Divine Destiny or Free Choice: Nietzsche's Strong Wills in the Harry Potter Series

This paper considers the influences of fate and free will in J.K. Rowling’s Harry Potter series. Current scholarship on the topic generally agrees that Rowling champions free will by allowing her characters learning opportunities through their choices. By using Friedrich Nietzsche’s philosophy on fate and free will and by more closely examining the Harry Potter texts, this paper demonstrates fate’s stronger presence in Rowling’s fictional world. Certain strong-willed characters rise above their peers’ fated states by embracing their personal fates and exercising their wills to create themselves within fated destinies. The paper also explores the possibility of an authority directing fate.

Family physician work force projections in Saskatchewan

This thesis applies the econometric projection approach to forecast the numbers of general practitioners (GPs) in Saskatchewan for the next 15 years at both provincial and the Regional Health Authorities (RHAs) levels. The projection results will provide the estimated level of GPs up to 2021 for policy makers to adjust their decision on health professionals planning.<p> Three hypothesized scenarios, which include the changes in population proportion, average income for GPs and a combination of both, are used for projections based on the regression results. The projections suggest a 4.34% expected annual increase of GPs if the proportions of children and seniors increase or decrease according to prediction for the next 15 years for Saskatchewan. At the RHAs level, 4.5% to 10.7% expected annual rate of increase for numbers of GPs is projected for the northern RHAs and Saskatoon RHA, while the expected increase for other urban RHAs will experience less than 1.5% increases.<p> The predicted changes in average income for GPs show insignificant effect for the expected changes in numbers of GPs. However, the second and third scenarios are not extended to the RHAs level due to lack of information, which requires additional data for both Saskatchewan physicians and population for further projection analysis.

Skolverkets diskurs kring lärare som mobbar elever

Syftet med denna uppsats är att undersöka Skolverkets diskurs kring lärare som mobbar elever. Detta görs genom en textanalys av myndighetens publikationer där utsagor om mobbande lärare jämförs med utsagor om mobbande elever. Det studerade materialet utgörs av Skolverkets mest omfattande publikationer om skolmobbning mellan år 2002 och 2011. Texterna analyseras med hjälp av Michel Foucaults diskursanalys och de teorier som används är Steven Lukes definition av maktens tredje dimension samt Foucaults maktteori. Studien visar att mobbande lärare sällan omnämns i materialet och att utsagorna koncentreras kring historia, juridik och statistik. När det gäller talet om elever som mobbare är utsagorna frekvent förekommande och deras individuella egenskaper behandlas ingående. Eleverna beskrivs i förhållande till forskning, åtgärdsprogram, historia, juridik, statistik och utredande texter. Undersökningen visar att statistik om lärare respektive elever ej behandlas på ett jämlikt sätt; det gäller både vid framtagning av underlag för statistiken och vid redovisning av resultat. Skolverket presenterar ämnet om mobbande lärare diskontinuerligt och fragmentariskt medan mobbande elever beskrivs ingående och ur en mängd olika synvinklar. Texterna ger ingen förklaring till varför mobbande elever respektive mobbande lärare behandlas på så olika sätt när skolmobbning ska beskrivas. Resultatet av denna uppsats kan sättas i relation till maktteorier där den statliga makten osynliggör sig själv, samtidigt som den synliggör medborgarna. Lärare som mobbar elever osynliggörs, eftersom deras uppgift är att utföra statens direktiv; elever som mobbar är fullt exponerade eftersom maktutövningen undersöker, iakttar och kontrollerar dem. / This study has the intention to investigate how the Swedish National Agency for Education describes teachers who bully students. The examination is done by a research of published texts from the agency (between 2002 and 2011), and embodies the most numerous publications about bullying in school in this period of time. The investigation is performed with Discourse Analysis from Michel Foucault and compares bullying teachers with bullying students. Theory of Three-Dimensional Power from Steven Lukes  and Power Theories from Foucault gives a further understanding of the results. The study shows that bullying teachers is mentioned sporadically and in sprinkling fields related to historical dictums, statistics and juridical subjects. When it comes to the description of students, there are many and frequent dictums from personality traits to research findings. Students are also discussed in relation to programs against bullying and in a historical, judicial and statistical context. Statistics are unequal when it comes to bullying teachers versus bullying students, both in how investigations are composed and how the results are presented. The question of bullying teachers are almost excluded in the texts and none of the publications explains why there’s such a big difference between the presentation of bullying teachers comparing to bullying students. The conclusion is that the Swedish National Agency for Education treats the problem with bullying teachers in a discontinuous and fragmentary way whilst bullying students are described comprehensively and in widespread subjects. The result can be related to power theory therefore it shows how governmental power is making itself invisible whilst it exposes the members of the society. Bullying teachers are invisible because their task  is to perform the governments directives, whilst bullying students are fully visible because exercise of power investigates, observes and controls them in full exposure.

Manifestation of Religious Authority on the Internet: Presentation of Twelver Shiite Authority in the Persian Blogosphere

Cyberspace has diversified and pluralized people’s daily experiences of religion in unprecedented ways. By studying several websites and weblogs that have a religious orientation, different layers of religious authority including “religious hierarchy, structures, ideology, and sources” (Campbell, 2009) can be identified. Also, using Weber’s definition of the three types of authority, “rational-legal, traditional, and charismatic” (1968), the specific type of authority that is being presented on blogosphere can be recognized. The Internet presents a level of liberty for the discussion of sensitive topics in any kind of religious cyberspace, specifically the Islamic one. In this way, the Internet is expanding the number and range of Muslim voices, which may pose problems for traditional forms of religious authority or may suggest new forms of authority in the Islamic world. The interaction between the Internet and religion is often perceived as contradictory, especially when it is religion at its most conservative practice. While the international and national applications of the Internet have increased vastly, local religious communities, especially fundamentalists, perceived this new technology as a threat to their local cultures and practices. If we look at the Internet as a central phenomenon of contemporary modernity that interacts with practiced fundamentalist religious traditions, we can ask how broad the interactions are between religious fundamentalism and the Internet and whether these relations can be reconciled. More specifically, this thesis presents a study of the junction of the Internet and religious fundamentalism reviewing the presentation of Shiite religious authority on the Persian blogosphere. As a case study, Persian weblogs are studied for content analysis for this thesis. Weblogs’ texts are analyzed to find evidences for Shiite beliefs and shared identity, usages and interpretations of the main Shiite religious texts, references to the role of recognized Shiite leaders, and descriptions of Shiite structural patterns of practices and organizations. This research will demonstrate how the Internet has been culturally constructed, modified, and adapted to the Iranian community’s needs and how the Shiite fundamentalist community of Iran has been affected by it. Based on one of the most structured research in this area, the study by Baezilai-Nahon and Barzilai (2005), in this article I identify four principal dimensions of religious fundamentalism as they interact with the Internet: hierarchy, patriarchy, discipline, and seclusion.

South downtown revitalization in Saskatoon, Saskatchewan, Canada : a review and reconsideration

The physical redevelopment of Canadian downtown cores has been seen as a primary issue in economically and socially revitalizing urban areas. In the case of Saskatoon, Saskatchewan, the Citys South Downtown area is in need of such rejuvenation. In 2004 redevelopment plans for the area are underway; Saskatoon has set out a proposal to redevelop both its riverfront area and adjacent South Downtown. In order to accomplish the goal of a revitalized South Downtown, the authors of a successful redevelopment proposal must first identify a suitable user population for the area, namely the population of Saskatoon in its entirety, including the Citys disadvantaged central neighbourhood residents. The purpose of this thesis is to define the socio-economic traits of this potential user population for Saskatoons South Downtown in order to recommend facilities and services that should be included in the redevelopment effort. Census data for the fifty-one census tracts that comprise the census metropolitan area of Saskatoon are used to define the social and economic characteristics of this user population. After reviewing the populations socio-economic situations, as well as the social and business organizations that are currently located in the area, recommendations regarding appropriate, requisite facilities and services can be ascertained. These recommendations could then be implemented in the undertakings currently transpiring in Saskatoons South Downtown. Along with defining the socio-economic character of the user population, this study also examines past redevelopment proposals for Saskatoons South Downtown area in an attempt to understand the historical context of the area. The three main past plans for the South Downtown area include: The Meewasin Valley Project (also known as Moriyamas 100 Year Plan), the Mayors Task Force Report, and Princeton Developments South Downtown Master Plan. All of these failed attempts share many common design traits, culminating in the general goal to develop the area into a commercial, residential and recreational area that would cater to the upper-class residents of the city as well as higher-income tourists and visitors to the area. While it must not be assumed that plans which exclude lower-income populations are inherently wrong and destined to be unsuccessful, by targeting such an exclusive population as the primary users of a South Downtown redevelopment, the authors of the previous plans had inadvertently sought to develop an elite district of Saskatoon, financially inaccessible to a vast majority of the citys population. Defining the socio-economic traits of a user population that is comprised of all Saskatonians, and implementing facilities and services that cater to them, would result in an area that is not discriminating; all peoples regardless of life situation or neighbourhood of residence would be able to enjoy an interesting and revitalized South Downtown area of Saskatoon, Saskatchewan.

The electronic game business can not develop well as other emerging industries. Through the analysis by the five major frameworks of administrative law, it is that our society always be not trust about the electronic game shop which cause corruption and crime. However, even the government see the economic adventure of the electronic game business to promote development by raising the important policy of the Six Key Emerging Industries including the electronic digital game business development, that want to come up with Japan and Korea. But it ignore the electronic game shop, that the people still feel no good about it. The local governments also avoid it to follow the public opinion. In addition, the central government seem to have no feeling about the local problems of the electronic game business. Though our government want to improve the policy of the management through the history of the electronic game management, but the solution is temporary not permanent, so it is not enough about the management system. By the research, we can find that enduring the electronic game will reduce the development and employment opportunity, and it will cause more serious society problems. So the government should give judicious guidance according to circumstances, reasonable and efficient management. In this way, the electronic game business will be not only a leisure tool, but also an industry with more economic value. The electronic game business will be the soft power and endless development according to the information technology in Taiwan.

A Study of Legal System of the Free Independent Traveler Program for China

In terms of the ¡§basic principles¡¨ of the Free Independent Travelers program(FIT), we need to notice that it is the very first and fresh contact in the cross-straits with the friendliest cooperation. With the change that given by FIT to rebuild the mutual trust between two nations, instead of labeling the ¡§evil nature¡¨ on the people from mainland, the government should remove the discriminative norms and regulations from FIT immediately. In the perspectives of the Constitution and the International Covenant on Civil and Political Rights of UN, the right for people to have the freedom of mobility should be safeguarded. Internally, the authority should be delegated to local governments to enhance the potential benefit from few private and affluent enterprises and Taiwan-based business in China to the local economy with a greater profit. From the aspect of ¡§organization,¡¨ shortening the administrative process is the priority to reduce unnecessary red tape. Ma¡¦s administration attempts to establish offices in different fields in the cross-straits by ¡§building blocks¡¨; however, a more ¡§comprehensive¡¨ service organization is more needed based due to the reality. If this kind of organization can be set up in the important cities in China, FIT applicants can apply the grogram, including ¡§application, submission and receiving certifications¡¨ by a single window. It can not only reduce the cost and the possibility to be exploited for applicants, but it also can force the government to eliminate transferring the unnecessary risk of the possibility for Chinese travelers¡¦ staying illegally to the tourism industry in Taiwan. In relation to ¡§authority,¡¨ the policy should incline to ¡§soft law¡¨ for promoting FIT with ¡§management¡¨ rather than ¡§protecting with strictness.¡¨ If there is a conflict between authority and basic principles, related administrative problems may be even harder to be processed, let alone putting effectiveness of organizations into full play. Regarding to ¡§remedy,¡¨ a comprehensive arbitration mechanism, or an integrated system of mediation for dispute and remedy, is a must for FIT. From the premise of a mutual consensus to make it work effectively, instead of post-incident remedy, pursuing the quality of travelling by ¡§risk management¡¨ is more important. After all, the remedy in current society is so limited that it only covers the mediation for the dispute of product consumption and purchasing. In terms of ¡§supervision,¡¨ related source of law should be made by ¡§legislative sector,¡¨ so that an ¡§internal controlling¡¨ mechanism can be set up while part of the legal system is unable to be intervened by non-executive power, including president¡¦s power. Moreover, the set up of this mechanism should imitate the evaluation for universities. Professional scholars should be invited to do the evaluation, and by way of selecting random case or lot drawing, the power of the president can be redressed. Based on the divisions of responsibilities between administrative and legislative sectors, the ¡§interior controlling¡¨ role that the Congress plays, still, should not infringe the executive power of legislative sector. Nevertheless, it should reinforce practical supervision and identify what the object should be. From the aspect of ¡§exterior controlling,¡¨ an unofficial and professional organization should be established, so as to assist the integration of a comprehensive plan and supervision assessment. The pressure that media puts on the government is limited, not to mention correcting exterior supervision instantly; however, if the assessment can be submitted to Legislative Yuan from time to time, it might leave pressure to the administrative sector, so that the problems can be redressed.

After ¡§911 Attack¡¨ in 2001, every place in the world suffered destructive attack by terrorists one after another. It caused not only heavy casualties but also a shock to the international society. Religious fanaticism and technology misuse has made terror actions be serious threat to world stability and peace. United Nations Security Council not only critically condemned terror brutalities but also appealed to every member for urgent cooperation to prevent terrorist attack together and punish those who sponsor, plan, prepare for, and support terrorists; legislation sanction against terror actions has become the common consensus of the international society. Viewing the current achievements of countering terrorism, applying military strikes invariably still cannot completely solve this problem effectively. It must trace its source through knowing what problems happened in the society and how to make the most proper adjustment to cruxes of problems by means of double examination, ¡§Efficiency¡¨ and ¡§Rationality,¡¨ plus negotiation of every aspect of politics to enact the law, which conforms to principles of economy. There were a few actions of international terrorists in our country in the past, but we must have the attitude of playing the percentages and draft policies and complete laws in advance to response. At present, our country plans to finish the draft of ¡§Counter-terrorism Act,¡¨ providing the legal foundation of punishing terror actions and plan to set up a chartered counter-terrorism institute by the government to respond to significant terrorist attack. The research of our legal system of counter-terrorism is to discuss how to reach the balance between maintaining national security and protecting human rights by following the basic theory of administrative laws¡Ðprinciple, organization, authority, remedy, and supervision as the foundation of the thesis, and citing professor DENG, Syue-liang¡¦s academic quotation theory. In the light of every research structure, the research made correct description of crucial meaning of the system and explored the merits and demerits in the course of applying the legal system with objective explanation of its administrative measures and personal cognition, and brought up suggestions for follow-up researchers as reference.

However, at present, the so-called people¡¦s police are still restricted because of extrinsic influences and complicated environment. Moreover, they are still satisfied with immersing in subjective achievements. Therefore, it is a pity that they rarely make efforts to analyze and resolve deep-rooted problems. In a pluralist society, in order to manifest governmental effectiveness, police duty must pursuit perfection to meet more and more complicated public issues. Consequently, it is essential to define the implementation of corn value. Namely, it is to deeply discuss and analyze the value definition of research issues, and insist on the principles of planning, making decision objectively, judging subjectively, analyzing, managing and operating practice, realizing society changes and controlling trend with macro perspectives and micro angles to predict the future by reviewing the past so as to combine knowing and doing.
