die Evaluierung bestehender Archivinformationssysteme und Datenschemata zur Verfügung und kann die Entwicklung neuer Katalogisierungsregeln oder musterbasierter Abfrageanwendungen unterstützen. / Research on the information behaviour of archive users has repeatedly shown that access to archival knowledge bases such as via finding aids is hindered by a certain deficiency in knowledge about users and their information needs. The objective of this study is to increase our empirical understanding of the information needs of archive users in order to facilitate access to archival information systems. The primary research question explores the possibility of creating an ontology that can reasonably represent archival inquiries and their probable interpretations as formal queries to the model of the archival target world that would generate an adequate response. For this purpose, the study analyzes archival information needs as expressed in written natural language questions submitted to the German Federal Archives (Bundesarchiv) and the National Archives of Norway (Arkivverket). The primary results point to a methodological approach that advocates an interpretative analysis of written natural language inquiries and, as the result of its practical and successful application, the Archival Knowledge Model (AKM). This constitutes an ontological representation of the subject matter typically appearing as the interest of archival inquiries. The study thus shows that written natural language questions submitted to archives exhibit dominant fundamental ontological patterns, which can be formalized to a relatively small set of entities utilizing the CIDOC CRM and compatible extensions wherever its semantics are found to be inadequate. The AKM formally and explicitly represents the information needs of archive users in the form of an ontology, thus providing a constitutive model for the evaluation of existing archive information systems and data schemas and may inform the development of new cataloguing rules or pattern-based query applications.
