Despite the social and non-profit character of the Third Sector companies, this segment also looks for best management practices focused on results. From this perspective, thinking about how management by projects can promote positive change by leveraging actions and resources, this work aims to explore, through a case study, what are the success factors of the projects in a Third Sector Company, on health sector, specialized in oncology, in a time frame of twenty two (22) months. Multiple evidence sources were used: analysis of historical documentation of four (04) projects of avarage and high complexity, observation and accompaniment of five (05) professionals at the implementation stage of a highly complex project, verification of qualitative research maturity’s results in projects and research of project’s portfolio, through the report of twenty (20) health and administrative professionals. In the academic area, several studies had as its study object the critical success factors of the projects. However, is still needed to explore the subject on health sector. / No atual cenário empresarial, em consequência da velocidade das mudanças e do dinamismo das informações no mundo contemporâneo, vem sendo amplamente discutido como as organizações podem responder de forma célere a esses movimentos e, assim, construir uma vantagem competitiva para assegurar a sustentabilidade dos negócios. Não obstante o caráter social e não-lucrativo das empresas do Terceiro Setor, esse segmento também caminha na busca de práticas de gestão baseadas em resultados. Nessa perspectiva, pensando em como a gestão por projetos pode promover mudanças positivas pela potencialização de ações e recursos, este trabalho tem como objetivo explorar, por meio de um estudo de caso, os fatores críticos de sucesso dos projetos em uma empresa do Terceiro Setor do ramo da saúde, especializada em oncologia, em um horizonte temporal de vinte e dois (22) meses. Foram utilizadas múltiplas fontes de evidências: análise da documentação histórica de quatro (04) projetos de média e alta complexidades, observação e acompanhamento de cinco (05) profissionais na fase de execução de um projeto de alta complexidade, verificação dos resultados da pesquisa qualitativa de maturidade em projetos e investigação do portfólio de projetos, através do relato de vinte (20) profissionais de saúde e administrativos. Na área acadêmica, diversos estudos tiveram como objeto os fatores críticos de sucesso dos projetos. No entanto, existe a necessidade de exploração do tema no ramo da saúde.

O tema da Acreditação tem alcançado ressonância nas sociedades científicas internacionais, em especial na União Europeia, USA, e atualmente Caribe e América Latina. A temática de Redes de Avaliação da qualidade e Acreditação da Educação Superior na América Latina ainda é pouco explorada, do ponto de vista da pesquisa, mas é tema de discussões diversas em muitos países. O estudo traz o cenário que propiciou o surgimento das redes de cooperação e intercâmbio para o desenvolvimento de conhecimentos em matéria de Acreditação e Avaliação da qualidade da Educação Superior. Considerações sobre as reformas da Educação Superior na América Latina são discutidas, além dos “apelos” da globalização à Universidade Latina do século XXI. Apresentam-se evidências de um cenário da Educação Superior na América Latina marcado por desigualdades de desenvolvimento e de características em seus sistemas de Educação Superior. No âmbito das reformas da Educação Superior há a preocupação de marcar o momento da inserção de processo de formação de sistemas de asseguramento da qualidade da Educação Superior. Duas redes da América Latina são estudadas a RANA e a RIACES. O método escolhido foi o estudo de caso, que propiciou conhecer a dinâmica de uma política de cooperação e integração no contexto de Redes. O estudo baseia-se em várias fontes, como a pesquisa documental, coleta de dados em fontes primárias e secundárias, entrevistas e visita às sedes das redes de agências. / The present study focuses on the role played by Quality Evaluation Agencies and Accreditation in Higher Education Agencies in Latin America from RANA and RIACES point of view. Accreditation is a theme that has, lately, reached great propagation in International Scientific Societies, mainly in the European Union, USA and more recently in the Caribbean and Latin America. The idea of Quality Evaluation and Accreditation Networks in Higher Education in Latin America is not very explored from a research point of view, but is a theme of great discussion in many countries. This study brings the scenario that made possible the upcoming cooperation and exchange networks to the development of knowledge in terms of Accreditation and Quality Evaluation in Higher Education. Considerations about the reforms in Higher Education in Latin America are discussed as well as the “calls” for globalization that the Latin University has received in the 21st century. Evidences of a scenario of inequalities in development in Higher Education in Latin America are presented as well as the characteristics of Higher Education systems. As for the reforms scope, there seems to be a certain concern about emphasizing the exact moment in which the process of formation of quality reassurance in Higher Education is inserted. Two Latin American agencies are studied: RANA and RIACES. The method chosen was case study, which enabled the acknowledgement of a cooperation and integration policy in these networks context. The study is based in many different resources such as documental research, data collection in primary and secondary sources, interviews and onsite visits to the agencies headquarters. / En esta investigación se enfoca el rol de las Redes de Agencias de Evaluación de la Calidad y de las Redes de Acreditación de la Educación Superior en América Latina, a partir del estudio de RANA y RIACES. El tema de la Acreditación ha alcanzado resonancia internacional en las sociedades científicas, en especial en la Unión Europea, América Latina y el Caribe. El temático de redes de la evaluación de la calidad y de la acreditación de la educación superior en América Latina todavía poco se explora del punto de vista de la investigación, pero es tema de controversias en muchos países. El estudio trae a la escena el brote de las redes de la cooperación y del intercambio para desarrollo del conocimiento en la acreditación y la evaluación de la calidad de la educación superior. Text in Afrikaans / The purpose of the study is to examine the extent and demands volunteers have in a managerial function. Volunteers are responsible for the management of the branches of the ACVV, functioning in a specific environment. The variables of these environments have a definite influence on the functioning of a branch and place specific demands on the members. The group of respondents consisted of chairpersons of branches of the ACVV in the West Coast region. The findings of the empirical studies are that all levels of the environment bring pressure to bear upon volunteers. The demands placed upon them have a bearing on the managerial tasks and have a negative effect on the willingness of volunteers to serve as board members. It is imperative that training and development of volunteers, in welfare organizations, must be ongoing in order to empower and give them confidence for these managerial tasks. / Social Work / M. Metodologia – A pesquisa dividiu-se em três momentos distintos. No primeiro, foi constituído o arcabouço teórico que pudesse relacionar o estudo implantado pela Corregedoria Geral de Justiça com a gestão de pessoas. No segundo momento foram coletados dados junto ao site do TJ/RJ, além de informações colhidas junto à Corregedoria Geral de Justiça de dados não disponíveis para consulta. Por último, foi realizada uma análise dos números apresentados pela instituição, tendo como base os meses de junho a setembro nos anos de 2015, 2016 e 2017. Resultados – Foi constatado que, diante do quadro inicial apresentado no primeiro ano sob análise, houve alteração quando se privilegiou uma distribuição mais equânime no número de servidores. Limitações – A principal limitação da pesquisa foi buscar os dados, nem sempre, disponíveis junto aos órgãos públicos. Contribuições práticas – A partir das análises oferecidas, acredita-se que a administração pública e, em especial, o Tribunal de Justiça/RJ poderão ter como objetivo o melhor aproveitamento possível de seus servidores. Contribuições sociais – Ao identificar a possibilidade de aumento da produção com menor número de funcionários, os órgãos públicos poderão implementar processos seletivos mais contínuos com um número menor e mais qualificado de servidores. / Purpose - This study intends to verify the strategic management of people in the public administration of the first instance of the Court of Justice of the State of Rio de Janeiro, seeking to evaluate still the production achieved in 31 judicial registries in the capital, after the implementation of a stocking study elaborated by the Corregedoria General of Justice / RJ in the year 2015. Design/Methodology - The research was divided into three distinct moments. In the first, the theoretical framework was established that could relate the study implemented by the General Corregedoria of Justice with the management of people. In the second moment data were collected next to the TJ / RJ website, in addition to information collected from the General Corregedoria of Justice data not available for consultation. Finally, an analysis of the numbers presented by the institution was carried out, based on the months of June to September in the years 2015, 2016 and 2017. Findings - It was found that, in view of the initial table presented in the first year under analysis, there was a reasonable change when a more equitable distribution in the number of servers was favored. Resarch limitations - The main limitation of the research was to seek the data, not always, available from public agencies. Practical implications - Based on the analyzes offered, it is believed that the public administration and, in particular, the Court of Justice / RJ may have as objective the best possible use of its servers. Social implications - By identifying the possibility of increased production with fewer employees, public agencies will be able to implement more continuous selective processes with a smaller and more qualified number of servers.

Méthode agile pour la conception collaborative multidisciplinaire de systèmes intégrés : application à la mécatronique / Agil method for the multidisciplinary and collaborative design of integrated systems : application to mechatronics

Ces travaux portent sur la conception multidisciplinaire de systèmes intégrés. Ces systèmes sont soumis à un nombre d’exigences toujours croissant, entraînant des besoins en termes d’intégration fonctionnelle et spatiale. Ces différents types d’intégration relative au produit sont également la source d’une complexité organisationnelle, provenant à la fois de la multitude d’acteurs réalisant différentes activités d’ingénierie, mais également de la diversité des domaines impliqués, désignée dans ce manuscrit par « intégration multidisciplinaire ». Pour favoriser cette intégration multidisciplinaire, les phases de « conception préliminaire » et de « conception détaillée » ont été identifiées comme déterminantes, notamment car elles se caractérisent par la collaboration de nombreux experts, manipulant un grand nombre de données techniques de définition. Les systèmes conçus lors de conceptions multidisciplinaires restent faiblement intégrés. Cela est en partie dû au cloisonnement entre les disciplines et à un mode d’organisation projet basé sur une planification prédominante, caractérisé notamment par une diffusion de l’information principalement descendante (top-down). Afin d’assurer une meilleure collaboration entre ces différentes disciplines, de permettre des prises de décision éclairées par des indicateurs opérationnels et de pouvoir analyser et mieux comprendre les phénomènes d’intégration des expertises, l’introduction d’une méthode inspirée des principes fondateurs des méthodes agiles est proposée pour la conception collaborative de systèmes intégrés.La contribution de ces travaux s’appuie sur trois concepts complémentaires. Le premier, intitulé Collaborative Actions Framework correspond à un cadre de collaboration opérationnelle autour d’actions. Un des objectifs de ce framework est de faciliter la collaboration des acteurs des projets de conception, quelle que soit leur origine disciplinaire, mais également d’assurer une traçabilité entre les prises de décision et les corrections/modifications apportées sur les données techniques. Cette traçabilité est rendue possible grâce aux liens existants avec le second concept intitulé Workspace. Apportant un nouvel éclairage sur les possibilités offertes par la collaboration autour de ces espaces de collaboration, ce concept offre un certain nombre de possibilités,notamment la mise en commun continue des travaux, l’intégration multidisciplinaire et la validation des modifications. Les échanges de données techniques entre les workspaces, ou le travail simultané sur les mêmes données techniques, s’appuient quant à eux sur la possibilité de pouvoir gérer de façon parallèle différentes versions d’une même donnée technique. Ces possibilités sont proposées par le troisième concept, intitulé branch & merge, qui permet également à différents acteurs de travailler simultanément sur les mêmes données. Enfin, ces trois concepts sont ensuite illustrés par l’intermédiaire d’un démonstrateur composé d’un scénario et d’un prototype informatique. Un produit mécatronique, combinaison synergique et systémique de la mécanique, de l'électronique et de l'informatique temps réel, est utilisé afin d’illustrer les possibilités offertes par nos travaux en termes d'intégration multidisciplinaire lors de la conception collaborative. / This work focuses on the multidisciplinary and collaborative design of integrated systems. These systems are subject to an ever increasing number of requirements, leading to the need for more comprehensive functional and spatial integration. These different types of product integration are also at the origin of organizational complexity. This complexity arises not only from the great number of actors performing various engineering activities but also from the diversity of disciplines involved (designated in this manuscript as “multidisciplinary integration”). To encourage this multidisciplinary integration, “preliminary design” and “detailed design” have been identified as the most significant steps, especially since they are characterized by the collaboration of multiple experts handling a large number of product definition’ technical data. Systems that have been designed thanks to multidisciplinary approaches are generally poorly integrated. This is partially due to the compartmentalization of disciplines, as well as to the “project-planned” method, where project planning is predominant and information is mainly spread out “top-down”. To ensure better cooperation between the various disciplines, to enable decision making based on operational indicators and to analyze and understand the multidisciplinary integration processes, a method inspired by the founding principles of agile methods (the agile manifesto) is proposed for the collaborative design of integrated systems. This work is based on three complementary concepts. The first is, the Collaborative Actions Framework, an operational framework for collaboration around actions. One objective of this framework is to improve the collaboration among designers, whatever their disciplinary origin. It also ensures traceability between decision making and corrections/changes made to technical data. This traceability is made possible by the useof the second concept, called Workspace. Even if this term is already well known, we propose a new definition/usage to transform it into collaboration spaces. This concept offers great possibilities, including the continuous delivering/sharing of experts’ contributions, multidisciplinary integration and change validation. The exchange of technical data between workspaces, or simultaneous work on the same data, relies on the ability to manage several parallel versions of the same item into a single datamanagement system. These opportunities are offered by the third concept, called Branch & Merge. Finally, these three concepts are illustrated through a scenario and a computer prototype. A mechatronic product, “the synergistic combination of mechanical and electrical engineering, computer science, and information technology” (Harashima et al., 1996), is used to illustrate the opportunities offered by our work in terms of multidisciplinary integration during collaborative design.

Design of survivable networks with bounded-length paths / Conception de réseaux fiables à chemins de longueur bornée

In this thesis, we consider the k-edge connected L-hop-constrained network design problem. Given a weighted graph G=(N,E), a set D of pairs of terminal nodes, and two integers k,L > 1, it consists in finding in G the minimum cost subgraph containing at least k edge-disjoint paths of at most L edges between each pair in D. This problem is of great interest in today's telecommunication industry, where highly survivable networks need to be constructed.<p><p>We first study the particular case where the set of demands D is reduced to a single pair {s,t}. We propose an integer programming formulation for the problem, which consists in the st-cut and trivial inequalities, along with the so-called L-st-path-cut inequalities. We show that these three classes of inequalities completely describe the associated polytope when k=2 and L=2 or 3, and give necessary and sufficient conditions for them to be facet-defining. We also consider the dominant of the associated polytope, and discuss how the previous inequalities can be separated in polynomial time.<p><p>We then extend the complete and minimal description obtained above to any number k of required edge-disjoint L-st-paths, but when L=2 only. We devise a cutting plane algorithm to solve the problem, using the previous polynomial separations, and present some computational results.<p><p>After that, we consider the case where there is more than one demand in D. We first show that the problem is strongly NP-hard, for all L fixed, even when all the demands in D have one root node in common. For k=2 and L=2,3, we give an integer programming formulation, based on the previous constraints written for all pairs {s,t} in D. We then proceed by giving several new classes of facet-defining inequalities, valid for the problem in general, but more adapted to the rooted case. We propose separation procedures for these inequalities, which are embedded within a Branch-and-Cut algorithm to solve the problem when L=2,3. Extensive computational results from it are given and analyzed for both random and real instances.<p><p>Since those results appear less satisfactory in the case of arbitrary demands (non necessarily rooted), we present additional families of valid inequalites in that situation. Again, separation procedures are devised for them, and added to our previous Branch-and-Cut algorithm, in order to see the practical improvement granted by them.<p><p>Finally, we study the problem for greater values of L. In particular, when L=4, we propose new families of constraints for the problem of finding a subgraph that contains at least two L-st-paths either node-disjoint, or edge-disjoint. Using these, we obtain an integer programming formulation in the space of the design variables for each case.<p><p>------------------------------------------------<p><p>Dans cette thèse, nous considérons le problème de conception de réseau k-arete connexe à chemins L-bornés. Etant donné un graphe pondéré G=(N,E), un ensemble D de paires de noeuds terminaux, et deux entiers k,L > 1, ce problème consiste à trouver, dans G, un sous-graphe de cout minimum tel que, entre chaque paire dans D, il existe au moins k chemins arete-disjoints de longueur au plus L. Ce problème est d'un grand intéret dans l'industrie des télécommunications, où des réseaux hautement fiables doivent etre construits.<p><p>Nous étudions tout d'abord le cas particulier où l'ensemble des demandes D est réduit à une seule paire de noeuds. Nous proposons une formulation du problème sous forme de programme linéaire en nombres entiers, laquelle consiste en les inégalités triviales et de coupe, ainsi que les inégalités dites de L-chemin-coupe. Nous montrons que ces trois types d'inégalités décrivent complètement le polytope associé lorsque k=2 et L=2,3, et donnons des conditions nécessaires et suffisantes pour que celles-ci en définissent des facettes. Nous considérons également le dominant du polytope associé et discutons de la séparation polynomiale des trois classes précédentes.<p><p>Nous étendons alors cette description complète et minimale à tout nombre k de chemins arete-disjoints de longueur au plus 2. De plus, nous proposons un algorithme de plans coupants utilisant les précédentes séparations polynomiales, et en présentons quelques résultats calculatoires, pour tout k>1 et L=2,3.<p><p>Nous considérons ensuite le cas où plusieurs demandes se trouvent dans D. Nous montrons d'abord que le problème est fortement NP-dur, pour tout L fixé et ce, meme si les demandes sont toutes enracinées en un noeud. Pour k=2 et L=2,3, nous donnons une formulation du problème sous forme de programme linéaire en nombres entiers. Nous proposons également de nouvelles classes d'inégalités valides, pour lesquelles nous réalisons une étude faciale. Celles-ci sont alors séparées dans le cadre d'un algorithme de coupes et branchements pour résoudre des instances aléatoires et réelles du problème.<p><p>Enfin, nous étudions le problème pour de plus grandes valeurs de L. En particulier, lorsque L=4, nous donnons de nouvelles familles de contraintes pour le problème consistant à déterminer un sous-graphe contenant entre deux noeuds fixés au moins deux chemins de longueur au plus 4, que ceux-ci doivent etre arete-disjoints ou noeud-disjoints. The thesis describes and analyses the evolution of the Czech industry since the beginning of the economic transformation in 1990 till today and it forecasts it's likely further development. The chapter one presents a brief description of the Czech industrial sector in the 19th and the 20th centuries. The chapter n. 2 is dedicated to the evolution in 1980s, the last decade before the collapse of the centrally planned economy. The third chapter describes the transformation process in the beginning of the 1990s. It focuses on the privatization, which was the most important constituent of the economic transformation from the perspective of the Czech industry. Chapters n. 4 and 5 focus on the evolution and restructuration of the Czech industry in the 1990s and in the first decade of the new millennium. The biggest attention is paid to the international trade, foreign direct investments, industrial production, industrial workforce and changes of the industrial structure. Chapter n. 6 is devoted to the evolution in the past 1,5 year and it describes the evolution of the Czech industry in the context of the global economic recession. The last part of the thesis outlines the probable evolution of the Czech industry in the future.

Analýza konjunkturálních průzkumů / Analysis of the Business Cycle Surveys

The aim of this diploma thesis is to describe the problematic of business cycle and consumer surveys and represent their current development and usage. The secondary objective is to link economical and statistical bonds of business cycle surveys. First, the work describes the basic definition of business cycle surveys and their users. Further it is graphically and theoretically evaluating the current development of particular confidence indicators and their sub-questions. Subsequently is in frame of the current economic development compared development of leading indicators with the development of gross domestic product (calculated using the production method) using the HP filter. In the last part of the work are modeled one-dimensional ARIMA time series models of branch confidence indicators. Result of the work is business cycle surveys analysis in terms of basic economical and statistical ties. Completed work should serve as a material to understand business cycle survey and their importance in frame of economy development.
